Flanders Flag Raised for First Time

Southampton Town officials and members of the community gathered this morning to celebrate the first raising of the Flanders hamlet flag. Shannon Merker, a 17-year-old lifelong resident of Flanders, came up with the concept and design for the flag. Councilman Chris Nuzzi, Flanders CAC Chair Rich Naso, and Flanders Fire Department Chief Brian Williams spoke in honor of Shannon at the ceremony The Flanders flag will be flown at the Flanders Memorial Park and the David W. Crohan Community Center.

Bridgehampton UFSD Honored by Councilman Nuzzi and Plastic Bag Task Force

“On Tuesday June 4th, the Bridgehampton UFSD and its Environmental Club were honored by Southampton Town Councilman Chris Nuzzi and members of the Towns Plastic Bag Education Task force for being named the winners of the 2013 Trex Plastic Bag Recycling Challenge. Nuzzi presented the students with a proclamation and a plaque from the Town of Southampton for turning in 5,296 plastic bags averaging around 39 per student and weighing 71.5 pounds. As part of their “A Greener Southampton” plastic bag reduction, reuse, and recycling campaign, Nuzzi and Councilwoman Christine Scalera partnered with the Trex Company to bring the Plastic Bag Recycling Challenge to area schools this past spring.”

Town Officials Observe Earth Day with Series of Green Events

A series of environmental initiatives undertaken by Councilman Chris Nuzzi and Councilwoman Christine Scalera, including the Trex Plastic Bag Recycling Challenge, “A Greener Southampton” poster contest, community events, and the Great East End Clean-Up, culminated this past weekend with the Town’s STOP (Stop Throwing Out Pollutants) Day.

The Town partnered with the Trex company for the second consecutive year to enlist local schools in a four month plastic film recycling challenge. Bridgehampton
School will be awarded a Trex bench made of 10,000 recycled bags for collecting the most bags per student for a total of 5,296 bags. An additional 22,147 bags were collected for recycling by students from Hampton Bays Middle School, Remsenberg-Speonk Elementary, Pierson Middle/High School, Our Lady of the Hamptons, and Southampton Elementary School.

“Since the formation of the Plastic Bag Education Task Force last year, tens of thousands of plastic bags have been recycled as a result of our educational and outreach efforts,” said Scalera. “We’re currently planning several more events, and look forward to further enhancing our goal of eliminating single use plastic bags from our environment and landfills.”

A poster contest was held in conjunction with the Trex challenge, both part of Scalera and Nuzzi’s “A Greener Southampton—the Solution is in the Bag” initiative. Students who submitted posters were recognized by the council members at community events on April 20 at King Kullen in Bridgehampton and Stop & Shop in Hampton Bays. Reusable grocery bags were given to shoppers who took the “Greener Southampton” pledge to reduce, reuse, and recycle single use plastic bags.

The Great East End Clean-Up also took place throughout Southampton Town during Earth Day weekend. Approximately 640 volunteers removed 55.5 tons of litter and debris, including .5 tons of metal that was sorted for recycling, from beaches, parks, trails, and roadsides. “We’re very fortunate to have so many people in our community who are not only willing, but enthusiastic about devoting their time to care for the health and beauty of our surroundings,” said Councilman Nuzzi, who has led the annual event for the past eight years. He pointed out that many of the items found at the beaches like straws, bottle caps, and fishing lines, can affect marine life that accidentally swallow or become entangled in them, and that the clearing of debris helps removes potential habitats for vectors such as mosquitoes. “The event raises awareness about our environment, unites the community, and really does make a difference in the cleanliness and appearance of our Town,” said Nuzzi.

Rounding out a month of green events, residents were able to safely and properly dispose of household hazardous waste items during a STOP day at the North Sea Transfer Station this past Saturday. On designated STOP days residents may bring in items such as rechargeable batteries, old lawnmower gasoline, pool chemicals, fluorescent bulbs, and other household hazardous waste items. Four STOP days are held annually, one at each of the Town’s Transfer Stations. The next one is scheduled to take place at the Westhampton Transfer Station on June 29.

