This morning, I was privileged to offer the opening comments for the dedication of the newly reclaimed and restored Veterans' Honor Roll. It was an honor that shall forever remain a cherished memory for me and I hope equally so for the 300 plus attendees who were witness to this historic event in recognition of our communities heroes. The text of my comments - given in tribute to those who serve - are offered here for those unable to attend:

Good Morning,

It is an honor for me to be asked to speak here today and I extend my sincere thanks to Bob Briere and the members of the Veterans’ Honor Roll Committee for the privilege of doing so. There are many who have made this day possible and I will leave it - rightfully so - to others better equipped than I to honor them with recognition. I instead, shall confine my remarks to the sanctity of what this event commemorates. Thus, On behalf of the Town of Sturbridge, I would like to thank you all for attending and extend a warm welcome to you on this very special day not only in our Town’s history, but in a much larger sense that of our nation and those who have stood guard on the wall that separates freedom from oppression, democracy from dictatorship, and hope from despair.

Senator Stephen Brewer addresses those in attendance

Today, and throughout this weekend, Americans around the globe have paused, even if only briefly, to give thought and thanks to those who have sacrificed so much in defense of our nation and the principles upon which it was founded. Here today in Sturbridge, this day memorializes those men and women whether combat deployed or otherwise who have stood guard on that wall, ever vigilant in their duty to ensure our way of life.

Some have questioned – rightfully so, as this is America, a country that honors dissent and challenge to its government - the reclamation and restoration of this Honor Roll in front of our newly restored Town Hall. When I reflect upon such, I am reminded of President John Kennedy’s inaugural speech wherein he said that “in the long history of the world, only a few generations have been granted the roll of defending freedom in its hour of maximum danger, I do not shrink from that roll, I welcome it”, So too, the names of those engraved upon these plaques and many of the bricks upon which we now stand, welcomed their role and responsibility to defend freedom in its hour of maximum danger. The individuals whose service is reflected by way of their names upon this honor roll whether overseas deployed or stateside have stood as a force in readiness ever reminding the world of our commitment to liberty.

In recognition of their incredibly selfless service to our nation, one has to wonder just what type of government might have taken up residence within our newly restored Town Hall, were it not for those willing to defend freedom from those who would wish us ill.

Project Architect Mike Loin addresses the attendees

Some have questioned – and rightfully so for this is America, a country that honors dissent and challenge to its government - the necessity for an outdoor monument, suggesting perhaps that the walls of Veterans’ Memorial Hall are a more fitting place. When I reflect upon such, I am reminded of the absolute horrors of war, the physical, emotional, spiritual, and psychological toll it takes on all who experience it. So too, I reflect upon the sacrifice and suffering exacted from the families of our service men and women and the long unending road to recovery that many experience. For them, the luxury of remembering the sacrifices of our soldiers comes not in the celebration of an extended weekend that affords additional time away from work or school, but rather the reality of a life where sadly, every day is Memorial Day, and for them there is so very little to celebrate. In recognition of such, I believe there to be no more fitting a location to honor these men and women than in the most visible of places, so that we dare not forget the often unending hardships they and their families experience on our behalf.

President Kennedy would also remind the world during his inaugural address that "...we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, to assure the survival and the success of liberty".

Some of the 300 plus in attendance

Sadly, and all too frequently, despite our defeat of Fascism, Imperialism, and Communism on the battlefield, we live in a world where liberty remains under assault from the likes of Totalitarian Regimes, Ethnic Purists, Hard line Theocracies committed to the acquisition of nuclear weapons, and Militant Islamist Jihadists. Unlike however, the sacrifices made by all Americans during World Wars 1&2, most of us here today are fortunate enough to go about our daily lives often lost to the tragic reality that somewhere in the world at this very minute, and often in places you will never hear about, men and women are on patrol in hostile environments, as they endeavor to assure as President Kennedy articulated “the survival and the success of liberty”. Some of these courageous and selfless individuals will never return home and all too many of those that do, return physically or emotionally scarred for life.

