         <content:encoded><![CDATA[<p>The day was Sunday, the 7th day of Falgun, 2068 B.S. or 19th of February, 2012 A.D. the Democracy Day (D-day). Nearly seven decades ago, Nepal’s only Democratic Party, the Nepali Congress had contributed a lot to introduce the Democracy or the Parliamentary Democracy in the country under the Nepali Congress led by late B.P. Koirala. Thus the 7th of Falgun was highly valued politically and the Day was observed in a form of National festival too with the trumpet being played at very dawn of the day from the top of the Bhimsen Tower to help awaken people in the system. That was used to celebrate officially and nationally with demonstrations of different Governmental activities, costumes and different events related with different culture, tradition, caste and community that were available in the country and many more. But, all of those scenes and events were remained simply in the memory of the Nepali people. Neither the Trumpet was played at the very dawn of the day from top of the Bhimsen Tower nor any other event and parade was organized to celebrate the Day. The7th of Falgun, 2068 B.S. remained simply in memory of the people due to the present Government’s more time being consumed by an issue of integration of army and the like.  </p>
<p>A friend of mine asked a gentleman in a restaurant that how did he observed the D-day this year. He said that he was on queue of LPG gas line with empty gas cylinder from 8 A. M. to 11:30 A.M. He went to Gas station for petrol after his morning meal at 1:p.m. and got fill up the tank of his bike after two hours. In fact, he didn’t see any special program too on this day. The parade ground (Tundikhel) was open and clean though the military pavilion or Sainik Manch was left decorated to some extent with a few ribbons and festoons, he commented.</p>
<p>The news media next day came up with the headlines like the political party leaders slammed the Government for ignoring the D-day. Many party leaders and the members of the Constituent Assembly (C.A.) had expressed their diversity about the issue in different meetings and programmes. Again, the Government and the staff of Public Enterprises had a comfortable day on the 7th of Falgun because their offices were remained close as ritual during the D-day.</p>
<p><strong>The new change:</strong><br />
After a new political change took place in 2063 B.S. the largest party in the Constituent Assembly (C.A.), the United Communist Party of Nepal – Maoist (UCPN-M) had declared the system in the country as the Federal Republican Democracy. The country is still lacking its own statute. The 601 member CA formed four years ago for 2-year period through an election in public poll and the nomination of political parties to write the main statute of the country have completely forgotten their assigned job. The statute drafting date is still postponed. Therefore, what the system the country is going to adopt, is yet to know. The missing of observing the D-day indicated that the Government is not adopting the Democratic system in the country. The obvious fact was that ‘No Democracy means, Federal Republican Democratic System was a mere imagination without base’. It was surprising to know that how come the political fighters for Democracy (with different ideologies) could ignore the Democracy day that used to be observed since a few decades last(*). </p>
<p><strong>Restructuring the country:</strong><br />
Despite that the prime concerning issues like statute writing and accomplishing the peace processing in the country has yet to be started with even after nearly four years, the expiration of the due and date of term and service of all 601 CA members could be the big disaster to them. So more the time and date of the CA service was prolonged, more the income of big amount of money as a salary and incentives will be processed on to them for a comfortable life style in the Capital. So the CA members never want neither to complete the assigned job soon nor to keep the life of CA terminated. The given life for the CA was 2 years only. Now it’s running at the last quarter of the 4th year. </p>
<p>In this context with a view of establishing the Federalism in the country, the big parties are in mood to create more provinces in the country like in India and in the USA. After a two month long discussions the State Restructuring Committee (SRC) of CA has formed two committees on the basis of majority members committee and minority members committee. Very recently the Maoist-Madhesi majority member committee has submitted the 11-province model report, whereas the minority member committee submitted the 6-province model report to establish the Federation in the country. </p>
<p>The proposed 11-province report has come with the 11 provinces like: Limbuwan, Kirant, Tamsaling, Newa, Narayani, Tammuwan, Magrat, Karnali, Madhesh-Mithila Bhojpur, Madhesh-Abadh Tharuwan and Dalit. The special area for Dalit is not shown in their map. Similarly the Minority Group has proposed a report of 6-province report. The authenticity to name the provinces is bestowed to the Province Management Body itself.  Wonderful fact is that, none of the group so far has yet to come up to any certain point where the group could prove their respective report justifiable to the country and the people. The country, according to the present geographical and political division is divided into five Development Regions, 14 Zones and 75 districts. Majority of the people and the political activists as well agree that the Government could manage the present division properly, that would be the best. Yet a long and time consuming discussion between the political leaders and the people is awaited.    </p>
<p><strong>Development:</strong><br />
Development is, of course, the main concern of each and every people or party at any time in any country. The infrastructure development is taken as the prime point to start with the Development. The road in Kathmandu streets has become very narrow these days, because it has to be plied on by more than 400,000 cars and heavy vehicles and more than 600,000 two wheelers almost daily. The strength of the streets that was built about four decade ago has remained constant. Thus the ‘Traffic Jam’ is very much obvious. A Government officer on car from Chabahil has to come out from his house an hour earlier to the schedule of reaching to his office at Singh Durbar, hardly 6 kilometer far away. In this context the new Government has begun a mission of lunching road widening program. Though, it is not equipped with any proper planning and subsidies. The road widening programme was as old as 30 years at least. But since the proper economic planning and financial support had not been managed, it couldn’t have been launched. The present Government has become less concerned with these problems. She has started the work with a short time effort, in which the issue of compensations, subsidies and proper planning were negligible one. Since it consumes lot of time and brain exercise, they don’t have time to spare for it. They chalk out the name of area and the place to widen the road in the previous Friday evening and start demolishing the private buildings or other structure of the area from very early Saturday morning in a short notice basis. No one has time neither to ask nor to deal with the compensation nor any sort of alternate planning as a substitution to the sufferer. People some time venture to ask that why the Government has taken the action so promptly? They are answered that many time the President or the Prime Minister had to delay their flight while going to foreign country for a visit due to ‘Traffic Jam’. It seemed that they should be carried out by helicopter up to the Airport. The ‘Traffic Jam’ has become an unavoidable problem now.</p>
<p>The road in Kathmandu is very hazardous. The walk ways are full of dust and pebbles. Neither the drive ways have been extended nor have the dismantled walk ways been made up as expected. The dismantling task is yet to be discontinued. No body knows the when and where about of the road widening program is conducted. There will be no notice previously. Watch out the Bulldozer may come at any time, any day to hit your house, especially on Saturday. </p>
<p><strong>CAMs lose credibility:</strong><br />
The CA members, either elected in the public poll or selected by the party boss with a faith that they together could fulfill the purpose of the Constituent Assembly (CA) within the given time of two years was found false. The main task of CA is to complete the statute writing within the given time of 2-yr period. It was a belief of the people that all the CA members should be equally qualified, experienced and well read. But many of them were simply a fake one.</p>
<p>Many of the CA members (CAMs) had their best exercise in selling the red passports during their 4-yr stay in the CA and earn big ransom of money within a couple of nights. The red passport, approved with all sorts of Government and diplomatic facilities are given to the senior officers working in an Executive, Judiciary and the Legislative bodies of the Government. The CA members are regarded as law makers thus the red passport has become one of the incentives they are given. Consequently, more than 10 law makers have missed their rank and file after they were proved guilty from the Supreme Court. But again there are still some strong muscles of the Largest Party in CA, like Messrs Agni Sapkota, Prabhu Shah, Bal Krishna Dhungel and few more, whom though the Supreme Court has accused and sentenced murderer in different cases, are still working as law makers. In the meantime, the Government is going to propose new money laundering bills very soon to make the illegal money and the properties earned during the decade last legal. </p>
<p><strong>Corrupted Ministers:</strong><br />
Meanwhile, the Supreme Court has convicted Jaya Prakash Prasad Gupta, the sitting Minister of Information and Communication on corruption charge and sentenced for one and half year jail and fined Rs. 8.4 million, the security police took him to prison at Dillibazar, Kathmandu a couple of days ago. The term of his minister ship was terminated automatically. Prime Minister Dr. Bhattarai did not have any official botheration to suspend or save him. This way, the Dillibazar Jail has now become a house for 3 political leaders. Shyam Sundar Gupta also the sitting law maker till a few weeks ago was also sent to Dilibazar prison on February 17. He was under police custody for a couple of months last. S S Gupta, also a former minister and a sitting law maker was proceeded to Jail by District Court on charge of abducting Pawan Kumar Sanghai, a business man with a view of making a good amount of money within a couple nights. Similarly the Jail also has given shelter to another veteran politician Chiranjivi Wagle, a leader of the Nepali Congress on charge of corruption since last year. All these 3 jail birds have become ministers in the country for 4 times at least.</p>
<p><strong>Conclusion:</strong><br />
The CA is now at the last stake. Its terms were terminated three times earlier. In all the three times the Supreme Court blessed the CA to survive 6 months more each. Three months ago it was terminated in its 4th time. Again they appealed for more extension. The Supreme Court granted them to exist for the last 6-month life. As per the verdict of the Supreme Court given to the CA that was the last chance they got. So no more expectation could be done. The SC is very rigid now at its verdict.</p>
<p>There are hardly 3 months to go now to complete the last extension. The CA has many things to do to begin with the statute writing. The CA members, including Prime Minister Dr. Babu Ram Bhattarai, the leader of the largest party Prachanda, Mr. Subash Nemang, the speaker of the House, also a well known lawyer previously are found busy to get  registered their petition in the SC to extend the date of the CA for six months more and so on. But the SC is denying accepting the petition. The political Tug-of-war like this between the Legislative Body and the Judiciary is going on. The CA has also threatened the Judges to impeach if their petition was not entertained and granted an extension. The issue has become now the talk of the town. Wait and watch was the only temporary solution to experience the change on the affairs. </p>
<p><strong>Tailpiece:</strong><br />
There are many accused defaulters in the Constituent Assembly. They are found clean in the House though the defaulters laundering bills have not been proposed yet. Police are always in search of them to arrest, but the defaulters in other hand, are neither absent in the CA meetings nor in other functions, their photo blocks are appeared in the news print but never got into the police catch.  </p>

