			<content:encoded><![CDATA[<p>Dear Editor et al.,</p>
<p>Sometimes in newspapers the headline doesn&#8217;t match the information in the article.  Such is the case with the front page story in the Mohave Valley Daily News on Sunday, Feb.19 (See the Feb. 15 edition of The Standard). The headline read, “Use of force under investigation.” It turns out the headline should have read, “Coverup in full swing.”</p>
<p>The story was about a man, Robert Eugene Stout, who was being chased on foot by BHPD officers ending up in the hospital unconscious with bleeding on the brain.  Illegal drugs were found on Mr. Stout&#8217;s person.</p>
<p>This is not a question of whether he had broken the law. This is a question of why Stout ended up with a broken head.</p>
<p>BHPD spokeswoman Emily Montague suggested Stout received these injuries when he, “fell down and hit his head.”  Montague also said Stout threw a “safe” at on officer.  A safe? Why not an anvil or a vending machine? The officer involved also said he saw Stout reach toward his waistband for a gun &#8230; which was never found. The article also fails to mention that the BHPD had kicked the door in and ransacked the home of Stout&#8217;s mother while looking for him. Stout doesn&#8217;t live with his mother. The article also fails to mention that a BHPD captain called Stout&#8217;s mother at work after the incident and questioned her on why she was speaking to the press.</p>
<p>This is clearly an intimidation tactic Tony Soprano would be proud of. This article does leave important facts out but would probably have never been written at all if not for the coverage of KTOX radio in Needles, Calif.  KTOX seems to be the only media source in the area concerned with accountability.  Keep up the good work KTOX.</p>

<p>My name is Luca Zanna. I am an elected precinct committeeman and state delegate for the GOP in Golden Valley, Ariz.</p>
<p>When few years ago I became a naturalized American citizen I took an oath to the U.S. Constitution and to the American people &#8230; never to a party or to an individual. Congressmen included, of course.</p>
<p>So here I go. Please bear with me a few more minutes, after all, God willing, this is the last time you will be “my representative.”</p>
<p>I would like to have the precious opportunity to thank you Congressman Trent Franks since you are finally leaving our district because of our redistricting and I will be too busy with my dogs and chickens that I will not be able to come to worship you like a good republican would do, [on Feb. 26, hopefully your last visit to Bullhead City as our U.S. Congressman.</p>
<p>Dear Congressman Franks,</p>
<p>I would like to thank you for giving us the opportunity to have finally Martial Law on U.S. soil, repealing Posse Comitatus with your latest vote on NDAA 2012, and giving the authority to the military and to Obama or any other president after him, to arrest American citizens without trial and due process just because we are suspected to be terrorists. That’s why I always wanted to become an American!</p>
<p>Also I would like to thank you for voting in favor [of] H.R. 658 that means in simple words the deployment of 30,000 drones in American skies by 2020. They must be for our own good, of course, and that’s so caring of you.</p>
<p>But please let’s not forget some other very pro America votes that you had the chance to perform while hanging out in Washington on our tax dollar &#8230;</p>
<p>Thank you for voting NO on restricting no-bid defense contracts (March, 2007). Great payoff for special defense contractors ripping us off of billions of tax monies and a slap in the face of our underpaid troops that go to risk their life for pennies on the dollar &#8230; outsourcing our military, on top of no bid contracts &#8230; so much for the free market!</p>
<p>Thank you for voting YES on allowing electronic surveillance without a warrant (Sept., 2006), another stab to our Constitution &#8230; more of Stasi east Germany police spy tactics on the American people.</p>
<p>Thank you for voting YES on continuing intelligence gathering without civil oversight (April, 2006). More of Nazi Germany &#8230; at least Congressman Franks, you are consistent.</p>
<p>Thank you for voting YES on federalizing rules for driver licenses to hinder terrorists (Feb., 2005). That means for us American citizens &#8230; it’s called National ID Card with microchip &#8230; Big Brother on steroids, and yes, meanwhile the borders are still open &#8230; but we must wear the chip to be safe, of course.</p>
