			<content:encoded><![CDATA[<p><em>The <strong>2008 Mumbai attacks</strong> were more than ten coordinated shooting and bombing attacks across Mumbai, India&#8217;s financial capital and its largest city. The attacks, which drew widespread condemnation across the world, began on 26 November 2008 and lasted until 29 November, killing at least 173 people and wounding at least 308.</em></p>
<p><em>Eight of the attacks occurred in South Mumbai: at Chhatrapati Shivaji Terminus, the Oberoi Trident, the Taj Mahal Palace &amp; Tower, Leopold Cafe, Cama Hospital,<sup>[</sup> the Orthodox Jewish-owned Nariman House, the Metro Cinema,  and a lane behind the Times of India building and St. Xavier's College. There was also an explosion at the Mazagaon docks, in Mumbai's port area, and in a taxi at Vile Parle. By the early morning of 28 November, all sites except for the Taj Mahal Palace had been secured by Mumbai Police and security forces. An action by India's National Security Guards (NSG) on 29 November resulted in the death of the last remaining attackers at the Taj Mahal Palace, ending all fighting in the attacks.</em></p>
<p><em>Ajmal Amir Kasab, the only attacker who was captured alive, disclosed that the attackers were members of Lashkar-e-Taiba, the Pakistan-based militant organization, considered a terrorist organization by India, the United States, and the United Kingdom, among others. The Indian Government said that the attackers came from Pakistan, and their controllers were in Pakistan.</em></p>
<p><em>On 7 January 2009, after more than a month of denying the nationality of the attackers,<sup><a href="http://en.wikipedia.org/wiki/Mumbai_attacks#cite_note-TIME08JAN2009-13">]</a></sup></em> Pakistan&#8217;s Information Minister Sherry Rehman officially accepted Ajmal Amir&#8217;s nationality as Pakistani. On 12 February 2009, Pakistan&#8217;s Interior Minister Lehman Malik, in a televised news briefing, confirmed that parts of the attack had been planned in Pakistan and said that six people, including the alleged mastermind, were being held in connection with the attacks</p>
<p><em><strong>Entry into India</strong></em></p>
<p><em>According to investigations the attackers traveled by sea from <span style="text-decoration:underline;">Karachi</span>, Pakistan, across the <span style="text-decoration:underline;">Arabian Sea</span>, hijacked the Indian fishing trawler &#8216;Kuber&#8217; killing the crew and entered Mumbai on a rubber dinghy. The captain of Kuber, Amar Singh Solanki had earlier been imprisoned for six months in a Pakistani jail for illegally fishing in Pakistani waters.</em></p>
<p><em>The first events were detailed around 20:00 <span style="text-decoration:underline;">Indian Standard Time</span> (IST) on 26 November, when 10 <span style="text-decoration:underline;">Urdu</span>-speaking men in inflatable speedboats came ashore at two locations in <a title="Colaba" href="http://en.wikipedia.org/wiki/Colaba">Colaba</a>. They reportedly told local <span style="text-decoration:underline;">Marathi</span>-speaking fishermen to &#8220;mind their business&#8221; before they split up and headed two different ways; the fishermen&#8217;s subsequent report to police received little response.</em></p>
<p><em><strong>End of the attacks</strong></em></p>
<p><em>By the morning of 27 November, the army had secured the Jewish outreach center at Nariman House as well as the Oberoi Trident hotel. They also incorrectly believed that the Taj Mahal Palace and Towers had been cleared of attackers, and soldiers were leading hostages and hold-up guests to safety, and removing bodies of those killed in the attacks. However, later news reports indicated that there were still two or three attackers in the Taj, with explosions heard and gunfire exchanged. Fires were also reported at the ground floor of the Taj with plumes of smoke arising from the first floor. The final operation at the Taj Mahal Palace hotel was completed by the NSG commandos at 08:00 on 29 November, killing three attackers and resulting in the conclusion of the attacks. The security forces rescued 250 people from the Oberoi, 300 from the Taj and 60 people (members of 12 different families) from Nariman House. In addition, police seized a boat filled with arms and explosives anchored at <span style="text-decoration:underline;">Megaton</span> dock off Mumbai harbor.<span style="text-decoration:underline;"><sup>[</sup></span></em></p>
