Signed into law by President Bush in 2004, HSPD-12 requires all federal government employees and contractors to have a trusted identity badge for both physical and logical access.&lt;br /&gt;&lt;br /&gt;Mr. Zivney is a member of the SIA Board of Directors, Chair of SIA’s Personal Identity Verification Working Group, and represents SIA to the Smart Card Interagency Advisory Board Physical Access Committee.&lt;br /&gt;&lt;br /&gt;At the hearing on Federal Security: ID Cards and Background Checks, the Subcommittee will review the status of Homeland Security Presidential Directive 12 (HSPD-12) and release a new Government Accountability Office (GAO) report.&lt;br /&gt;&lt;br /&gt;The hearing is set to occur today, April 9, 2008 at 2:00 p.m. at 2247 Rayburn House Office Building in Washington, DC.&lt;br /&gt;&lt;br /&gt;-------&lt;br /&gt;UPDATE&lt;br /&gt;The following was released by SIA this afternoon (4/9/08) after Zivney's testimony...&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt; In testimony today before the U.S. House Subcommittee on Government Management, Organization, and Procurement, Rob Zivney, vice president of Marketing for Hirsch Electronics and member of the Security Industry Association (SIA) Board of Directors, called implementation of HSPD-12 a pioneering effort which will require both a financial investment and development of new infrastructure.&lt;br /&gt;&lt;br /&gt;“The opportunity to testify on behalf of our industry is a testament to the legislative inroads and successes SIA has realized in recent years,” said Richard Chace, executive director and CEO, The Security Industry Association. “We look forward to working closely with committee members to implement our recommendations.”&lt;br /&gt;&lt;br /&gt;At the hearing, Zivney urged the subcommittee to direct the Office of Management and Budget’s (OMB) Office of E-Government and Information Technology to establish a dedicated “physical security team” composed of professionals with substantial knowledge of physical security technologies and physical security infrastructure within federal agencies. As part of its responsibilities, this physical security team would support the ongoing efforts of the Interagency Security Committee charged with developing physical security policies, standards, and strategies at non-military government facilities.&lt;br /&gt;&lt;br /&gt;He also recommended OMB establish a policy for implementation of physical security similar to OMB Memorandum M-05-24. Currently, PIV-I and PIV-II are “unfunded mandates.” However, physical access control systems are outside of that scope and have neither funding nor a mandate. This requested policy must recognize that the PIV card is not compatible with most installed PACS currently in use and that the PACS will have to be, at a minimum, upgraded or most likely, replaced.&lt;br /&gt;&lt;br /&gt;Finally, Zivney called on the committee to use SIA as a resource for the effective utilization of the PIV credential with physical access control systems. He noted that SIA not only has the skills and knowledge for deployment and use, but as an ANSI standards development organization, is able to produce standards for physical security systems.&lt;br /&gt;&lt;br /&gt;Additional highlights of Zivney’s testimony include:&lt;br /&gt;&lt;br /&gt;• HSPD-12 and the associated standards developed by the National Institute of Standards and Technology (NIST), specifically the identity vetting processes, form a far stronger foundation for our federal government agencies’ security than we have ever witnessed in the past.&lt;br /&gt;&lt;br /&gt;• The scope of the investment and time required for HSPD-12 implementation were underestimated by the government when it set goals for the deployment of HSPD-12 through the OMB Memorandum M-05-24.&lt;br /&gt;&lt;br /&gt;• Traditionally the functions of authentication and authorization have resided locally with the administrator of the physical access control system (PACS). The HSPD-12 and Federal Information Processing Standard (FIPS) 201 model have changed this: the credential issuer to a large degree now handles authentication while authorization remains a function of the PACS. This has created a unique challenge facing federal agencies, the development of a substantial shared infrastructure to accommodate the increased functionality and security features of the PIV II credential.&lt;br /&gt;&lt;br /&gt;• HSPD-12 requires information technology departments, human resources, and security departments interface and cooperate on an unprecedented level. These three disciplines traditionally are different in cultures and basic objectives. This creates challenges for all parties involved.&lt;br /&gt;&lt;br /&gt;• In the absence of clear guidance and specifications for the systems that will use the PIV card, some manufacturers have stepped up to the challenge and assumed substantial research and development costs to produce next generation equipment capable of utilizing the features of a PIV II credential. "BACnet already had the object and services model designed specifically for building automation but no wireless network, and ZigBee had the wireless capabilities but no object model for building automation.  We just had to put the two together to benefit from the synergies."&lt;br /&gt;&lt;br /&gt;The addendum recommendation began about two years ago with meetings between BACnet and ZigBee experts. “During this time, we learned about ZigBee’s data communications, and they learned about BACnet’s networking and objects and services model,” said BACnet chairman Bill Swan. “Together, we looked at a number of approaches and discussed the pros and cons of each."