										<content:encoded><![CDATA[<p>Fort Lauderdale, Florida &#8211; A South Florida nursing school owner has admitted her role in a large fraud scheme that authorities say allowed thousands of individuals to obtain nursing credentials without completing the education and training normally required for the profession.</p>
<p class="isSelectedEnd">Following a two-week trial in Fort Lauderdale, 52-year-old Carleen Noreus of Plantation pleaded guilty to conspiracy to commit wire fraud and conspiracy to commit money laundering.</p>
<p class="isSelectedEnd">Federal prosecutors said the case centered on the sale of fraudulent nursing diplomas and academic transcripts that falsely indicated students had completed required coursework and clinical training programs. Authorities allege the scheme enabled individuals to pursue nursing licenses and healthcare employment despite not meeting educational requirements.</p>
<p class="isSelectedEnd">“Nursing licenses must be earned through education, training, and demonstrated competence, not purchased through fraud,” said U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida. “By selling thousands of fraudulent diplomas and transcripts, the defendant undermined the integrity of the nursing profession and our healthcare system. The Southern District of Florida remains committed to holding accountable those who profit by corrupting professional licensing processes and placing the public at risk.”</p>
<h3>Thousands of fraudulent nursing credentials distributed</h3>
<p class="isSelectedEnd">According to court records and evidence presented during trial, Noreus served as president of Carleen Home Health School Inc. in Plantation and vice president of Carleen Home Health School II Inc. in West Palm Beach.</p>

<p class="isSelectedEnd">Federal investigators said Noreus worked with others to provide nursing diplomas and transcripts to individuals who had not completed the required academic or clinical requirements necessary to earn Registered Nurse, Licensed Practical Nurse or Vocational Nurse, and Bachelor of Science in Nursing credentials.</p>
<p class="isSelectedEnd">The documents falsely represented that recipients had successfully completed educational programs when, according to prosecutors, they had not.</p>
<p class="isSelectedEnd">Authorities said those records allowed purchasers to apply for and take national nursing board examinations. Once some of those individuals passed the exams, they were able to obtain nursing licenses and secure employment in healthcare facilities in Florida and elsewhere in the United States.</p>
<p class="isSelectedEnd">Evidence introduced at trial showed that from April 17, 2018, through Oct. 8, 2025, Noreus was responsible for providing 2,956 fraudulent nursing diplomas through the two schools.</p>
<p class="isSelectedEnd">As a result of the investigation, state authorities have since shut down both institutions.</p>
<h3>Thousands later obtained nursing licenses</h3>
<p class="isSelectedEnd">Investigators determined that many of the individuals who received the fraudulent credentials successfully moved further into the licensing process.</p>

<p class="isSelectedEnd">According to federal authorities, approximately 2,274 people who obtained documents from the schools went on to pass nursing board examinations. Those successful exam results allowed them to obtain nursing licenses and work as nurses in Florida and throughout the country.</p>
<p class="isSelectedEnd">Federal prosecutors argued that the scheme created an unlawful shortcut into a profession that requires extensive education, training, and demonstrated competency to protect patients.</p>
<p class="isSelectedEnd">The case is part of the second phase of Operation Nightingale, a nationwide investigation targeting fraudulent diploma operations connected to for-profit nursing schools in South Florida.</p>
<p class="isSelectedEnd">Authorities said the second phase of the operation resulted in fraud-related charges against 13 defendants, including Noreus, who were accused of participating in the sale of fraudulent nursing diplomas and transcripts.</p>
<p class="isSelectedEnd">The operation follows an earlier phase that concluded in 2023. During that first phase, 30 defendants were charged and later convicted either through guilty pleas or trial verdicts.</p>
<h3>Sentencing still ahead</h3>
<p class="isSelectedEnd">Although Noreus has now admitted guilt, her punishment has not yet been determined.</p>

