"I give the mayor a lot of credit."&lt;/p&gt; &lt;p&gt;The Beltline Partnership, a private sector organization, is in the midst of a $60 million capital campaign to help launch the 22-mile Beltline project. As envisioned, the Beltline, which encompasses a ring of railroad tracks surrounding the central city, will have parks, trails, a transit corridor, and new residential and commercial development. One of the mayor's goals is to make sure a portion of the residential units will be affordable for lower-income workers — an area that interests Wachovia.&lt;/p&gt; &lt;p&gt;"We would like to go toward affordable work force housing," Alley said. "It's up to the leadership of the Beltline to determine how best to use that money."&lt;/p&gt; &lt;p&gt;As for the $1 million gift to the Center for Civil and Human Rights, Wachovia is one of the first corporations to contribute to its capital campaign.&lt;/p&gt; &lt;p&gt;The center project is expected to cost about $125 million, including construction and an endowment.&lt;/p&gt; &lt;p&gt;"The center is just an incredible opportunity for Atlanta," Alley said. "Our dollars are to move the project forward with bricks and mortar. Let's get it up and running."&lt;/p&gt; &lt;p&gt;Wachovia also contributed $500,000 to help the city acquire the collection of the Rev. Martin Luther King Jr.'s papers more than a year ago.&lt;/p&gt; &lt;p&gt;Alley said it's important that local leaders recognize that Wachovia will be dedicated to the Atlanta community.&lt;/p&gt; &lt;p&gt;Last fall, the bank went through a major reorganization, which eliminated the job of a Georgia president. That caused Bill Linginfelter, who was active in a host of civic roles, to leave the bank.&lt;/p&gt; &lt;p&gt;Now Alley has joined the executive committee of the Metro Atlanta Chamber of Commerce. Already in place: a row of brightly colored townhomes and a hip, loft-style office building.&lt;/p&gt; &lt;p&gt;It's a significant investment for a part of town long overlooked by developers.&lt;/p&gt; &lt;p&gt;"There's just an enormous unmet need for basic goods and services in the neighborhood," said David L. Smith Jr. of Atlanta-based Trowbridge Partners, which is acquiring property in an effort to build a supermarket-anchored shopping center.&lt;/p&gt; &lt;p&gt;Neighborhood leaders in&lt;b&gt; &lt;/b&gt;the Chosewood Park community, just across the tracks from Grant Park, have told Smith they would also like to see restaurants, doctors' offices, dry cleaners — "things that communities north of I-20 take for granted," he said.&lt;/p&gt; &lt;p&gt;Developers like Boulevard Crossing's location — it's close to downtown and near affluent intown communities like Grant Park.&lt;/p&gt; &lt;p&gt;And other big changes are looming. The city plans to build a 21-acre Beltline park in the area called Boulevard Crossing Park. The Atlanta Housing Authority, meanwhile, is preparing to tear down and redevelop the Englewood Manor public housing project across from the future park.&lt;/p&gt; &lt;p&gt;The biggest selling point, though, may be the proximity of the Beltline, the city's 25-year, $2.8 billion effort to redevelop a series of old freight rail lines snaking through dozens of intown Atlanta neighborhoods.&lt;/p&gt; &lt;p&gt;The Beltline remains in the planning stages, but development in the Boulevard Crossing area is already heating up as developers appear eager to tie their fortunes to the massive public-works effort.&lt;/p&gt; &lt;p&gt;Projects in the area announced in the past few months include:&lt;/p&gt; &lt;p&gt;* A multifamily housing complex with up to 600 units and 15,000 square feet of retail, called City View at Englewood, just south of the Beltline on Englewood Avenue.&lt;/p&gt; &lt;p&gt;* A 400-unit multifamily complex with ground-level retail that would replace industrial buildings just north of the Beltline tracks on Grant Street, from Atlanta-based E Group.&lt;/p&gt; &lt;p&gt;* A multifamily housing complex on Boulevard just south of the Beltline, near Trowbridge's planned shopping center, from Cobb County-based Walton Communities.&lt;/p&gt; &lt;p&gt;The Beltline is "setting the vision and prioritizing the growth in the corridor," said Marc Fritz, whose company, Flow Metro, is developing City View at Englewood.&lt;/p&gt; &lt;p&gt;And it certainly doesn't hurt that neighborhood leaders have welcomed the influx of investment into their community. Simon Reynolds, co-chairman of the Chosewood Park Development Corp., said there's a need for more retail in the area, where shopping choices are largely limited to check-cashing stores and liquor stores.&lt;/p&gt; &lt;p&gt;"We're like other folks — we'd like a place to get a salad and a pizza, a cup of coffee and it not be a package store or a gas station with people accosting you as you go in," said Reynolds.&lt;/p&gt; &lt;p&gt;Most of the proposed development is residential, but Reynolds said once more people live in the neighborhood, new shops and restaurants should follow.&lt;/p&gt; &lt;p&gt;"That's the exciting thing about the development," said Reynolds. "The rooftops everybody says they need to see to make retail or any kind of commercial development a success" are on the way.