<content:encoded><![CDATA[<p>About 350 people turned out Friday night for the Hillsborough County Democratic Black Caucus &quot;Living the Dream&quot; gala where U.S. Rep. <strong>Kendrick Meek</strong> was the keynote speaker. Meek, a U.S. Senate candidate, addressed the crowd via Skype from D.C. He chose not to travel to Tampa for the event because he wanted to be in Washington on Saturday to vote on the health care reform bill. &quot;This is a very historic vote,&quot; he said, and gave credit to activists in Hillsborough County -- and U.S. Rep. <strong>Kathy Castor</strong> -- for pushing for the health care legislation. Meek also drew parallels between <strong>Barack Obama</strong> and Martin Luther King, Jr., &quot;Voters in Florida, voters in Hillsborough County decided to the let the country&#39;s first African-American president, Barack Obama, lead us through these difficult times, and I think you should give yourselves a round of applause for that,&quot; he said. </p>
<p>Elected officials at the fundraising dinner included state Sen. <strong>Arthenia Joyner</strong>, state Rep. <strong>Betty Reed</strong>, Clerk of the Circuit Court <strong>Pat Frank</strong>, county commissioner <strong>Kevin Beckner</strong>,&#0160;Tampa City Council chairman <strong>Tom Scott</strong>, Tampa City Council member <strong>Gwen Miller</strong> and her husband <strong>Les</strong>, who&#39;s running for Hillsborough County Commission. </p>
<p>Also there: Florida Attorney General candidates <strong>Dan Gelber</strong>&#0160;and <strong>Dave Aronberg</strong>, who have been spending a huge amount of time in the Tampa Bay area. &quot;It&#39;s politics 101 that campaigns are won and lost on the I-4 corridor,&quot; Aronberg said. &quot;I&#39;ve spent so much time in the Tampa Bay area I&#39;m starting to get mail here.&quot;</p>

<content:encoded><![CDATA[<p>Former Dunedin mayor <strong>Bob Hackworth</strong> confirmed to the <em>Bay Buzz</em> on Friday that he&#39;s considering running for Pinellas County Commission or the Florida House District 45 seat in 2010.</p>
<p>Neither race has a Democrat running yet, but they both would pose tests with established politicians on the ballot against Hackworth, a Democrat. The commission seat is held by <strong>Susan Latvala</strong>, a Republican. The House seat race has Pasco School Board member <strong>Kathryn Starkey</strong> and well-connected lawyer <strong>Richard Corcoran</strong>, a former top House aide.</p>
<p>Hackworth said he has spent most of his time&#0160;considering&#0160;the House race.</p>
<p><span style="FONT-SIZE: 12pt; FONT-FAMILY: &#39;Times New Roman&#39;; mso-fareast-font-family: &#39;Times New Roman&#39;; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA"><font face="Arial" size="2">&quot;I think I would have to see a path for the&#0160;Democrats taking back the majority at some point during the terms limits for my representation,&quot; Hackworth said.</font></span></p>

<content:encoded><![CDATA[<p>ST. PETERSBURG -- Mayor-elect Bill Foster said he and former rival Kathleen Ford have made up.</p>
<p>The pair have been friends since 1992 and Ford was supporting Foster in the mayoral race before she decided to run against him after they disagreed on some budget issues. The general election soon turned ugly after she mocked his disbelief in evolution and he called her a &quot;divider.&quot;</p>
<p>That&#39;s all behind them now, said Foster.</p>
<p>&quot;We weren&#39;t just acquaintances before,&quot; he said. &quot;We were really good friends. Nothing has changed.&quot;</p>
<p>He said he planned to get together with Ford before the end of the month.</p>
<p>Ford, however, seemed less bullish about the status of their friendship. She confirmed that Foster apologized this week for some statements he made on the campaign trail.</p>
<p>She said she will likely have a better relationship with Foster than Mayor Rick Baker, a longtime adversary who trumped her in the 2001 election.</p>
<p>But she was still critical of Foster’s policy positions.</p>
<p>“Mr. Foster appears to want to negotiate for a new stadium on behalf of the (Tampa Bay)&#0160;Rays rather than look out for the best interests of the citizens of St. Petersburg,” she said, vowing to help lead the anti-stadium effort. </p>
<p>She said she will continue to keep a close eye on city spending and hopes Foster will, too.</p>
<p>Meanwhile, Ford thanked her supporters.</p>
<p>She also said she was surprised that Foster beat her in absentee ballots. He carried 50.5 percent of the vote before Election Day results were tabulated.</p>
<p>&#0160;“I thought we would have been ahead in those. It’s a curious result,” she said.</p>

