    SCFR places new ambulances in service
    </title>
<description>Stafford County Fire and Rescue (SCFR) will place three new ambulances into service this month that feature cost-effective and environmentally &amp;nbsp;friendly technology. The new units will feature ZeroRPM technology, which allows essential functions such as heat and air conditioning to function on battery power, rather than engine idling. The reduction in engine idling hours will result in less vehicle emissions, usage of less fuel and a reduction in maintenance due to reduced engine hours over the life of the ambulance.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Partnering with ZeroRPM to include this technology in our ambulances will be a tremendous benefit to the citizens of Stafford County, allowing us to continue to provide the same level of care and resources, while reducing maintenance costs, emissions and fuel consumption over the life of the vehicles,&amp;rdquo; explained Stafford County Fire Chief Joseph Cardello.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;ZeroPRM is an Alabama-based company that was founded in 2012. The goal of the company is to increase vehicle efficiency while reducing emissions through finding ways to continue to provided auxiliary power and eliminate engine idling. Stafford County will take delivery of three more identical units later this year.&amp;nbsp;</description>

    SCFR Units Respond to Late Structure Fire
    </title>
<description>Just before 9 p.m. on Wednesday, May 19th, units with Stafford County Fire and Rescue (SCFR) were dispatched for a reported structure fire in the 00 block of Red Bud Circle near Embrey Mill Road. First arriving units marked on scene less than five minutes later and reported heavy smoke showing from the attached garage of a single-family home. &amp;nbsp;Smoke conditions were also reported throughout the residence.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;There were eight occupants in the residence at the time, six of whom lived there. All were able to self-evacuate prior to the arrival of units and none reported injuries. The first was marked under control in less than 15 minutes. Smoke alarms were present and working at the time of the fire.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The Stafford County Fire Marshal&amp;rsquo;s Office determined the fire originated in the garage and was accidental. The residence is temporarily uninhabitable and the residents denied assistance from the American Red Cross.&lt;br /&gt;&lt;br /&gt;SCFR units were assisted on scene by Quantico Fire and Emergency Services&amp;nbsp;</description>

    Board Sets CY2021 Advertised Tax Rate
    </title>
<description>At its March 16 meeting, the Board of Supervisors voted to advertise the Calendar Year 2021 real estate tax rate at $1.01 and the personal property tax rate at $6.10. &amp;nbsp;The Board will continue to hold additional work sessions leading up to April 20, 2021, when the Board is scheduled to consider the adoption of the Fiscal Year 2022 Proposed Budget. These sessions are all open to the public. The Board will hold a public hearing on the adoption of the CY21 final tax rate, budget, Virginia Public School Authority Debt Issuance, Cigarette Tax, Utilities Water and Sewer Rate Increase and Capital Improvement Program (CIP) at the public hearing on April 6, 2021. The public will have the opportunity to make comments at the hearing.&lt;br /&gt;&lt;br /&gt;The County Administrator presented the Fiscal Year 2022 Proposed Budget to the Board of Supervisors on March 2, 2021. The proposed budget focuses on recovering from the impacts of COVID-19, restoring efforts to meet community expectations, mitigating risk as to the population increases, and realigning strategies to advance the Board's priorities for the community.     Stafford Welcomes New Chief Financial Officer
    </title>
<description>&lt;p&gt;Stafford County Administrator Frederick J. Presley announces the hiring of Jonathon C. Munch as the County&amp;rsquo;s next Chief Financial Officer. Munch comes to Stafford from Prince William County Government, where he is the Fiscal Reporting Manager. He has more than 24 years of experience in accounting and finance, with over 15 years of local government experience.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Jon has a wide range of experience in local government, serving in positions ranging from Chief Accountant to Director of Finance,&amp;rdquo; Presley said. &amp;ldquo;The CFO position is integral to Stafford successfully achieving the goals of our Strategic Plan, and we are confident Jon&amp;rsquo;s skills will complement those efforts greatly.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Stafford conducted a national search to fill the position after former Chief Financial Officer Alex Espinosa left the County for a position closer to his home. Munch&amp;rsquo;s first day of service as Chief Financial Officer will begin on May 17, 2021.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;I am grateful and excited for the opportunity to join the team of professionals at Stafford County, and to continue in public service with a locality exhibiting excellence in its fiscal management, as evidenced by its triple-AAA bond ratings and a history of achievement in budgeting and financial reporting,&amp;rdquo; said Jonathon Munch. &amp;ldquo;I look forward to using my experience and skills to help Stafford County build upon a strong foundation and move forward with its vision for the future.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Prior to his current position at Prince William, Munch served as Finance Director for Warren County, Virginia; the Director of Finance for Fauquier County Government and Public Schools; and as the Chief Accountant and Senior Accountant for the Financial Reporting and Control division at Prince William County. In the private sector, he was a Senior Accountant for Collegiate Funding Services and Prison Fellowship Ministries, and an In-Charge Accountant for Hoffman, Fitzgerald &amp;amp; Snyder, P.C. He is also a former President and Executive Board Member for the Virginia Government Finance Officers&amp;rsquo; Association.&lt;/p&gt;