“After several months of planning and fundraising, the playground at Iron Point Park in Flanders was constructed on April 13th. Dozens of volunteers came out to lend a hand, including Southampton Town Board members, the Southampton Town Youth Bureau, Flanders Fire Department, the Flanders-Northampton Volunteer Ambulance, FRNCA, the Southampton Town Parks and Recreation Department, and a number of residents and youth from the community. The playground was designed with input from Flanders youth and contains equipment intended to accommodate 5 to 12 year olds.”

BRUSH: Only winter kill branches that have come off the trees
Up to 3 inches in diameter (3 inches thick) will be picked up.
No tree trimming, hedge clippings, stumps etc.
Limit of 8 cubic yards per residence

BAGGED LEAVES ONLY: Only leaves placed in
biodegradable paper bags will be picked up.
NO LOOSE LEAVES OR PLASTIC BAGS WILL BE ACCEPTED.
A limited supply of bags will be available in the Highway office.

NO MIXED PILES: NO mixed piles, land clearing or any
other debris not within the guidelines of the program will be picked up.

SELF HAULERS: Residents ONLY may dispose of leaves
(year round) and brush (during the amnesty from
April 15, 2013 to May 31, 2013) at the
North Sea, Hampton Bays & Westhampton Transfer stations.

STARTING POINTS FOR ALL HIGHWAY DISTRICTS
(All districts will start on the first day of the program)
This program DOES NOT apply to the incorporated Villages through out the town

DISTRICT ONE covers Eastport east to Quiogue. This district will be starting in Eastport working their way east to Quiogue. This district also includes the “Wildlife 1” subdivision.

DISTRICT TWO covers East Quogue, east to West Tiana Road and Flanders, north to Riverside at CR 104. This district will be starting in the Northampton/Wildwood Lake area, than they will complete Riverside and Flanders before moving into East Quogue.

DISTRICT THREE covers Hampton Bays, from East Tiana Road to the west side of the canal. This district will start on the north side of Montauk Highway on Red Creek Road heading south.   After completing all of the north side of Montauk Highway, they will move to the south side and complete all the roads west of Ponquogue Avenue before moving east of Ponquogue Avenue.

DISTRICT FOUR covers Shinnecock Hills from the canal east up to Head of Pond Road at the intersection with Deerfield in Water Mill. DISTRICT FIVE covers Noyac Road from Majors Path east to the Sag Harbor village line, including Mt. Misery. It also covers Sagg Road to the wooden bridge. This district will start in the most eastern section of their district in the Mt. Misery/Sagg Road area working west.

Citizens May Now Report Street Light Outages Online!

The Town of Southampton, Parks and Recreations Department is pleased to announce you may now report Street Light outages and repair online.

The Street Lighting Division now under the Parks and Recreation Department implemented this process, to improve better tracking, and result in improved responses to notifications submitted by citizens.

The new online form may be found at http://www.southamptontownny.gov/streetlighting and provides fields for information such as street light location, how to find a pole’s identification number, and other notes about its condition.

At the same time, those without web access can still make reports by phone to the Parks and Recreation Department’s main office at (631) 728-8585, and in person at 6 Newtown Road, Hampton Bays, NY.

Southampton Green Homes Program

The Town of Southampton’s Office of Energy and Sustainability administers the Southampton Green Homes Program as part of the larger Long Island Green Homes Consortium. Southampton Green Homes is a local program designed to promote home and building energy efficiency in the Town of Southampton. This program, through funding from the Department of Energy and cooperative agreements with Community Development Corporation of Long Island (CDCLI) and the New York State Energy Research and Development Authority (NYSERDA), helps Southampton residents save money, reduce carbon emissions and increase the health, safety and comfort of their homes and buildings. Southampton residents now have access to energy audits, installation services, low-cost financing and pathways to training for various green collar careers through the Green Jobs Green New York (GJGNY) program.

Announces the curb side pick up of all debris will begin on Monday, November 19, 2012.