<content:encoded><![CDATA[<p>South Hillsborough County environmental activist <strong>Mariella Smith</strong> is co-hosting a meet and greet with county commission candidate <strong>John Dingfelder</strong> on Sunday at 3:30 p.m. Other hosts are Annette&#0160; and Terry DeLisle and Sharon and Dean Henry. &quot;What&#0160;I like about John is that he&#39;s a politician who listens to the citizens, who listens to his constituents and he does his homework,&quot; Smith said. &quot;He looks into issues before he makes a decision and makes a deicsion based on what&#39;s best for the community regardless of special interests or politics.&quot; </p>
<p>Dingfelder, a Democrat, has represented south Tampa on the City Council for eight years. He&#39;s running for the District 1 commission seat now held by <strong>Rose Ferlita</strong>, who&#39;s expected to run for mayor. Dingelder said he&#39;s already been going door-to-door in south Hillsborough. </p>
<p>&quot;I know a lot of people in south Tampa, but i don&#39;t know a lot of people in Ruskin, Gibsonton and Apollo Beach and we&#39;re going to work hard to change that,&quot; Dingelder said. </p>
<p>So far, Dingfelder is the only Democrat who&#39;s filed to appear on the ballot for the District 1 seat in 2010. Two Republicans have filed: <strong>Anne Madden</strong> and <strong>Trey Rustmann</strong>. Former Republican Florida legislator <strong>Sandy Murman</strong> has said she may seek the post, too.</p>

This event takes place at&#0160; Demens Landing at Bayshore Dr.and 2nd Ave. South (200 1st Ave. South), St. Petersburg.While the Chamber will be giving awards to Mayor Baker and recognizing him for the supposed good things he has done for this community, we will look at his real legacy. Mayor Baker has been responsible for allowing this City to be labeled the 2nd meanest city in the country in its treatment of the homeless. He is responsible for ordering the horrendous attack on the Homeless community when the St. Pete. Police department and city employees attacked a homeless encampment, and slashing their tents and destroying their belongings. His Police force has been involved in the questionable shootings of Black Youth, including one in the back. He has overseen the elimination of public housing, including the Gram-Rogell Housing complex. He supported developers and big business to the detriment of small business owners. He has overseen the erosion and attempted elimination of Free Speech at Baywalk by supporting the privatization of public sidewalks, and continues to make back door deals with developers and the city council. Blair is also running for the post.&#0160;Hart was part of the Hart Foundation wrestling team when Blair was one of the Killer Bees.</p>
<p>&quot;I hope I don&#39;t get drop-kicked by Brian Blair,&quot; Hart said during a phone interview from California, his latest stop on a book-signing tour with <strong>Hulk Hogan</strong>. Hart met Guy last month when the two volunteered at an event sponsored by Computer Mentors, a non profit that helps underprivileged children gain technological skills. <p>&quot;My main thing is this -- when I met the lady, she came across as very real,&quot; Hart said. &quot;She seemed to really know what she was talking about.&quot; Hart, who lives in Tampa but not Guy&#39;s district, said he hasn&#39;t spoken to Blair about what he might like to accomplish in the Florida legislature. &quot;I&#39;ve known Brian for a long time. I love him to death,&quot; Hart said. &quot;But in this case, I think Irene has something to offer.&quot; </p>
<p>Blair said Hart apparently still wants to be the bad guy. &quot;He was my arch enemy,&quot; Blair said, calling Hart a &quot;far-left liberal&quot; who endorsed <strong>Barack Obama</strong>. &quot;If he wants to carry on from the 80s and early 90s, we can do that,&quot; he said.&#0160;</p>
<p>And in case you BayBuzz readers are wondering, Hart and the Hulk will be at the Barnes and Noble on U.S. 19 in Clearwater at 7 pm. Monday for a book-signing. </p>