<p><em>The attackers had planned the attack several months ahead of time and knew some areas well enough for the attackers to vanish, and reappear after security forces had left. Several sources have quoted Kasab telling the police that the group received help from Mumbai residents. The attackers used at least three <span style="text-decoration:underline;">SIM cards</span> purchased on the Indian side of the border with <span style="text-decoration:underline;">Bangladesh</span>, pointing to some local collusionThere were also reports of one SIM card purchased in New Jersey, USA. Police had also mentioned that <span style="text-decoration:underline;">Faheem Ansari</span>, an Indian Lashkar operative who had been arrested in February 2008, had scouted the Mumbai targets for the November attacksLater, the police arrested two Indian suspects, Mikhtar Ahmad, who is from Srinagar in Kashmir, and Tausif Rehman, a resident of Kolkata. They supplied the SIM cards, one in Calcutta, and the other in New Delhi.</em></p>
<p><em>Blood tests on the attackers indicate that they had taken <span style="text-decoration:underline;">cocaine</span> and <span style="text-decoration:underline;">LSD</span> during the attacks, to sustain their energy and stay awake for 50 hours. Police say that they found syringes on the scenes of the attacks. There were also indications that they had been taking steroidsThe gunman who survived said that the attackers had used to familiarize themselves with the locations of buildings used in the attacks.</em></p>

Production as measured by <span style="text-decoration:underline;">Gross Domestic Product</span> (GDP), employment, investment spending, <span style="text-decoration:underline;">capacity utilization</span>, household incomes and business profits all fall during recessions. Governments usually respond to recessions by adopting expansionary macroeconomic policies, such as increasing money supply, increasing government spending and decreasing taxation.</p>
<p>In a 1975 New York Times article, economic statistician <a title="Julius Shiskin (page does not exist)" href="http://en.wikipedia.org/w/index.php?title=Julius_Shiskin&amp;action=edit&amp;redlink=1">Julius Shiskin</a> suggested several economic indicators that identify a recession; these indicators included the rule &#8216;two successive quarterly declines in GDP&#8217;.<sup>GDP</sup> Over time, the other rules have been largely forgotten, and a recession is now often identified as a period when a country&#8217;s GDP falls (negative real economic growth) for at least two <span style="text-decoration:underline;">quarters</span>. The NBER defines an economic recession as: &#8220;a significant decline in [the] economic activity spread across the country, lasting more than a few months, normally visible in <a title="GDP deflator" href="http://en.wikipedia.org/wiki/GDP_deflator">real</a> <span style="text-decoration:underline;">GDP</span> growth, real personal income, employment (non-farm payrolls), industrial production, and wholesale-retail sales.&#8221;<a href="http://en.wikipedia.org/wiki/Recession#cite_note-nber.org-6"><sup>[7]</sup></a> Almost universally, academics, economists, policy makers, and businesses defer to the determination by the NBER for the precise dating of a recession&#8217;s onset and end.</p>

<p>A recession has many attributes that can occur simultaneously and can include declines in coincident measures of activity such as employment, investment, and corporate profits.A severe (GDP down by 10%) or prolonged (three or four years) recession is referred to as an <span style="text-decoration:underline;">economic depression</span>, although some argue that their causes and cures can be different.<span style="text-decoration:underline;"><sup>[</sup></span></p>
<p><strong>Government responses</strong></p>
<p>Most <span style="text-decoration:underline;">mainstream economists</span> believe that recessions are caused by inadequate <span style="text-decoration:underline;">aggregate demand</span> in the economy, and favor the use of expansionary macroeconomic policy during recessions. Strategies favored for moving an economy out of a recession vary depending on which economic school the policymakers follow. <span style="text-decoration:underline;">Monetarists</span> would favor the use of expansionary <span style="text-decoration:underline;">monetary policy</span>, while <span style="text-decoration:underline;">Keynesian</span> economists may advocate increased <span style="text-decoration:underline;">government spending</span> to spark economic growth. <span style="text-decoration:underline;">Supply-side</span> economists may suggest tax cuts to promote business <span style="text-decoration:underline;">capital</span> investment. <span style="text-decoration:underline;">Laissez-faire</span> minded economists may simply recommend that the government not</p>