Vegetative material pick up: all residents may place vegetative materials (leaves, brush, trees and branches) curbside for pick up on all roads town wide (excluding the incorporated villages) in mixed piles (no need to separate debris).
Bagged leaves: no bagging of leaves will be required for this pick up.
Senior citizen/special needs program: the senior and special needs program has been suspended for 2012 due to hurricane sandy.
Voucher program: the voucher program for all contractors hired by residents has also been suspended for 2012.
Should you have other debris associated with the storm please contact the highway office directly at 728-3600

Each road will be done once and residents are urged to place their debris curbside prior to Monday, November 19, 2012.

Over the next several days, we will be providing daily updates focusing on but not limited to the following information: road conditions, utility restoration, debris cleanup and emergency recovery information. These updates will be available on the Town’s website.

1. Updated weather information predicts 25 – 35 mph sustained northerly winds with gusts up to 60 mph, and heavy rain accumulations. The Flanders/Riverside and Noyac areas have the potential for moderate coastal flooding late this afternoon and into the evening hours.

2. Due to the approaching coastal storm, the Town is advising residents in low lying areas of East Quogue, Hampton Bays, and Flanders to voluntarily evacuate today, especially before high tide in these areas. There is concern about the potential for a breach along Dune Road in Hampton Bays at Tiana Beach. A breach at this location would affect low lying areas across the bay in Hampton Bays and East Quogue. Also, the northeast wind will cause increased flooding potential and wave action for waterfront residents in Flanders. Firefighters and emergency personnel have been going door to door in these areas to alert residents about the coming storm and to recommend evacuation.

3. Dune Road is currently closed, both from the Ponquogue Bridge access and from the Quogue Bridge access, until further notice. This is being done because of the potential of additional flooding that may accompany the nor’easter storm currently affecting this area.

4. The Town has coordinated with the Suffolk County Red Cross and local churches to establish the following temporary, and in some case limited, shelters:

a. Hampton Bays Senior Center

Open until 7 PM this evening.

b. David W. Crohan Community Center
655 Flanders Road, Riverside
Open until 7PM this evening.

c. United Methodist Church*
160 Main Street, Southampton Village
Will provide overnight lodging, rest rooms (no showers), light snacks and charging station for electronic devices.
*If overnight stay is needed, please arrive to the shelter between 7PM-9PM.

5. The North Sea Transfer and the Hampton Bays Transfer Stations will be open Sunday, November 11, Veterans Day for individuals impacted by the Hurricane Sandy. Residential self-haulers can continue to dump storm-related brush at the transfer stations through November 17. The Green Bag policy is back in effect as of tomorrow, November 8, for household refuse.

6. The curbside pick up for Hurricane Sandy and Fall Clean Up have been consolidated into one program beginning on November 19. A schedule has been established by the Highway department and is available on the Town’s website.

7. The Southampton Emergency Operations Center will remain open from 8:00 a.m. until 4:00 p.m., and can be reached at 728-3030. Outside of these hours, please call the police non-emergency number at 728-3400 if you need assistance. Questions can also be answered at the Supervisor’s Office between 8:30 a.m. and 5:30 p.m. at 283-6055.

8. Information regarding FEMA disaster assistance for homeowners and businesses is available on the Town’s website. FEMA can also be contacted directly at its website at www.disasterassistance.gov, or call 1-800-621-FEMA (3362). The website has comprehensive information on federal and local assistance available for both individuals and businesses.

Dune Road is once again accessible to homeowners and businesses from both the Ponquogue Bridge and the Quogue Bridge. To gain access, residents must obtain a waiver, either at Town Hall (in the Town Attorney’s Office [631-702-1931]), or at Quogue Village Hall (631-653-4498). HOWEVER, ACCESS IS STILL DENIED BETWEEN THE PONQUOGUE BRIDGE WEST TO THE TIANA PAVILION.
As of 5:00 a.m. tomorrow, November 9, Suffolk County will be instituting a temporary fuel policy, which requires gas stations to sell fuel only to drivers with vehicles bearing license plate numbers that correlate in odd/even terms with the day of the month. The press release from the Office of the County Executive is attached.
A procedure to re-energize those properties that do not have power because of water intrusion due to flooding has been instituted by the Town’s Building Department, in conjunction with LIPA requirements. An explanation of the procedure and the Electrical Survey form are attached.

