<p><strong>The Mansfield Series — Part 2</strong></p>



<p><a href="https://theuniversedecoded.com/before-there-was-a-plan-there-was-a-place/" data-type="post" data-id="449">In Part 1</a>, I shared how relationships shaped my connection to this side of Mansfield.</p>



<p>But relationships alone do not define a place.</p>



<p>The land does.<br>The people who care for it do.<br>And the daily rhythms that repeat year after year are what give a place its identity.</p>



<p>That is where Bud comes in.</p>



<p>Bud is still here. Still working the land. Still doing what he has done for years.</p>

<p>Bud is not a symbol of ranching. He is a real cowboy who still works the land every day.</p>



<p>Most people around here know exactly who you mean when you say his name. You do not need a last name. You just say Bud, and people understand.</p>



<p>He grew up in this neighborhood. His roots are here. Long before roads improved and neighborhoods filled in, this land was already part of daily life.</p>



<p>And Bud was part of that life.</p>



<p>He built his reputation through hard work, first locally, then nationally. Bud became the first Black man to win the National Calf Roping Championship at the National Rodeo. Around here, that achievement carries pride, but what stands out most is consistency.</p>



<p>Bud is a real-life cowboy. A working rancher. A mentor to young riders who spend hours learning discipline, patience, and respect under his guidance.</p>

<p>For nearly as long as I have owned this property, Bud has ranched here.</p>



<p>Not occasionally.<br>Not as a hobby.<br>But as daily work.</p>



<p>Even now, when I walk the property, I see horses moving across pasture lines and hear familiar sounds. Trailers pulling in. Gates opening and closing. Animals shifting in the distance.</p>



<p>There is a steer named Pit Man who has become a favorite among visitors. A donkey named Tanya arrived with that name long before I met her.</p>



<p>Those details matter.</p>



<p>They remind me that this land has never been idle.</p>

<p>Maintaining a working ranch requires constant attention. Fences are repaired. Pastures are maintained. Water access is monitored. Equipment moves in and out regularly. Feed and supplies are ongoing responsibilities, not occasional tasks.</p>



<p>That work happens quietly, day after day.</p>



<p>Over the years, Bud and I have built a close relationship. I trust him. I rely on his knowledge. And I consider him part of the Wildcat family. Bud has helped me understand this land in ways that no survey or drawing ever could. Walking the property together, listening to his stories, learning where the land changes and how it behaves.</p>



<p>He understands the land in ways that only come from experience.</p>



<p>He knows where water settles after heavy rain.<br>Where soil holds steady through drought.<br>How livestock naturally move across pasture.<br>Where attention is needed before problems develop.</p>



<p>That kind of knowledge is not learned from reports.</p>



<p>It comes from repetition.<br>From showing up.</p>

<p>That mindset, learning directly from the land and the people connected to it, started long before Mansfield.</p>



<p>It started in oil and gas.</p>



<p>Years ago, I traveled across Tarrant, Johnson, and Denton Counties assembling mineral leases. That work meant meeting families face to face, walking their land, and listening to the history behind each property.</p>



<p>I learned early that land is not just measured in acreage.</p>



<p>It is measured in trust.</p>



<p>Later, that same philosophy carried into my work in Dallas. At the Farmers Market. In the West End.</p>



<p>Community building has always been part of my life. I grew up in 4-H, where service and responsibility were expected. You showed up. You helped. You learned from the people around you.</p>



<p>That stayed with me.</p>



<p>And it is part of why I feel such a strong connection to this place.</p>



<p>There is something about this land that makes you slow down and pay attention.</p>



<p>The pecan trees stretch across portions of the property like they have always been here, because many of them have. In the fall, families still gather pecans the way neighbors have done for generations.</p>



<p>A creek winds quietly through the property, bordered by mature trees and natural preserve land. Wildlife moves freely through the area. Birds fill the mornings with sound.</p>



<p>Standing here, it feels like you are miles outside the city.</p>



<p>Like you are in the country.</p>



<p>But you are not.</p>



<p>You are within walking distance of historic downtown Mansfield. Nearby schools. Hospitals. Everyday conveniences, yet far enough removed that the land still feels peaceful.</p>



<p>That balance is rare.</p>



<p>And once you experience it, you understand why protecting it matters.</p>



<p>Over the years, maintaining this property has required steady investment in fencing, access, upkeep, and coordination with the people working the land.</p>