&lt;br /&gt;&lt;br /&gt;For various technical reasons, battery operated devices, including sensors, will probably be ZigBee only, but powered controllers would have BACnet/ZigBee capability.  Martocci notes that the "mesh" networking among ZigBee nodes leads to self-healing networks, so that even if a link between two nodes is obstructed, the "mesh" network can route around the obstructed link, leading to reliable networks.&lt;br /&gt;&lt;br /&gt;In other developments, the BACnet committee worked toward approval of nine additional addenda during the meeting.  "Only a few of these are going out for first public review," said Swan, "but it is our expectation that these are all likely to pass without significant comments."  &lt;br /&gt;&lt;br /&gt;One such addendum is Addendum j, support for physical access control. This was drafted by the Life Safety and Security working group, comprised of BACnet and experts from the physical security industries. Public reviews of Addendum j have been announced in journals and other media serving the security industry, with long review periods to help ensure it gets the most complete review possible.&lt;br /&gt;&lt;br /&gt;Another addendum being prepared for public review is Addendum i, support for lighting applications. The act, among other aspects, amends existing law to create a third party clearing house to better facilitate access to FBI Criminal History Records Information (CHRI) checks for security guards in every state. Executive Director Joseph Ricci, CAE, represented the association.&lt;br /&gt;&lt;br /&gt;NASCO testimony focused on the importance of these checks, stressing the 85% of the critical infrastructure operated by private firms and the lack of state support for facilitating these checks. The shooter then turned the gun on herself and brought an abrupt end to the tragic incident. If there is a fortunate side to this story, it's that the event was contained to one classroom and only involved three students, ages 21, 23, and 26. There was no known motive, and since the situation concluded so quickly, there was very little police could do.&lt;br /&gt;&lt;br /&gt;While the details of yesterday's campus shooting at Northern Illinois University (NIU) in Dekalb, IL, are still unclear, the death toll is currently at seven, again, including the gunman, now identified as Steve Kazmierczak, 27, a former NIU graduate student. Fifteen additional students were injured, and seven are in critical condition.&lt;br /&gt;&lt;br /&gt;Security across college campuses is a frequent point of examination, in the aftermath of the brutal Virginia Tech massacre. Quick response from campus security may have had an impact on the number of fatalities at NIU; the University revamped its emergency policy shortly after the April 2007 tragedy in Blacksburg, VA.&lt;br /&gt;&lt;br /&gt;From &lt;a href="http://www.cnn.com/2008/US/02/15/university.shooting/index.html"&gt;CNN.com&lt;/a&gt;:&lt;br /&gt;&lt;blockquote&gt;At 3:03 p.m. CT, university police responded, and four minutes later, the campus was ordered into "a lockdown situation," said Police Chief Donald Grady.&lt;br /&gt;&lt;br /&gt;At 3:20, an all-campus alert went out via the school Web site, e-mail, voice mail, the campus crisis hotline, the news media and alarm systems, he said.&lt;br /&gt;&lt;br /&gt;"The message basically was: There's a gunman on campus, stay where you are; make yourself as safe as possible," he said.&lt;br /&gt;&lt;br /&gt;Student Rosie Moroni said she was outside Cole Hall near the King Commons when she heard shots coming from the classroom.&lt;br /&gt;&lt;br /&gt;The shots were followed by "a lot of people screaming," then people ran out the doors yelling, "He's got a gun, call 911," she recalled.&lt;br /&gt;&lt;br /&gt;By 4 p.m., DeKalb police had swept the area "and determined there was only one gunman" and that he was dead.&lt;br /&gt;&lt;br /&gt;Security around campus was increased in December when police found threats scrawled on a campus bathroom wall that included racial slurs and references to last April's Virginia Tech shootings. "That's really a sad thing to say, that you have to learn from an event like that, but we knew how we wanted to communicate and we sort of had some messages prearranged, and we got out there fairly quickly."&lt;br /&gt;&lt;br /&gt;He said the shooting could force further changes.&lt;br /&gt;&lt;br /&gt;"Universities for decades, for hundreds of years, have been open institutions -- the most open institutions," he said. "And events like this and Virginia Tech and others are forcing us to reconsider how we do things. These efforts include meetings and discussions with:&lt;br /&gt;· US House of Representatives Judiciary Committee staff&lt;br /&gt;· FBI Criminal Justice Information Service (CJIS)&lt;br /&gt;· Frank Campbell, Senior Counsel, Office of Legal Policy, US Department of Justice&lt;br /&gt;· Department of Homeland Security (DHS) Insider Threat Study Group&lt;br /&gt;&lt;br /&gt;"The private security industry is continuing to work together to provide safety more secure environments by improving screening process for security officers including access to FBI criminal records," said NASCO Executive Director Joseph Ricci.&lt;br /&gt;&lt;br /&gt;In 2004, NASCO worked with Congress to enact the PSOEAA, which granted employers of private security officers federal authority to request that states screen their security officers against FBI CHRI. Unfortunately, the majority of states have not implemented processes to access FBI CHRI. As a result, private security officer employers cannot regularly screen prospective and current employees against the national database, increasing the likelihood that a convicted felon could slip through the security officer screening process.