<p>Then another beautiful stab to freedom of speech when you, Congressman Franks, voted in favor of H.R. 1955: Violent Radicalization and Homegrown Terrorism Prevention Act of 2007 (with this bill according to the books you read you can be named as a terrorist &#8230; no more Freedom of Speech). Bravo Trent Franks, bravo!</p>
<p>Thank you for voting YES [on] S. 1858, the “Newborn Screening Saves Lives Act of 2007,” which authorizes through fiscal year 2012 new and existing programs at the Department of Health and Human Services concerning newborn screening (a fancy name to collect and store DNA forever without parental approval from the new born &#8230; Hitler would have had more tact). Of course you, Trent Franks, voted. Yeah, I love it. I can’t wait to have a couple of kids of my own.</p>
<p>And to end your stellar Captain America alike voting record, let’s not forget your incredible tireless voting for the Patriot Act I, Patriot Act II and over 10 years of illegal and little pricey wars proven to be a fraud of course, (Iraq, Afghanistan, some under-toned Pakistan, and more coming with Iran, I am sure) with no weapon of mass destruction but just a lot of lies of mass distraction, where besides our thousands of American deaths, you will have on your shoulders hundreds of thousands of innocent civilian deaths, and a few trillions that we had to borrow from China and from the private federal reserve to continue this travesty of not declared by Congress war &#8230; so therefore an unconstitutional war, that you have supported and still support.</p>
<p>Well, I think I am finally done. The only purpose of this letter, if it will ever hit the newspapers of our county, is not to be “mean” with you as a person &#8230; nothing personal here. Just pointing out your straight F- voting records when it comes to the Bill of Rights and Constitution, that you are so proud of when you come in our district wrapped around our flag and waving the Constitution.</p>
<p>Regardless of the latest attempts of legislation that you voted in favor, that are supposed to freeze our freedom of speech, I want to show you and every other wanna-be tyrant that has hijacked our republic, that I am not afraid to speak out &#8230; no FEMA camp, no military prison, or torture or indefinite detention will shut me up. I hope this is clear.</p>
<p>But more important, this letter of mine may remember posterity and may be on the record that not every republican in Mohave County drank your Kool-aid and worshiped your phony “Christian” holy persona.</p>

<p>Yes Donald, there is hope! If the GOP fails to field someone that can pass litmus, or is otherwise properly pliable, it is likely Barack Obama will win a second term.</p>
<p>Now, concerning your gun rights, and trimming things to perspective; the Constitution provides that your county sheriff is your local champion. He is all powerful, unless yours is sold out. Should this prove the case, and just say yours appears responsive only to his “Mohavegarchy” masters, and just say that no matter who’s tail is parked within the White House, his nose seems uncomfortably far up the federal derriere, entirely unmindful that the people are sovereign &#8230; you have options!</p>
<p>You can bleat like a sheep on its way to slaughter or you can patriot up. Should your local sheriff Gestapo up along prevailing trends, or drift towards the black abyss of the constitutionally challenged, see text “A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.”</p>
<p>Millions of veterans have sacrificed blood, sweat, lives, limbs and cosmoline to preserve these provisions for you to use. You can form up with a citizens militia, arrest the county sheriff and any such fascist aides he may have for dereliction of duty and treason, and place the lot under lock and key for their own safety until a provisional local government replaces them. Historically, peoples have not dealt kindly with treason. Far too many good men have given too much time, effort and more for the citizenry to put up with a sham sheriff.</p>
<p>Now Stultz, we can’t just take from our heritage and society. Sometimes we have to get up, get out, and actually do something. However, if you just cannot find these dimensions within your character, then may God have mercy on your tanned hide.</p>

<p>“Me too,” says Sweet Peachy. “I think we are going to see something we rarely see in this country, a lot of people walking.”</p>
<p>“It is economics 101 my friends,” says Out of Town Dave. “Supply and demand is the reason for high gas prices. If everyone of us stayed home just one weekend a month, the oil glut would soon cause oil companies to lower the prices.”</p>