&lt;/p&gt; &lt;p&gt;Architect David Green with Lord, Aeck &amp;amp; Sargent has been working closely with the Chosewood Park community to craft a long-term plan to guide the development that includes a logical street grid surrounding a renovated neighborhood park.&lt;/p&gt; &lt;p&gt;Some commercial space recently opened on Boulevard, at the trendy Ten Forty commercial lofts building. Developers carved 13 units out of an old industrial building, featuring concrete floors, 18-foot-high ceilings and garage doors that open onto the Beltline. The first tenants include an advertising agency, an event planning firm and a salon.&lt;/p&gt; &lt;p&gt;Other sizable developments have been proposed in the general area.&lt;/p&gt; &lt;p&gt;A few blocks to the south, a Lawrenceville developer has plans to convert the long-closed General Motors Lakewood assembly plant into a village with 1,200 homes and 25,000 square feet of retail. Existing  parks along the route will get spruced up as well.&lt;/p&gt; &lt;p&gt;Interest in the cleanup has been so strong, all volunteer slots for Saturday  have been filled.&lt;/p&gt; &lt;p&gt;The path will wind through the West End and Westview neighborhoods.  Construction is expected to begin early next year and last about eight  months.&lt;/p&gt; &lt;p&gt;Westview resident Scott Smith said he hopes the new trail helps revitalize  his neighborhood, which has been hit hard by foreclosures.&lt;/p&gt; &lt;p&gt;"It should mark a significant turnaround for the community's development,"  said Smith, who plans to take part in the cleanup, "It will get rid of the kudzu  and stop the illegal dumping ... and get more people interested in looking at  the community."&lt;/p&gt; &lt;p&gt;The project is significant in that it's the first part of the BeltLine that  people will be able to see and use, said Ed McBrayer, executive director of the  nonprofit PATH Foundation, which is working with BeltLine Inc. and overseeing  the development of the southwest Atlanta trail.&lt;/p&gt; &lt;p&gt;Much of the work on the BeltLine up to this point has taken place behind the  scenes, as officials worked to secure land for future parks, obtain right of  way, and begin the extensive planning process that will determine what the  finished product will look and feel like.&lt;/p&gt; &lt;p&gt;That's led some people to wonder whether the BeltLine was happening at all,  McBrayer said.&lt;/p&gt; &lt;p&gt;The trail "will give credibility to the BeltLine," he said. "This will make  it real. All of this work isn't just a pipe dream."&lt;/p&gt; &lt;p&gt;BeltLine's progress also has been hampered because the project's primary  source of funds — a special property tax district — has been challenged by a  Buckhead lawyer. The case remains tied up in court.&lt;/p&gt; &lt;p&gt;Plans call for much of the BeltLine's price tag to be covered by any  incremental increases in city, county and school property taxes in the tax  district, which includes property surrounding the BeltLine corridor.&lt;/p&gt; &lt;p&gt;The lawyer, John Woodham, says the state constitution forbids school taxes to  be spent on anything other than education. A Fulton County judge disagreed, but  Woodham has appealed to the state Supreme Court.&lt;/p&gt; &lt;p&gt;The trail portion to be started Saturday is not affected by the funding  dispute because it is to be paid for by grants. It follows an abandoned railroad  trench that runs between I-20 on the north and Rose Circle Park on the south.  Much of the trail runs along White Street, where one lane will be taken from the  lightly traveled corridor to make room for the path, McBrayer said.&lt;/p&gt; &lt;p&gt;For now, the trail will terminate in a heavily wooded patch behind Brown  Middle School. An adjacent dead-end road is covered with weeds and littered with  empty potato chip bags and soft drink bottles.&lt;/p&gt; &lt;p&gt;"This will be one of the biggest transformations right here," McBrayer said  as he stood in the garbage-strewn lot. "This is just begging to be a park."&lt;/p&gt; &lt;p&gt;The 1.7-mile stretch is the first out of the gate for the BeltLine because  the PATH Foundation has been working for years to build a trail in the area. "It has made that turn to the upside."&lt;/p&gt; &lt;p&gt;He said Grant Park has few apartments similar to what Lane plans. The complex  will have a pool, and rents will start around $1,200 a month.&lt;/p&gt; &lt;p&gt;The new park will front Confederate, just east of the Beltline rail tracks.  The Beltline is a proposed 22-mile transit loop on active and abandoned rail  lines that would create a lot more green space in the city.&lt;/p&gt; &lt;p&gt;The two four-story apartment buildings will go up behind the park, concealing  most of the parking deck. The townhomes will be built to the rear of the  property.&lt;/p&gt; &lt;p&gt;Construction is expected to begin by January. The townhomes will get underway  after the apartments have begun. The first apartment units should be available  in the spring of 2009.