Suffolk County Announces Temporary Fuel Policy

(November 8, 2012, Yaphank, NY) - In a coordinated regional effort designed to better manage and ease the current fuel challenges, Suffolk County Executive Steven Bellone and Nassau County Executive Edward Mangano announced a plan today to institute a fuel management system in both Suffolk and Nassau counties that will go into effect at 5:00am Friday, November 9, 2012. This temporary policy will require gas stations to sell fuel only to drivers with vehicles bearing license plate numbers that correlate in odd/even terms with the day of the month in accordance with the following requirements:

Drivers with license plates ending in an even number will be able to purchase fuel only on even-numbered days and drivers with license plate numbers that end in an odd number will be able to purchase fuel only on odd-numbered days.

License plates such as vanity plates that do not display numbers will be considered odd-numbered plates.

Out of state vehicles will be subject to the same requirements when purchasing fuel in Suffolk County.

This policy does not apply to commercial vehicles, taxi or limousine fleets or emergency fleets, nor does it apply to hand held gas canisters.

“This temporary fuel policy will ease the challenges residents of the bi-county region are experiencing in the aftermath of the storm,” said County Executive Steven Bellone. “Our citizens travel between Nassau and Suffolk without regard to county borders and it only makes sense that we adopt a regional solution. I thank my counterpart Nassau County Executive Mangano for working with me to adopt this policy.”

Hurricane Sandy – Procedure to Energize Flood-affected Properties

Hurricane Sandy brought unprecedented flooding to many homes and businesses across our Town. The flooding submerged electrical meters, panels, wires and outlets. Before power can be safely restored to affected properties, repairs to damaged equipment must be made. Whether or not repairs are needed, an inspection must be made to certify that the premises are safe to energize. The certification may be obtained in one of three ways:

Have a Suffolk County licensed electrical contractor inspect your property and fill out a Post Hurricane Sandy Electrical Survey, attached.
Schedule a request for a Post Hurricane Sandy Electrical Survey from the Town of Southampton by calling (631) 702-1830.
Hire an approved electrical inspection agency to perform the inspection.

Once the Electrical Survey has been completed and notarized by both the property owner and the electrician, it must be returned to the Southampton Town Chief Building Inspector, who will forward it to LIPA for processing. Call (631) 702-1820 for more information.

1. Information regarding FEMA disaster assistance for homeowners and businesses is available on the Town’s website. For the Town of Southampton, the nearest FEMA Disaster Recovery Center location is at:

Suffolk County Department of Labor, 300 Center Drive, Riverhead NY 11901. The hours are 8:00 a.m. to 8:00 p.m. seven days a week for the next two weeks. You will need photo identification to enter the building.

If you have a home or business that suffered damages from Hurricane Sandy, here are some steps to follow immediately:

· Contact your insurance agent or broker immediately. Make sure you get the proper forms to file a claim. Have your private insurance policy number with you, if possible.

· Document: Take photos of all the damage before you do any sort of clean-up or renovations and take notes of dates, times, etc.

· If you hire a contractor to do the work, get a few quotes and keep these for reference.

· Keep track of ALL expenses with receipts and notes of explanation. These will come in handy when you need to make proof of these expenses.

· You need to register with FEMA assistance at www.disasterassistance.gov. Representatives from FEMA at the Riverhead location will assist with this registration.

· In addition, whether you rent or own your own home or own your own business and are a victim of this disaster, you may be eligible for financial assistance from the U. S. 2. Town Hall is closed on Monday, November 12 in observance of Veterans’ Day. On Sunday, November 11, the North Sea and Hampton Bays recycling centers will be open, from 8:00 a.m. until 4:00 p.m. On Monday, November 12, all of the Town’s recycling centers will be open, from 8:00 a.m. until 4:00 p.m.

2. Residents in need of gasoline should be aware of the following information:

    a. Shell Station at Canoe Place Road in Hampton Bays has received 8,000 gallons of Government Issue gasoline.