<p>“Maybe we should stop exporting our oil,” hollers Wild Steve. “A big portion of our oil in Alaska goes to Japan! Do you think if we stopped sending our oil overseas it would make a difference?”</p>
<p>“America is starting to retrieve the oil in the Dakota’s,” says Jake Frost. “By the time that oil reaches the market, it might help our great-grandchildren.”</p>
<p>“My neighbor came over the other day,” says Barbara Wire. “She was really upset because she asked her husband to take her somewhere expensive for her birthday. So, he drove her to a gas station.”</p>
<p>“Oh man,” says Steve, “that was lame.”</p>
<p>“It’s not all that funny,” says Mini-Linny. “I was following a gasoline tanker and instead of the usual question, “how’s my driving – call 1-800-555-5555,” it said “how’s my gouging – call 1-800-don’t care.”</p>
<p>Sympathetic John ends the conversation by saying, “This is a little safety tip. Filling up your gas tank could be hazardous to your wealth.”</p>

			<content:encoded><![CDATA[<p>What will I do with that extra day in this year? I stared out my window as the clouds moved across the sky wondering why Feb. has 29 days.</p>
<p>First, I thought we needed an extra day every four years in this century to campaign for a new president. That made little sense because all of us are bored already and Feb. 29 is still ahead of us.</p>
<p>Of course, Leap Year has almost always been with us, I think. On second thought, the calendar has been revised several times over the years. George Washington’s mother would be amazed if she knew we celebrated her son’s birthday on Feb. 22 when he was actually born Feb. 11, 1731.</p>
<p>Abe Lincoln was born on Sunday, Feb. 12, 1809, ten days earlier in the year than George Washington.</p>
<p>Confused?</p>
<p>Great Britain and its colonies were using the Julian calendar when George was born. They changed to the Gregorian calendar a few years later and the date of Washington’s birth was adjusted to Feb. 22 along with many other dates to fit the new standard.</p>
<p>Calendars have changed over the years with the Julian calendar coming on the scene in 46 B.C. after Julius Caesar became head of the Roman empire. That changed again after Jesus was born. Now you know why it is 2012 A.D., not just 2012.</p>
<p>Other adjustments came as it was discovered that the earth revolved around the sun in 365.24 days. Even that depended where you stood on the earth because it is a bit different at the equator than at places closer to the poles.</p>
<p>The spring, summer, fall and winter dates are related more to the sun and do not keep in sync with the rigid calendars we have used over the centuries. This became more of a problem when religious dates like Easter kept moving around.</p>
<p>Even with Leap Year adjustments, the calendar is off several days over a century. The last adjustments moved George Washington’s birthday. If you get as famous as George, your birthday celebration day may change several generations in the future.</p>
<p>Leap Year birthdays on Feb. 29 will move into March and occur every year when adjustments are made.</p>
<p>Remember Sady Hawkins’ Day dances in high school? The L’il Abner comics always had Sady chasing him in Leap Years. Ireland had a Leap Year tradition that girls could ask men to marry them during a year with a Feb. 29. Seems that St. Bridget got St. Patrick to agree to that. Bachelors who refused such a proposal were to pay a penalty such as buy the lady a gown or present.</p>
<p>Women seem to have so many rights today that a tradition that allowed them extra privileges every four years was no longer of any use.</p>
<p>Many other traditions have grown up around this four year adjustment to the calendar because earth does nor circle the sun exactly as we use the clock and calendar to measure time.</p>
<p>It probably did not make a lot of difference when people measured life by the seasons as known by the length of days and the hours of sunshine. All the birds, animals and plants adjust behavior to the earth’s biological rhythm and ignore man’s calendar.</p>
<p>But how would I get to work on time or know when the weekend was coming without that calendar on the wall or in my cell phone? How could we look forward to vacations, house payments or income tax day?</p>
<p>I suspect life had much less stress when the natives worked by the sun and had no watches or calendars.</p>
<p>What will I do with this extra day?</p>
<p>I think I have used too much of it already to research the calendar and reasons for Leap Year.</p>