<content:encoded><![CDATA[<p>ST. PETERSBURG — Poll after poll showed Bill Foster losing to Kathleen Ford.</p>
<p>He decided to heed the advice of many: He went negative in the waning days of the St. Petersburg mayor's race.</p>
<p>Foster TV commercials and mailers began to portray Ford as a "divider" and Foster as a "uniter."</p>
<p>The tactic won him the election, Foster said.</p>
<p>"We didn't poll well until we started running that message," Foster said Wednesday, a day after he was elected mayor with 53 percent of the vote. "We knew that we had to focus on consensus building and our ability to bring people together and that's what we did."</p>
<p>Voting records support his theory. Early mail ballots had Foster slightly ahead, with only 50.5 percent of the vote. But he emerged as the clear victor once Election Day ballots were tabulated and 11 precincts that had been leaning toward Ford fell his way.</p>
<p>His election is the latest win for the city's majority black neighborhoods, which have sided with the victor in every recent mayoral campaign. While Ford, 52, made some early inroads, her efforts fell short. </p>
<p>Foster, 46, started his first day as the mayor-elect at 6 a.m. with a handful of interviews. He stopped by City Hall and thanked city workers for their service. He fielded congratulatory e-mails and telephone calls. Mid-afternoon, he said he planned to take a nap.</p>
<p>It was an anticlimatic finish to a heated campaign that pitted Ford's promise for reform against Foster's vow to continue steady progress.</p>

<p>The new faces arrive as the regional agency pushes adding rail and more bus service -- and potentially a higher sales tax -- in Hillsborough and Pinellas counties.</p>

<content:encoded><![CDATA[<p>Tampa attorney <strong>Lanell Williams-Yulee</strong> signed up two months ago to run for the judicial seat occupied by County Judge <strong>Dick Greco Jr</strong>.</p>
<p>To kick start her efforts,&#0160;Williams-Yulee&#39;s campaign&#0160;recently sent out a letter in which she appears to personally seek contributions. One problem: Judicial candidates aren&#39;t allowed to solicit their own donations.</p>
<p>Though the letter, which also appears on her campaign Web site, includes Williams-Yulee&#39;s signature and is written in first-person,&#0160;her campaign manager said Williams-Yulee didn&#39;t write it. He said her committee members drafted the letter and didn&#39;t understand&#0160;the restrictions that judicial candidates face.</p>
<p>Stetson University political science professor <strong>T. Wayne Bailey</strong> was surprised by the campaign mailing.</p>
<p>&quot;Gee, I&#39;ve run into many issues, but this one I hadn&#39;t run into,&quot; he told the <em>Times</em>. &quot;Because it&#39;s so black letter, you see.&quot;</p>

<p>“It makes sense, across the board,” Blair said in a news release. “Hotels are already equipped for sheltering people. And it would, at the same time, help the homeless and create jobs.” Blair says the plan would entail selecting a vacant hotel, renovating it and moving in homeless people after background checks. “It’s not that county residents don’t feel that the homeless should have a place to stay, but the question is always, ‘Where?&#39; Hotels are generally away from neighborhoods and shopping centers,&quot; Blair said.&#0160;</p>
<p>So far, Blair&#39;s opponents in the 2010 Republican primary for the post are <strong>Irene Guy</strong>, <strong>Tom Aderhold</strong> and <strong>Richard Reidy</strong>. According to the latest fundraising reports, Reidy has the most money in his campaign coffers. After two quarters, he reported bringing in $21,804. Guy, though,&#0160;raised $21,026 in the first quarter after she announced her candidacy. Blair brought in $8,710. </p>

