<p><strong>Student Financial Aid News</strong></p>
<p><a href="http://www.nasfaa.org/publications/2008/awlawsuite090508.html">NASFAA and the New York Times</a>:</p>
<blockquote><p>&#8220;The attorney general of New York is preparing a lawsuit against a student loan company, Goal Financial, charging that the lender broke state and federal laws by luring borrowers with iPods, cash and other gifts and that it misled consumers about loan terms and benefits, said a senior official in the office,&#8221; The New York Times reports. &#8220;The attorney general, Andrew M. Cuomo, has been investigating the student loan industry since early last year and has uncovered an array of troubling practices. Separate from the Goal lawsuit, the office is close to agreements with about a dozen loan companies on what marketing tactics are appropriate, according to the official, who cited the investigation and the pending lawsuit as reasons he could not be identified. &#8216;The hope is that those settlements will set a new industry standard when it comes to how direct-to-consumer lenders are operating,&#8217; the official said. Goal is being sued because it has failed to demonstrate a willingness to change its practices, he added.&#8221;</p></blockquote>
<p><strong>Commentary</strong></p>
<p>The article&#8217;s a little unclear about the issue of inducements. Inducements, if you weren&#8217;t tuned into the <a href="http://www.financialaidpodcast.com"  class="alinks_links" onclick="return alinks_click(this);" title="financial aid podcast"  rel="external">Financial Aid Podcast</a>, are promotions like free iPods, phones, etc. - anything given to a student or a financial aid administrator in exchange for loan applications. In the article, it was unclear whether or not Goal was using inducements for federal or <a href="http://www.alternativestudentloan.com"  class="alinks_links" onclick="return alinks_click(this);" title="private student loans"  rel="external">private student loans</a>; inducements are illegal for any form of <a href="http://www.staffordloan.com"  class="alinks_links" onclick="return alinks_click(this);" title="federal student loans"  rel="external">federal student loans</a>, whether they&#8217;re new loans like the <a href="http://www.StaffordLoan.com"  class="alinks_links" onclick="return alinks_click(this);" title="Stafford"  rel="external">Stafford</a> loan or the <a href="http://www.parentplusloan.com"  class="alinks_links" onclick="return alinks_click(this);" title="parent plus loans"  rel="external">PLUS loan</a>, or consolidation of existing student loans, or private, non-government student loans. Inducements, while not a recommended practice, were not illegal for private student loans until recent legislation.</p>
<p>Corporate disclosure, of course, the <a href="http://www.studentloannetwork.com"  class="alinks_links" onclick="return alinks_click(this);" title="student loan network"  rel="external">Student Loan Network</a> has not and never will use inducements as a promotional method.</p>
<p>What this means for you is fairly straightforward - no student loan company should be using inducements of any kind, bartering goods for your business. If you see a company doing that, it&#8217;s illegal. That said, there&#8217;s a distinction in how the law is written. Inducements have to be quid pro quo, or &#8220;this for that&#8221;. A company can give away free iPods, etc. as long as there is no expectation of business generated, or a contract that binds you, meaning that a legal obligation to do business with that company was created because you took the free item. What some other student loan companies are being sued for is essentially requiring you to sign a binding legal contract - a student loan application - for a trade good, especially if the value of the freebie is disproportionate to the contract&#8217;s value.</p>

<p><strong>Mail Bag</strong></p>
<blockquote><p>Chris - I&#8217;m a bit confused. You&#8217;ve consistantly said students should apply for as many scholarships as possible, but some sources (ex. book - What parents don&#8217;t want you to know - or something like that) and some colleges, say that any outside scholarship money reduces the <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grant"  rel="external">grant</a> they will give. Nothing seems to help the EFC or the student&#8217;s amount of loans if <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grants"  rel="external">grants</a> are offered. Just seems to reduce the college&#8217;s part. The 529 savings plans seem the same. Am I getting this right? So where is the benefit to the student/parent? Thanks. Helen</p></blockquote>
<p>Helen, you&#8217;re absolutely right that outside funding sources do count against institutional aid. Every dollar that you bring in from outside sources reduces what the university has to find and contribute. Outside scholarships also alter the EFC, the expected family contribution, because they essentially count as a form of cash that your family has at its disposal to pay for school.</p>
<p>How a school&#8217;s financial aid office handles outside scholarships when it comes to your financial aid award varies from school to school. The very best school financial aid offices will, in your award letter, reduce loans that are in your package with the outside scholarship money, so that the total cost of your college education is lower. Other schools will indeed reduce their institutional grants with the outside scholarship money instead. How a financial aid office handles outside scholarships in your award letter largely depends on how much money the school has and the philosophy of the financial aid director. Schools with very small aid budgets typically will be the ones to discount your grants, because they need to scrape together every dollar they can, and if you&#8217;re winning outside money, they can help other students. Wealthier schools who have an endowment will take away your loans and leave your grants because they have the funds to draw on.</p>
<p>What will your school do? You&#8217;ll have to ask your financial aid office and check your award letter.</p>