<p>I suspect most individuals will not even notice an extra day in a 365 day year. After all, what is one more?</p>

			<content:encoded><![CDATA[<p>PHOENIX – A bill that would act to replace Colorado City’s law enforcement with Mohave County Sheriff’s Office deputies unanimously passed the state’s Senate Government Reform Committee on Wednesday, Feb. 8.</p>
<p>According to a press release from Attorney General Tom Horne’s office, Horne testified that of 17 bills he’s backing, this one is the most important because it’s about protecting the safety and well-being of Arizona citizens.</p>
<p>“Young women trapped in polygamist arrangements with much older men, who had escaped from Colorado City, have stated that other women trying to escape were caught by the local police (referred to as ‘marshals’) and forcefully returned to their husbands,” Horne said in the release. “In one case, the husband threatened ‘blood atonement’ if the woman tried again [to] escape, which involves execution by a method too horrible to describe here.”</p>
<p>Horne has assembled a task force made up of federal, state and Mohave County law enforcement officials to address the issues in Colorado City.</p>
<p>The first priority is to replace local law enforcement because, according to the press release, Colorado City marshals “have expressly committed themselves to following the dictates of Warren Jeffs, rather than enforcing the laws of the state, as they are sworn to do.”</p>
<p>Jeffs is serving a life sentence in Texas for sexually abusing two of his underage “spiritual wives.”</p>
<p>The press release makes reference to many documented cases of the marshals “refusing to investigate serious crimes against the property of ‘apostates’ or other non-followers of Jeffs, when the perpetrators were followers of Jeffs.”</p>
<p>Replacing the marshals with Mohave County sheriff’s deputies would require a vote of the county’s board of supervisors. Horne’s office said that county officials “have indicated their willingness to do that in this case. The sheriff’s office would be paid by the city for law enforcement duties.”</p>

<p>BULLHEAD CITY, Ariz. – Perhaps there’s some irony that the surveillance system brain captured the image of a man stealing cameras linked to the system inside a Little Caesars Pizza store in Bullhead City. Police have distributed the images hoping that one or more citizens might recognize the camera thief.</p>
<p>Police spokeswoman Emily Montague said the camera thefts occurred Feb. 8 at about 1:50 a.m. at Little Caesars in the 1300 block of Hancock Road.</p>
<p>“Detectives reviewed the surveillance footage, which shows a male look directly at one of the cameras, then walk away,” Montague said. “A few minutes later, the same male returned to the camera covering his face with his arm and removed the camera from its bracket.”</p>

<p>BULLHEAD CITY, Ariz. – An internal use-of-force investigation is under way in the Feb. 2 arrest of Robert Stout, the Bullhead City Police Department confirmed Thursday.</p>
<p>Stout, charged with assault on an officer and meth-related offenses, was tasered in the back by Bullhead City Det. David Cornelison during a brief foot pursuit. Stout fell on his face and was rendered unconscious, according to records. His bail is set at $250,000.</p>
<p>Stout’s mother, and a Mohave County Sheriff’s deputy speaking on condition of anonymity, say Stout suffered serious head trauma and injuries inconsistent with police reports.</p>
<p>There was no mention of Stout’s injuries in a Feb. 3 city press release, picked up widely by local media. The city also released a 7-year-old photo of Stout, instead of a current photo showing Stout bloodied, apparently unconscious and being propped up by an officer.</p>
<p>In Sunday’s Mohave Valley Daily News, Bullhead City police spokesperson Emily Montague said reports Stout was beaten by officers were “off base.”</p>
<p>MCSO spokesperson Trish Carter also said the department doesn’t believe it was a deputy who revealed information about Stout’s condition.</p>
<p>“Deputies don’t normally have that type of information,” she told the newspaper, adding the deputy also could be in violation of department policy and health privacy laws for discussing Stout’s injuries.</p>
<p>Carter last week verified the timeline of events described by the deputy, including Stout being cleared for jail custody by a WARMC physician before transport to Kingman.</p>
<p>“Our jail physician would not accept custody until he was seen at KRMC,” Carter said. “One day later, he was returned to KRMC and life-flighted to Sunrise Hospital where he stayed overnight and was released back to the county jail the next day.”</p>