<content:encoded><![CDATA[<p>Attorney <strong>Julie Brown</strong> says she&#39;s going to run for Tampa&#39;s citywide District 1 seat in 2011. That&#39;s the post <strong>Gwen Miller</strong> holds now. </p>
<p>In 2007, Brown ran a tough, but losing, race against <strong>John Dingfelder</strong> for South Tampa&#39;s District 4 seat. The contest turned into a fundraising battle that was so exhausting for Dingfelder that he tried to get the City Council to&#0160;pass restrictive campaign finance laws after his victory.&#0160;Brown also got some heat&#0160; when auto dealership owner Jason Kuhn collected contributions for her campaign from employees and then reimbursed them. Kuhn said he didn&#39;t know his actions were illegal, and immediately rectified the situation. Brown said she&#39;ll have more financial controls in place this time around. &quot;Some of the people that really wanted me to win were overzealous and did things I wouldn&#39;t have done,&quot; Brown said. </p>
<p>Brown is a former assistant city attorney who now is serving her second term on Tampa&#39;s Architectural Review Commission. </p>

<p>“Well, first of all let me inform you all that I’ve called Mr. Bill Foster and I congratulated him,&quot; said Ford, her family lined up behind her in support. &quot;He is now our new mayor of St. Petersburg.”</p>
<p>The crowd responded with some &quot;awwws&quot; and more &quot;boos.&quot;</p>
<p>“Well that’s okay, though. We know Bill, and Bill and I have gotten along just fine, contrary to his (campaign) pieces.”</p>
<p>The crowd chuckled a bit at the jab.</p>
<p></p>

<p>“What I’m so very, very proud of is our campaign. (Applause.) I’m so proud of our campaign because we focused on the very important issues facing the city of St. Petersburg, and during our campaign we made a difference.&quot;</p>
<p>Then Ford thanked her union supporters, especially the city&#39;s firefighters&#39; union: &quot;Where are our wonderful firefighters and union folks? (Applause.)</p>
<p>“During this campaign, we made the issues count and we made that a part of this campaign, and so I’m very, very pleased with our effort. I’m sad, and a little disappointed with the outcome, but extremely thrilled with the amount of volunteer support and the amount of financial support, especially in these tough economic times.<br /><br />“Of course, none of us are going away. We’re right here, and we are going to continue to keep an eye on our government to make sure that it’s open, accessible, accountable and certainly affordable, and I know that I can count on you to help me make sure that we really are heading this ship in the right direction.</p>
<p>&quot;It was an enormous, enormous pleasure working with all of you to really put this campaign forward. And so I’m extremely proud of your efforts and grateful -- very, very grateful for all of your support. Thank you and enjoy, you really worked hard for it.”</p>
<p>That was followed by one last standing ovation for the candidate.</p>