<p>Responsibilities repeat year after year.</p>



<p>Often without recognition.<br>Always necessary.</p>



<p>None of that happens without time.</p>



<p>None of it happens without resources.</p>



<p>And none of it happens without commitment.</p>



<p>The history of this land stretches back even further through the Franklin family homestead, one of the few Black-owned farms and ranches in this area. The original homestead remained on the property until around 2019, with Ms. Franklin living there into her 100th year.</p>



<p>This side of Mansfield carries a complex history.</p>



<p>It was once the segregated side of town. The nearby cemetery reflected that reality. Some graves had markers. Some did not.</p>



<p>Years ago, I contributed funds to help provide proper grave markers and tombstones so families could identify their loved ones and preserve their history.</p>



<p>Because places deserve memory.</p>



<p>And people deserve recognition.</p>



<p>Bud is part of that memory.</p>



<p>He represents a living connection between past and present, someone who continues to care for this land through daily work and responsibility.</p>



<p>His presence has helped keep this property active during years when surrounding areas continued to grow and change.</p>



<p>When I walk the land today, I do not just see open space.</p>



<p>I see years of effort.</p>



<p>Years of maintenance.<br>Years of responsibility.<br>Years of learning how to care for something that existed long before me.</p>



<p>I often describe my role here as more of a shepherd than an owner, responsible for guiding something forward without losing what made it special.</p>

<p>For years, I have continued learning from this land, observing, maintaining, and preparing responsibly for what comes next.</p>



<p>Over time, I have studied how to maintain that natural presence, the mature trees, the creek lines, the wildlife, and the quiet that defines this place.</p>



<p>What makes this place special is not just its location.</p>



<p>It is the trees.<br>The creek.<br>The wildlife.<br>The quiet.</p>



<p>The feeling that you are somewhere peaceful, even while surrounded by a growing city.</p>



<p>That balance is what makes this land feel like home.</p>



<p>And preserving that feeling continues to guide my work here.</p>



<p>Bud is woven into that future just as he is woven into this history.</p>



<p>Because places are defined by people.</p>



<p>And the people who care for land day after day shape what it becomes.</p>



<p>That is part of this story.</p>



<p>And like the relationships described before, it reflects something that takes time to build.</p>



<p>Trust.<br>Knowledge.<br>Responsibility.</p>



<p>None of those things happen overnight.</p>



<p>They happen slowly.</p>



<p>Year after year.</p>



<p>By showing up.</p>

<p><strong>CASTLE RANCH SERIES — PART 1<br><em>How years of relationships shaped Castle Ranch</em></strong></p>



<p id="988d">People often ask me when Castle Ranch began.</p>



<p id="8489">Most expect a date. The day the paperwork was filed. The last parcel closed. The moment the first drawings were finished.</p>



<p id="6891">But for me,&nbsp;<a href="https://youtu.be/N0Q7mPp4feM?si=6bh7-hdz-D7qfKs-" rel="noreferrer noopener" target="_blank">Castle Ranch</a>&nbsp;didn’t start with paperwork. It started years earlier, with time spent on the west side of Mansfield, TX. Long before there was a project name. Long before there was a plan on paper.</p>



<p id="4563">My connection to this part of town didn’t begin with development. It began with work.</p>



<p id="c57e">I came to Texas through oil and gas, not real estate. I spent years working across Tarrant, Denton, and Johnson Counties assembling mineral leases. That work took me down back roads and onto properties most people never see. I met landowners face to face. Sat at kitchen tables. Walked the land with families who had owned it for generations.</p>

<p id="5047">You don’t learn a place from reports. You learn it by being there.</p>



<p id="b5fc">Over time, I built relationships with landowners throughout Mansfield and the surrounding area. Those relationships weren’t built in a boardroom. They were built by doing what you said you would do and following through.</p>



<p id="9269">Later, when some of those landowners decided to sell, they called me. Not because I had the biggest checkbook, but because they knew me. They trusted me to handle things the right way.</p>



<p id="8c08">That’s what led to my first property purchase in Mansfield, Texas. A property along County Rd 1187.</p>



<p id="f4b4">From there, things grew slowly. One relationship at a time. One property at a time. Over nearly two decades, I came to know the west side of Mansfield, its families, its history, and its deep roots.</p>