<p>Here&#8217;s the game winner for me - in their message to their MySpace members, Debra McIntosh, TSTC Director of Recruiting Services, says:</p>
<blockquote><p>To receive messages from TSTCMarshall at nearly the speed of light you can have these messages sent to your cell phone as text messages. To set this service up, log into Twitter and click on &#8220;settings&#8221;. Enter your cell phone number in the box (include a &#8220;+&#8221; and leading &#8220;1&#8243; so it will look like +19031112222), check the box allowing Twitter to send you text messages, and click &#8220;Save&#8221;. Twitter will send you a text message to verify you want to receive text messages on the phone number you provided. Depending on your cell phone provider and contract you may incur charges for text messages.</p></blockquote>
<p>See it? Get it?</p>
<p>TSTC probably doesn&#8217;t have the money to set up an SMS gateway, certainly not a large scale commercial installation. Perhaps they don&#8217;t even have the need for it on a big scale. By using Twitter&#8217;s SMS integration, they&#8217;ve effectively set up a free SMS gateway using Twitter&#8217;s infrastructure for their students - and those students can text right back, thanks to Twitter&#8217;s architecture.</p>
<p>This is a great idea, great implementation, and completely cost-free for TSTC. They can post notices about lines at the financial aid office, campus closings, and much more, and not spend a dime doing it.</p>

<blockquote><p>The Higher Education Price Index reached 3.6 percent for the 2008 fiscal year, up slightly from 3.4 percent the previous year, the Commonfund Institute is announcing today. The index is based on costs facing colleges and is designed to give a more accurate assessment of the inflationary pressures on academe than does the Consumer Price Index (3.7 percent for the same time frame). The index’s gain may appear small to campus money managers who have been watching certain costs, especially for utilities, skyrocket in recent months, but the timing of the calculations means that those increases aren’t counted in the new data.</p></blockquote>
<p><strong>Commentary</strong></p>
<p><img src="http://upload.wikimedia.org/wikipedia/commons/thumb/c/cf/BLS_logo.jpg/202px-BLS_logo.jpg" alt="Bureau of Labor Statistics" align="right" border="0" hspace="12"/>These numbers seem low to me. If you look at CPI-U (Consumer Price Index, Urban areas), which is the metric that income protection for the <a href="http://www.fafsaonline.com">FAFSA</a> is set by (it&#8217;s on page 30,905 of the Federal Register, not joking), the year over year CPI-U is 5.6%, which is a significant jump over 3.6%. However, it&#8217;s no secret that I disagree with CPI in most of its forms anyway, because CPI measurements exclude food and energy, which are two of the biggest costs that impact your wallet on a regular basis.</p>
<p>The government knows this and even includes food and energy as separate indices. What&#8217;s the year over year cost increases of food and energy? According to the <a href="http://www.bls.gov/news.release/cpi.nr0.htm">Bureau of Labor Statistics</a>:</p>
<p>Food: 6%<br />
Energy: 29.3%</p>
<p>For everyone, but especially lower income students and families, food and energy represent a large portion of expenses. The real cost of inflation is nowhere close to 3.6% for anyone, colleges, parents, families, students, or even politicians.</p>
<p>What does this all mean for you? Continued high inflation, continued increases in food and energy prices (no matter what index you use) always translate into higher tuition bills, not to mention higher personal expenses. If you haven&#8217;t already embraced frugality, now is the time to do so. It almost goes without saying that everyone, regardless of income level or background, should be aggressively <a href="http://www.studentscholarshipsearch.com">hunting for scholarships</a> even while in school.</p>
<p><strong><a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarship"  rel="external">Scholarship</a> of the Day: Echoing Green Fellowship</strong></p>