Sturbridge Veterans' Honor Roll

Yes indeed, there is no more fitting place to remind us of the enormous debt we owe these men and women than right here, at a place of prominence, where each of us might daily be prompted to offer a silent prayer of thanks as we pass by. To all of you who have served so that I might enjoy the great freedom I enjoy, I extend my heartfelt thanks for what you have given me.

Several years ago I posted this document - authored by Elbert Hubbard in 1899. The truths in this document are as relevant today - perhaps more so - than when I first posted it in 2008. The indisputable fact about truth is that though times may change, truth remains the same forever. It is presented here again for residents to associate as they may, void of any reference by me. And so it begins with A Message to Garcia...

In all this Cuban business there is one man stands out on the horizon of my memory like Mars at perihelion.

When war broke out between Spain and the United States, it was very necessary to communicate
quickly with the leader of the Insurgents. Garcia was somewhere in the mountain fastnesses of Cuba - no one knew where. No mail or telegraph could reach him. The President must secure his co-operation, and quickly.

What to do!

Someone said to the President, “There’s a fellow by the name of Rowan will find Garcia for you, if anybody can.”

Rowan was sent for and given a letter to be delivered to Garcia. How “the fellow by name of Rowan” took the letter, sealed it up in an oil-skin pouch, strapped it over his heart, in four days landed by night off the coast of Cuba from an open boat, disappeared into the jungle, and in three weeks came out on the other side of the island, having traversed a hostile country on foot, and having delivered his letter to Garcia, are things I have no special desire now to tell in detail. The point I wish to make is this: McKinley gave Rowan a letter to be delivered to Garcia; Rowan took the letter and did not ask, “Where is he at?”

By the Eternal! There is a man whose form should be cast in deathless bronze and the statue placed in every college in the land. It is not book-learning young men need, nor instruction about this or that, but a stiffening of the vertebrae which will cause them to be loyal to a trust, to act promptly, concentrate their energies; do the thing - “carry a message to Garcia!”

General Garcia is dead now, but there are other Garcias. No man, who has endeavored to carry out an enterprise where many hands were needed, but has been well-nigh appalled at times by the imbecility of the average man - the inability or unwillingness to concentrate on a thing and do it.

Slipshod assistance, foolish inattention, dowdy indifference, and half-hearted work seem the rule; and no man succeeds, unless by hook or crook, or threat, he forces or bribes other men to assist him; or mayhap, God in His goodness performs a miracle, and sends him an Angel of Light for an assistant.

You, reader, put this matter to a test: You are sitting now in your office—six clerks are within your call. Summon any one and make this request: “Please look in the encyclopedia and make a brief memorandum for me concerning the life of Corregio.”

Will the clerk quietly say, “Yes, sir,” and go do the task?

On your life, he will not. He will look at you out of a fishy eye, and ask one or more of
the following questions:

Who was he?
Which encyclopedia?
Where is the encyclopedia?
Was I hired for that?
Don’t you mean Bismarck?
What’s the matter with Charlie doing it?
Is he dead?
Is there any hurry?
Shan’t I bring you the book and let you look it up yourself?
What do you want to know for?

And I will lay you ten to one that after you have answered the questions, and explained how to find the information, and why you want it, the clerk will go off and get one of the 2 other clerks to help him find Garcia - and then come back and tell you there is no such man.

Of course I may lose my bet, but according to the Law of Average, I will not. Now if you are wise you will not bother to explain to your “assistant” that Corregio is indexed under the C’s, not in the K’s, but you will smile sweetly and say, “Never mind,” and go look it up yourself. And this incapacity for independent action, this moral stupidity, this infirmity of the will, this unwillingness to cheerfully catch hold and lift, are the things that put pure socialism so far into the future. If men will not act for themselves, what will they do when the benefit of their effort is for all?

A first mate with knotted club seems necessary; and the dread of getting “the bounce” Saturday night holds many a worker in his place.

Advertise for a stenographer, and nine times out of ten who apply can neither spell nor punctuate - and do not think it necessary to.