UPDATE: That&#39;s a 29.6 percent turnout. Low but comparable to recent history.</p><p>It didn&#39;t make for a great turnout, not that heavy lines were expected. <content:encoded><![CDATA[<p>ST. PETERSBURG — The City Council will welcome one fresh face: Steve Kornell.</p>
<p>He earned more than enough votes to beat Angela Rouson in the race for&#0160;District 5&#39;s seat&#0160;Tuesday. Incumbents swept the city’s other four council races.</p>
<p>When he takes office Jan. 2, Kornell will become the first openly gay person to hold office on the&#0160;St. Petersburg City Council. It’s a significant milestone in a city with a large gay community that has faced opposition to past pride displays under conservative leadership.</p>
<p>Kornell, a Pinellas County schools social worker, received 59.5 of the vote. Rouson, a former&#0160;marketing professional and the wife of state Rep. Darryl Rouson, D-St. Petersburg, received 40.5 percent.</p>
<p>Kornell has an extensive background working with city recreation centers, running both Childs Park and Shore Acres. He wrote a grant that still brings in millions for teen programs. He hopes to help prevent crime and increase youth activities and jobs. He advocates using Penny for Pinellas money to put solar panels on city buildings.</p>
<p>Rouson and Kornell ran a race largely free of mudslinging. They had similar outlooks for the city and both played up their experience working with children. Rouson is&#0160;a mother of five and community activist.<br /><br />Here’s how the rest of the races played out:</p>
<p><strong>District 2</strong><br />In the council’s closest match, Jim Kennedy earned 55.7 percent, beating newcomer Stephen J. “Steve” Corsetti, who earned 44.3 percent.</p>
<p>Kennedy, 52, was appointed to the City Council when member John Bryan committed suicide in 2007. A lawyer active in the community, he had never held office before. On council, he became known for reading documents extensively and chairing two committees.</p>
<p>Corsetti, 65, is vice president of the Riviera Bay Civic Association and previously served as police chief in the small New Hampshire town of Danbury. He raised heavy campaign money and was backed by influential supporters. But it wasn’t enough.<br /><br /><strong>District 4<br /></strong>Leslie Curran, a 12-year council veteran, captured 71.9 percent of the vote to beat writer and educator Pamella Settlegoode, who earned 28 percent.</p>
<p>Curran, 53, owns Interior Motives art gallery and design business and has led efforts to turn the 82-year-old Crislip Arcade on Central Avenue into an artists’ community. She launched Art in the Park at Williams Park and served on the Pier task force. Her track record, she said, proved itself.<br /><br />Settlegoode, 60, is a fifth-generation St. Petersburg resident who decided to run after reading the newspaper and getting concerned about city issues. She led a grass-roots campaign for change with the help of two students. </p>
<p><strong>District 6</strong><br />Karl Nurse earned 73.8 percent of the vote to retain his council seat, beating Vel Thompson, who earned 26.2 percent.</p>
<p>Nurse, a community activist who owns a printing business, was appointed to District 6 last year, becoming the first white man to represent the area in decades. Nurse, 55, pushed for open meetings and records and using government stimulus money to hire police officers. Race, he said, wasn’t the overriding issue.<br /><br />Thompson, a 51-year-old cosmetology student and former manager of the city’s Neighborhood Team, pushed for less waste and more neighborhood policing. She said representation by an African American such as herself would help the district take pride.<br /><br /><strong>District 8<br /></strong>Incumbent Jeff Danner received 72.2 percent of the vote, beating Leonard Schmiege, who received 27.8 percent.</p>
<p>Danner, 49, was a carpenter and contractor who working on historic homes who served on government boards before working his way to City Council. He focused on transportation and boosting local business districts.</p>
<p>Schmiege, 40, got some attention when he brought a video camera to a council meeting and captured a brawl at City Hall, then posted it online. The self-employed technological fan and free speech advocate wanted more transparency in government.</p>

Frank,a Democrat, wants to replace Republican <strong>Faye Culp</strong>, who is&#0160;term-limited out of the post. Frank is the daughter of Hillsborough clerk of the circuit court <strong>Pat Frank</strong>, a former Hillsborough County Commissioner. </p>
<p>Frank&#39;s announcement comes with a long list of endorsements, including U.S. Rep. <strong>Kathy Castor</strong>, Hillsborough County Commissioner<strong> Kevin Beckner</strong>, Hillsborough County Public Defender <strong>Julianne Holt</strong>, Tampa City Council members <strong>Thomas Scott</strong>, <strong>Linda Saul-Sena</strong>, <strong>Gwen Miller</strong>, and <strong>Charlie Miranda</strong> and former Tampa Mayor <strong>Sandy Freedman</strong>.&#0160;&#0160; </p>
<p>Frank can&#0160;expect&#0160;resistance from a vocal group of folks who have been fighting the placement of cell phone towers on&#0160;Hillsborough County school property, saying they may pose health hazards to children.&#0160;Frank is CEO of Collier Enterprises II, which holds a contract with the school district to lease land for the towers. </p>
<p>&quot;I will be doing everything I can to make sure she doesn&#39;t get elected.&quot;&#0160; said Carrie Grimail, a cell phone tower opponent. &quot;She&#39;s not going to represent us, the people. She&#39;s going to be representing her telecommunications buddies. She&#39;s defended them in lawsuits. Those are her constituents. That&#39;s what she&#39;s said through her actions.&quot; </p>