<p id="443c">Community involvement has always been part of my life. I grew up in 4-H. I spent time farming. I volunteered. I went to a small Christian school where showing up was just part of how things were done. That stayed with me. It carried into my work and into how I approached relationships.</p>

<p id="1450">One of the most meaningful relationships began the first time I walked the property that would eventually become Castle Ranch.</p>



<p id="1926">That day, Brenda Norwood and her husband Norman pulled up while I was on site. They asked if I was the new owner. That simple conversation turned into a friendship that has lasted over twenty years.</p>



<p id="f58f">Brenda was more than a neighbor. She was a community leader. A lifelong educator. Part of Mansfield High School’s first integrated class. Later, she became the first Black employee hired by Mansfield ISD. Her legacy is still visible today, including the elementary school that now carries her name.</p>



<p id="3828">Through Brenda and Norman, I was welcomed into the neighborhood in ways that had nothing to do with development.</p>



<p id="6359">I attended Juneteenth celebrations across the street. Sat at kitchen tables. Visited with neighbors. Got to know families whose roots on the west side stretched back generations.</p>

<p id="bf86">Summers brought kids fishing in the stock pond. Families gathered pecans. Neighbors parked through the front gate during events at the nearby park. Over time, the property became more than acreage. It became a place tied to people and memories.</p>



<p id="911d">That kind of trust doesn’t happen overnight. It happens slowly. Year after year. By showing up.</p>

Listening. Learning. Building relationships with the people who shaped this side of Mansfield.</p>



<p id="b4d9">That history is where Castle Ranch really begins.</p>

That’s exactly what I thought the first time I really looked at the&nbsp;<a href="https://www.pursebuildingdallas.com/" rel="noreferrer noopener" target="_blank">Purse Building</a>.</p>



<p id="6c61">I want to walk you through this deal the way I’d explain it to a friend sitting across from me at a coffee table. Not with a pitch deck. Not with jargon. Just the truth about why this 120-year-old red brick landmark at the corner of Elm Street is one of the most financially compelling boutique hotel opportunities in America right now.</p>

<p id="f393">I’ve always said that a great location does your marketing for you. And 601 Elm Street? It does the marketing, the branding, and the storytelling — all at once.</p>



<p id="7b95">The Purse Building sits directly on the path that more than three million people walk every single year to reach Dealey Plaza — Dallas’s number one tourist destination. There’s a stoplight right in front of the building. That means every driver, every rideshare, every tour bus stops and stares at this building multiple times a day, every day. You cannot buy that kind of impression count. It just lives there, working for you around the clock.</p>

<p id="44be">And Dallas itself? The city adds more than 700 new residents every single day. Forty-nine million annual visitors. Sixth in the nation by GDP. This is not a market you wait on. You move.</p>

<p id="d757"><strong>Now — Here’s Where It Gets Really Interesting.</strong></p>



<p id="6bff">I’ve been working with tax incentives my entire career. I’ve spoken about them at universities, at national conferences, in boardrooms. And I’m telling you — the tax credit structure on this building is extraordinary. It is the engine that makes this deal work.</p>



<p id="092a"><a href="https://www.loopnet.com/Listing/601-Elm-St-Dallas-TX/37525610/" rel="noreferrer noopener" target="_blank">The Purse Building</a>&nbsp;is approved for three layers of tax incentives:</p>



<p id="189c">→&nbsp;<strong>Federal Historic Tax Credit</strong>&nbsp;— 20% of qualifying rehabilitation costs, back in your pocket.</p>



<p id="5453">→&nbsp;<strong>Texas State Historic Tax Credit</strong>&nbsp;— 25% of qualifying costs. Combined with federal, that’s 45 cents on every eligible dollar.</p>



<p id="e3a7">→&nbsp;<strong>10-Year City of Dallas Property Tax Abatement</strong>&nbsp;— up to 100% relief, already approved and waiting for a buyer.</p>



<p id="b10e">On a construction budget of $20 to $25 million, we’re talking about an estimated $12 to $14 million in tax credit value. That’s not a footnote. That’s a capital partner that never asks for equity.</p>

<p id="381f">And here’s what most people don’t know: you don’t have to use the credits yourself. You can sell them. Historic tax credits have recently sold as high as 90 to 94 cents on the dollar — real cash, flowing directly into your capital stack. That changes your effective basis on this deal in a way that very few properties can match.</p>



