Traffic Calming Meeting - Sylvan Park East

Sylvan Park Neighbors,

Applications for traffic calming submitted by the Sylvan Park Neighborhood Association have been selected by the Metro Neighborhood Traffic Calming Program. Specifically, the following areas will be included in the upcoming traffic calming project:

Nebraska Avenue, between 51st Avenue and 37th Avenue
44th Avenue North, between Charlotte Avenue and Murphy Road
42nd Avenue North, between Charlotte Avenue and Murphy Road
37th Avenue North, between Murphy Road and the railroad underpass

The next step in the process will be a Webex meeting on Monday, February 21st at 6pm in which Metro traffic engineers and planners will listen to community comments and discuss available traffic calming options. Some initial input has already been gathered (both through the traffic calming application process and through traffic studies conducted by Metro). This meeting will provide an additional opportunity for neighbors to share further context around any concerns and issues being experienced. The link and password needed to join the upcoming Traffic Calming meeting are included at the bottom of this post. We encourage you to mark your calendars and join us on February 21st for this meeting with Metro representatives.

Following this Webex meeting (and subsequent meetings, if needed), Metro will design a proposed plan for improvements. The next phase will be gathering support from homeowners along the affected streets for the proposed improvement plan. That will entail explaining the plan and getting signatures from as many homeowners on the affected streets as possible. Metro will not move forward without 70% buy-in from homeowners.

Community involvement in both of these phases is essential if we are going to get a workable plan that has broad support within the community.

Note that this is just one of the traffic calming applications that has been submitted by SPNA. Two other applications (one for Park-Elkins-Wyoming-Colorado east of 46^th Ave and one for Park-Elkins-48^th-54^th further to the west) are still on file with Metro and may be approved in some future round of overview. SPNA has also advocated for help with traffic issues on Westlawn and elsewhere in the neighborhood.

SPNA Annual Meeting

The Sylvan Park Neighborhood Association 2022 annual meeting will be held on Monday, January 10th, at 7pm. Election of SPNA 2022 Officers and Steering Committee members will take place at the annual meeting. All members who have paid their 2022 dues prior to the start of the meeting are eligible to vote.

As we wrap-up 2021 and begin a new year, we wanted to encourage you to become a member of the Sylvan Park Neighborhood Association for 2022! Your annual membership fee allows us to support and serve the needs of Sylvan Park residents. As a member, you're able to stay connected to what's happening in your neighborhood and share opinions about the issues that matter most to you.

Below is a recap of 2021 SPNA activity and how member dues were invested back into the neighborhood this past year:

Held monthly meetings (a combination of in-person and Zoom), providing an opportunity to meet Sylvan Park neighbors and gather input and opinions. Addressed topics such as zoning and development, traffic calming, safety, neighborhood beautification and events.
Welcomed guest speakers at our monthly meetings, including: Representative John Ray Clemmons, Councilwoman Kathleen Murphy, Ms. Faye DiMassimo (Senior Advisor for Transportation and Infrastructure, Mayor’s Office), Mr. Stephen Bland (CEO, WeGo Public Transit), Ms. Shanna Whitelaw (Interim Director of Public Works), Sergeant John Bourque (MNPD West Precinct Community Coordinator), Ms. Meg Morgan (Campaign Manager, Root Nashville), Ms. Susan Henderson (Sylvan Summit Neighborhood).
Provided ongoing updates related to zoning and development in our area and served as a voice for our members. SPNA membership voted to support several zoning-related actions being led by neighbors.
Submitted applications (and actively provided follow-up) related to traffic calming in Sylvan Park. "Sylvan Park East" application was selected by Metro for traffic calming measures in late 2021, and a collaborative input-gathering process with the neighborhood will begin in early 2022.
Welcomed 159 new Sylvan Park neighbors in 2021 with SPNA gift bags. Our welcome bags include information about the neighborhood, gathered from community organizations and Metro, and gift cards from a number of local businesses.
Worked with members to raise donations totaling over $3,000 that is being used to support and thank community organizations within Sylvan Park.
Encouraged open communication with the MNPD West Precinct Community Coordinator and other MNPD leadership by facilitating introductions and sharing news regarding MNPD community meetings, Night Out Against Crime, and West Precinct crime updates.
Sponsored Sylvan Park family-friendly July 4th activities and a Sylvan Park Neighborhood Yard Sale.
Communicated to members through email, two issues of the SPNA Journal newsletter, our SPNA Facebook group, the Nextdoor Sylvan Park group, and our sylvanpark.org website. Began development of a new SPNA website (in process).