* After the new political change took place, the country has been ruled by 4 sets of the Government so far, all known as Care taker Governments. Mr. Puspa Kamal Dahal – Prachanda, the leader of UCPN-M led the first set of the Government for 9 months as the Prime Minister. The 2nd set was led by Mr. Madhav Km. Nepal, the leader of UML for more than 18 months, the 3rd set was led by Mr. Jhala Nath Khanal, the leader of UML again for more than 9 months and the 4th set is being led by Dr. Babu Ram Bhattarai, the second leader of UCPN-M as a PM again on its 5th month.</p>

         <content:encoded><![CDATA[<p>A preliminary report on the infamous Dhegani Devi Mahato case claims that her death was in fact a planned murder. Mahato was accused of being a witch and burnt alive in Madi, Chitwan on 17 February.</p>
<p>Police in Chitwan said that the statements of eyewitnesses and their own investigations clearly show that it was planned murder. “It has been learnt that the murder was in fact planned,” said head of the investigation team, Bhopal Kumar.</p>
<p>According to Kumar, the main reason behind the murder was a family dispute over the ownership of land. “Dhageni Devi had become a victim of her domineering and egoistic relatives,” Kumar said. “A detailed description of the incident as narrated by locals shows that the family of Bikana Mahato, Dhageni´s brother-in-law, had plotted to kill her,” he added.</p>
<p>An eyewitness said Dhageni was attacked from behind while she was headed for the toilet. “They were beating her up right in front of me and when I shouted out they tried to thrash me as well; soon they poured kerosene over her and set her on fire, in front of my own eyes,” he said.</p>
<p>While investigation of the case is still on-going, Kumar said it is almost certain the murder was planned by Bikana´s family. “All the suspects arrested have been giving their statements to police. We should soon reach a conclusion,” he said.</p>

         <content:encoded><![CDATA[<p>Police have detained 14 Tibetan exiles who gathered in front of United Nations House in order to stage a sit-in demanding freedom for Tibet.</p>
<p>Eleven men and two women were held as they gathered in front of the UN House and started shouting “Free Tibet” slogans in the afternoon of February 24, informed, SP Bhog Bahadur Thapa at the Metropolitan Police Range (MPR), Jawalakhel. The occasion marked the third day of Losar or the Tibetan New Year.</p>
<p>He said that protesters had gathered outside the UN House one by one to trick the riot police deployed at the site.</p>
<p>The arrestees have been kept at MPR, Jawalakhel.</p>
<p>In other news, a footage from CNN has appeared depicting how China&#8217;s influence on Nepal has had a grave impact on Tibetans living here.</p>