Anyone accessing the beach area along Dune Road will require notarized release form available from Quogue Town Hall and Southampton Town Hall. Access will be denied without a release form. Access to the commercial dock and businesses east of the Ponquogue Bridge requires the same release form.

5. The Southampton Emergency Operations Center will remain open on Saturday and Sunday from 8:00 a.m. until 4:00 p.m., and can be reached at 728-3030.

6. Representatives from the Town attended a FEMA briefing today in Hauppaugue, at which FEMA officials outlined the steps individual homeowners, businesses, and others affected by the storm can take to apply for disaster assistance. If individuals or businesses have sustained losses (physical damage, economic losses, employment issues), they may apply to FEMA for assistance at its website at www.disasterassistance.gov, or call 1-800-621-FEMA (3362). The website has comprehensive information on federal and local assistance available for both individuals and businesses. You need to register with FEMA for assistance. When you apply for disaster assistance, have the following available:

7. Please be aware of the potential of an approaching storm system. The National Weather Service has provided the following information as of noon today (Nov. 5).

Significant Coastal Storm Expected to Develop by Midweek

Updated weather information predicts 35 to 40 MPH winds for Wednesday afternoon with gusts up to 55 MPH. Seas will build to 10 to 15 feet in the afternoon increasing to 14 to 19 feet in the evening.   Wednesday night - winds will increase to 35 to 45 MPH with gusts up to 60 MPH. Seas will subside to 12 to 16 feet after midnight. Expect minor to moderate flooding and heavy rain along coastal areas.

Chance of precipitation 70% - precipitation amounts up to ½ inch.
Rain likely will commence after 2 PM on Wednesday.

This storm has increased in intensity and should not be taken lightly.

1. The Town has coordinated with the Suffolk County Red Cross and Hampton Bays School officials to re-open a shelter at the Hampton Bays Middle School, beginning Friday evening. This is in response to several calls from residents still without power who are concerned about the cooler temperatures forecast for the weekend The Center will remain open through the weekend from 8 AM to 9 PM providing food, showers and a charging stations for electronic devices. Residents can call 631-723-4700 x2101 for more information. The Hampton Bays Senior Center will remain open throughout the weekend for special needs seniors. General information regarding access to and locations of shelters in the region is available from the American Red Cross at 924-6700.

2. The Town coordinated a meeting today for property owners along the coastal areas both east and west of the Shinnecock Inlet. The Town Trustees, the Town Coastal Erosion Administrator (Kyle Collins), the Town’s Chief Environmental Analyst (Marty Shea), and the Deputy Town Attorney (Kathleen Murray) discussed current procedures and priorities for addressing current erosion issues and measures that can be taken to address concern about the potential nor’easter forecast for later next week. The procedures outlined in an earlier update were revised in terms of expediting efforts and working through the Town Trustees and the Town Environmental Analyst. Strong emphasis was placed on working cooperatively with neighbors on adjoining properties to assure contiguous beachfront protection.

3. The North Sea Transfer and the Hampton Bays Transfer Stations will be open Tuesday, November 6 for individuals impacted by the Hurricane Sandy.

4. The Southampton Emergency Operations Center will remain open on Saturday and Sunday from 8:00 a.m. until 4:00 p.m., and can be reached at 728-3030. The Police Captain, in coordination with the Supervisor, will make a determination on Sunday on whether and for how long the EOC will be open next week.

Arrangements are in place to provide access to these properties beginning tomorrow, Saturday 11/3, between 9 a.m. and 5 p.m., or as long as there is daylight. However, access will require property owners or their designees to sign and notarize hold harmless waivers. (Click link for a copy of this form) The Town Attorney will be available to notarize forms and verify property ownership at the Quogue Village Hall tomorrow from 9:00 a.m. until 3:00 p.m. This restricted access is to ensure safety and security. The Town Emergency Command Center can be reached at 728-3030 between 8:00 and 4:00 throughout the weekend as well.

4. The Parks and Recreation Department reports that all Town recreation programs are continuing as scheduled at Squiretown Park, with the exception of the Saturday Acting class, which has been cancelled. Participants will be notified when the class is to be re-scheduled.