The Sylvan Park Neighborhood Association membership fee for 2022 is $25 per person (or $50 for a household of 2+). This is an increase over our 2021 membership fee, but our fee had not changed since 2004.

Sylvan Park Selected for Traffic Calming

Great news! Our application for traffic calming on Nebraska, 42nd, and 44th Avenues has been accepted. We took a lot of time gathering information on the most problematic streets in the neighborhood and putting them together into applications. We are thrilled to have been accepted after several years of being high on Metro's list but not quite making the cut.

This is just the beginning of our work as a neighborhood. The traffic calming program relies on community feedback and support to work. The first phase will be meetings in which Metro traffic engineers and planners will listen to community comments and discuss options. Eventually, these meetings will lead to a plan for improvements put together by Metro. The next phase will be gathering support from homeowners along the affected streets. Ms. Susan Henderson, from the Sylvan Summit neighborhood, will be joining us to share information on a proposed Sky Nashville development (see sylvansummit.org for more details).

Monday, August 23, 6pm: This is a virtual meeting which I'll send the links out for closer to time. This will be a "Zoning 101" informational meeting where Planning Department Staff will go over the basics of zoning and land use. There will be some time for Q&A.

Monday, August 23, 7pm: Immediately following the Zoning 101 virtual meeting, I will hold a virtual meeting about the expansion of the Bowling House Conservation Overlay that has been filed. While others are welcome to listen in, this meeting is to receive feedback from the residents on Utah and Nebraska between 42nd and 45th that are in the proposed extension of the overlay. This will be the second meeting about this overlay expansion. The expansion is currently scheduled to go before the Historic Zoning Commission on September 15, the Planning Commission on September 23rd, and the Metro Council on October 5th for public hearings.

I have heard from neighbors who support, oppose and have questions about this overlay so it is important for residents of Utah and Nebraska between 42nd and 45th to attend!

Currently the houses to the west of the orange parcels on Nebraska and Colorado from 45th to 46th are already in the Bowling House Conservation Overlay. The parcels in orange on this map are the blocks that have expressed interest and support and are in the proposed extension of the conservation overlay. SPNA YARD SALE - JULY 24, 2021

Did you spend time this past year clearing clutter from your closets? Gather up those items that you no longer need and sell them at our SPNA Yard Sale on Saturday, July 24th from 8am - 2pm. In past years, the sale has attracted many visitors seeking furniture, clothing, and other household items. The sale registration fee is $15 for SPNA members and $30 for non-members, which includes SPNA membership. The fee covers yard sale ads in The Tennessean, Facebook and Nextdoor, and inclusion in the official map of all participating homes.

Fill out and mail the REGISTRATION FORM, along with your payment, to register for the sale. Registration form deadline is July 17th.

In addition, Goodwill has offered to provide 2 trucks that will take charitable donations from Sylvan Park residents from 1-3pm on July 24th. The trucks will be located on Park Avenue next to Richland Park. Yard Sale participants are welcome to drop off unsold goods at the Goodwill trucks at the completion of their sales. Neighbors will be able to vote for their favorites with winners announced on Sunday, July 5; the top three vote-getters will receive a prize. In keeping with the spirit of the holiday, we ask that entries be patriotic, not political.