<p>On Thursday, Montague said the officers involved in the arrest “completed a ‘Police Action Form,’ documenting the use of force in this incident.”</p>
<p>Cpl. Bradley Holdway, Det. Marvin Harris and Sgt. Steve Nave also are named in police reports.</p>
<p>A series of postings on Facebook by Theresa Stout sparked an investigation by local reporters and KTOX 1340-AM. The deputy came forward as a result of the station reporting the incident, and was put in touch with The Standard.</p>
<p>When asked last week why the city released an old mugshot, Montague said she chose the older photo because the new one was blurry and Stout’s eyes were shut.</p>
<p>“According to Chief Rodney Head, we are going to evaluate whether this is the appropriate course of action to take when releasing mug shots,” she said. “Perhaps in the future, we can release the most current photo, along with a previous photo, if the current one is unclear.”</p>
<p>Neither Montague nor Carter had record of a toxicology report being taken on Stout.</p>
<p>The probable cause statement provided by Bullhead City, and written by Holdway, states a confidential source indicated Stout was going to be in possession of a large amount of methamphetamine, and was armed with a hand gun.</p>
<p>Police reports written by Holdway and Cornelison state they approached Stout on Hancock Road on Feb. 2, identifying themselves as officers.</p>
<p>Stout, who was carrying a small safe, then “threw it at Det. Cornelison, nearly hitting him,” Holdway wrote. A foot chase ensued.</p>
<p>“While chasing Stout, I observed him move his right hand to his waistband,” Cornelison wrote. Fearing Stout was reaching for a weapon, the detective wrote he deployed his taser into Stout’s back. Stout hit the ground face-first and was rendered unconscious, according to the report.</p>
<p>Reports state Stout was found to be in possession of 26.5 grams of meth.</p>
<p>No weapon was found.</p>
<p>Montague could not provide details about the safe, saying only “it is described as a small steel safe” and the brand is Honeywell.</p>
<p>The company’s website lists steel safes weighing 10 pounds and up.</p>
<p>Stout’s height and weight were redacted city-provided documents, but Carter confirmed he is 5’9” and 160 lbs.</p>
<p>The department’s use of force policy, according to Montague, is “that personnel shall only use that force that is necessary to accomplish lawful objectives.” When asked if the department had a Use of Force Barometer, she said she was not familiar with the term.</p>
<p>Stout’s mother, a licensed chemical hemodialysis technician at WARMC, has twice visited her son. She said bruises are now apparent on his body and the right side of his face, and he “still isn’t acting right” more than two weeks after his arrest.</p>
<p>“He can’t keep his eyes focused or hold up his head for very long,” she said Saturday. “The wounds to his face are deep. He said he can’t feel his face, and his hands are scabbed over.”</p>
<p>She said he has been placed on the anti-seizure medication Kepra and antibiotics.</p>
<p>The deputy also said last week “it’s pretty obvious someone beat this guy,” in addition to the injuries sustained when he was tasered. He also said Stout arrived in Kingman with dirt still in his eye, despite having been seen at WARMC. Police reports state Stout fell “at the edge of a dirt lot.”</p>
<p>Stout’s mother said his public defender, Sandra Carr, has requested a bond-reduction hearing for 8:30 a.m. Friday, Feb. 24.</p>
<p>In previous reports, it was incorrectly reported when a search warrant was served at Theresa Stout’s home. The search took place in November 2011, and she has since been reimbursed for the damage to her front door. Robert Stout did not reside at the home but, according to police records, he spent time at the house while his mother was at work.</p>
<p>Montague said the November search was the result of information from a confidential source who indicated Stout was seen in possession of dangerous drugs at his mother’s house.</p>
<p>“During the investigation resulting from the search warrant, Robert Stout’s brother, Christopher, told officers he was aware of why a search warrant was conducted at his residence. He said his brother had been selling methamphetamine out of the house for a while.”</p>
<p>Christopher Stout was arrested during the search for an outstanding misdemeanor warrant for failure to pay fines, and charged for possessing a marijuana pipe.</p>