<p id="1147">There’s also the rule of thumb I love sharing about what qualifies for the credits — if you turned this building upside down and shook it, anything that wouldn’t fall out generally qualifies. The floors, the walls, the windows, the brick, the timber. This building is full of qualifying costs. That’s a good problem to have.</p>

<p id="116c"><strong>Here’s What Took My Breath Away.</strong></p>



<p id="9607">Every developer knows that the hardest part of a historic conversion isn’t construction. It’s the approvals. Landmark commissions. Historic boards. Federal certifications. State reviews. I’ve lived through that process more times than I can count, and it takes — at minimum — eighteen months to two years. Sometimes longer. That time costs money, kills momentum, and buries deals.</p>



<p id="70f8">At the Purse Building, that work is already done.</p>



<p id="0399">A buyer walking into this deal inherits all of this:</p>



<p id="65cb">→&nbsp;<strong>Federal and state tax credit approvals</strong>&nbsp;— already secured and extended through 2029.</p>



<p id="abda">→&nbsp;<strong>Certificate of Appropriateness</strong>&nbsp;— issued and extended by the City of Dallas. You can begin interior work immediately.</p>



<p id="2b1a">→&nbsp;<strong>Landmark and historic board sign-offs</strong>&nbsp;— completed. The city has already said yes.</p>



<p id="fe86">→&nbsp;<strong>Architectural feasibility study</strong>&nbsp;— completed by Merriman Anderson Architects, room count optimized to 112 keys.</p>



<p id="7e18">→&nbsp;<strong>Part B tax credit approval</strong>&nbsp;— in place for office use, amendable to hotel — described as straightforward.</p>



<p id="1dcb">→&nbsp;<strong>Construction ready in roughly 60 days</strong>&nbsp;— permits can be prepared in 6 to 8 weeks by an architect who knows this building cold.</p>



<p id="dcec">Estimated construction time: nine months. That means a buyer could be open and operating in approximately one year from acquisition. I’ve never seen a historic conversion this far along, with this much already approved, at this price point. This is genuinely unusual.</p>

<p id="baa4">When I look at a building for&nbsp;<a href="https://dallasinnovates.com/boutique-hotel-concept-explored-for-the-purse-building-in-downtown-dallas/" rel="noreferrer noopener" target="_blank">hospitality conversion</a>, I ask three questions. Does it have soul? Does it have scale? Does it have a story? The Purse Building answers yes to all three.</p>



<p id="41f2">Here’s the program we’ve studied:</p>



<p id="d854">→&nbsp;<strong>112 guest rooms</strong>&nbsp;— refined from 102, then 106, to 112 through careful planning within historic and code constraints.</p>



<p id="09bc">→&nbsp;<strong>~9,000 SF of ground-floor retail</strong>&nbsp;— on one of downtown Dallas’s most trafficked pedestrian corners.</p>



<p id="8e88">→&nbsp;<strong>~4,500 SF rooftop activation</strong>&nbsp;— with 360-degree unobstructed views of the Dallas skyline, Reunion Tower, and the Margaret Hunt Hill Bridge.</p>



<p id="a2b8">That rooftop. I need you to sit with that for a moment. Unobstructed views of downtown Dallas. Historic district protections that significantly reduce the risk of future view blockage. A viable rooftop structure — a bar, a lounge, a covered event space — already within the approved parameters. Direct elevator access already planned.</p>

That’s not advertising spend. That’s a permanent brand statement embedded into the visual identity of <a href="https://downtown-dallas-investor-guide.s3.us-east-1.amazonaws.com/index.html" target="_blank" rel="noreferrer noopener">Dallas</a>.</p>

<p id="eb17">I’ve been restoring this building for years. I’ve walked every floor. I’ve stood on that rooftop at golden hour and looked out at this city and thought — this is the kind of place that changes people. That gives them a feeling they carry home.</p>



<p id="f341">This is not just another hotel conversion. Buildings like this — with real history, real location, real financial structure — almost never come to market. And when they do, the approval work is never already done. The tax credits are never already approved. The architect is never already this far along.</p>



<p id="a6bc">The deal is unusually de-risked. Here’s the summary:</p>

<p id="59ec">→&nbsp;<strong>Speed to market</strong>&nbsp;— approvals done, COA in hand, construction could start in 60 days, open in roughly one year.</p>