<content:encoded><![CDATA[<p>How important is the Hillsborough County Commission&#39;s discussion Wednesday about a referendum on rail to Mayor <strong>Pam Iorio</strong>? So important that she has cleared her calendar for the day so she can be there. </p>
<p>“They’re taking a very important step for this community, and they need to be able to look out in the audience and know there are people there behind them,&quot; Iorio said. She said she won&#39;t sign up to be a speaker at the meeting, but will be available to answer any questions if asked. And she said she will be in the audience at any future meetings when commissioners consider asking voters if they would support a 1 cent sales tax to pay for rail and other transportation projects. </p>
<p>How the referendum plays out will be a huge part of Iorio&#39;s legacy when she leaves the mayor&#39;s office in 17 months. It was three years ago that&#0160;she encouraged elected officials and business leaders throughout the region to dust off old rail plans, a move that brought Hillsborough County to its current point. </p>
<p>At the time, County Commissioner <strong>Mark Sharpe</strong> urged caution in moving ahead with such plans, saying they need to be part of an overall transportation plan that includes roads. Now, he&#39;s one of the leaders of the referendum pack. <p>The first meeting is scheduled for 10 to 11 a.m. on Dec. 5 in the Community Room at the Seminole Bowling Center at Park Boulevard and Park&#0160;Street. No reservations are needed. The second is 11 a.m. to noon Dec. 7 at Roskamp Auditorium, Freedom Square, 7800 Liberty Lane. Reservations are requested. Call (727) 398-0244. </p>
<p>Waters is also holding a canned goods drive during the two meetings. All contributions will be given to local Seminole church food pantries.</p>

PETERSBURG -- Mayoral hopeful <strong>Bill Foster</strong> raised almost a quarter of a&#0160;million dollars in his bid to become the city&#39;s next mayor, a record figure that easily outpaces the previous record set by <strong>Mayor Rick Baker</strong> during the 2001 mayoral race.</p>
<p>Throughout the campaign, Foster raised a total of $248,802, besting Baker&#39;s general election record of $225,846.</p>
<p>To date, Foster has&#0160;spent $214.042.72. In the final two weeks of fundraising, he raised $41,960.</p>
<p>In comparison, rival <strong>Kathleen Ford</strong> raised $15,971, bringing her final total to $82,459.76. Her campaign spent $61,093.14 overall.</p>
<p>Other fundraising totals:</p>
<p>In the District 2 City Council race, council member <strong>Jim Kennedy </strong>raised $5,277 and loaned himself $3,200. Overall, he raised a total of $29,167.24 and spent $28,716.01. Rival <strong>Stephen Corsetti</strong> collected $1,495 during the last fundraising period&#0160;and raised $9,000 total. He spent $8,301.07.</p>
<p>In the District 4&#0160;race, council member <strong>Leslie Curran</strong> raised $400. In total, she earned $10,175 and spent $3,129.75. <strong>Pamella Settlegoode </strong>raised $595. Overall, she collected $3,882 and spent $3,268.67.</p>
<p>In the District 5 race, social worker <strong>Steve Kornell </strong>and <strong>Angela Rouson </strong>had not submitted reports as of Monday afternoon.</p>
<p>In the District 6 race, council member <strong>Karl Nurse</strong> gathered $17,995 over the past two weeks. He raised a total of $60,561.03 and spent $58,479.94. City Hall did not have a copy of rival <strong>Vel Thompson&#39;s</strong> report as of Monday afternoon.</p>
<p>In the District 8 race, neither council member <strong>Jeff Danner</strong> nor consultant <strong>Leonard Schmiege</strong> had turned in their reports as of Monday afternoon.</p>

<content:encoded><![CDATA[<p>City Council member <strong>Linda Saul-Sena</strong> wants Tampa to take a look at the digital billboard deal outgoing Mayor <strong>Rick Baker</strong> negotiated with Clear Channel.&#0160;Baker has proposed&#0160;an exchange rate of&#0160;one digital billboard for every 10 traditional signs that come down. The plan would allow signs to switch messages every 10 seconds and limit them to&#0160;the interstates and three&#0160;other roads. </p>
<p>&quot;If we can cut a deal like that I would seriously consider that,&quot; said Saul-Sena, who has long been a champion for making Tampa more attractive, in part by eliminating some of its billboards. Tampa&#39;s ordinance would allow one&#0160;digital billboard for every four traditional signs that come down, messages could change every eight seconds, and they would be allowed on the interstates, nine other roads and throughout the downtown business district. </p>
<p>Saul-Sena said Tampa&#39;s attorneys, while very nice, need to be tougher in negotiations with the billboard companies. </p>
<p>The digital billboard ordinance won&#39;t come back to the Tampa City Council until December. But on Thursday, they will&#0160;consider agreements settling lawsuits with billboard giants Clear Channel and CBS Outdoor. The companies can get out of those agreements if they don&#39;t like the city&#39;s digital billboard ordinance. Neighborhood groups have alternately called those opt-out clauses &quot;extortion&quot; and &quot;blackmail.&quot; </p>