&lt;p&gt;Munch received a Bachelor of Science in Accounting from George Mason University. He is currently enrolled at Liberty University pursuing a Graduate Certificate in Public Administration. He is a licensed Certified Public Accountant, a Certified Public Finance Officer and a Virginia Contracting Associate.&lt;/p&gt;</description>

    Board Approves Funding for Brooke Road Improvements
    </title>
<description>Stafford County is continuing its efforts with the Virginia Department of Transportation (VDOT) and residents to implement a solution to the recurring flooding on the &quot;S-curves&quot; of Brooke Road, located between Raven Road and Maplewood Drive. The Board of Supervisors recently approved the County's Fiscal Year (FY) 2022-2031 Transportation Capital Improvement Plan (CIP) on April 20, 2021, which provides the funding necessary for the construction of an emergency access drive as well as all necessary improvements and repairs needed to bring Windermere Drive into the State highway system to allow the road to be open to public traffic.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;The County plans to construct a two-lane roadway between Windermere Drive and Crestwood Lane to provide through-travel access to Brooke Road area residents when Brooke Road is closed to traffic during emergencies. The CIP also provides $7.5 million in funding for the Brooke Road Reconstruction project to elevate and realign Brooke Road between Raven Road and Maplewood Drive.&lt;br /&gt;&lt;br /&gt;&quot;Transportation is a priority for this Board, including doing all we can to assist VDOT in maintaining roads in Stafford County. I want to thank Supervisor Cindy Shelton for her dedication to bringing this to our attention and providing a solution,&quot; said Crystal Vanuch, Chairman of the Stafford County Board of Supervisors &amp;ndash; Rock Hill District. &quot;The Transportation CIP is committed to solving several transportation challenges, but, importantly, provides an effective solution for Brooke Road flooding both short- and long-term.&quot;&lt;br /&gt;&lt;br /&gt;The County has recently contracted with a civil engineering firm for the design of the Emergency Access Drive. To assist the County with design efforts, VDOT completed an aerial survey of Brooke Road, which provides needed topographic data. The County anticipates having a conceptual design of the access drive ready for public review and comment by summer 2021.&lt;br /&gt;&lt;br /&gt;&quot;We understand the urgency of this problem, but we have to follow our required processes for authorizing, funding, designing and implementing the solutions,&quot; said Chief Public Works Officer Jason Towery. &quot;As well, we want to give the public an opportunity for public comment during the process as this affects the whole community.&quot;&lt;br /&gt;&lt;br /&gt;A recap of the history of County action regarding the Brooke Road project is below:&lt;br /&gt;&lt;br /&gt;
&lt;ul&gt;
&lt;li&gt;The County established a Brooke Road Improvements page, which has been continuously updated as new information has become available regarding the County's actions.&lt;/li&gt;
&lt;li&gt;In 2018, Stafford County's Board of Supervisors authorized $25k for a preliminary engineering report and hydraulic analysis (R18-289)&lt;/li&gt;
&lt;li&gt;The engineering and hydraulic report was completed in fall 2019 and results were presented to the Infrastructure Committee for direction on the next steps.&lt;/li&gt;
&lt;li&gt;In Spring 2020, the Board of Supervisors approved $250k for culvert replacements in fiscal years 2024-2026. By early fall 2020, it was evident that more immediate action was necessary along Brooke Road and the Board approved an immediate $300k to advance culvert replacement work (R20-118).&lt;/li&gt;
&lt;li&gt;In the fall of 2020, VDOT's review and report on the County's culvert replacement work cited additional survey and design work by VDOT would be required to move forward with culvert replacement work&lt;/li&gt;
&lt;li&gt;In winter 2020, VDOT and the United States Agricultural Department (USDA) worked to remove beavers and beaver dams near the road to allow water levels to return to what is considered a natural level.&lt;/li&gt;
&lt;li&gt;In winter 2020, the County held virtual meetings/presentations with members of the Windermere Drive and Poplar Hills community to inform residents of the County's intentions to construct an Emergency Access Drive and answer questions.&lt;/li&gt;
&lt;li&gt;In spring 2021, the County held a Town Hall open to all residents of Brooke Road to inform residents of the County's intentions to construct an Emergency Access Drive and answer questions.&lt;/li&gt;
&lt;li&gt;In spring 2021, VDOT surveyed Brooke Road and the proposed Emergency Access Drive location, which is necessary before design work can begin.&amp;nbsp;&lt;/li&gt;
&lt;li&gt;In April 2021, the Board of Supervisors approved the County's Fiscal Year (FY)2022-2031 Transportation Capital Improvement Plan (CIP), which provides the funding necessary for the various proposed improvements.&lt;/li&gt;
&lt;li&gt;Additionally, there have been stories with updates published on the County's website and social media.&amp;nbsp;&lt;/li&gt;
&lt;/ul&gt;
Stafford and VDOT officials envision a construction start date for the emergency access road in the summer or fall of 2022, with a completion date of winter 2022/2023. The access road would be a gravel road that will allow two-way traffic to pass through. VDOT would reimburse the County for construction costs for the temporary road once it is in service. The County will be responsible for all other costs associated with the project. The design for the permanent improvements to Brooke Road could begin as early as fall/winter 2021, with a completion date five to seven years later.&lt;br /&gt;&lt;br /&gt;The Brooke Road page on the County website at www.staffordcountyva.gov/brookeroad is updated as information is available and contains a history of action.</description>