<p id="8ee0">→&nbsp;<strong>Hotel program</strong>&nbsp;— 112 rooms, 9,000 SF retail, 4,500 SF rooftop with unobstructed skyline views.</p>



<p id="3e53">→&nbsp;<strong>Momentum</strong>&nbsp;— $3.7B Convention Center expansion six blocks away opening in 2029. Dallas adds 700 residents a day.</p>



<p id="4d0c">→&nbsp;<strong>Story</strong>&nbsp;— Built in 1905. Listed on the&nbsp;<a href="https://www.buildings.com/industry-news/article/10196099/meet-the-historic-building-at-the-center-of-dallas-west-end-revival" rel="noreferrer noopener" target="_blank">National Register of Historic Places</a>. FBI command center during the JFK investigation. That’s a hotel that writes its own press.</p>



<p id="679f">The right buyer for this is someone who sees what I see. A boutique hotel operator. A hospitality investor. A family office that wants a landmark Dallas asset. A national brand looking for a flagship that earns attention without buying it.</p>



<p id="22b3">For the right person, this isn’t a real estate decision. It’s a legacy decision.</p>

<p id="3b44">As development activity continues to reshape downtown Dallas and cities across the country, a group of Lake Highlands High School students recently received a firsthand look at how real estate projects are planned, financed, and built during a visit to Wildcat Management’s downtown headquarters.</p>



<p id="a4e4">The visit brought 25 students from Lake Highlands High School’s dual-credit program, where they earn both high school and Dallas College credit while exploring potential career paths. The program regularly connects students with leading companies across the Dallas-Fort Worth region, including recent visits to Toyota, Ernst &amp; Young, and Ebby Halliday.</p>



<p id="7059">At Wildcat Management, the students experienced a&nbsp;<a href="https://youtu.be/_KzwlPJ9X5Y?si=CF-Sh6mZ-LHydO3F" rel="noreferrer noopener" target="_blank">“Day in the Life” of a real estate developer</a>, beginning with an interactive session inside the firm’s downtown office.</p>



<p id="d47d">Students learned about key elements of development projects, including:</p>



<p id="250c">• identifying development sites and assembling land<br>• navigating zoning and permitting processes<br>• working with city leaders and public agencies<br>• financial feasibility and development economics<br>• marketing and branding strategies behind major development projects</p>



<p id="023a">Students also reviewed architectural drawings for&nbsp;<a href="https://www.linkedin.com/posts/wildcatmanagement-texasdevelopment-mansfieldtx-share-7394809985559490561-gdMY/" rel="noreferrer noopener" target="_blank">Castle Ranch,</a>&nbsp;Wildcat Management’s planned mixed-use development in Mansfield, Texas.</p>

<p id="1b91">The tour continued inside the&nbsp;<a href="https://www.pursebuildingdallas.com/" rel="noreferrer noopener" target="_blank">historic Purse Building</a>, one of downtown Dallas’ landmark redevelopment projects. Students learned about historic preservation regulations, building height restrictions, and the challenges developers face when adapting historic structures for modern uses.</p>



<p id="4c11">The visit concluded on the building’s rooftop, where students viewed the Dallas skyline while hearing how decades of investment, planning, and redevelopment have helped shape the city’s urban core.</p>



<p id="1098">Students later returned to the Wildcat Management office for a candid question-and-answer session with&nbsp;<a href="https://www.linkedin.com/company/wildcat-management" rel="noreferrer noopener" target="_blank">Wildcat Management</a>&nbsp;President Tanya Ragan, asking questions about careers in development, entrepreneurship, and the economics behind building projects.</p>

<p id="bf8c">Wildcat Management thanked Lake Highlands High School faculty members Justin Matthews and Maggie O’Connor Karnowski for coordinating the visit and creating opportunities for students to experience real-world industries.</p>



<p id="77f9">In a fitting coincidence, Lake Highlands High School’s mascot is the Wildcat, making the students feel right at home at Wildcat Management’s downtown headquarters.</p>

<h2 class="wp-block-heading" id="f0b2">After the Farmers Market: Looking for the Next Opportunity</h2>



<p id="93b0"><a href="https://proofstacking.ai/dallas-farmers-market-development-tanya-ragan/" rel="noreferrer noopener" target="_blank">Following the relocation of the Liberty State Bank Building and the long process of privatizing the Dallas Farmers Market</a>, momentum began to take hold on the east side of downtown. The Farmers Market Stakeholders Association had grown into a real organization, property owners were aligned, and the district was transforming into a functioning neighborhood.</p>