&lt;br /&gt;&lt;br /&gt;During its October meeting, NASCO members met with DOJ officials to discuss PSOEAA implementation problems and state participation. The discussion focused on "The Attorney General's Report on Criminal History Background Checks," which provided observations and recommendations to improve access and screening, including DOJ's observation of state reluctance to obtain FBI CHRI and conduct suitability screening similar to DOJ experience with state participation under the National Child Protection Act.&lt;br /&gt;&lt;br /&gt;DOJ pledged to provide additional information and guidance to the states about the PSOEAA and to support state implementation and offered to raise the issues and problems with the PSOEAA before the National Crime Prevention and Privacy Compact Council. DOJ also suggested the possibility for states unwilling or unable to undertake PSOEAA checking and screening to "outsource" their PSOEAA responsibilities to a third-party, non-state agency "channeler" pursuant to federal regulations issued by the Compact Council "Outsourcing of Noncriminal Justice Administrative Functions''.&lt;br /&gt;&lt;br /&gt;NASCO will continue to work with DOJ to promote awareness of the PSOEAA with state agencies and private security companies, to explore "channeler" options, and pursue a federal legislative fix.&lt;br /&gt;&lt;br /&gt;In related activities, NASCO Chair Martin Herman and Executive Director Ricci were invited to address the DHS Insider Threat Study Group regarding private security screening practices and problems related to improving access to FBI CHRI. Understanding how organizations reached this point – where entities are losing an increasing number of sensitive assets such as computers, some with sensitive information stored in the memory devices – is a multifaceted task, but is critical to forming solutions that will ensure fewer losses and without delay.&lt;br /&gt;&lt;br /&gt;“Our objective is to establish standards that will define methodologies to identify sensitive assets, categorize the risk associated with each asset type, and based on the risk category, offer guidance on process activities such as the level of resources that an organization might expend on protecting sensitive assets,” says Jerry Hanley, subcommittee chair of Committee E53.&lt;br /&gt;&lt;br /&gt;The volume of mobile information technology (IT) assets that is entering organizational inventories is growing at an incredible rate and is redefining how the facility management profession is managing organizational inventories.&lt;br /&gt;&lt;br /&gt;Compounding the problem is the fact that IT assets are much smaller, cheaper, and easier to acquire. The new ASTM standards will help organizations implement processes to identify and control sensitive assets such as IT through its life cycle.&lt;br /&gt;&lt;br /&gt;Today, protecting IT assets is a top priority for organizational leadership, because it is now recognized that failure to do so can result in litigation, loss of proprietary or sensitive information, and violation of statutory or regulatory requirements.  Perhaps most importantly, lost IT assets containing sensitive information can impact national security. But even after visiting thousands of booths and sitting in millions of classes (that's what it felt like, trust me), I can't say I came across a solution for this outrageous security violation.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;By the way, today's Friday Funny was submitted by &lt;span&gt;TFM&lt;/span&gt; FM Frequency Columnist Jeff Crane. He has supplied us with several other "Funnies" and writes a monthly op/ed/humor piece in the magazine. You can get a better sense of Crane's tongue in cheek perspective (including his most recent column) &lt;a href="http://www.todaysfacilitymanager.com/fmcommentary.asp"&gt;here&lt;/a&gt;. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Bill Dougherty owns a company that manufactures and installs coin operated car wash systems called Magic Wand Inc. These are complete systems, including the money changer  and money taking machines.&lt;br /&gt;&lt;br /&gt;Dougherty's company installed a car wash system in Fredericksburg, VA. The problem started when the new owner  complained that he was losing significant amounts of money--several hundreds of dollars, in fact--from  his coin machines each week. He went as far as to accuse Dougherty's  employees of having a key to the boxes and ripping him off.&lt;br /&gt;&lt;br /&gt;Dougherty just couldn't believe that his people would do that, so he set up a camera to  catch the thief in action. Well, they did catch the thief on film! The starlings were initially attracted to the glint of the coin cup, more than likely, since shiny objects are used by these birds to attract mates or incorporate into nests (not to buy sodas or snacks from a vending machine--see today's related post &lt;a href="http://todaysfacilitymanager.com/facilityblog/2007/09/texas-law-improves-vending-machine.html"&gt;here&lt;/a&gt;).&lt;br /&gt;&lt;br /&gt;The truth of this story has been verified on Snopes, the Web site that debunks Urban Legends. The standard—the first ASIS has issued since adding standards development to its successful Guidelines program in April—provides a practical management systems approach to security, preparedness, response, business/operational continuity, and recovery for disruptive incidents resulting in an emergency, crisis or disaster. The document is also in alignment with ISO management systems standards and is an enhancement of the ASIS Business Continuity Guideline.