The Hampton Bays Water District would like to assure its residents that the District experienced no significant interruptions in its water supply as a result of Hurricane Sandy. Most importantly, the District's water supply is safe to drink and no boil water advisories were issued.

Due to diligent preparations, our staff did a tremendous job ensuring that our residents would have clean and safe water to drink during and after the massive storm that hit our region. Several steps were taken to ensure that our distribution system will continue to be vigorously monitored.

During the storm, the Hampton Bays Water District had additional personnel on-site around the clock to handle any potential emergencies that might have occurred and to assure residents that they would see little, if any, effect to their water service.

Although power outages impacted several Water Treatment Plants and facilities, a series of emergency back-up generators kept the District's water supply pumping on a normal schedule. As a result, there was no reported loss of water. A portion of the pump stations were switched to generator power since the beginning of the storm.

1. As of noon today, there are 25 road closures on Southampton Town roads (see attached list). There may be other closures within the incorporated villages not listed in this update. Some of these Town road closures include both downed trees and utility lines. The Highway Department is working with LIPA to expedite the obstacle removal process for these locations. We will provide regular updates.

2. LIPA is currently addressing a number of power related issues at major substations (the power distribution sources for the community) throughout the Town. These substation issues must be addressed before more localized outages can be addressed. There had been 50 substations out of operation throughout the County immediately following the storm and over 40,000 customers without service in Southampton Town. Twenty-two substations are now back on line and the number of Southampton Town customers without service has been reduced to 26,000. These numbers are still significant but progress is being made. An additional 1900 utility workers are expected to arrive in Suffolk County from 12 states including California on Thursday to assist with the numerous power outages that exist throughout the County.

3. The Town Coastal Erosion Hazard Area Administrator, in coordination with the Town Trustees, is assessing the beach erosion activities in the severe erosion locations to determine possible emergency remediation:

a. Dune Road west of the Ponquogue Bridge remains CLOSED TO ALL vehicle, marine and pedestrian traffic. Limited access is being provided to businesses east of the Ponquogue Bridge. There will be a continued security presence at access points at the Hampton Bays Coast Guard Station to control admittance to authorized personnel ONLY. Significant over wash, damaged structures, and downed power lines remain the focus in the area. Homeowners can access their homes on Dune Road in the Village of Quogue and Westhampton. Anything east of the Quogue Village line will be barricaded with no access to homeowners at this time. Additional information will be provided in the next update at 4:00 PM tomorrow, November 2.

b. Dune Road and the shoreline east of Shinnecock Inlet has suffered similar significant damage with large areas of over wash. Several public beaches including Scott Cameron Beach and Mecox Beach have suffered extensive damage, both to the beach and the pavilion buildings. Nearly a dozen private residences and clubs, including the Bridgehampton Bath and Tennis Club and the Water Mill Yacht Club, have suffered significant damage or are in danger of collapse. The Town is coordinating efforts to address these issues.

4 Town staff, including the fire marshals, code enforcement officers, and the building inspectors are visiting the most severely impacted areas assessing conditions and making recommendations both to emergency personnel and property owners. Initially these teams focused on the Flanders/Riverside/Bay View Pines area which was impacted by a 9 to 12 foot high storm surge at the peak of Superstorm Sandy. The teams have now expanded their inspection effort to oceanfront homes east of Shinnecock Inlet and the low lying areas in the western portion of North Sea Harbor and Peconic, Shinnecock, Tiana, Moriches and Quantuck Bays. Required corrective actions will be expedited by the appropriate Town departments as needed.

5. All Town transfer stations are accepting yard waste (leaves and brush) as well as household garbage. There is an amnesty for household self hauling until November 7 at all transfer stations. If homeowners have sustained damage to personal property including appliances, they are encouraged to check with their insurance carrier before disposal of any construction material. Replacement and disposal costs are often covered by insurance if the proper procedures have been documented. Bulk items such as sofas are NOT ACCEPTED at the Transfer Stations at this time.