    Stafford Adopts FY2022 Budget
    </title>
<description>Stafford's Board of Supervisors adopted its Fiscal Year 2022 Budget and Fiscal Year 2022&amp;ndash;31 Capital Improvement Program last night. The FY2022 Budget takes effect on July 1, 2021, and includes a tax rate of $0.97 and a personal property tax rate of $6.10. Before this meeting, the Board of Supervisors did vote to advertise the real estate tax rate at $1.01, per the County Administrator's Proposed Budget. Federal funding for COVID impacts through the American Rescue Plan Act and increases in the General Assembly budget provided the Board the opportunity to adjust the FY2022 Budget to the lower tax rate while moving forward with several initiatives to help our schools and community recover from this pandemic and move forward with future goals.&lt;br /&gt;&lt;br /&gt;This Budget also fully funds the Schools funding request to (1) provide a minimum 5% raise; (2) realize all the teacher scale enhancements in the School Board's Budget Request; (3) provide $1.4M in Service Scale enhancements and (4) provide an additional $1.2M to provide for additional Service Scale enhancements or additional Social Service positions, alongside the Schools commitment to finding additional savings within their budget.&lt;br /&gt;&lt;br /&gt;Furthermore, the Board authorized a 3% water and sewer user fee rate increase. On the advice of the County Attorney, they opted to defer action in increasing the cigarette tax until Stafford County is accepted onto the Northern Virginia Cigarette Tax Board.&lt;br /&gt;&lt;br /&gt;The Board also voted to repeal the Motor Vehicle License Fee (MVLF). And with this repeal of the MVLF, the Board committed to a comprehensive funding strategy that establishes a dependable, equitable revenue source to meet transportation improvement needs, as outlined in the County's Strategic Plan 2040. This strategy includes changing the assessment ratio from 40% to 50% by the Commissioner of the Revenue, eliminating the MVLF and adjusting the Personal Property Rate to provide dedicated funding for the road bond and safety improvement projects.&lt;br /&gt;&lt;br /&gt;As part of the Budget approval, the Board approved the FY2022-31 Capital Improvement Program. Highlights include purchasing and beginning the design of High School #6 in FY2022; $4.2M in County 3R (Repair, Replace and Rehabilitate) projects and $7.7M in School 3R Projects; and multiple road bond projects.     New Information Informs Board Before Vote for School Funding and County Budget
    </title>
<description>&lt;p&gt;The Fiscal Year 2022 Proposed Budget presented to the Board of Supervisors on March 2, 2021, included information and projections available at the time. Since then, the General Assembly passed a budget alongside the Federal Government passage of the American Rescue Plan Act (ARPA). These actions and many other indicators provide the Board with better information to consider a vote on a budget for FY2022. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;More importantly, the Superintendent and the School Board based their budget requests on the Governor's Budget, including a one-time 2% bonus. The recently approved General Assembly (GA) budget consists of a 5% raise for teachers. The Schools look to receive an approximately $5.7M increase in funding from the state which was unknown before the County Administrator presented the Proposed Budget. This increased funding allows the Board several different options regarding the transfer to the Schools while still exceeding the Superintendent's budget request.&lt;/p&gt;
&lt;p&gt;With the passage of the ARPA, the Schools and the County expect to receive funding as part of emergency assistance to address the continuing impact of COVID-19 in our schools and communities. The Schools are expecting $14M in additional funding, with the County expecting $29M spread out over two years. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;At a $0.97 rate, the current real estate tax rate, the School Board can (1) provide a minimum 5% raise; (2) realize all the teacher scale enhancements in the Superintendent and School Board's Budget Request; (3) provide $1.4M in Service Scale enhancements and (4) provide an additional $1.2M over the Superintendent's budget for the School Board to provide for additional Service Scale enhancements or additional Social Service positions.     Stafford Votes to Change Rural Zoning Density to Six Acres
    </title>
<description>&lt;p&gt;Stafford County&amp;rsquo;s Board of Supervisors moved forward on March 2, 2021, with a change in how property may be subdivided in the A-1, Agricultural Zoning District. Previously, residential development on rural land zoned A-1 was allocated by how many three-acre lots could be achieved on a piece of property The Board amended the zoning ordinance to allow a gross density of one dwelling unit for every six acres. The Board also voted to grandfather any subdivision plans that have already been fully submitted and allow the five properties who applied to the Purchase of Development Rights program in 2017 to be evaluated under the previous requirements. They also voted to ask the Planning Commission to begin the review process to exempt family subdivisions from the zoning change. &amp;nbsp;This decision comes after a long three-year process that included public outreach and public hearings with the Planning Commission.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Our growth projections show that the County will not be able to sustain the current rate of growth in our rural areas,&amp;rdquo; said Chairman of the Board of Supervisors Crystal Vanuch, Rock Hill District. &amp;ldquo;This was an extremely tough decision for the Board, but we believe the value of rural land is better preserved by maintaining its intended agricultural use.