Can such a one write a letter to Garcia?

“You see that bookkeeper,” said the foreman to me in a large factory.

“Yes, what about him?”

“Well, he’s a fine accountant, but if I’d send him to town on an errand, he might accomplish the errand all right, and, on the other hand, might stop at four saloons on the way, and when he got to Main Street, would forget what he had been sent for.”

Can such a man be entrusted to carry a message to Garcia?

We have recently been hearing much maudlin sympathy expressed for the “down-trodden denizen of the sweat shop” and the “homeless wanderer searching for honest employment,” and with it all often go many hard words for the men in power.

Nothing is said about the employer who grows old before his time in a vain attempt to get frowsy ne’er-do-wells to do intelligent work; and his long patient striving with “help” that does nothing but loaf when his back is turned. In every store and factory there is a constant weeding-out process going on. The employer is constantly sending away “help” that have shown their incapacity to further the interests of the business, and others are being taken on.

No matter how good times are, this sorting continues, only if times are hard and work is scarce, this sorting is done finer - but out and forever out, the incompetent and unworthy go.

It is the survival of the fittest. self-interest prompts every employer to keep the best-those who
can carry a message to Garcia.

I know one man of really brilliant parts who has not the ability to manage a business of his own, and yet who is absolutely worthless to anyone else, because he carries with him constantly the insane suspicion that his employer is oppressing, or intending to oppress, him.

He can not give orders, and he will not receive them. Should a message be given him to take to Garcia, his answer would probably be, “Take it yourself.”

Tonight this man walks the streets looking for work, the wind whistling through his threadbare coat. No one who knows him dare employ him, for he is a regular firebrand of discontent. He is impervious to reason, and the only thing that can impress him is the toe of a thick-soled No. 9 boot.

Of course I know that one so morally deformed is no less to be pitied than a physical cripple; but in your pitying, let us drop a tear, too, for the men who are striving to carry on a great enterprise, whose working hours are not limited by the whistle, and whose hair is fast turning white through the struggle to hold the line in dowdy indifference, slipshod imbecility, and the heartless ingratitude which, but for their enterprise, would be both hungry and homeless.

Have I put the matter too strongly? Possibly I have; but when all the world has gone a-slumming I wish to speak a word of sympathy for the man who succeeds - the man who, against great odds, has directed the efforts of others, and, having succeeded, finds there’s nothing in it: nothing but bare board and clothes. I have carried a dinner-pail and worked for a day’s wages, and I have also been an employer of labor, and I know there is something to be said on both sides. There is no excellence, per se, in poverty; rags are no recommendation; and all employers are not rapacious and high-handed, any more than all poor men are virtuous.

My heart goes out to the man who does his work when the “boss” is away, as well as when he is home. And the man who, when given a letter for Garcia, quietly takes the missive, without asking any idiotic questions, and with no lurking intention of chucking it into the nearest sewer, or of doing aught else but deliver it, never gets “laid off,” nor has to go on strike for higher wages. Civilization is one long anxious search for just such individuals. Anything such a man asks will be granted; his kind is so rare that no employer can afford to let him go. He is wanted in every city, town, and village - in every office, shop, store and factory. The world
cries out for such; he is needed, and needed badly—the man who can Carry a message to Garcia.

I write to you this evening to share some thoughts with respect to the FY13 budget and the controversy surrounding such in light of a citizens' petition to maintain level-funding for same at FY12 figures. To be clear, I offer this correspondence solely as an individual member of the Board - speaking only for myself. Equally, I wish to point out that it is not the intent of this correspondence to speak against the "level-funded" citizens' petition, though I do not support such an approach I fully respect, applaud, and welcome the discussion it is generating. It is instead, my intent to address a number of concerns that have been expressed to me with respect to any "budget nightmares" or "doomsday scenarios" that are currently, or may be presented to each of you as residents.