<p id="1732">That success created a new question: Where could that momentum be replicated next?</p>



<p id="2b9b">“What we created in the Farmers Market was almost like a religion,” Tanya said. “People started believing things could happen there, they organized, and together we made it happen.”</p>



<p id="2093">With the district stabilized and development underway, she began looking for the next area where early action could make a meaningful difference.</p>



<h2 class="wp-block-heading" id="05aa">Why the West End Was the Next Logical Move</h2>



<p id="d2c4"><a href="https://www.linkedin.com/in/tanyaragan" rel="noreferrer noopener" target="_blank">Tanya Ragan</a>&nbsp;had long been interested in the west side of downtown, particularly the Historic West End. It was one of the last intact historic districts in the urban core, a place with cobblestone streets, industrial buildings, and a sense of character that had survived decades of change.</p>



<p id="d3ce">The West End also came with strict historic ordinances. Modern signage was restricted, vertical additions were limited, and architectural standards were tightly enforced by the city’s landmark commission. For many developers, those constraints were a deterrent. For Tanya, they were part of the opportunity.</p>



<p id="d92b">The district had been prominent in the 1980s and 1990s but had gone through a long period of decline. Its location next to the government district, which was just beginning to move toward adaptive reuse, made it even more compelling.</p>

<h2 class="wp-block-heading" id="61f6">The Turning Point: 24/7 Police Coverage for Downtown</h2>



<p id="2ea4">Before moving into the West End, Tanya worked on a foundational issue affecting all of downtown: public safety.</p>



<p id="aaa6">Around 2016, Dallas was the only major city in Texas. and one of the only top‑ten cities in the country, without 24/7 police coverage in its downtown core. Coverage ended around 10:30 p.m. and did not resume until early morning. Even as downtown was growing, it still functioned like a district that shut down at night.</p>



<p id="d11a">Tanya worked directly with&nbsp;<a href="https://www.linkedin.com/in/chiefdavidbrown" rel="noreferrer noopener" target="_blank">former Police Chief David Brown</a>. They conducted a nighttime drive through downtown, followed by a series of meetings that ultimately led to round‑the‑clock police coverage for the central business district.</p>



<p id="8dbe">This change became a critical foundation for the next phase of downtown redevelopment.</p>

<h2 class="wp-block-heading" id="30f9">Finding the Purse Building</h2>



<p id="df1c">With the Farmers Market stabilized and downtown operating under 24/7 police coverage, Tanya began focusing on the West End.</p>



<p id="8bd2">One property stood out:&nbsp;<a href="https://www.pursebuildingdallas.com/" rel="noreferrer noopener" target="_blank">the Purse Building</a>.</p>



<p id="f0d5">It was boarded up, vacant, and distressed, sitting on Elm Street before the corridor had begun its current wave of redevelopment. At the time, Elm Street was not the active spine it is today. But the building had a strong location, a compelling history, and a direct connection to Dealey Plaza and the JFK narrative. It also sat across from county buildings that had not yet been rehabilitated.</p>



<p id="d464">Tanya saw value before the market did.</p>



<h2 class="wp-block-heading" id="6bbe">Restoring a Historic Asset</h2>



<p id="1379">After acquiring the Purse Building, Tanya spent several years restoring it.</p>



<p id="4e75">The work included:</p>



<ul class="wp-block-list">
<li>peeling the structure back to the shell</li>



<li>reworking the interior</li>



<li>restoring the historic façade</li>



<li>reopening the building as a modernized, adaptive‑reuse asset</li>
</ul>



<p id="702a">The project became an early anchor in the revival of the West End.</p>

<h2 class="wp-block-heading" id="dc67">Organizing the West End</h2>



<p id="fc18">As redevelopment progressed, Tanya took on a broader leadership role. She restructured the&nbsp;<a href="https://dallaswestend.org/" rel="noreferrer noopener" target="_blank">West End Association</a>&nbsp;and became chairman.</p>



<p id="b6dd">Unlike the Farmers Market, where many owners were local wholesalers and small operators, the West End was dominated by institutional and corporate ownership. Crescent, Stream, Lincoln, and other major firms controlled significant portions of the district.</p>