<p class="isSelectedEnd">Florida Congressman Greg Steube and Ohio Congressman Dave Taylor recently introduced the Guarding Hours-of-Service Oversight and Stopping Tampering by Remote Unofficial Carrier Keeper Act, known as the GHOSTRUCK Act. The proposal aims to close what lawmakers describe as a dangerous gap in current regulations governing Electronic Logging Devices, commonly known as ELDs.</p>
<p class="isSelectedEnd">ELDs are used throughout the trucking industry to track drivers&#8217; hours on the road and help enforce federal Hours-of-Service rules. Ron DeSantis begins to take shape: they want Florida to stay on the course it has followed in recent years.</p>
<p data-start="389" data-end="714">Speaking in an interview, the Republican congressman argued that residents are not looking for dramatic political changes. Instead, he said many Floridians want to preserve the policies and identity that have helped make the state attractive to businesses, families, and newcomers from around the country.</p>
<p data-start="716" data-end="912">Donalds, who has received the endorsement of President Donald Trump and currently leads his Republican primary rivals, said preserving Florida&#8217;s direction would be a central focus of his campaign.</p>
<p data-start="914" data-end="1184">According to Donalds, voters consistently tell him they want the state to remain “the free state of Florida.” He said that sentiment reflects a broader desire to protect Florida&#8217;s current character while addressing the practical challenges that residents face every day.</p>
<p data-start="1186" data-end="1377">“The number one thing they’re focused on, like I said, they want Florida to remain Florida,” he said. “Everybody loves our state, we’re the best state in America. They want that to continue.”</p>

<p data-start="1585" data-end="1830">As Florida continues to experience rapid growth, many residents have faced rising costs for housing, insurance, healthcare, and other necessities. Donalds said those concerns are becoming some of the most important issues in the governor&#8217;s race.</p>
<p data-start="1832" data-end="2062">“When you get to those kitchen table issues, it’s about affordability, and it’s no doubt about that. And so we need to examine every aspect of our government and every aspect of Florida and find ways to drive down costs,” he said.</p>
<p data-start="2064" data-end="2248">One proposal Donalds highlighted focuses on healthcare transparency. He argued that consumers often struggle to understand the true cost of medical services before receiving treatment.</p>
<p data-start="2250" data-end="2602">“When it comes to health care, we’ve proposed our Your Doctor, Your Price plan, which means that the top 20 services at every physician’s office at every hospital, those top 20 services, we want to post a real cash price, so people can actually compare and see what it costs to get an MRI down the street or an MRI at the local hospital,” Donalds said.</p>

<p data-start="2732" data-end="2840">“We believe that’s going to help. That transparency is going to help down costs,” the congressman explained.</p>
<h3 data-section-id="1vddw4u" data-start="2842" data-end="2879">Property Taxes, Housing and Growth</h3>
<p data-start="2881" data-end="3103">Donalds also voiced support for a property tax amendment scheduled to appear before Florida voters this November. He indicated that even if the measure fails, he would continue pursuing similar reforms if elected governor.</p>
<p data-start="3105" data-end="3327">Beyond taxes, he pointed to housing affordability as another major challenge facing the state. According to Donalds, government regulations and permitting requirements contribute significantly to rising construction costs.</p>

We got to shrink that number down, so that people can build homes affordably in Florida, so they can chase the Florida dream for themselves, the way I was able to chase it my life,” he said.</p>

<p data-start="4009" data-end="4143">Rather than trying to slow that growth, Donalds argued that Florida should prepare for it while protecting the state&#8217;s natural appeal.</p>
<p data-start="4145" data-end="4430">“Growth is coming to Florida because we run a great state. It’s based on common sense conservatism, so and people are going to come. We just want to make sure that we balance that new growth with the beauty of Florida and do all the necessary infrastructure improvement,” Donalds said.</p>
<p data-start="4432" data-end="4537">He stressed that maintaining residents&#8217; quality of life must remain a priority as the population expands.</p>

Same kind losers who live in their parents&#8217; basements, who want someone to blame for their life. I get a death threat every day.&#8221;</p>

<p data-start="4064" data-end="4204">&#8220;So this happens to me all of the time. And I think it is a problem in our society. And frankly, I don&#8217;t think we take it seriously enough.&#8221;</p>