<p>That&#39;s how many Pinellas County residents have cast ballots already in local elections.</p>
<p>Most of them — 20,300 — will help decide the most closely watched contest, the St. Petersburg mayoral election.</p>
<p>St. Petersburg voters will pick between<strong> Kathleen Ford</strong> and<strong> Bill Foster</strong>, both attorneys and former City Council members, in the mayor&#39;s race and select five council members. They also will decide whether to make some minor changes to the city charter.</p>

<p><strong>Spring 2007:</strong> City officials sign a secret deal with the Tampa Bay Rays to pursue a $450 million baseball stadium on the city&#39;s waterfront. The deal is kept quiet for seven months while the city holds fake &quot;public hearings&quot; on how that waterfront should be used, and until after the fall City Council elections.</p>
<p><strong>January 2008:</strong> The City Council holds exactly one meeting without allowing public comment to decide to consider the stadium, saying it has &quot;no choice&quot; but to obey the Rays&#39; timetable.</p>
<p><strong>February 2008:</strong> The City Council breaks its 2007 promise to designate the waterfront site of Al Lang Field as a park at the earliest opportunity.</p>

<content:encoded><![CDATA[<p>ST. PETERSBURG — The city&#39;s next mayor will inherit a slate of economic woes and unresolved issues.</p>
<p>Homelessness and unemployment rates are soaring. Downtown storefronts are increasingly vacant. Foreclosures are rising as property values continue to fall, leaving craters in the city budget.</p>
<p>Courses will be set for the future of the Tampa Bay Rays, the remaking of the city&#39;s iconic Pier and the rehabilitation of BayWalk, a downtown cornerstone.</p>
<p>But the city also is better off than many, said <strong>Mayor Rick Baker</strong>. After years of economic prosperity and growth, Baker said he led a fiscally conservative administration that invested heavily in redevelopment, education and saving for the future.</p>
<p>The city, Baker said, is poised to recover gracefully as the economy rebounds.</p>
<p>&quot;I&#39;m very bullish on where we are,&quot; he said. &quot;Do you have challenges? Yes, but in the context of where we were 20 years ago, we didn&#39;t have a downtown, Midtown wasn&#39;t where it is now, we didn&#39;t even have neighborhood plans. … I would be very pleased to take over Jan. 2.&quot;</p>
<p>Whether voters agree with Baker could prove to be a critical factor in the outcome of Tuesday&#39;s mayoral election.</p>

<content:encoded><![CDATA[<p>ST. PETERSBURG — <strong>Kathleen Ford </strong>and<strong> Bill Foster</strong> pressed for votes across the city Saturday, less than 72 hours before voters will select one of them as St. Petersburg&#39;s next mayor.</p>
<p>Foster spent the morning talking to voters in a neighborhood in the north end of the city before meeting volunteers canvassing Midtown neighborhoods.</p>
<p>Ford, meanwhile, unleashed volunteers into city neighborhoods and sent others home with a list of campaign phone calls to make. She planned to spend the afternoon making the rounds at youth football fields.</p>
<p>No opportunity was considered too small in a race most believe will be close.</p>

<content:encoded><![CDATA[<p>House District 45 candidate <strong>Kathryn Starkey</strong> announced today she has picked up the endorsement of St. Petersburg Mayor <strong>Rick Baker.</strong></p>
<p>&#0160;“I am extremely honored to have the endorsement and support of Mayor Baker.&#0160; His endorsement means a lot to me and to my campaign,” Starkey said in a statement. “It is leadership like Mayor Baker’s that we need across the State of Florida, and my intention is to go to Tallahassee and work for the citizens of District 45.”</p>
<p>Baker “believes she has the enthusiasm necessary to implement conservative solutions and the experience necessary to get things done,” the statement says.</p>
<p>Starkey faces two fellow Republicans – <strong>Richard Corcoran</strong> and <strong>Fabian Calvo</strong> -- for the House seat representing parts of south Pasco and north Pinellas counties.</p>