<p id="08e2">Aligning these groups required a different level of coordination.</p>



<p id="4c38">Tanya organized the owners around a shared vision and helped establish a neighborhood‑wide strategy.</p>



<p id="40d8">One major outcome was the creation of a dedicated public safety program funded by the property owners. To this day, the West End is the only neighborhood in downtown Dallas with its own dedicated patrol within its boundaries.</p>

<h2 class="wp-block-heading" id="ce3f">Building a Neighborhood, Not Just a District</h2>



<p id="2fe4">Over the last several years, the West End has shifted from a primarily tourist‑driven district to a functioning neighborhood.</p>



<p id="d10c">Key changes include:</p>



<ul class="wp-block-list">
<li>office buildings converted to residential use</li>



<li>a new city park opening in the district</li>



<li>more local restaurants and businesses entering the area</li>



<li>increased civic activity from the adjacent government district</li>
</ul>



<p id="f47d">County buildings have been renovated and centralized, bringing in thousands of daily visitors for services such as driver’s licenses, passports, marriage licenses, and property tax matters. One county building alone added roughly 1,000 employees to the area.</p>



<p id="4884">The result is a district with multiple drivers of activity — tourism, government services, office users, residents, restaurants, and the nearby court system — all contributing to real pedestrian traffic and street life.</p>



<h2 class="wp-block-heading" id="e237">What the West End Looks Like Today</h2>



<p id="b0c9">Despite the visible changes, long‑time Dallas residents often still think of the West End as the entertainment district that declined in the 1990s. Newer residents, investors, and visitors see something entirely different: a walkable neighborhood with historic character, active street life, and ongoing redevelopment.</p>



<p id="126c">The west side of downtown is also larger than the Farmers Market — roughly 100 acres compared to about 50 acres — stretching from Houston to Lamar and from Elm toward the interstate.</p>

<p id="887b">For more than a decade, the&nbsp;<a href="https://dallasfarmersmarket.org/" rel="noreferrer noopener" target="_blank">Dallas Farmers Market District</a>&nbsp;has become one of the most vibrant neighborhoods in downtown Dallas — a place where people live, work, and visit from across the region.</p>



<p id="c424">Today the district includes thousands of residents, restaurants, office space, retail, and a thriving farmers market that draws hundreds of thousands of visitors each year. It is widely considered one of the top tourist destinations in downtown Dallas and the largest residential neighborhood in the city’s urban core.</p>



<p id="a9fd">But the story of the Dallas Farmers Market development began at a time when the district was on the brink of disappearing.</p>



<p id="801e">And it began when developer Tanya Ragan, founder of&nbsp;<a href="https://maps.app.goo.gl/yMz2rji6xTVy7Wpq8" rel="noreferrer noopener" target="_blank">Wildcat Management</a>, stepped in and decided to rebuild the neighborhood herself.</p>

<h2 class="wp-block-heading" id="8bd7">When the Dallas Farmers Market Nearly Disappeared</h2>



<p id="db9c">In the early 2010s, the area surrounding the Dallas Farmers Market looked nothing like it does today.</p>



<p id="ea19">The historic city-owned market was losing roughly $1 million per year, and city officials were actively discussing closing the market, bulldozing it, and redeveloping the land.</p>



<p id="9027">The surrounding district was largely made up of aging produce warehouses and distribution buildings operated by multi-generational wholesalers supplying restaurants and grocery stores across Dallas.</p>



<p id="c880">Despite the location near downtown, the neighborhood struggled with:</p>

<li>declining economic momentum</li>

<p id="060c">For many investors, the district looked like a forgotten warehouse zone.</p>



<p id="3ead">Tanya saw a completely different opportunity.</p>



<h2 class="wp-block-heading" id="a4bd">Building the Organization That Revived the District</h2>



<p id="4a15">Rather than waiting for the city to act, Tanya began organizing property owners and businesses in the area.</p>



<p id="d156">She founded the&nbsp;<a href="https://www.facebook.com/DallasFarmersMarketStakeholders/" rel="noreferrer noopener" target="_blank">Farmers Market Stakeholders Association</a>, a business organization created to unify property owners and spearhead the revitalization of the district.</p>



<p id="08c5">The organization led the push to privatize the Dallas Farmers Market, which was eventually put out to bid with the requirement that a portion of the land remain a public farmers market serving local growers.</p>