It is unfortunate, though not entirely surprising - given the emotional nature of human beings - that a range of items have been offered as "sacrificial lambs" with respect to the approach local government may consider in order to arrive at a level-funded budget, should such pass. Those "sacrificial lambs" include - though are not limited to - some the following, which can be found in the FY13 Finance Committee Report: (NOTE: I have called out by way of underline, highlighting, and bold print those items that I personally believe at this point lack merit)

Reduce or eliminate the clerical assistance in most Town departments
Eliminate the merit based incentive
Eliminate matching grant funds
Eliminate funding for the Sturbridge Co-Op Nursery School and 8 Brookfield Road
Eliminate the school resource officer position from the Police Department
Reduce the Building Inspector’s hours
Reduce the Burgess Elementary budget increase request by 46%
Eliminate the additional position in the Department of Public Works
Reduce the Town Road Maintenance program by 80%
Eliminate the Community Healthcare budget
Eliminate the Council on Aging budget
Reduce the Joshua Hyde Library Operations Salaries/Wages by 20%
Eliminate the Recreation budget
Reduce the Reserve Fund by 37%

Undoubtedly, some of these proposed cuts or reductions may or would be necessary (evidenced by the lack of emphasis I have added to them), equally however, some (those with emphasis added by me) appear to amount to nothing more than what one might characterize as "fear-baiting".

Let us then consider a few items from above and I will begin with a very brief comment on full-day Kindergarten. Many have questioned me as to whether the level-funded proposal - if passed - would eliminate full-day Kindergarten. It is important to note that any decision for such would rest with the Sturbridge School Committee, not the BOS or the Finance Committee (FinCom) and quite frankly I have every confidence that Kate Alexander, Chairman of the School Committee and a woman of great integrity whom I am fortunate to call my friend, as well as those members I personally know and respect (Megan Panek, Mary Bellezza, and Kristen Tuohey) will carefully, considerately, and pragmatically address any potential cuts that may be necessary in a manner appropriate to the dictates of the situation. Whatever decision they arrive at will be based upon necessity as opposed to fear-baiting. In terms of the FinCom Report suggesting a reduction of 46% of the Burgess Elementary Budget increase request, I question the legitimacy of those numbers when in fact the Burgess School Committee represents 37% of the total budget. One would request the process behind the percentage figures offered by the FinCom be provided so that an informed appraisal can be made.

Beyond the school budget, the "nightmare budget" presented in the Finance Committee Report suggests the possibility of eliminating the Council on Aging budget. This budget component pays the salaries of those who direct and administer senior services in our community, as well as the programs run daily at the Senior Center. When one considers the array of NEEDED services provided to those in their senior years who built this great community, the mere suggestion of eliminating the Council on Aging budget is not only an ill-conceived and inappropriate approach, but one that serves only to create fear among a vulnerable component of our population - our seniors and their families. Not unlike the baseless and distorted extremes we witness daily at the state and national levels, we are now engaging in that same objectionable approach here at the local level. Might it be necessary for some reduced programming? Perhaps so, but elimination of the entire Council on Aging budget will simply not happen, nor is it even open to discussion. The residents of this community would never allow such a careless and destructive approach, nor would those whom you ELECT to develop such policy recommendations for your consideration.

Similarly, the "nightmare budget" that suggests we may eliminate the Recreation Budget, thereby decimating an entire department that offers hundreds of recreational opportunities for our children demonstrates an equally ill-conceived and inappropriate approach, serving only to create fear within our community. Might it be necessary for some reduced programming? Here again, perhaps so, but elimination of the entire recreation budget will simply not happen and it is - in my opinion - simply irresponsible to even suggest such. In addition, it is important to recognize that the elimination of the Sturbridge Co-Op Nursery School and 8 Brookfield Road, which in total amounts to approximately $2,000 (two-thousand dollars) plays only to induce - inappropriately so - fear among parents within our community.