As LFW started, the temperature started to plummet but it did not stop fashionista&#8217;s away from one of the biggest and global fashion stage which showcases both emerging  and established designers&#8217; collection. </p>
<p>I was lucky enough to be invited by three designers; Antipodium, Christian Blanken and Temperely London. I had such a hectic time and was always running around trying my best to get the best pictures. Next week, the next season (Autum/Winter) key trends will be posted with pictures from LFE. Meanwhile, I am gonna leave you with the street style pictures from LFW. The most interesting thing in LFW is witnessing normal people&#8217;s fashion sense.          <content:encoded><![CDATA[<p>Nepal&#8217;s Khagendra Thapa Magar was named the shortest man in the world by Guinness World Records in 2010 after turning 18 on October 14, measuring at 67 centimetres. But his title was short lived when Junrey Balawing of the Philippines took over the spot the following year, who stands 60 centimetres tall. Now come 2012, Nepal once again seems to be eyeing the title.</p>
<p>Chandra Bahadur Dangi from western Nepal is hoping to prove to Guinness World Records that he&#8217;s the world&#8217;s shortest man. The 72-year-old man claims to be only 56 centimetres tall.</p>

<p>Dangi&#8217;s nephew Dolak Dangi has said that his uncle would meet with Guinness officials in the capital, Katmandu, in the next few days to be measured.</p>
<p>Guinness World Records reportedly did not immediately respond to an emailed request for comment.</p>
<p>If he is named the new record-holder, Chandra Bahadur Dangi will realize his dream of becoming famous and traveling around the world.</p>

<p>Pashupati Area Development Trust made all the necessary preparations to welcome devotees in the holy site of Pashupatinath Temple, from all over the country and abroad. Around 6,900 security personnel were deployed to prevent any untoward incidents during the festival.</p>
<p>PADT, together with police and District Administration Office, also banned the sale and consumption of liquor in and around the sacred site. Police had kept tight vigil on people selling and puffing cannabis other than sadhus and sages. PADT mobilised 10,000 volunteers to guide the devotees.</p>

<p>Likewise, the Shivaratri was marked in Halesi Mahadevsthan, also regarded as the Pashupatinath of the east, where thousands of devotees have thronged to worship in the temple.</p>
<p>Temple Management Committee said that the number of devotees have doubled against the previous year. Chairman of the Committee, Gajurman Rai, said tourists from as far away as Sikkim and Bihar of India, Pakistan, China, and Hong Kong have also arrived here to worship in Halesi shrine.</p>

The United States Geological Survey (USGS), a scientific agency of the United States government uses 8,850m as the official height of Everest from the measurements in 1999.&lt;br /&gt; &lt;br /&gt;The disagreement stems from Nepal government's acceptance of the measurement of Everest by rock height while China adds snow height. Last year, both countries had initially settled the dispute by accepting the height of Everest to be 8,844m. China had earlier signed the Nepal-China border map in 1975, accepting the height of Everest to be 8,848.13m.&lt;br /&gt; &lt;br /&gt;The border talks between Nepal and China, which was scheduled for this month has been postponed after the height of Everest was included as one of the issues. USGS had earlier determined the height of Everest as 8,850m in 1999. According to police officials, the arrestees were mostly youth and none of the sadhus were arrested.&lt;br /&gt; &lt;br /&gt;The government had taken a more passive and tolerant approach in previous years but last year, it had banned sadhus from selling marijuana to the general public. The Pashupati Area Development Trust (PADT) allows sadhus to use the drugs for their personal use. The government had deployed more than 5,000 police personnel to manage the security during the festival at the Pashupatinath Temple.&lt;br /&gt; &lt;br /&gt;Police officials informed the media that they arrested only those who were found using marijuana excessively and had  warned others who smoked marijuana for their personal use only.          <content:encoded><![CDATA[<p>The government came under fire for not organising any formal programme to celebrate the 62nd Democracy Day (February 19, Sunday), though several parties and organisations organised events to mark the day.</p>
<p>Though the day was declared a public holiday and around 500 prisoners received amnesty, the Ministry of Home Affairs, did not organise any event, as it did not receive direction from the government to mark the day, according to Shankar Prasad Koirala, MoHA spokesperson.</p>
<p>Apparently, Democracy Day was not deemed important enough to celebrate as Loktantra Diwas falls on April 24.</p>
<p>Prime Minister Baburam Bhattarai did not even bother to issue a message, unlike prime ministers in the past.</p>
<p>President Dr Ram Baran Yadav, in his Democracy Day message, remembered the day as the beginning of modern Nepal after a century-long dark age of injustice and autocracy.</p>
<p>Meanwhile, Nepali Congress yesterday condemned the government decision not to celebrate Democracy Day. Issuing a press statement the Congress warned the government not to repeat such acts in future. “The Unified CPN-Maoist-led government did not celebrate the day demonstrating its autocratic nature,” a Congress statement added.</p>
<p>Meanwhile, NC President Sushil Koirala, in a separate statement, appealed to political parties and people to be involved in a nation building campaign through unity, coordination, cooperation and mutual support, stressing the need to institutionalise democratic values, peace and human rights for a prosperous Nepal.</p>

         <content:encoded><![CDATA[<p>Firefighters at Juddha Barun Yantra received a call from a panicky youngster as they were bracing for yet another chilly night a few days ago. “Please hurry! Fire has engulfed the whole house. Women and small children are inside and their fate is not known,” the boy on the phone pleaded.</p>
<p>The officer on duty at Kathmandu´s only fire brigade asked the seemingly petrified boy for his location and the firefighters rushed towards Balkhu at 9:30 p.m.</p>
<p>“But we could not see any smoke when we reached that area,” fire chief Lila Raj Gachha Magar recalls. “We called back for the location, and the boy cursed us for the delay, telling us to turn back as we had overshot the location.”</p>
<p>The boy was evidently livid when the firemen called him a second time. ´Jasto sarkar, testai damkal (fire brigade just as bad as government)!!! Nothing remains. Everything has burnt down”. The boy then called them to a back alley but they could see no sign of any fire. “We were wandering around, siren blaring at midnight, until the boy stopped taking our calls,” said Basu Dev Hengaju, a fire brigade officer.</p>
<p>If tackling fires in the narrow lanes of the Valley was not trouble enough for the ill-equipped firefighting units, they now also have to deal with pranksters who seek to have some fun at their expense. Kathmandu´s fire brigade receives dozens of prank calls every day. “Go and sit by the hotline, and you´ll be astounded at the number of hoax calls coming in every hour,” Magar said.</p>
<p>So much so that firemen now step out of their premises only after verifying the fire alerts with the police, thus seriously compromising the prospects of timely fire response. Deputy Superintendant of Police (DSP) at Metropolitan Police Range, Hanuman Dhoka Dhiraj Pratap KC is worried about the delay caused by such verification. “Fire does not wait. Delay in response by the fire brigade may invite big disaster,” KC said.</p>
<p>Officials have now started reporting pranksters to the police. “We have already punished seven prank callers under the Public Offense Act,” KC disclosed.</p>
<p>Most of the pranksters arrested are teenagers and drug users. “We released some teenagers after they apologized and promised not to repeat their mischief,” he added. Police say that many prank callers use public telephone booths, making the job of tracing them very difficult.</p>
<p>Children are likely to make hoax calls when they are alone at home for long periods. Staff at big offices have also been found inadvertently dialing the 101 hotline while trying out their intercoms, to the added annoyance of firemen.</p>