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Under the ordinance change, which goes into effect immediately, land located in agricultural zoning areas has a gross density of six acres with a minimum lot size of three acres, or 1.5 acres, if located in a cluster subdivision. Gross density is determined by everything located on the land, whether it is usable or not &amp;ndash; like wetlands. For example, someone with 30 acres could create five residential lots allotted across the 30 acres. That person could subdivide in any combination of acreage as long as the minimum lot size is three acres. If the person chose to develop a cluster subdivision, 50 % of the land would have to be subtracted and lot sizes would be a minimum of 1.5 acres.&lt;/p&gt;
&lt;p&gt;The Board cited the higher expense for the cost of roads, utilities, schools and other infrastructure, as well as public safety expenses associated with reaching rural areas as a vital factor in making the decision. The Comprehensive Plan considers a ratio of 20% rural development compared to 80% for suburban and urban areas of the County as a ratio that will manage growth and maintain our rural character. &amp;nbsp;Residential subdivision plan approvals exceeded this goal and it was determined that new zoning requirements were necessary to meet the Board&amp;rsquo;s desire for Healthy Growth into the future. &amp;nbsp;&lt;/p&gt;</description>

The move comes with the increasing number of COVID-19 positive cases across Stafford and the region and following Governor Ralph Northam's action in extending stay-at-home measures through the end of February.&lt;/p&gt;

    Proper Drainage of Sump Pumps and Downspouts Important to Environment
    </title>
<description>&lt;p&gt;Properly installed downspouts and sump pumps are designed to direct rainwater and groundwater away from your property, but where does that water go? Suppose your downspouts disappear into the ground, or your sump pump is connected to another pipe in your home. In that case, they may be draining into Stafford&amp;rsquo;s sanitary sewer system, a violation of Utilities ordinances. Downspouts that connect directly to sewer pipes increase the risk of sewer overflow and flooding. Disconnecting your downspout from a sewer intake pipe, then redirecting the flow of water to a grassy area or garden is a simple process that makes a big difference to the environment. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;According to the&amp;nbsp;&lt;a href=&quot;https://www.usgs.gov/&quot;&gt;United States Geological Survey (USGS)&lt;/a&gt;, a one-inch rainstorm deposits 27,154 gallons of rainwater on just one acre. That is a lot of water draining into the sanitary sewer lines. With the advent of the hurricane season upon us, now is an excellent time to check the draining path of your downspouts and sump pump.&lt;/p&gt;
&lt;p&gt;The sanitary sewer system is designed to collect and transport all of the sewage that flows into it and transport it to one of Stafford&amp;rsquo;s two wastewater treatment facilities. The excessive, unnecessary inflow of rainwater into the sanitary sewer system can cause sewer backups and overflows that can damage homes and businesses and can be expensive to repair.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The County&amp;rsquo;s utility and sewer user ordinance require that sump pump and downspout discharge to the backyard of a property or nearby stormwater pond or drain&lt;a href=&quot;https://library.municode.com/va/stafford_county/codes/code_of_ordinances?nodeId=COCO_CH25WASESEDI_ARTIXDISE_S25-191UNDI&quot;&gt;&amp;nbsp;(Ord. No. 093-39, 10-12-93)&lt;/a&gt;.&amp;nbsp;Stafford County regularly inspects the public sewer system for sources of excess flow, but stormwater coming from private sources can be difficult to identify. Starting in June 2021, the County will be conducting inflow studies in areas that have historically experienced sanitary sewer overflows to identify the sources of inflow. According to Utilities Director Chris Edwards, the study is designed to help the County determine how stormwater is infiltrating the sanitary sewer system.&lt;/p&gt;

    Blue Pinwheels Bring Awareness to Child Abuse Prevention Month

<description>If you have visited Stafford&amp;rsquo;s George L. Gordon, Jr., Government Center recently, you may have noticed the garden of blue pinwheels out front. April is National Child Abuse Prevention Month. Virginians display pinwheels as a visible reminder of the happy and healthy childhood that all children deserve. As well, it brings attention to what individuals can do to help prevent child abuse.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;With child abuse, it is vitally important for the community to work together for the best outcome for the child,&amp;rsquo;&amp;rdquo; said Director of Stafford County Social Services Michael Muse. &amp;ldquo;We have someone on call 24 hours a day to assist with concerns of abuse.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Child abuse or maltreatment can take many forms &amp;ndash; physical abuse, lack of shelter, lack of food, emotional abuse or any other area where abuse can happen. Those who witness abuse or possible abuse are encouraged to make a report or to communicate with a mandated reporter &amp;ndash; a teacher, librarian, nurse, policeman, social worker or any other mandated reporter. &amp;nbsp;Reports can be made to Stafford County Department of Social Services Monday- Friday from 8:00 - 4:30 at (540)658-4196 or through the Virginia State Child Abuse and Neglect Hotline after hours and weekends at 1-800-552-7096. Reports can also be made anonymously. &amp;nbsp;Stafford Child Protective Services has someone on call 24 hours a day to determine the validity of reports and to respond to any emergencies involving a child. Social Services asks people to err on the side of caution. It is better to report than not to report an incident and a child to be harmed.&lt;br /&gt;&lt;br /&gt;Another tool Social Services uses to prevent child abuse is to take steps and provide resources to strengthen families. According to Johanna Schuchert, the Executive Director for Prevent Child Abuse Virginia, the root of child abuse is often a lack of role models, limited education and not having reliable support systems. Parents learn by the way they were parented. Stafford&amp;rsquo;s Social Services works to help both the child and the parents. Studies have shown that children are better off with their birth families.     Farm Owners Take Steps with Stafford to Preserve Century Farm