There are other "nightmare budget" reductions or eliminations listed above (bold highlighted print and underlined) that I question and challenge the legitimacy of such as elimination of the Community Health Care Budget, (approximately $4,000 for access to the Massachusetts Virtual Epidemiologic Reporting System) which frankly is not on the table for discussion - in terms of complete elimination thereof - despite assertions in any report to the contrary. So too are statements in terms of eliminating matching grant funds, which we are required to fund if we have accepted partnered grants from the State or elsewhere. Certainly, we may have to eliminate requests for future grants, but we cannot eliminate or dishonor legal agreements we are currently engaged in. Other items listed above in bold are questionable and clearly there are others that may be necessary. That said, it would appear - in my humble view - that some components have been packaged as part of a "nightmare budget" to create a level of fear and anxiety among the young and old, thereby forcing support for a budget increase of approximately $1.1 million dollars in FY13. Interestingly, some of the very same individuals responsible for presenting this "nightmare budget" are the ones who will recommend an increase in hours or personnel for nearly every Town department, while simultaneously recommending a 2% wage increase for all non-union employees and 2% merit bonuses for year end accomplishment of Department Head goals.

I have personally voted against all personnel increases (with the exception of the SRO) as well as having voted against any increase in personnel hours in Town departments. Equally, I have voted against all merit increases for FY13 and any wage increases for non-union personnel. During a time of economic uncertainty for most residents, as well as a time when many residents in the private sector are dealing with wage and benefit reductions, loss of jobs and/or job security, along with the threat of being taxed out of this community, it defies logic - in my humble opinion - that we would even recommend increased wages, personnel, and hours in our Town departments. I firmly believe our employees are well compensated and cared for with respect to their 35 hour work-week, while enjoying the benefit of closing their offices for a 1-hour lunch. Though it would clearly be desirable to provide additional benefits to these employees and their families, it is not lost on me that to do so comes entirely on the backs of our residents who must foot the bill by way of tax increases and increased fees for services. While considering the economic period we are facing, I am simply unable to support any such increases.

Though I do not support the level-funded budget as I believe it will be detrimental to our level of services, I do not support the presentation of "nightmare budgets" that serve only to create unnecessary and inappropriate fear within our community. I do generally support the Board of Selectmen's budget recommendations - with the exception of the 2% non-union wage increase, Department Head merit increases, and a few other items of less significance and I encourage residents to join me in supporting the BOS recommendations, while challenging any increases beyond what is absolutely necessary. Having said that, I can assure residents that should the level-funded citizens' petition budget pass, I will endeavor to ensure that the necessary reductions are done in a manner that is based upon pragmatism and appropriateness, as opposed to "fear-baiting" and vindictiveness. I work for you and will serve you in a manner reflective of the great honor you have bestowed upon me.
I wish to extend my deep gratitude to those Sturbridge residents who demonstrated their continuing support by extending me the honor of being able to serve another term on your behalf. I am extremely privileged and humbled by your faith and trust in me; evidenced by the fact that so many – despite this being an uncontested election – still deemed it important to check the circle next to my name. You can be sure that I will continue to advocate on your behalf, consistent with the Town Charter and the Bylaws of our community, in an open, honest, objective, and respectful manner.

I will continue to recognize – as I have at all times – that the role of selectman is not one of personal philosophies, ideologies, or particular constituencies, but rather an obligation to serve all residents of our community “faithfully, impartially and to the best of my ability, so help me God”. Though my decisions may not always find favor with all residents, you can be certain that I will approach every issue in a manner that is void of any personal proclivities or affiliations, but grounded rather in the dictates of our Town’s Constitution and those documents adopted by our Legislative Branch – the voters at Town Meeting and the ballot box.

I am privileged to have your trust and your support and I will continue to do everything in my power to maintain the faith and honor you have extended me by way of your overwhelming support at the polls.

Respectfully and with great humility
The results are in, the voters have spoken, and the time has come for all to move forward together in a unified effort to make our community the very best it can be.

Just as some - deservedly so - are experiencing a sense of great relief and exuberance in terms of their individual or collective campaign successes, we must not forget that others - equally committed to their candidates and/or causes are experiencing a sense of loss, disappointment, frustration, and in some cases perhaps even anger. This of course, is all part of the election process and one recognizes that regardless of the positions taken there are significant issues that these campaigns/initiatives have called attention to and we are all the wiser for taking a deliberate and reasonable approach in considering the viewpoints of all.