<p><strong>Stock market and recessions</strong></p>

<p>Some recessions have been anticipated by stock market declines. In <span style="text-decoration:underline;">Stocks for the Long Run</span>, Siegel mentions that since 1948, ten recessions were preceded by a stock market decline, by a lead time of 0 to 13 months (average 5.7 months), while ten stock market declines of greater than 10% in the <span style="text-decoration:underline;">DJIA</span> were not followed by a recession<sup>.</sup></p>
<p>The <span style="text-decoration:underline;">real-estate</span> market also usually weakens before a recessio<span style="text-decoration:underline;"><sup>[</sup></span>However <span style="text-decoration:underline;">real-estate</span> declines can last much longer than recessions.<sup>[</sup></p>
<p>Since the business cycle is very hard to predict, Siegel argues that it is not possible to take advantage of economic cycles for timing investments. Even the <span style="text-decoration:underline;">National Bureau of Economic Research</span> (NBER) takes a few months to determine if a peak or trough has occurred in the US.<a href="http://en.wikipedia.org/wiki/Recession#cite_note-16"><sup>[17]</sup></a></p>
<p>During an economic decline, <span style="text-decoration:underline;">high yield stocks</span> such as <span style="text-decoration:underline;">fast moving consumer goods</span>, pharmaceuticals, and tobacco tend to hold up better<sup><a href="http://en.wikipedia.org/wiki/Recession#cite_note-17">[18]</a></sup>. However when the economy starts to recover and the bottom of the market has passed (sometimes identified on charts as a <span style="text-decoration:underline;">growth stocks</span> tend to recover faster. There is significant disagreement about how health care and utilities tend to recover<sup><a href="http://en.wikipedia.org/wiki/Recession#cite_note-19">[20]</a></sup>. Diversifying one&#8217;s portfolio into international stocks may provide some safety; however, economies that are closely correlated with that of the U.S. may also be affected by a recession in the U.S..</p>
<p>There is a view termed the <em>halfway rule</em> <a href="http://en.wikipedia.org/wiki/Recession#cite_note-21"><sup>[22]</sup></a> according to which investors start discounting an economic recovery about halfway through a recession. In the 16 U.S. recessions since 1919, the average length has been 13 months, although the recent recessions have been shorter. Thus if the 2008 recession followed the average, the downturn in the stock market would have bottomed around November 2008.</p>
<p><strong>Recession and politics</strong></p>
<p>Generally an administration gets credit or blame for the state of economy during its time. This has caused disagreements about when a recession actually started. In an economic cycle, a downturn can be considered a consequence of an expansion reaching an unsustainable state, and is corrected by a brief decline. Thus it is not easy to isolate the causes of specific phases of the cycle.</p>
<p>The 1981 recession is thought to have been caused by the tight-money policy adopted by <span style="text-decoration:underline;">Paul Volcker</span>, chairman of the Federal Reserve Board, before <span style="text-decoration:underline;">Ronald Reagan</span> took office. Reagan supported that policy. Economist <span style="text-decoration:underline;">Walter Heller</span>, chairman of the <span style="text-decoration:underline;">Council of Economic Advisers</span> in the 1960s, said that &#8220;I call it a Reagan-Volcker-Carter recession.<a href="http://en.wikipedia.org/wiki/Recession#cite_note-24"><sup>[25]</sup></a> The resulting taming of inflation did, however, set the stage for a robust growth period during Reagan&#8217;s administration.</p>
<p>It is generally assumed that government activity has some influence over the presence or degree of a recession. Economists usually teach that to some degree recession is unavoidable, and its causes are not well understood. Consequently, modern government administrations attempt to take steps, also not agreed upon, to soften a recession. They are often unsuccessful, at least at preventing a recession, and it is difficult to establish whether they actually made it less severe or longer lasting.<sup>[</sup></p>