<blockquote><p>California&#8217;s budget still hasn&#8217;t been finalized, but Schwarzenegger is proposing to cut funds for higher education by $312 million. Lawmakers are working with a budget that reduces the cut to $215 million, according to Inside Higher Ed, a news Web site for higher education resources.</p>
<p>The dramatic cut in funding would make California&#8217;s community colleges unable to accommodate classes for more than 50,000 students - and 18,500 would not receive financial aid, said Diane Woodruff, chancellor of the California Community Colleges. Several thousand California State University and University of California students will be affected, too.</p></blockquote>
<p><strong>Commentary</strong></p>
<p>Higher education budget cuts to any state running a deficit are nearly inevitable. Students, parents, families, and financial aid professionals need to be prepared for significant decreases in state government aid. If you&#8217;re a student receiving any serious amount of financial aid from state-funded sources, you absolutely, positively need to be hunting down <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarships"  rel="external">scholarships</a> like crazy, right now and throughout the school year.</p>
<p>If you&#8217;re a financial aid administrator at a state-funded school, be prepared for cutbacks, and consider the radical step of teaming up with the development office to solicit additional contributions from alumni and donors specifically for financial aid that you can administer directly at your institution.</p>
<p><strong>Scholarship of the Day: Anne Ford Scholarship Award</strong></p>
<p>The Anne Ford Scholarship is a $10,000 award given to a high school senior with an identified learning disability (LD) who is pursuing an undergraduate degree. The deadline for application is December 31. The ideal candidate is a high school senior who has faced the challenges of having a learning disability; is committed to completing a college degree and setting career goals; has demonstrated perseverance; embraces new opportunities; has a well-rounded perspective shaped by experiences in school, in the community, and with family and friends; understands how LD affects his/her life and recognizes the importance of self-advocacy; believes in contributing to society in a way that increases the opportunities for individuals with learning disabilities; and will feel comfortable serving as a role model for others who struggle with LD.</p>

<p>Not bad - a few of our other services aren&#8217;t the Chrome-recommended choice, but glad to see a good number of our sites as recommended choices in Google&#8217;s new Chrome browser.</p>
<p>Other first impressions - this thing is FAST. Very snappy, much faster than Firefox or IE in my Windows XP installation. I got a kick out of the titles in the preferences:</p>

<p>It&#8217;s a great metaphor that gives a clear mental image of what&#8217;s about to open up.</p>
<p>Other neat things - it comes with Google Gears pre-installed, but Google didn&#8217;t auto-approve their own sites, which is nice. It also doesn&#8217;t come with Flash built in, but it does download the plugin and install it without a browser restart, which is also nice.</p>
<p>This I thought was kind of weird:</p>

<p>You can report to Google broken web pages. I wonder - if enough people report, does Chrome ignore the site? Change its recommendations? Inquiring minds want to know.</p>

			<content:encoded><![CDATA[<p>There&#8217;s been an incredible amount of debate during this election cycle about college costs, and much of the debate has ignored fundamental economics. The reason that college costs so much is simple: demand exceeds supply. Take a look at this oversimplified chart:</p>