6. In homes that have experienced any kind of salt water intrusion you must be very careful of potential damage to your electrical system. If you are without power and can safely access the main breaker and/or individual breakers, turn them off. Also, use the emergency switch for the oil burner or furnace to turn off the power to these devices. Once power is restored it is important to avoid activating all appliances at once and risk overloading your system.

7. Southampton Town Shelters are no longer in operation. However, for those residents still in need of shelter, information regarding access to and location of shelters in the region is available from the American Red Cross at 924-6700.

8. For more local assistance and information citizens can call our Citizens’ Response Center at 283-6000 or the Southampton Emergency Operations Center at 728-3030. Please be aware, however, that the Town facilities are experiencing some of the same issues as residents with periodic power outages and loss of telephone service. We will make every effort to remain available to the public. Dune Road has experienced substantial damage and will remain closed until further notice. There have been multiple reports of wash outs along the entire length of Dune Road with major dune destruction.

We have multiple reports of DOWNED LIVE ELECTRIC WIRES. DO NOT come into close proximity of any wires. They could be energized and contact them could cause loss of life or serious physical injury. Notify the Emergency Operation Center (EOC) of any downed wires or tree blockages at 631-728-3030.

Additional flooding expected with the latest incoming tide. Winds are expected to increase during the day.

LIPA crews have begun to secure downed power lines and damage utility poles before and power restoration. Some restoration can take as much as 7 to 10 days according to LIPA.

Southampton Town Emergency Preparedness advises that Southampton Town Supervisor Anna Throne Holst has signed a Declaration of a State of Emergency for the Town of Southampton impending approach of Hurricane Sandy, as did Quogue Mayor’s Peter Sartorius for the Village of Quogue and Mayor Conrad Teller for the Village of Westhampton Beach.

This action will allow local officials to take necessary actions to protect life and property in the Town of Southampton.

Supervisor Throne Holst has declared a Mandatory Evacuation of Dune Road and low lying Category 1 flood zones.

The Town Supervisor’s Office and other Emergency Services, continues to monitor the progression of Hurricane Sandy as Fire departments and other Emergency Responders prepare to begin evacuation actions.

Emergency responder (Fire, EMS or PD) will be going around doing evacuations. The evacuations are likely to start around 2:00 PM in some areas and later in the day in other areas, depending on the fire district.

You can assist Emergency Responders by voluntarily evacuating today as early as possible so as to avoid clogging roads or putting yourself at risk as the weather worsens.

If you reside in a coastal area, or a low lying area you need to evacuate!

Residents by now should know whether or not they are in flood prone areas.

This storm brings a high risk of flooding from heavy rains as well as a 6-11 ft. tidal surge. If you think you may be in an “at risk” location error on the side of caution and evacuate.

Residents who experienced ground water flooding back in August of 2011 should evacuate until the storm passes.

Hurricane Sandy Advisory

Sandy is currently crossing the northern edge of the Bahama Islands and is expected to begin to move North-Northeastward to Northeastward with an increase in forward speed over the next few days.

The official track forecast currently shows Sandy making landfall in an area from Virginia north to Long Island/Connectiicut. However, users are reminded to not focus on the details of the track forecast as Sandy is expected to bring impacts to a large part of the U.S. East Coast including Long Island into early next week.

There is increasing potential for heavy rain, high winds, coastal flooding, heavy surf and beach erosion, and strong rip currents that are expected in our area Sunday through Tuesday.

Southampton Town's Emergency Preparedness Office is monitoring the progression of Hurricane Sandy as town department heads are taking necessary actions on the town level to prepare for the impact of this storm.

We also would like to encourage residents and visitors alike to continue to pay attention to the Development and projected track of hurricane sandy during the next few days.

There are a number of models projecting the track including some that bring it across Long Island.

Residents may have to face loss of power and inaccessible roadways for a number of days if this Storm hits us as a strong Tropical Storm.

Monday is only 3 days away but there is still ample time to think about actions relating to household and yard items, boats and other craft that might need to be secured, to review family Plans, plan for pets and other animals, pick up additional batteries and supplies and to make Contact with anyone you may need to stay with if you live in an area that likely would be Evacuated (coastal, low lying areas, mobile homes or any other location in which you do not feel Safe.)