To that end, we must recognize that the ballot initiative to revoke the CPA has served a very valuable and important service in highlighting the real concerns residents have about spending and debt in general. Equally, it provided a great opportunity for residents to become better informed about this highly vetted, extremely valuable and important program. It is important to note however that it would be imprudent for any to presume that the very successful effort to keep the CPA in Sturbridge signals a green light to spending; to do so would represent a fundamental failure to recognize the very real concerns of the 42% who voted against the CPA.

There is little doubt that those who spearheaded the efforts to save the CPA understand the importance of a fiscally sound approach with respect to CPA funds. Such is evident in their overall approach to project submission for consideration by voters. Clearly as taxpayers, they too recognize that concerns exist, which is a significant reason that no substantive projects have been submitted for action by voters over the last two years. That is evident again this year based upon the draft Annual Town Meeting Warrant.

It is critical as well however, that those elected and appointed officials (BOS & FinCom) who make recommendations at Town Meeting for voter consideration recognize that there is little appetite for spending and additional debt within the community. Thus, it is imperative that our approach to the budget and the future use of tax dollars be carefully scrutinized, fiscally conservative, and "return on investment" centered. Any other approach would be an affront to those who voted in opposition to the CPA as well as the 58% majority that voted to maintain the CPA, as both supporters and non-supporters of the CPA are relatively uniform in their concerns about spending and debt, regardless of from where it manifests.

Considering that we are all neighbors in one form or another and that all of us want a community that provides character, charm, a great quality of life, and a level of affordability that allows us to enjoy this remarkable place we call home, I am hopeful that we can all now put the election behind us and move forward TOGETHER.

There is little doubt that many, if not most residents face financial challenges due to a devastating national economy combined with increased prices on nearly everything and reduced incomes for all too many. Discretionary income is non-existent for most and despite some news reports of an improved economy, the vast majority of Americans and Sturbridge residents are still financially challenged and find themselves unable to bear any more financial burdens. In the face of such, revocation of the CPA appears to be not only prudent, but necessary.

That is of course until you look deeper into this issue and find that it is not a CPA spending crisis that is facing the Town of Sturbridge, but rather a town-wide borrowing crisis brought on by all too many projects being approved at Town Meeting by the Legislative Branch of government - those residents (approximately 4.5%) who vote Town Meeting - of which I am one. The Community Preservation Committee (CPC), just like the Board of Selectmen and every other board/committee in town has absolutely no authority to spend or borrow against locally raised revenues on behalf of the Town of Sturbridge; that authority rests solely and unequivocally with the voters who serve as the Legislative Branch at Town Meeting. To be clear, this post is not presented to highlight any pros or cons one might ascribe to the CPA, nor is it designed to address its many contributions to our community - and there have been many. It is instead, presented to address what I view as the central issue in terms of the financial burden many residents are shouldering and what I believe to be the most pragmatic and appropriate approach.

Considering such, there is a critical element in terms of any discussion relative to the CPA that must be understood. We are burdened with the debt we currently have, not because of the CPA or any other program we maintain in Sturbridge, but because of our collective decisions at Town Meeting, which have resulted in the financial challenges that many residents are now faced with. To that end, revocation of the CPA will not lessen that tax burden nor lighten our load in any way, as the debt we have incurred still needs to be paid. Therefore with or without the CPA, any tax burden we have associated solely with the CPA will remain for the next 20 plus years. There is absolutely no way around that fact.

Some will argue that if we revoke the CPA we will prevent any further debt. This position is fundamentally flawed as it does not prevent projects from coming forward for consideration at Town Meeting, it only prevents us from obtaining any state contributions to those projects that fit within the realm of CPA funding. That list of projects fitting within the realm of the CPA, is quite extensive by the way. Projects will still come forward and if approved as has generally been the practice, we will continue to increase the burden on tax payers and more at a more significant rate, as without the CPA there will be no state contribution of funds for some of those projects.