    </title>
<description>Like many locations in the Commonwealth, Spotted Tavern Farm at Dodd's Corner is a place where past and present meet. The former site of Civil War encampments and skirmishes also housed the Burdis U.S. Post Office from 1909 to 1933 and has been in continuous agricultural use for more than 100 years.&lt;br /&gt;&lt;br /&gt;Stafford County and USDA's Natural Resources Conservation Service (NRCS) are helping to preserve that legacy by protecting a portion of the original farm, known as the Huffman Tract, from future residential development. The county has now placed 122 acres in a perpetual conservation easement through its Purchase of Development Rights Program (PDR), working with the current landowners. NRCS provided matching funds through the Agricultural Conservation Easement Program (ACEP) to purchase the easement. &amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This collaboration underscores the land's agricultural and environmental significance. NRCS has classified 90 percent of the property as &quot;prime soils(*)&quot; and &quot;soils of statewide importance.&quot; The wetlands portion is a Critical Resource Protection Area for Chesapeake Bay water quality.     Ferry Farm Area Infrastructure Improvements Scheduled for 2021
    </title>
<description>&lt;p&gt;Infrastructure improvements are ramping up in the Ferry Farm area as part of Stafford County&amp;rsquo;s repair, replace and rehabilitate (3R) program.&lt;/p&gt;
&lt;p&gt;As Stafford County&amp;rsquo;s population continues to increase, the demand for water and sewer services increases as well. Like Ferry Farm, water and sewer infrastructure is beginning to reach the end of its useful life and needs to be repaired, replaced or rehabilitated in the more established neighborhoods. The goal and intent of the 3R projects are to ensure that Stafford&amp;rsquo;s water and sewer system continues to operate efficiently and satisfy the present and future needs and expectations of all customers.&lt;/p&gt;
&lt;p&gt;Several years ago, Stafford County began rehabilitating aging sewer pipes throughout the county using a trenchless pipe rehabilitation technique called inversion lining. This no-dig, cured-in-place pipe relining system works by essentially creating a pipe within a pipe. Crews are currently working in Ferry Farm. Residents may hear a loud popping sound as the lining expands throughout the sewer pipes. This process typically takes five to six hours per pipe section to complete. When crews are in a specific area, residents will be asked to reduce water usage as much as possible while the pipe liner cures.&lt;/p&gt;
&lt;p&gt;Water lines cannot be easily relined making full replacement the only cost-effective improvement. Utility crews anticipate beginning Phase One of the Waterline Replacement Project in the Ferry Farm area in summer 2021. Approximately 1000 feet of new waterline along Braxton Lane and Custis Circle will be installed during Phase One. When existing water meters are connected to the newly installed waterlines, customers may experience a temporary loss in water pressure and discolored water while the transition takes place. Property owners will be notified in advance regarding any planned service disruption.&lt;/p&gt;
&lt;p&gt;Both of these projects will ensure that high-quality water and sewer services are provided to residents. <description>Stafford County will hold a special ceremony to dedicate a Stafford County plaque in memory of long-time resident Irma Clifton at Shelton&amp;rsquo;s Cottage on Tuesday, May 18, 2021, at 10:30 a.m. The event is open to the public with social distancing measures in place. Speakers will include the Chairman of the Stafford Board of Supervisors Crystal Vanuch, Rock Hill District, and Supervisor Tom Coen, George Washington District, in whose district the plaque is located.&lt;br /&gt;&lt;br /&gt;Ms. Clifton, who recently passed away after a long illness, was a champion for preserving history in Falmouth. Stafford County has honored her previously with a proclamation and a Historic Preservation Award in 2017. The decision was made to place the plaque honoring Ms. Clifton at the cottage centered in the historic area she loved. Due to Ms. Clifton&amp;rsquo;s efforts, the cottage became handicap accessible for all to view when the cottage is opened to the public once again. As well, she donated period furniture to furnish Shelton&amp;rsquo;s Cottage.     Governor Announces Plans for Vaccine Rollout