<p>Bhakta Bahadur Rumba killed the girls aged 7, 10 and 13 at their house in Faparbari village, Makwanpur, about 50 miles (80 kilometers) south of the capital, Katmandu, said police official Purna Chandra Joshi.</p>
<p>He said police detained Rumba, 35, and drove him to the nearest city, Hetauda, where he would be presented before a judge after the weekend.</p>
<p>Joshi said initial investigations and interviews with villagers suggested the father was mentally unstable. He picked up stones and crushed the heads of the girls on Friday morning as they slept in different rooms.</p>
<p>Rumba&#8217;s wife was away at the time attending a relative&#8217;s wedding.</p>

Maoist sources confirmed that the Nepal Army has tried to  be flexible and has accommodated most of their demands.&lt;br /&gt; &lt;br /&gt;The Chief of Army Staff (CoAS) General Chhatra Man Singh Gurung had earlier briefed the integration plan to Prime Minister Baburam Bhattarai. The Prime Minister then met with the Maoist Chairman and chief of the PLA, Nanda Kishore Pun and commanders of the seven PLA divisions to discuss Nepal Army's recommendations. The Maoists now hope that other political parties will support the recommendations of the Nepal Army.&lt;br /&gt; &lt;br /&gt;According to Maoist sources, Nepal Army is willing to integrate 6,500 PLA combatants in a non-combat directorate and cut down the regular training and bridging courses for the PLA combatants. Nepal Army is willing to accommodate 64 PLA combatants as Majors, 120 as Captains and 96 Lieutenants and 120 Second Lieutenants.          <content:encoded><![CDATA[<p>Frequent earthquakes have been giving sleepless nights to those living in the eastern region, especially in Taplejung and Paanchthar districts.</p>
<p>The people in the two districts have grown all the more frightful after two earthquakes were recorded within the span of 7 minutes on Monday (February 13).</p>
<p>According to Umesh Prasad Gautam, technical officer at the National Earthquake Measurement Center, a 4.5 magnitude earthquake was recorded at 7.26 pm on Monday. Seven minutes later, another quake of same magnitude hit Paanchthar and Taplejung borderline.</p>
<p>Tremors have been felt recurrently across the region with seismic activities notably high in uppper Taplejung and Kanchanjungha hill areas.</p>
<p>Though the latest earthquakes did not cause physical damages, they have certainly added to the fear among people.</p>
<p>“Fearing earthquake, people remain awake whole night these days,” said Arjun Adhikari of Tellok.</p>
<p>According to the locals in Taplejung district, tremors have been felt in Khewang, Surukhimp, Mehele, Kalikhola, Tellok and Mamangkhe areas. Similarly, more than six VDCs in Panchthar district have felt the ground shake on a regular basis.</p>
<p>A 6.8 magnitude earthquake had hit the country on September 18 last year with its epicenter along the Nepal-India border near Taplejung.</p>
<p>“It is natural for people to fear. They should indeed remain alert,” Gautam said.</p>

<p>He said that 2400 eggs and 140 kg of chicken feed were buried. “It will take two more days to wrap up the clean up work at the poultry farm. Then the farm would be sealed for 3 months,” he said.</p>
<p>Meanwhile, owner of the poultry farm Nirmal Shrestha, a resident of Itahari-6, lamented that he lost Rs 10 million due to death of the his chickens. “The government says it will give me only Rs 130 per chicken and just Rs 3 per egg,” he said.</p>

<p>The court slapped two-year imprisonment on all three former police chiefs &#8212; Om Bikram Rana, Hem Bahadur Gurung and Ramesh Chandra Thakuri&#8211; and various fine amounts on others depending on the level of involvement in corruption in the procurement of armored personnel carriers (APCs) and other logistics for Nepal Police peacekeepers deployed in war-ravaged north African country Sudan in 2007, which were later found to be substandard and obsolete.</p>
<p>According to the chargesheet filed by the Commission for Investigation of Abuse of Authority (CIAA) last July, altogether Rs 288 million was embezzled in the procurement of the APCs and other logistics. A UK-based supplier, Assured Risks Company, had supplied the substandard APCs and other logistics through its local agent, Shambhu Bharati of Bhagawati Traders.</p>
<p>As the agreement with the UK firm was signed during Rana’s tenure, the court slapped a Rs 170 fine on him, the highest among the convicted former police chiefs. The court said the procurement took place under Rana’s initiative. The court has found the suppliers, Assured Risks Company, its director Michael Rider, and local agent Bharati of Bhagawati Traders most answerable for the corruption and slapped heavier fines on them than on the former police chiefs.</p>
<p>In addition to two years’ imprisonment, Rider faces a Rs 284 million fine and his company will have to pay the government Rs 142 million as the claimed loss amount.</p>

         <content:encoded><![CDATA[<p>A massive fire that broke out from the house of local Bishnu Tukman Banjar at Epachhe in Bhaktapur Municipality-15 has damaged three houses here in the district on Sunday morning.</p>
<p>The fire started from the second floor of Bishnu’s house while preparing food at around 7: 45 this morning also destroyed adjoining other two houses owned by Krishna Ram Tukam Banjar and Tulshi Bhakta Deshe Maru.</p>
<p>However, no human casualty has been reported in the incident.</p>
<p>Police suspected that the inferno may have been started by a candle. However the house owner is yet to reveal the truth.</p>
<p>Property worth Rs 60 lakhs has been gutted by the fire, said police.</p>
<p>The fire was taken under control at around 9:45 am with the help of police, locals and fire engines from Kathmandu, Lalitpur and Bhaktapur.</p>