SUPERVISOR THRONE-HOLST URGES RESIDENTS TO PREPARE NOW
FOR SEVERE COASTAL STORM

This is a message from Southampton Town Supervisor Anna Throne-Holst urging residents to begin preparing for the potential impacts of a severe coastal storm.

The National Weather Service is currently predicting “increasing confidence” that the East End will experience high winds, torrential rain, coastal flooding and beach erosion as early as Sunday afternoon, through Tuesday. Power outages for prolonged periods of time are also likely, and residents in low lying areas may be ordered to evacuate as the storm will coincide with a full moon and astronomically high tides.

Currently, the Town is on full alert and monitoring the situation carefully. It is imperative that residents begin to prepare now, while there is time to stock up on supplies, take measures to protect homes, and clearly think through how to protect family and loved ones.

Please take the time to:

· Contact family members to coordinate storm preparations. If you are in an evacuation zone, make plans to stay with a relative or friend in a storm-safe location outside of the evacuation zone. Evacuation zone maps are available on the Town web site. There is also a “SLOSH Zone Locator” tool available where residents can enter their property address to find out if they are located in a potential evacuation zone. · Check family emergency supplies and gather any missing items: Including:

o 5-7 days worth of non-perishable food and water

o 5-7 days of medications.

o Batteries and working flash lights

· Bring in or tie down outdoor furniture, grills and any items that may blow away in strong winds.

· Secure boats and other water craft

· Test back-up generators.

· Assemble a Go Bag for each household member in the event you need to leave.

Caretakers of residents with special health requirements who rely on life support equipment are urged to call LIPA as soon as possible at 1-800-490-0025 to register as critical care customers. Once registered, LIPA will make every effort to restore power for critical care customers as soon as possible, should an outage occur. Advance registration for this service is required, along with a medical certificate from a doctor or the local Board of Health.

Additionally, residents with special health care needs or mobilization limitations should register before the storm for the Town’s Special Needs Program by calling 728-1235. Transportation, shelter, and medical support services are available through this program.

This just in from the DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES: The center of Hurricane Sandy was located in the Caribbean Sea south of Jamaica. The storm is moving northward at 14 mph.

Town Urges Residents to Sign-Up for Emergency Alerts

Southampton Town Supervisor Anna Throne-Holst is urging residents to sign up for the Town’s emergency communications services including CodeRED, Twitter and Facebook.

“The recent traffic back-up resulting from a lengthy double lane closure on County Road 39, and LIPA’s reminder to begin preparing for the height of hurricane season are both examples of why residents should sign-up for the Town’s emergency communication services,” said Throne-Holst.

“In emergency situations, or when major disruptions like traffic back-ups occur, lack of information can be very frustrating and even dangerous. By signing up for this service, you are simply providing a way for us to reach you directly with important and time sensitive information,” she added.

Residents can sign-up for the high-speed notification network CodeRED in order to receive customized pre-recorded messages at home, work, or by cell phone. CodeRED has the capacity to deliver millions of calls per day, as well as send email and text messages.

“With CodeRED, if an emergency situation arises, we can send town wide messages or just alert certain neighborhoods, zip codes, or commuters,” said Throne-Holst.

Originally designed to enable local government to quickly notify citizens, systems like CodeRED are now also used by universities and utility companies. Suffolk County Fire, Rescue, and Emergency Services (FRES) adopted it two years ago.

Now available in Southampton Town, individuals and businesses can log onto a secure server through the Town’s website, www.SouthamptonTownNY.gov and add or update their contact information. Alternatively, those without Internet access may call the Suffolk County Office of Emergency Management’s Customer Service Center (631-852-4900), Monday through Friday, (9AM-5PM) to supply their information over the phone.
The data collected will only be used for emergency and other vital notification purposes.

In addition, the Town’s Citizens’ Response Center (CRC), which is overhauling portions of the municipality’s website, has now activates Facebook and Twitter accounts. With that capability in place, “friends” and “followers” will be able to find real time updates regarding emergencies and other less critical happenings.