More to the point however, revoking the CPA in an effort to fix our spending problem is akin to providing dramamine therapy for a concussion. One might feel better for a few minutes (extremely doubtful), but the fact remains that the concussion still exists and the treatment for the injury is much more detailed. Similarly, one might feel better by thinking that revoking the CPA will relieve their pain - as in the tax burden, but the fact remains that the tax burden will not lessen, as the current debt does not simply disappear, nor does it prevent any further spending or borrowing by revoking it. Again, it merely eliminates a source of potential funding from the state.

There is however a very simple and very effective way to reduce or flatten our future tax burden (future being the optimum word here as we own the debt we currently have from all expenditures - CPA and otherwise) and that comes by way of attending Town Meetings (generally 1 or 2 per year) and voting NO on spending or borrowing projects. That's it in a nut shell - JUST SAY NO.

When you consider some of the projects we have borrowed for over the last 5 years (i.e. new Wastewater Treatment Facility, Town Hall/Center Office Building renovations, Burgess elementary school, new town wells, water/sewer lines on Route 131, land purchases, etc.), all of which total in excess of $50 million dollars, one is hard-pressed to identify the CPA as the root of our current financial burden. In fact, of this $50 plus million dollars in debt approved by the Legislative Branch - voters at Town Meeting, approximately $4.4 million dollars or 8% of it involves a CPA component. Thus, 92% of the financial burden we bear is competely unrelated to the CPA. In my view, the real issue in Sturbridge isn't the CPA, but rather our inability to say NO to spending.

If we really want to address the financial challenges we face as a community, the solution rests not with throwing the baby out with the bath water - as revocation of the CPA would do, but rather by truly changing the way we do business both before and more importantly at Town Meeting. It has been said that insanity can be defined as doing the same thing over and over again and expecting different results. Well, if we continue to go to Town Meeting and approve spending projects at the rate we have over the past 5 years - the overwhelming majority of which do not involve the CPA in any way, how can we ever expect to flatten or reduce our financial burdens?

No race this year for Board of Selectmen

STURBRIDGE —An incumbent selectman has decided against running for another term, making two selectmen’s seats uncontested.

Angeline Ellison did not return papers by the deadline yesterday for the April 9 annual town election. Last year, Ms. Ellison defeated Alphonso Esposito, 776-556, for the one-year selectman’s seat, which had been vacated by Edward P. Goodwin.

Because Ms. Ellison has decided not to run, two candidates are running for the two three-year selectmen’s seats on the ballot: incumbent Thomas R. Creamer and Mary Redetzke, who is on the Finance Committee.

In 2009, Mr. Creamer was the highest vote-getter, with 953 votes in the race for selectman, followed by Mr. Goodwin with 837 votes.

There is a three-way contest for two three-year Tantasqua Regional School Committee seats, with incumbent Susan Waters, Michele Fitzgerald and Jennifer A. Harwich-Vaughan vying for the seats.

On July 11, selectmen named Ms. Waters to fill a vacancy on the school committee, even though the committee on July 7 had voted not to accept any unilateral appointments. The vacancy was created when member Francis G. Simanski, 63, of Sturbridge died May 11 after a brief illness.

On June 13, during a joint session with the Board of Selectmen, the Sturbridge representatives of the school committee would not vote for Ms. Waters, then the sole candidate. The officials instead voted 7-4 to re-advertise, with Mary Blanchard the sole selectman siding with the committee. A week later, selectmen suspended the joint appointment process after receiving town counsel’s opinion and a copy of the Tantasqua agreement. It says selectmen are the ones responsible for filling a school committee vacancy. On Aug. 31, the Tantasqua Regional School Committee rescinded its decision not to seat any people unilaterally appointed by any boards of selectmen in the five-town district.

The only other race on the ballot is for a single three-year term as constable. Three people vying for the post: Ronald F. Anthony, Cheryl G. Economos and Alan R. Jeskey.