&lt;p&gt;Governor Ralph Northam announced plans this week for moving forward with distributing COVID-19 vaccinations to 8.5 million Virginia residents. He specifically laid out phases for vaccinations, which include giving the vaccine to those most at risk. He was optimistic the Commonwealth would meet its goal of administering 50,000 doses a week just as it successfully built up the testing program earlier. Rates in Virginia are four times higher than last spring, and it is only a matter of time before a new, more contagious form of the virus reaches the state. Despite the optimism of a vaccine at hand, the Governor cautioned patience, saying it would &quot;take a moment&quot; to get the vaccine to everyone.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Current Vaccine Situation&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Virginia has 8.5 million residents, all of which will need two doses of the two available vaccines. That is 17 million shots. Virginia is receiving around 110,000 doses a week, giving the state a capacity of about 14,000 doses a day. The short-term goal is to provide 25,000 shots a day, with a long-term goal of doubling that number to get all Virginians vaccinated. Manufacturers are working around the clock to mass-produce the vaccines, which require complex storage and transport. Governor Northam also asked for patience with the frontline healthcare workers who will be administering the vaccines, who are already weary from managing the pandemic for almost a year.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Plans for Distributing the Vaccine&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;In his news conference, the Governor's information on distribution plans involved a promise that every available dose will be given out until there is no more. He also outlined information on who is included under each phase.&lt;/p&gt;
&lt;p&gt;Phase 1a includes healthcare personnel and long-term care facility residents. Phase 1b includes essential frontline workers, people ages 75 and over and people living in correctional facilities, homeless shelters and migrant labor camps. Phase 1c includes other essential workers, people over 65 and people over 16 with underlying medical conditions. The general population is after the first three phases.&lt;/p&gt;
&lt;p&gt;The Governor said vaccines would be distributed to health departments, hospitals, clinics and pharmacies. He said healthcare workers should give out all the vaccines they will receive more. He described it as a &quot;use or lose&quot; situation, promising that those outlets that do not give out all their dosages will not continue to receive them.&amp;nbsp;&lt;strong&gt;Locally, the Rappahannock Area Health Department (RAHD) will be disseminating the vaccines. Stafford will be reposting any information sent out by RAHD.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Current COVID-19 Situation in RAHD and Stafford County&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The numbers have risen in both the Rappahannock Area Health District and Stafford County. The seven-day positivity rate PCR only for the district is 19.3% of those tested. To this point, Stafford County has had a total of 5,848 confirmed cases, with more than 1,000 of those happening in the last two weeks. The public is advised to observe the recommended protocols for staying well as we wait for widespread distribution of the vaccine: wash your hands; wear masks; stay home if you possibly can, and practice social distancing.&lt;/p&gt;

<description>&lt;p&gt;Following a press conference by Governor Ralph Northam announcing vaccine distribution to areas with a denser population, the Rappahannock Area Health District (RAHD) is asking for patience from the public as local demand for the COVID-19 vaccine far outweighs the supply to RAHD at this time. RAHD has entered Phase 1b of the vaccine rollout, including vaccinating individuals who are 65 and older or who have medical conditions that increase their risk of severe illness from the virus that causes COVID-19. Both RAHD and Stafford County prioritize seeing 65 and older vaccinated quickly. To that end, those eligible are asked to complete a survey online to indicate interest in getting the vaccine.&amp;nbsp;&lt;strong&gt;For those unable to go online, Stafford&amp;rsquo;s community partner, Healthy Generations/ Rappahannock Area Agency on Aging, has established a hotline at (540) 371-3375 to take calls to assist those who are 65 and older to fill out the survey.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The process involves completing an online survey, which leads to registration and eventual appointments for receiving the vaccine.     Stafford's Close Relationships with Community Partners Key to Success During COVID-19
    </title>
<description>&lt;p&gt;Good relationships formed with trust and reliable expectations do not happen overnight. It takes time and communication. Stafford has worked for years to develop its relationships with the community partners it relies upon to assist residents. As a result, when COVID-19 hit, those connections were already in place, and those nonprofits were ready to step up and provide much needed extra assistance. Last year, through the budget process, Stafford funded $1.6 million to community partners. Additionally, the County granted nearly $500,000 in CARES Act money to community partners to sustain them during the pandemic. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;&quot;We have a very hands-on approach with our community partners. We get to know them and understand their programming and initiatives. We monitor their outcomes to ensure they are addressing community needs,&quot; said Deputy County Administrator Donna Krauss, who also oversees Stafford's Human Services office. &quot;When the pandemic worsened, affecting incomes, mental health and other social issues, we were confident we could count on our partners.&quot;&lt;/p&gt;
&lt;p&gt;These partners often fill the gap when citizens do not meet the County's eligibility for federally and state-mandated services. Community partners provide the needed support for Stafford&amp;rsquo;s citizens struggling to be successful. In 2020, community partners included EmpowerHouse, Habitat for Humanity, Healthy Families Rappahannock Area, S.E.R.V.E. and Stafford Junction. And, at this very moment, Stafford is working closely with Healthy Generations Area Agency on Aging to answer and assist those who are 65 and older regarding COVID-19 vaccines by calling 540-371-3375.&lt;/p&gt;