Which means I am with them, getting there. And what have I done? Technology has played a big hand in having made our lives faster, but has it increased the value of our living? I guess I do not look modest pronouncing such a thought, but I am confident, it is an important question for us.&lt;br /&gt;&lt;br /&gt;Chiya-Pasaley loves tea and writes about conversations that originate along the hours spent on drinking many cups of it. Besides that he is curious about many things and especially the rural-urban divide, and the coming of modernization to Nepal. Nepal had earlier lifted the title in 2008 and 2010.
<p>Nepal is the only team to remain undefeated in all three editions of the tournament. Nepal has taken its winning streak to 19 matches in the ACC tournament. This is the first title of any ACC events in last two years for Nepal.</p>
<p>This was Nepal´s second victory over Thailand in this edition of the tournament. In group stage match, Nepal had defeated Thailand by four wickets.</p>
<p>In the Friday´s title clash, Nepal invited Thailand to bat first after winning the toss and restricted them to a total of just 74 runs off 22.4 overs. Nepal crossed the target after the completion of the 21st over losing four wickets.</p>
<p>&#8220;After winning the toss, we wanted to restrict them for a low score and we succeeded. Though we lost couple of wickets early, it was an easy final for us,&#8221; said Nepali Coach Nabin Singh.</p>

The reducation in caffine and sugar will make you skin and eyes look brighter and clearer and you&#8217;ll feel less tired too.</p>
<p><strong><span style="color:#ff0000;">5) </span></strong><em><strong>Baking Soda</strong></em><span style="color:#ff0000;"> </span>- To strengthen nails, soak your hands and feet in warm water with a tablespoon of baking soda.</p>
<p><span style="color:#ff0000;"><strong>6)</strong> </span><em><strong>Lipstick</strong></em> - If your favoruite lipsticks snaps in half, don&#8217;t throw them away. Instead melt the broken base slightly with a match or lighter. when it starts to soften, place the other broken piece on top. then wind the lipstick down and pop them in the fridge for half an hour to set. it will be good as new.</p>
<p><span style="color:#ff0000;"><strong>7) </span><em>Eyeshadow </em></strong><strong><em>Primer</em></strong> - Make your own home made primer. Mix shea butter and foundation together . Then blend those two properly. Your home made primer is simply ready by mixing two products.</p>
<p><strong><span style="color:#ff0000;">8) </span></strong><em><strong>Milk</strong></em> - If you have run out of cleasning milk just use milk to remove your make-up. Any milk will do (doesn&#8217;t matter if it is semi-skimmed, skimmed or whole milk). Dip cotton in milk and start removing your make-up.</p>
<p><em><strong><span style="color:#ff0000;">9)</span> Hot chocolate</strong></em> - Do you know that you can use hot chocolate powder as a blusher/bronzer for a cheek? Yes you can. Dab your blusher brush in hot chocolate powder and tap off excess hot chocolate and apply in apple of your cheek bones in circular motion and see the results &#8211; Lovely kissable cheeks.</p>
<p><em><strong><span style="color:#ff0000;">10)</span> Potato</strong></em> - Can be used to get rid of scars, dark circle under eye or uneven skin. Cut the thin layer of potato and apply on you face in circular motion for 5-10 minutes.</p>

         <content:encoded><![CDATA[<p>The Kathmandu Valley  has experienced more chill with cloudy sky Wednesday morning following the rainfall starting Tuesday night due to the westerly wind that entered the country from the western region.</p>
<p>The Valley has so far received 8.1 mm of rainfall and there will be more precipitation in next 24 hours in the hilly and mountain regions , predicted the Meteorological Forecasting Division.</p>
<p>Senior Meteorologist Rajendra Shrestha described rainfall towards the end of winter as a natural phenomenon and said the rainfall may intermittently continue for some time now.</p>
<p>There is also possibility of snowfall on high hills in the regions during this period. With the rain, the temperature in the capital has sharply plummeted Wednesday morning. On Tuesday, the Valley´s maximum temperature was recorded at 25.7 degrees Celsius.</p>

You know what I mean. Hair and make-up take time!!! </p>
<p>Most of the women around the world spend some time to put on make-up, almost all of ‘em do. I am not make-up savvy nor I use it the most, but I do use basics like Moisturizer, Primer, Face concealer, face powder, under-eye concealer, lid color, and sometimes may be more on daily basis. </p>
<p>It might seem excessive for men, but for us not a single day starts without this. According to me, I am protecting/perfecting/concealing flaws on my face and presenting the best of myself to the world everyday. It’s almost like I require it to function myself better.</p>
<p>But, I might have poisoned myself with those products. I came across with these rumors very recently in some “health report.” They are saying that I not only irritated my skin or added more vulnerability to Leukemia, but also made myself more susceptible to acquire cancer and eventually death. Shocking, isn’t it? Who in the world wants to die from wearing make-up? I personally found a little hard to find. So, I decided to dig a little deeper to find out the truth. And, there is no reason, not to enlighten some other concerned individuals, when I am already informed.</p>
<p>These are things that I have heard and found.</p>
<p><strong>&#8212;-&gt;</strong>Lots of colored eye-shadows are made of coal-tars (made of Toxic) which contains benzene, which gives us Leukemia.<br />
The truth is eye-shadows that are made of coal-tar only contain 5% or less benzene. I am not really sure how benzene gives leukemia but turned out, it is a long process until we acquire Leukemia from wearing eye-shadows. we need to wear 33 times more than we normally wear everyday for our entire life.</p>
<p><strong>&#8212;-&gt;</strong>Talcs, the powdery stuff found on eye-shadow, can be lethal since, it contains asbestos, which causes lung cancer. But, turned out, it was a false report. Talcs’, if given to babies, it will suffocate babies. Wise thing is not to snort on them</p>
<p><strong>&#8212;-&gt;</strong>Make-ups are not meant to last long. But, Companies wants their products to endure longer period, otherwise, not lucrative, so they rely on strong preservatives. The ingredients that are found are suspected to be carcinogenic, DNA damaging, or potential allergens. </p>
<p>In reality, preservatives like formaldehyde are supposed to postpone the degradation process just by reacting with other ingredients. &#8212;-Preservatives are put in the product for the safety purpose. Products are safe until they are on a package, but as soon as we open, preservative (formaldehyde) starts reacting with air (other ingredients like oxygen, nitrogen), the degradation process paces up. Some products are packed with vitamin rich ingredients and enough water to liquefy/moisturize, even just by touching them with hand might contaminate make-up. Just a moistly surface is enough for bacteria to thrive. Germs are beast, they survive anyplace where there is water, and even a little-bitty droplet has millions of bacteria.</p>
<p><strong>&#8212;-&gt;</strong>Mascaras and eyeliners are bad because they cause itching, swelling, and lesions. In this case, I do have a personal experience of “itching. “ I did not find any information about these; looks like nobody have examined it yet. But, I think I can handle itchiness as I agree with what Christian Dior provocative statement. “Even if stranded in deserted island, a woman should never be without mascara.” </p>
<p>Now, I am almost relief to find out that if enough care is given, I can be safe. But, I am still in the hunt of finding good, wholesome, make-up. Who knows what’s next? –“Better be safe than sorry” Or is it not safe?-Apparently there are some people advocating “better safe than sorry” mantra these banner. I personally did not think people are listening to them at all. But, you got the idea, make-up’s are not necessarily poison. Some people, especially celebrity, spend fortune on make-up. How can it be so bad, after all?</p>