<p id="46e4">At the same time, Tanya began taking direct action through her own company.</p>



<p id="4f04">Wildcat Management put capital into the neighborhood — buying land, assembling properties, and investing in redevelopment projects designed to prove the district could work again.</p>



<p id="8d77">This wasn’t advocacy. It was investment.</p>

<p id="460a">While the Farmers Market Stakeholders Association pushed for privatization and revitalization, Tanya moved forward with redevelopment through Wildcat Management.</p>



<p id="3bc6">Her company began acquiring land in the district and investing in projects that would bring life back to the area.</p>



<p id="f143">Tanya believed that small projects with short timelines could spark momentum faster than waiting years for large developments.</p>



<p id="f196">Those early projects created a domino effect.</p>



<p id="2916">New businesses opened.</p>

<h2 class="wp-block-heading" id="ed03">Saving the Liberty Building and Moving It Brick by Brick</h2>



<p id="39d5">The most dramatic project in the early redevelopment of the district involved the&nbsp;<a href="https://architexas.com/projects/liberty-building/" rel="noreferrer noopener" target="_blank">Liberty Building</a>, the oldest commercial building in downtown Dallas.</p>



<p id="0a32">The city planned to demolish the structure as part of a road project.</p>



<p id="4b8f">Instead, Tanya stepped in.</p>



<p id="20af">Through Wildcat Management, she acquired the building and led one of the most complicated historic preservation efforts ever undertaken in downtown Dallas.</p>

<p>The building was dismantled brick by brick and relocated to the Farmers Market District, where it was reconstructed as a centerpiece of the neighborhood’s revitalization.</p>



<p id="8475">The project created approximately 5,000 square feet of restaurant and retail space, and Tanya secured tenants before the building was even relocated.</p>



<p id="4e71">The message to the market was clear:</p>



<p id="d12f">The Farmers Market District was coming back.</p>



<p>Today the Liberty Building stands as one of the most recognizable landmarks in the neighborhood — and a symbol of the district’s revival.</p>

<p id="c8bd">The impact of the redevelopment has been significant.</p>



<p id="cc52">The Dallas Farmers Market was ultimately&nbsp;<strong>privatized and redeveloped</strong>, while the surrounding district experienced major residential and commercial investment.</p>



<p id="72a8">Today the Farmers Market District includes:</p>

<li>roughly 40 acres across more than 10 city blocks</li>



<li>approximately 4,500 residents</li>



<li>restaurants, retail, breweries, and office space</li>



<li>a large indoor food hall open seven days a week</li>



<li>a public farmers market where local farmers sell fresh produce on weekends</li>

<p>This year moved fast—and it mattered.</p>



<p>As I write this on December 23rd at 8:00 PM from our <a href="https://maps.app.goo.gl/YqJqxKC3XY5TxLW16" target="_blank" rel="noreferrer noopener">Wildcat Management</a> headquarters overlooking the Dallas skyline, it&#8217;s clear this has been one of the most energized periods I&#8217;ve experienced in downtown Dallas commercial real estate. Tours, conference calls, site visits, LOIs, podcasts, investor meetings—stacked nonstop. Controlled chaos in the best sense.</p>



<p>If there is any doubt remaining: Dallas commercial real estate is on fire. And the world is watching.</p>



<h2 class="wp-block-heading">Downtown Dallas Commercial Real Estate Market Performance: Why Dallas Separated from the Pack</h2>



<p>The tone of the year was set early.</p>



<p>January at <a href="https://www.icsc.com/attend-and-learn/events/details/red-river-2026" target="_blank" rel="noreferrer noopener"><u>ICSC Red River</u></a> made one thing clear: Dallas is no longer &#8220;competing within Texas.&#8221; Dallas has separated from the field. Capital is here. Retailers are here. Developers are here. Investors are already committed. It was the busiest meeting pace I&#8217;ve seen—most of them off the show floor because meaningful conversations were already happening. Momentum wasn&#8217;t emerging. It was already in motion.</p>



<h2 class="wp-block-heading">Commercial Real Estate Leadership, Mentorship, and Community Investment in Dallas</h2>



<p>February took me back to SMU Cox School of Business to speak to MBA students for the fifth year as part of the Executive Speaker Series. The next generation is sharp, ambitious, and hungry to lead. Women remain underrepresented in the C-suite—but conversations like these move the needle.</p>
