Down Week Work

Thanks to Maggie, Jeremiah, Dan, Robert and Dezi we have a newly painted Chroma Key wall at TCTV. This time it is a nice chroma key green and it is a little wider than before.

We also put a fresh coat of Peach with a nice looking texture on some of the flats, repainted the columns and stained the wooden screens.

Local Governments Ask Court to Stay FCC Ruling on Video Franchising

Washington, DC – June 20, 2007 –
Local government and nonprofit organizations from around the country today asked a federal appeals court to block, pending judicial review, implementation of the recent franchising order adopted by the Federal Communications Commission (FCC), which may otherwise go fully into effect in the next several weeks. The organizations assert that the FCC Order will severely restrict the ability of local governments to protect their citizens, rights-of-way, community channels and public safety networks. The organizations assert that the request for Stay is in the public interest since, among other things, under the FCC Order, "local franchising authorities will be forced to rush franchising decisions without being given an opportunity to ensure the interests of the public, including safety concerns, are met."

According to the Motion for Stay filed today in the Sixth Circuit Court of Appeals, "The ‘Alice in Wonderland’-like quality of the Order, where up is down and down is up, is readily apparent." For example, in the Order the FCC created an arbitrary 90-day shot-clock for local governments to negotiate, review, obtain public comment and enact new franchise agreements even though Congress, under the Communications Act, gives local governments longer periods to complete more straightforward tasks, such as approving transfers or modification requests. The organizations are also concerned that the Order will accelerate the widening of the digital divide, and result in a "race to the bottom, with local governments stripped of their authority to ensure that the public interest is protected."

The organizations participating in today’s Motion for Stay include the Alliance for Communications Democracy (ACD), Alliance for Community Media (ACM), National Association of Counties (NACo), National League of Cities (NLC), National Association of Telecommunications Officers and Advisors (NATOA), and The United States Conference of Mayors (USCM).

Additionally, the organizations contend that if implemented without a court’s review, the FCC Order will cause irreparable harm to local communities and the citizens they serve, because among other things, the Order preempts important local laws and agreements, and undermines the ability of local governments to protect their citizens. Congress has long established that local franchising authorities have the right to negotiate franchise agreements that meet the communities’ needs and interests since they contain provisions for community resources, including public, educational, and government access channel capacity, programming support, and access to the services by schools, libraries, police and fire departments throughout our communities.

The organizations filed Petitions for Review of the FCC Order in April 2007, stating that the Order "exceeds the FCC’s statutory authority," is "arbitrary and capricious," and "an abuse of discretion, unsupported by substantial evidence, and in violation of the United States Constitution." The Order also "violates both the Communications Act and Administrative Procedure Act’s public notice requirements," according to the Petitioners. Those Petitions are now pending action in the United States Court of Appeals for the Sixth Circuit.

What You Got? Youth Documentary Crew!

Join the fun on the documentary crew for the fourth annual What You Got? Youth Arts Fest! This celebration of youth culture, films, music, art and spoken word is June 28^th-July 1^st in venues all over Olympia including the Capitol Theater and outdoors at Sylvester Park. Contact Jessica at TCTV by phone, email or Myspace for more info. To be part of the documentary crew, please be under 21 and a certified member of TCTV. Adults are welcome to come and help out too!

We are hosting a FREE workshop

Friday June 29^th 12 pm to 3 pm at the Olympia Freeschool as part of What You Got?! Participants will create a short collaborative video about fun local topics and will get their own DVD. All ages under 21 are welcome but this workshop is mostly for children or the child at heart. Pre-registration is required.

The Olympia Film Society presents WHAT YOU GOT?, the fourth annual Olympia 21 and Under Fest, June 28th-July 1st, 2007. This Fest showcases movies, music, art, comics, spoken word and everything in between by folks 21 and under. This year the festival will expand to include 4 stages, 50+ bands from all over the region, and more art!!!

Accepting: movies, films or videos of any genre and length: Animation, experimental, music video, short, feature, narrative, or documentary. If you do computer art, submit a disc to play in our new-media installations. If you make comic books or graphic novels, send us a copy to add to our Comics Library.

Please, pass along this call for entries to anyone you think might be interested. Also, we would greatly appreciate suggestions of other festivals or organizations that would be good for us to contact.

This is the Thurston Regional Planning Council (TRPC) meeting on Understanding Residential Growth from January 10, 2007. The meeting provided information from professionals on growth, housing, traffic and the future of Thurston County and the I-5 corridor. Attendees represented city and town staff, community leaders, and elected officials from throughout the Thurston County region.

Elements of Photoshop Workshop

Many TCTV members attended the recent workshop on Photoshop Elements Saturday the 6th. This was one of the free monthly workshops following the monthly member mixer every first Saturday of the month. Those that attended learned how to make cool titles, doctor photographs and cut and paste a staff member's face onto the body of the executive director.

If you missed the free workshop on Adobe Photoshop Elements keep an eye on the training page of the TCTV web site. We will be offering some advanced classes in March and you may have another chance to learn this powerful and fun digital tool. Also be sure and attend the Monthly Member Mixer each month and stay for the free workshop. In February we will have a guest lecturer teaching the legal issues of videotaping in public.

FCC gives us National Franchising

On Wednesday, Dec 20th the 3 republican members of the FCC ignored the passionate pleas from the two democrats and gave the telephone companies exactly what they want. Cities across the country will have only 90 days to offer a franchise to competitors of cable. All in kind services, PEG money, INETS, channel space, and cable drops will have to come out of the 5% franchise fees at whatever the new provider wishes to charge. If a city and a new competitor cannot agree on a franchise within the 90 day period the provider may start business without a franchise.

What this means for us is significant reduction of funding and no guarantee that existing PEG channels will be carried on new cable or telephone video services. It lets new providers begin to operate a network simply by refusing to do anything for 90 days until the mandatory time table is up. Then existing cable companies will claim it is an un-level playing field until they get out of franchise obligations as well. If this happens it is the end of Public Access as we know it.

Our hope survives in reports that the FCC doesn't have the legal authority to do this. This rogue commission is out of control. We need to jump on the backs of our congressional representatives and make them overturn the FCC’s new illegal ruling.

Thurston Community Television is our only local television resource. For the past 20 years, TCTV has aired programming created or presented by local individuals, groups, schools, and government agencies on cable channels dedicated for our community's benefit. In today’s world of media consolidation and commercialization, TCTV offers a bastion of independent television and local programming, where anyone and everyone can share information, present their opinion, express themselves creatively, and connect with the community at large. TCTV is as local as local television can be.

As TCTV enters its third decade, a comprehensive strategic planning process is being conducted. The outcome of this process will determine how TCTV will adapt to changes in technology and communication methods and what services and programming will able offered in the future. As a community, we have a vested interest in the media system that serves us. Your input into this process is vital.

For the next three weeks, a web survey is being conducted to help TCTV gather data and determine how it can remain a valuable community resource in the future.