<p>Aashis Luitel, coordinator and technology writer of ‘Hello Sukrabar’, a Friday supplement published by Kantipur, featuring lifestyle, entertainment, information-technology (IT) and youth related topics is learnt to have been removed from his responsibility after more than half a dozen articles related to technology sector he published under his name were found to be heavily borrowed or even copied from the New York Times.</p>
<p>After some regular readers of the supplement exposed Luitel’s brash plagiarism in their blogs and twitter posts, Kantipur issued a “corrigendum” in the supplement’s February 3, 2012 edition that the source of article published under ‘Wiki Tech’ by Luitel should have been New York Times including other news agencies and that the it was ”omitted due to technical error”.</p>
<p>Kantipur Daily’s editor Sudhir Sharma took to twitter and wrote, “Dear readers, Hello Sukrabar issue is under investigation.@Aashisluitel has been removed from his responsibility as the coordinator.”</p>
<p>After his plagiarism was exposed, Luitel also took to twitter to extend his apologies personally, “Really SORRY for d mistake I did! It was unintentionally/with positive aspect though! Realized that I was wrong! My readers are awesome (sic).”</p>
<p>Nepalnews has obtained proofs of at least two IT-related articles published by Aashis Luitel which makes it clear that he had copied his pieces (verbatim) from David Pogue’s columns published in the New York Times.</p>
<p>Regular readers of Hello Sukrabar as well as bloggers are demanding an apology from Kantipur executives for the plagiarism scandal.</p>
<p>Even four days after the issue was brought to light, Kantipur is yet to come with an “official” position on the scandal.</p>

         <content:encoded><![CDATA[<p>Feb 4 &#8211; As ANA 2012 is making its way to Dallas pretty soon, the advisory board held a meeting in the Temptations Himalayan and Indian Restaurant in Irving on a gloomy and cold Saturday afternoon, marking a bright start to the 28 year old annual, most anticipated Nepali event in the United States.</p>
<p>The meeting was attended by the coordinator of ANA 2012, Pasang Sherpa Lama and the advisory chairman Dhiren Gurung, esteemed personalities in Dallas, along with various active organizations from Dallas-Fort worth metroplex. Also present in the meeting were talented youths who have been actively involved in various events over the last few years in fields of entertainment, literature and sports.  </p>
<p>The meeting was commenced by a heartfelt speech from the advisory chairman, Gurung himself, followed by an enthusiastic speech from coordinator of ANA 2012 Mr. Pasang Sherpa Lama. The members discussed various ideas for the upcoming event in late June this year, introducing each of them to the board. </p>
<p>Also in the meeting, one of the most important bodies of the ANA 2012, the executive board was selected. The board consists mostly of youths who have been exhibiting immense energy and have been involved in entertaining Dallas Nepalese Community in various ways.</p>

<p>Computer Association of Nepal (CAN) has been organizing the annual event for the past 17 years with objectives of raising awareness on usage of ICT and providing platform for promoting latest gadgets. It is also where all the tech savvy people come together to explore their fascination.</p>
<p>This year&#8217;s function was inaugurated by Kalpana Dhamala, minster of Science and Technology,  at the Bhrikuti Mandap.</p>
<p>The six-day event featured 39 stalls in branding exhibition center and 144 other stalls. Organizers have arranged ATM and Wi-Fi service to facilitate visitors.</p>
<p>More than 100 companies participating in the event exhibited the latest ICT products and offered attractive discounts and schemes. A number of stall keepers were also seen briefing visitors about the application of the products with the objective to raise awareness.</p>
<p>CAN had also introduced online-payment for tickets which eased the queue at the counters compared to the previous years. The organization also organized ICT Conference on the theme “ Internet is for everyone” on January 29 and 30. It finally concluded on January 31.</p>]]></content:encoded>

<p>From  January 13 till 28, Kathmandu  resonated with classic rock numbers and  rock and roll music during weekends. As part of T2R, several concerts were held at various venues around the town where several local bands revived evergreen hit tunes from international artistes such as Eric Clapton, Bob Dylan, Pink Floyd, Police and Elvis Presley among others. The Heartbreakers and Dinesh and The Usual Suspects were among the group that rocked the stage with great covers.</p>
<p>Organised by DMI Entertainment, the event, in its fourth year, took it to a whole new level to entertainment the audience. As its final leg, it presented one of a kind homage to the King of Rock N’ Roll through Tribute To Elvis! Tribute To Elvis which featured the internationally famed Elvis Presley Tribute Artiste- Tom Bartlett.</p>
<p>Bartlett showcased his mastery over Elvis impersonation and performed his smash hits in Pokhara as well as in the valley.  His show in Pokhara took place on January 26 at Mount Kailash Resort whereas he performed twice in the capital- at Moksh on January 27 and at Hotel Soaltee Crowne Plaza  on January 28. Opening for Bartlett at both the concerts with generic classic rock songs were veteran band Prism.</p>