&lt;br /&gt;&lt;br /&gt;The All Hazards Risk Management Draft Best Practices Standard is available for a public review and comment period of 60 days, ending October 16, 2007.&lt;br /&gt;&lt;br /&gt;The premise for the standard is that natural disasters (like Hurricane Katrina, which struck two years ago today), acts of terror, technology mishaps, and environmental accidents have demonstrated that no members of the public or private sectors are immune from intentionally or unintentionally caused crises, and that organizations must know how to prepare for—and respond to—potentially devastating incidents. The All Hazards Risk Management Draft Best Practices Standard, when completed, will provide organizations of all types and sizes with the elements needed to achieve and demonstrate proactive risk reduction and security performance related to their physical facilities, services, activities, products, supply chains and operational (business) continuity.&lt;br /&gt;&lt;br /&gt;"Because so many factors in a company's daily sustainability fall outside of its direct control, it is important that management have a plan in place to protect the organization and limit its damages from internal and external crises and guide its recovery from such risks and threats," said F. Mark Geraci, CPP, chairman of the ASIS International Commission on Standards and Guidelines. Summer Breeze was the latest in a series of DOD and DHS demonstrations for first responders to display interoperability and identity validation, a multi-location demonstration illustrating the role that US NIST Personal Identity Verification (PIV)-compliant smart card credentials play in a crisis. The Department of Homeland Security Office of National Capital Region Coordination (DHS ONCRC) and Department of Defense Pentagon Force Protection Agency (DoD PFPA)-sponsored demonstration took place on July 19, 2007.&lt;br /&gt;&lt;br /&gt;During the nationwide demonstration, handheld devices read traditional credentials from a variety of vendors, transmitting information on location, Emergency Support Function (ESF) and sector attributes in near real-time for situational awareness visualization. The Colorado North Central Region participated in the demonstration, illustrating that interoperability encompasses a broad suite of FIPS 201 compliant technologies, including Logical and Physical Access Control Systems (LACS/PACS) and contactless smart cards. At the Colorado State Patrol site, credentials were also read and validated using SNS’s revolutionary mobile Emergency Management LACS/PACS system utilizing HID Global components. &lt;br /&gt;&lt;br /&gt;“While there were technical failures of handheld card readers being used at the demonstration to read the contact chip information stored on the ID cards, the contactless readers worked as expected on the SNS contactless cards and were even able to read the contactless portion of cards provided by other vendors," said Captain Craig Meyer, Regional Credentialing Coordinator. "The system was also able to read barcode information on non-smart card IDs from the State Health Department. The focus of this demonstration was to test the ability of several different vendor products to see if they could read different card formats. By the end of the day, this goal was successfully achieved by the Colorado North Central Region using the NIMS-IMPACT mobile product family. The complete end-to-end NIMS-IMPACT solution is now field-proven for usage with credentials issued by various agencies that conform to the FIPS 201 set of standards.&lt;br /&gt;&lt;br /&gt;Approved by U.S. General Services Administration (GSA) as Transparent Contactless Readers for their FIPS 201 Approved Products List, HID multiCLASS readers read a variety of popular proximity, contactless, and dual interface smart cards. Using multiCLASS, the customer has the ability to transition to contactless smart cards over time while incorporating the use of multiple card technologies within an emergency scene, a single building, across multiple facilities or between widespread simultaneous emergency events. &lt;br /&gt;&lt;br /&gt;Advantages of a mobile LACS/PACS system include faster read times through the contactless interface and unattended operation. Compared to handheld readers, a mobile LACS/PACS system allows for unattended operation, key in chemical, biological, radiological, nuclear, and explosive hazardous environments. The perimeter of the "hot zone" does not have to be manned by officers wearing special protective suits, gloves and hoods, and the reader units can be destroyed if they are contaminated and replaced for a few hundred dollars each compared to traditional handheld devices which cost thousands of dollars. &lt;br /&gt;&lt;br /&gt;All PIV credentials from various vendors have a contactless interface, and the raw data transfer rate is faster natively.  Contributing to the rapid read timings, cards do not have to be inserted into a slot and instead are hovered or waved across readers.  Also, using contactless only cards that conform to the predecessor GCS-IS standard which is encompassed by the FIPS 201 set of standards, there is no contact chip interface--as the contact chip can be damaged by decontamination washes used in emergency management as well as particulates in the air from soot, smoke, and even salty air.