<p>This is economics 101. Supply and demand are inversely related to each other. As supply increases, demand diminishes. If there&#8217;s little supply but a lot of demand, the price to buy is high - the purple arrows. If there&#8217;s plenty of supply but little demand, you may actually have to pay people to take your stuff.</p>
<p>If there&#8217;s little supply but no demand, prices stay low. If there&#8217;s lots of supply and lots of demand, price will follow whichever is higher - more supply than demand means lower prices, more demand than supply means higher prices.</p>
<p><strong>Examples</strong></p>
<p>If everyone wants a Nintendo Wii for Christmas, and there are fewer Wiis than there are customers, the price can go up until you reach the point where it&#8217;s only affordable to as many people as there is supply. The higher you raise the price, the fewer people who can buy it, until price and supply are in equilibrium.</p>
<p>If you try to sell blades of grass, you have a giant supply but almost no demand. Who wants a blade of grass? As a result, not only can you not even give away your blades of grass, you may actually have to pay people to take them, which is the blue line on the right side of the chart.</p>
<p>If you are trying to figure out why college cost so much, it&#8217;s because we&#8217;re on the left side of the chart, low on the green line. There&#8217;s a lot of demand for college, and not a lot of supply. Look at the admissions statistics for this year. Competitive colleges accepted fewer students than ever. Demand for a college degree is high and increasing as our economy changes from a manufacturing economy, where a high school degree was more than enough to get you through life, to a knowledge economy, where a college degree is a basic prerequisite for many jobs.</p>
<p>As a result, with not a lot of supply but a lot of demand, tuition prices are high. As demand increases but supply doesn&#8217;t keep up, tuition prices get higher.</p>
<p><strong>How to lower the cost of college</strong></p>
<p>Logically, there are two ways to alter the price of a college education, then - reduce demand or increase supply. Right now, the market - you - is saying that college is worth paying for, largely because the job market creates demand for a college degree. The price of college will continue to increase until a certain percentage of the population can&#8217;t afford it, at which point demand would be in equilibrium with supply.</p>
<p><strong>Financial aid makes college more expensive</strong></p>
<p>This is why financial aid is actually making college tuition prices worse, believe it or not. Financial aid alters demand - the more money available in financial aid, the more demand there is. A college that costs $10,000 without financial aid still costs $10,000 with financial aid - the financial aid just comes out of taxes or from <a href="http://www.studentloannetwork.com"  class="alinks_links" onclick="return alinks_click(this);" title="student loans"  rel="external">student loans</a> that borrow from a student&#8217;s future earnings.</p>
<p>At the same time, colleges aren&#8217;t easy to create or run. They&#8217;re big things, with buildings and professors and all those capital costs. As a result, supply isn&#8217;t easy to create.</p>
<p>As a result, prices go higher because demand is outrunning supply. If financial aid didn&#8217;t exist, there would be far fewer customers for colleges (lower demand) and colleges would either have to accept a much smaller student body or lower prices until demand rose to equal supply.</p>
<p>Financial aid makes college cost more because it increases demand and does not change supply.</p>
<p><strong>How to lower the cost of college, part 2</strong></p>
<p>The second way to lower college costs is to increase supply. If supply increased to exceed demand, prices would come down.</p>

<p>Fundamentally, the lesson is this: until supply increases or demand decreases, college will continue to get more expensive. As our economy continues the transition to a knowledge-focused economy, the demand for higher education will continue to increase, so if a large number of citizens educated well is a national priority, the most rational choice is to increase supply. If a large number of citizens educated well is not a national priority, then the rational choice is to eliminate financial aid and let the market - the basics of supply and demand - re-price college.</p>
<p><strong>What does this mean for you?</strong></p>
<p>As we head into election season and proposals of all kinds are thrown out about how to make college more affordable, now you know the question to ask - will this increase supply or decrease demand? If a proposal doesn&#8217;t do one or the other, it&#8217;s not going to work, no matter what the politician says. Throwing more money at the financial aid system will increase demand without an increase in supply, so beware of candidates who propose that solution.</p>
<p>Distance learning and online learning stand the greatest chance of reducing the cost of a college education because they can create supply faster than building a physical college. It doesn&#8217;t matter whether a professor has 1 student or 100,000 students watching a pre-recorded video - the cost of that professor&#8217;s time is the same, especially if colleges continue the trend of using graduate students and adjunct faculty for administration and testing.</p>
<p>How can you make college more affordable for yourself? Simple. Because a college degree is in demand, lots of people are trying to get them. Back to supply and demand - if supply is outpacing demand, then the value of the supply goes down. If more and more people have a college education, every additional graduate diminishes the value of the degree if demand doesn&#8217;t keep pace. As a result, this means that having a &#8220;name brand&#8221; degree from a &#8220;top college&#8221; really doesn&#8217;t mean much outside of a few limited circumstances. Having a degree is what matters.</p>