<content:encoded><![CDATA[<p>It was about a year ago that former Hillsborough GOP head <strong>David Storck</strong> sent out a pre-presidential election e-mail decried as racist. When <strong>Deborah Cox-Roush</strong> was elected to take over&#0160;for Storck, she pledged to reach out more to blacks, Hispanics and young people. It seems she&#39;s following through on that. At the party&#39;s last executive committee meeting, <strong>Ken Lawson</strong>, an African-American attorney, was elected treasurer of the party. Cox-Roush said she believes it&#39;s the first time the local party has had a black officer. &quot;I was thrilled about that,&quot; she said. </p>
<p>Lawson, 44, downplayed the race issue in a recent interview, and said he&#39;s just glad to be involved in local party politics. He started becoming a regular at the meetings about eight months ago. He&#39;s heading up the party&#39;s newly created candidate development committee. But&#0160;Lawson has some national credentials, too. Lawson, a former Marine and federal prosecutor, was appointed by then-President <strong>George W. Bush</strong> as assistant secretary of enforcement at the Department of Treasury. He names <strong>Brent Scowcroft</strong>, <strong>Condi Rice</strong> and <strong>Colin Powell</strong> as Republican role models. &quot;I really admire them for their sense of political realism,&quot; he said. </p>

<content:encoded><![CDATA[<p>CLEARWATER -- Pinellas County Administrator <strong>Bob LaSala</strong> told employees&#0160;Friday that the county won&#39;t lay off more workers in 2010 or 2011 unless an unexpected slump happens.</p>
<p>&quot;We think the reduced level of service is sustainable for the a couple of years,&quot; LaSala told 24 workers at the planning department.</p>
<p>The county laid off 275 people in September as part of budget cuts. The county created a reserve fund to stave off deeper cuts in the next few years, although LaSala said Pinellas will need find new sources of money in a few years&#0160;if growth remains as flat as expected.</p>
<p>But the cuts this year were meant to end piecemeal&#0160;cuts, which happened before LaSala arrived a year ago. Even with property taxes expected to drop 5 to 8 percent next year, the county expects to be able to weather the&#0160;lower revenue.</p>
<p>&quot;It&#39;s like trying to change the tires on a car going 25 mph. It just doesn&#39;t happen,&quot; LaSala said.</p>
<p>LaSala has spent the month meeting with various departments to discuss the cuts.</p>

<content:encoded><![CDATA[<p>ST. PETERSBURG — Mayor Rick Baker&#39;s face was serene. He strummed the first few notes of <em>Amazing Grace </em>on his guitar and took a breath.</p>
<p>Almost showtime.</p>
<p>Thursday morning marked his final Mayor&#39;s Prayer Breakfast, an annual event he founded with the YMCA. More than 500 people — from politicos to pageant queens — filled the coliseum, listening to music and clergymen.</p>
<p>Baker&#39;s red tie was covered in tiny ichthys, the criss-crossed fish symbol adopted by Christians.</p>
<p>&quot;I believe in the power of prayer,&quot; said Baker, whose last day in office is Jan. 1. &quot;I believe in individual prayer, I believe in corporate prayer. I think it works.&quot;</p>
<p>The event, not funded by taxpayers, has been an annual trademark of Baker&#39;s eight years in St. Petersburg&#39;s highest office. It&#39;s one of his favorite events. He moved through the room Thursday shaking hands and hugging most everyone.</p>
<p>This year, it came in the midst of an election in which religion, dinosaurs and evolution have become political throwing stars. It came at a time when billboards around town promote merging God and politics.</p>
<p>Mayoral candidates Bill Foster and Kathleen Ford both attended. The mayor publicly welcomed them both, but Foster, a conservative Christian, sat at a table with Baker&#39;s family. Both candidates said they would continue the breakfast if elected.</p>

<p>Neither Kathleen Ford nor Bill Foster, both of whom I interviewed this month, seem to have a decisive plan for the theater, or city arts policy in general, but there are some differences in what they say they would do if elected.</p>