         <content:encoded><![CDATA[<p>I visited 20 years of Dazed &#038; Confused Magazine exhibition in Somerset House which displayed most infamous visual stories, featuring legendary photoshoots, iconic covers, controversial editorial content and artwork from influential photographers, designers, and artists. I was very impressed with the pictures and the event was worth visiting. I will not write a lot and let you enjoy the pictures. Till then Sayonara, Adios, Goodbye and most importantly ‘Feri Bhetaula’.</p>

Both donors signed separate agreements with the Government of Nepal yesterday at the Ministry of Finance.&lt;br /&gt; &lt;br /&gt;According to the Ministry of Finance, US$18 million is loan assistance and the remaining is grant assistance. The project's objective is to enhance the mobility of rural people and ensure their easy access in economic and social sector activities. <p>The leader of Nepal&#8217;s ruling Maoists, who led the country&#8217;s downtrodden masses in the guerrilla war which eventually overthrew its monarchy, has provoked a row among his comrades after acquiring a luxury mansion with a swimming pool and badminton court.</p>
<p>The home is in Kathmandu&#8217;s exclusive Lazimpat where his wealthy neighbours once lived in fear of his Maoists coming to power and seizing their property.</p>
<p>Instead, Prachanda has moved in among them, into a red-brick mansion next to a home owned by one of his former class enemies, General Shanta Kumar Malla (Rtd), a former military adviser to the late King Birendra.</p>
<p>The compound includes a 15 room suite of offices and a private family residence and parking space for ten cars.</p>
<p>According to his family he has rented the mansion for just over £800 per month – a vast sum in Nepal where the average salary is less than £200 per month.</p>
<p>His son has said on his Facebook page that he had moved for security reasons and to live somewhere more befitting a &#8220;man of Prachanda&#8217;s stature&#8221;.</p>
<p>But it has compounded the resentment of some of his comrades who have noticed his designer suites, expensive watches and luxury cars.</p>
<p>Pashupati Shumsher Rana, former minister and the head of the royal Rana clan said the news of Prachanda&#8217;s new luxury mansion had highlighted the divide between the rich and poor within his Maoist movement.</p>
<p>&#8220;Comrade Prachanda has a war chest of more than a billion rupees (£8 million) and has achieved his own particular proletarian dream. It&#8217;s just too bad for the rest of his supporters. The whole problem with the Maoist party is that within it are the haves and the have nots. The differences between them are quite remarkable,&#8221; he said.</p>

         <content:encoded><![CDATA[<p>It&#8217;s always been sad to hear stories about Nepali girls/women being trafficked to India and as if such agonizing tales were not enough, it is even more heart-wrenching to find out that our girls are also being forced to work under vulnerable conditions in different cities of another neighboring country, China.</p>
<p>According to Nepalnews.com, a recent study by RSS has cited that Nepali girls have been trafficked to China by luring them of dignified and decent jobs and are forced to work in cabins, restaurants, lodges and dance bars. However, the girls have been barred to return home though they wish so.</p>

<p>The study conducted in Khasa and Kuti of Tibet by Maiti Nepal for a month reveals that among 137 interviewed girls, 50 per cent said they were working under hardships against their interests.</p>
<p>The study further reveals that all the documents of the Nepali girls were taken under control by the owners of the dance bars and restaurants, thereby barring the Nepali girls to return home during their convenient time.</p>
<p>The girls shared that getting rid of the Chinese bars and restaurants was far difficult than escaping from the Indian brothels.</p>
<p>Program Officer at Maiti Nepal, Sindhupalchowk, Madan Chaulagain said Nepali girls have been lured to Chinese cities, thanks to high income than the Indian cities. They are provided with Rs 8,000 to Rs 15,000 per month in China.</p>
<p>Girls from 17 districts including Sindhupalchowk, Kavre, Kathmandu, and even Tarai have also gone to Chinese city. Most of the girls are from bordering areas of Sindhupalchowk district including Tatopani and others.</p>
<p>Maiti Nepal has established its office in Kodari from Friday aiming to bar the Nepali girls from going in Chinese cities for doing risky jobs, said Chaulagain.</p>
<p>Meanwhile, a campaign has been started in Dhunche VDC, the district headquarters of Rasuwa district, to control human trafficking in the VDC.</p>

<p>The event will feature Rashik Aryal, Nepali singer currently residing in Dallas who has already released two solo albums &#8216;Samaya&#8217; and &#8216;Rashik&#8217;. </p>
<p>Other singers for the event include Bipin Thakali, Swarnim Gurung, Rupesh Nepal and Kabin Shrestha (KB) from Raksirakaam Production; Arati Gurung, Gaurav Sitaula and Prashant Gurung from Nisarga Band, Radioactive Band members, Deependra Shrestha and Jhuman Chhetri.</p>

         <content:encoded><![CDATA[<p>The critically acclaimed and highly appreciated television series “Hamro Team” is out in DVD which was launched at a programme held at United World Trade Center on January 28. All the 13 episodes aired on Kantipur Television from June 9 till September 1, 2011, compiled in one disc, is now available for Rs 150 in partnership with RBA films.</p>

<p>At the event,  winners of Hamro Team online competition and nationwide essay competition were also announced as well as awarded with tokens of love and Hamro Team DVDs.</p>
<p>Out of selected 30 essays under the theme “Mero Sapana”, Durga Karki of Morgan International College, Kathmandu clinched the first prize, Sushma Limbu of Lord Buddha Higher Secondary School, Biratnagar received the second prize and Kishor Acharya from Argakhachi bagged the third prize. The top three winners received a cash prize of Rs 10,000, Rs 6,000 and Rs 3,000 respectively.</p>

<p>Hamro Team tells the story of a girl named Seema, played by Reecha Sharma, who has a deep interest in football and pursues her passion as a coach of a local football team.</p>
<p>Produced by AB Pictures Pvt. Ltd, the message that the series tries to deliver is believing in oneself and the team spirit, devoid of I-Me-Mine individualistic and egoist tendencies.</p>