&lt;p&gt;Organizations must apply every year for funding via the Community Partner Funding Process, a process involving an application uniform to the Planning District to which Stafford belongs. Planning District 16 also includes the City of Fredericksburg, Spotsylvania, Caroline, and King George. Stafford looks for a demonstrated impact on the community in reviewing funding requests. When an organization requests funding, they are examined based on several criteria that include whether they fill an existing gap. Everyone must reapply every year. Organizations are encouraged to seek funding from other sources as well, as Stafford's funds are limited, and collaboration is highly encouraged between groups to strengthen what is offered.&lt;/p&gt;
&lt;p&gt;Stafford was the only locality in the Planning District to develop a funding process for community partners to request CARES Act funding to help them be sustainable through the crisis. Krauss said normal fundraising activities were curtailed during quarantine, and referrals were down as people stayed home. Also, donations were down, affecting the bottom line of organizations receiving increased requests for assistance. Because of existing relationships, the County felt confident that the CARES Act money would benefit the citizens. Most nonprofits used the funding to pivot their operations to more online accessibility.&lt;/p&gt;
&lt;p&gt;Krauss credits the Board of Supervisors for its willingness to help community partners, even during tough times. Because of strong relationships and a strict process, the Board knows it can depend upon these organizations.     Stafford Works to Ensure Residents' Needs are Heard in Richmond
    </title>
<description>&lt;p&gt;Virginia's General Assembly meets for only a brief period every year, starting in January and ending after 60 days in even-numbered years and 45 days in odd years. Making sure the voices of constituents are heard in such a short period makes strategic planning imperative. Stafford's Board of Supervisors works year-round to compile resident concerns and analyze current county issues to create a new legislative program to take to the General Assembly every year. The General Assembly makes decisions that affect Stafford ordinances, taxes, fees, funding and more.&lt;/p&gt;
&lt;p&gt;&quot;It is imperative that we are thoroughly prepared to represent the interests of the county to our legislators in Richmond,&quot; said Chairman of the Board of Supervisors Crystal Vanuch, Rock Hill District. &quot;In particular, this year's session is short, and revenues have been adversely affected by the pandemic. Stafford would like to work with our Delegates to increase funding for road safety and congestion in our area instead of reallocating the funding to Hampton Roads, and to prioritize an increase to cost to compete funding so that Stafford is receiving equitable funding for our students.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Stafford hires an outside lobbying firm to manage the County's daily on-the-ground lobbying efforts. Supervisors also visit and communicate with legislators as well. Chairman Vanuch and Supervisor Tom Coen, George Washington District, are members of the Board's Legislative Committee and work with Stafford's legislative affairs staffer to assist the Board with what has become a year-round effort. Stafford starts preparing its next legislative agenda at the end of every General Assembly session and completes it by October to line up a vote by the Board. Bills must be submitted in advance of the session's January opening, with November being the opening date.&lt;/p&gt;
&lt;p&gt;Stafford's 2021 legislative priorities' main matters include the topics below, all of equal importance.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Recordation Tax Distribution Amendments&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Last year, the General Assembly made changes in the collection and distribution of state transportation revenues, reducing the state recordation tax's total local government allocation by $20 million. By state code, localities may use their state recordation tax allocation for either transportation or education purposes. The change in state law resulted in reducing approximately $900,000 to the County's Transportation Fund. Stafford is lobbying for restoring the local recordation tax allocation.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Public Day School Funding&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The General Assembly is requested to provide additional state-support funding for a community-based, therapeutic public day program. Stafford County Government and Stafford County Public Schools have long operated a public day school program within our school system. The program allows students to require services through the Virginia Children's Services Act to be educated within their local public school system. Presently, the Commonwealth of Virginia does not allow for the use of Children's Services Act Funds in the public school setting. Through this program, Stafford has documented a potential cost savings of 40% per participant versus private placements outside the County. To date, the General Assembly has not adopted policy changes to mitigate rising CSA costs and support students' education within their home community.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Study on the Impact of Disabled Veterans Tax Relief Expense on Localities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Stafford is requesting that the state, through the commission on local government, study the impact of the disabled veterans' tax relief expenses on localities. While Stafford is honored to participate, the state did not sufficiently examine the fiscal implications for local governments after they passed the program. As a result, local governments have funded this program entirely through their real estate tax bases. Increasing costs, enrollment, and demand for this program in Stafford County have significantly impacted the County's real estate tax base. Stafford fully supports the program but believes the Virginia General Assembly must evaluate local governments' budgetary impacts.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Land Use Issue&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The General Assembly is requested to amend and reenact the Code of Virginia to allow localities the authority to prohibit stormwater management facilities from being located within open space and/or conservation areas established in a cluster development. Stafford County has observed multiple development projects where the required open space shown on the subdivision plan did little to meet the State Code's intent and the County's Comprehensive Plan. Subdivision stormwater management facilities do not meet open space requirements because they do not exist in a natural state, provide recreational opportunities, and do not contribute to agriculture, forestry, or land conservation purposes.&lt;/p&gt;

    Connecting Elderly with COVID-19 Vaccine Can Be Challenging

<description>&lt;p&gt;Possibly the most common question asked of Board of Supervisors members and Stafford County staff is &amp;ldquo;How do I get the COVID-19 shot for my elderly relative?&amp;rdquo; The answer is both easy and difficult. The Virginia Department of Health (VDH) asks for those 65 and older or those with compromised immunities to register by calling the&amp;nbsp;&lt;strong&gt;Virginia Vaccine Hotline at 1-877-ASKVDH-3 (1-877-275-8343).&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;That is the easy part. The hard part is being patient as demand far exceeds the supply being allotted by the federal government to the Commonwealth of Virginia, resulting in limited vaccines available locally. And while residents may sign up via telephone, sign-ups also occur online. It is a lot of information to take in, and Stafford asks family members, neighbors and friends to assist their neighbors and relatives with the sign-up for the vaccine.&lt;/p&gt;
&lt;p&gt;Stafford officials coordinate closely with the Rappahannock Area Health Department (RAHD), the Virginia Department of Health&amp;rsquo;s local health authority. Since the vaccines started a month ago, the instructions for obtaining the vaccine have changed several times as officials refine the process.     Stafford Is Working to Find Solutions for Brooke Road Access Issues
    </title>
<description>&lt;p&gt;Stafford County and the Virginia Department of Transportation are partnering to find an interim solution to the Brooke Road access issues being experienced by residents and Aquia Landing park patrons due to flooding. The interim plans involve an estimated $1.5 million to construct improvements, including an 800-foot-long, two-lane emergency access drive between Windermere Drive and Crestwood Lane. The access drive will provide through-travel for local traffic and residents when Brooke road is closed to traffic during emergencies. A section of Brooke Road, known as the &amp;ldquo;S curves,&amp;rdquo; floods, leaving residents beyond stranded. The temporary road could be completed as early as 2022 if an agreement is reached with the residents of those roads.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The safety of the Brooke Road residents is our number one priority, and this temporary solution will provide the quickest relief we can for them,&amp;rdquo; said Chairman of the Board of Supervisors Crystal Vanuch, Rock Hill District. &amp;ldquo;I appreciate the efforts of all involved, particularly Supervisor Cindy Shelton, and commend VDOT for their contributions to solve the problem.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The design and construction of a road is a multi-step process, particularly for the government. The steps involved include government authority approval, procurement of a contract, engineering studies, design, right-of-way acquisition and several more steps. For a typical road constructed in Virginia, that process can take five to seven years. &lt;p&gt;The timeline for a temporary road is considerably less. Stafford and VDOT officials envision a construction start date for the emergency access road in the summer or fall of 2022, with a completion date of winter 2022/2023. The access road would be a gravel road that will allow two-way traffic to pass through. VDOT would reimburse the County for construction costs for the temporary road once it is in service. The County will be responsible for all other costs associated with the project. Stafford County plans to spend approximately $450,000 on improvements to Windermere to support any additional emergency access traffic. The County will be responsible for continued maintenance of the road and control access to the road during emergencies.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;I have been working on fixing Brooke Road for several years and appreciate the grassroots involvement of the Brooke Road residents in working together to solve this problem both for the short-term and the long-term,&amp;rdquo; said Vice-Chairman of the Board of Supervisors Cindy Shelton, Aquia District. &amp;ldquo;Their advocacy has gained the attention this issue deserves and the support we need both from VDOT and the Board of Supervisors to find a permanent fix.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The permanent fix will involve the realignment and elevation of Route 608 (Brooke Road) between the intersections of Route 609 (Raven Road) and Route 2107 (Maplewood Drive) for a length of approximately 0.45 miles. As a major road project, several mechanisms have to be established to include feasibility, planning, funding, design, bidding, construction and final operation. At this time, the cost is estimated to be $7.5 million. The design could begin as early as fall/winter 2021, with a completion date five to seven years later.&lt;/p&gt;