         <content:encoded><![CDATA[<p>The number of Bhutanese refugees leaving for the United States as part of the ongoing third country resettlement reached 50,000 on January 30, Monday.</p>
<p>Together with 9,000 others already relocated to various Core Group countries, the number of Bhutanese refugees resettled has reached 59,000.</p>
<p>The large scale resettlement of Bhutanese refugees started in early 2008, with the departure of refugees to the US and other Core Group countries&#8211; Australia, Canada, the Netherlands, Denmark, Norway, New Zealand, and the UK.</p>
<p>“We are grateful to our international partners, most notably the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM), for their ongoing protection of this vulnerable population, whether they resettle or not,” said a statement of the US Embassy on Monday.</p>
<p>There are some 55,000 Bhutanese refuges still languishing at various camps in eastern Nepal. While urging the Government of Bhutan to accept the return of those persons who are eligible, the US has reiterated that it has not set any cap on the number refugees wishing to resettle in the US.</p>
<p>The Bhutanese resettlement program is currently the second-largest resettlement program for the United States. Bhutanese refugees, who have resettled in nearly all 50 States, receive employment and educational support from the US federal and state governments as well as non-governmental organizations to begin anew as productive, engaged residents.</p>

         <content:encoded><![CDATA[<p>Shree Panchami, also known as Basanta Panchami Saraswati Puja was observed on Saturday, January 28. On the day, thousands of devotees in the Kathmandu Valley paid homage to Saraswati- the goddess of knowledge.  Worshipers visited numerous Saraswati shrines around the capital,  usually located at Lele, Gairidhara and Swayambhu. Many temples were seen crowded. At the Saraswati shrine of Swayambhu, it is believed that if you write your name on the wall there, you&#8217;ll be blessed with more knowledge. Different kinds of programmes were also held at schools and colleges.</p>
<p>In addition, Shree Panchami, also being  one of the most auspicious days of the year for other religious ceremonies, a number of weddings were also witnessed during the day. It is considered to be so auspicious that one can hold such ceremonies without having to consult an astrologer.</p>
<p>The festival is also said to mark the beginning of spring.<br />

         <content:encoded><![CDATA[<p>Do you know when does your cosmetic expire? If you don&#8217;t then you could be wearing expired cosmetics and putting yourself in danger of getting different kind of infections from eye to skin infections. </p>
<p>Cosmetics do not tend to have expiry date. However, they are not required by law to have expiry date which can be complicated to understand when your cosmetics actually expires. Don&#8217;t get disheartened because I will be giving you expiry dates for cosmetics today. For your information, I will focus on both fashion and  beauty in this new column.</p>

<p><strong>Foundations -</strong>Cream foundation -18 month and Liquid foundation (oil free) -12 months<br />
<em>Extra tip:</em> If your water-based foundation dries out before it&#8217;s expiry date, add a few drops of alcohol-free toner and shake to mix it in.</p>
<p><strong>Concealer</strong> - will last up to 12 months.</p>
<p><strong>Cream &amp; gel cleansers</strong> - 1 year.<strong> </strong></p>
<p><strong>Pencil eye liner</strong> - will last up to 3 years.</p>
<p><strong>Eye liner (liquid)</strong> - 3 to 6 months</p>
<p><strong>Eyeshadow &#8211;  </strong>Powder eyeshadow <strong>- </strong>up to 3 years and Cream eyeshadow &#8211; 12 months<br />
<em>Extra tip:</em> A dark eyeshadow can double as eyeliner and most of the makeup artists actually use them as eyeliner. Use a little damp super-flat eyeliner brush and dab in dark eyeshadow (black or brown) and apply it on your eyes.</p>
<p><strong>Make-up Brushes</strong> - Wash every 2-3 months in a mild detergent.<strong> </strong></p>
<p><strong>Make-up Sponges</strong> - Wash weekly and discard monthly.<strong> </strong></p>
<p><strong>Lip liner</strong> - Up to 3 years.<br />
<em>Extra tip:</em> Do not buy push-up lipliners as they&#8217;re expensive, tend to break and you never really know how much you have left until you run out.</p>
<p><strong>Lipstick</strong> - 1 to 2 years, some say 4 years as well<br />
<em>Extra tip:</em> If you store lipstick in the refrigerator, it will last longer.Another way to make lipstick last longer during the day is to apply lip liner first and afterwards lipstick.</p>
<p><strong>Lipgloss</strong> - 18 months</p>
<p><strong>Mascara</strong> - Mascara expires fastest so throw out after 4 months.<br />
<em>Extra tip:</em> If you don&#8217;t want your mascara to expire faster than its fresh date, don&#8217;t pump the wand in and out as you&#8217;re only exposing the product to drying air.</p>
<p><strong>Nail Polish</strong> - Up to 12 months</p>
<p><strong>Blush - </strong>Powder blush &#8211; up to 2 years and Cream blush &#8211; 12 months</p>
<p>From the time you open it, the life and effectiveness of the product decreases and bacteria grows. Treat makeup products with care. Keep them in a dry, cool area and remember any cosmetic that changes texture, or smell, should be discarded immediately. Do take care of your make-up brushes. Don&#8217;t forget to clean them regularly. Till then Sayonara, Adios, bye and most importantly ‘Feri Bhetaula’.</p>

The spring/summer 2012 is not here yet and there has already been many predictions about the s/s 2012 fashion trends by different fashion designers, bloggers and magazines etc. However, at the end of the day, what makes those &#8216;trends&#8217; into the most &#8216;trending trend&#8217; depends on the consumers, simply &#8216;us&#8217;. </p>
<p>Fashion, in my opinion, is a powerful and creative tool which assist people to express their personality, individuality and sets them apart from the rest. Every fall comes with variety of fashion trends. Yet, there is no compulsion for us to follow every single trend that becomes popular. In my perspective, before following any fashion trend, people need to assess whether it suits their personality, body shape and more importantly themselves or not. In the wake of the s/s 2012 trends prediction, I have decided to forecast the s/s 2012 trends in my first post and showcase some of the trends I will be definitely following this year.</p>

<p>Pencil skirt worn in the above picture is one of the trends I believe will be popular in S/S 2012. Stripes are yet back in fashion again this year. It&#8217;s worth investing in these skirts as you can wear &#8216;in office&#8217; and &#8216;out of office&#8217;.</p>

Also Blazers has been in fashion circuit for few years now and bear in mind, they are here to stay for a while.</p>

Colour blocking (clashing two bright outfits) is what I will be doing this summer with my outfits. Yes, it was a big hit last year and I still can&#8217;t get over it. I will definitely play with colourful outfits this summer. Given the miserable economic conditions, I think we need to at least put some effort to brighten our outfit and put a smile in this &#8216;doom&#8217; and &#8216;gloom&#8217;  economic environment.</p>
