<p><span style="font-size: 12pt;">It is a great privilege for me to represent the Secretary-General of the United Nations, António Guterres, at the celebration of the twentieth anniversary of the Popular Consultation, including before the National Parliament today. You know how important was his personal role as Prime Minister of Portugal in 1999 and for many years before that, and you can count on his strong commitment as head of the UN to maintaining its support to Timor-Leste today.</span></p>
<p><span style="font-size: 12pt;">I must begin by remembering with you those who are sadly no longer with us: Secretary-General Kofi Annan; his Personal Representative for East Timor, Jamsheed Marker; and Sérgio Vieira de Mello, Special Representative and head of the UN Transitional Administration in East Timor, UNTAET. You have honoured and mourned each of them in turn.</span></p>
<p><span style="font-size: 12pt;">Happily two people are here today whose outstanding contribution to the UN’s role in East Timor can still be honoured in person: Francesc Vendrell, Deputy Personal Representative for East Timor in 1999, who had worked with the highest principle for your self-determination during preceding decades; along with his close collaborator, Tamrat Samuel, who came to Dili as UN observer at the trial of Xanana Gusmão in 1993, and carried out his testimony to the world.</span></p>
<p><span style="font-size: 12pt;">Allow me also to regard myself as representing all those who have served the United Nations here in Timor-Leste over the past twenty years and those who do so now. This includes UNTAET and the succeeding peace operations, as well as the agencies, funds and programmes which continue to support Timor-Leste, represented here by the UN Resident Coordinator, Roy Trivedy. And in particular I can speak for the staff of the United Nations Mission in East Timor, UNAMET. Some of the international staff members who came from all around the world in 1999 have returned to join the anniversary celebrations, and to meet again with our national staff.</span></p>
<p><span style="font-size: 12pt;">International staff of UNAMET who have worked in missions in other countries will tell you that UNAMET was an exceptional mission. Sometimes it seemed an impossible mission, to organize the ballot in only three months, in difficult terrain, and amidst many threats and much actual violence. But what made it exceptional was the closeness of our personnel in all the sub-districts to the Timorese people and their courage.  And we could never have carried out our mission without our Timorese staff: they were the ones who faced the greatest threats, during the Popular Consultation and even more after the ballot, when they were targeted in the violence that followed.</span></p>
<p><span style="font-size: 12pt;">I ask you to recognize the Timorese staff of UNAMET as among your national heroes and heroines. And to remember especially today, as the UN did yesterday, the fourteen of our staff who were killed or disappeared.</span></p>
<p><span style="font-size: 12pt;">But it was not UNAMET that brought independence to Timor-Leste. We only implemented a process of self-determination for which so many had struggled for so long. The first words to me of Xanana Gusmão when I met him in his prison house in Jakarta on my way to raise the UN flag in Dili were: “We have been waiting for the United Nations for 24 years.” The member states of the UN were not allowed to forget East Timor’s right to self-determination because of the strength and sacrifice of Timorese inside and outside East Timor – of those who became fighters and those who became diplomats, of the clandestine movement and students, of men and women, young and old – who kept up the struggle under remarkable leaders. Crucial too was the support for that struggle of international civil society, which reached its highest moment in 1999.</span></p>
<p><span style="font-size: 12pt;">It is a great pleasure to return to a country at peace, and in friendship with its neighbours. The spirit of 1999 was an extraordinary unity of purpose among those who overcame previous divisions to make real East Timor’s claim to self-determination. I hope this celebration will help that spirit to be understood by generations too young to have experienced it directly, and that independent Timor-Leste will draw upon that spirit as it meets its current and future challenges.</span></p>

			<title>President of Parliament makes a pledge to advance the rights of persons with disabilities</title>

<p>The President of Timor-Leste’s Parliament pledges to persons living with disabilities for more inclusion in the State Budget allocation.</p>
<p>The President of Parliament, Arão Noé Amaral, re-affirmed the Parliament’s commitment to the rights of persons living with disabilities and pledged to assess the possibility of developing a parliamentary resolution on the rights of persons with disabilities. This commitment was shared during a seminar on how to better include disability in the 2020 State Budget organized on 13 June with organizations of persons with disabilities, Parliamentarians, Government representatives, gender equality advocates and other partners, under the joint UN project <em>Empower for Change</em>. Notably, the President of Parliament also said he would invite the Government to submit a proposal for ratification of the UN Convention on the Rights of Persons with Disabilities.</p>
<p><strong>“<em>Government has the obligation to protect persons with disabilities and not to exclude them from development programming and planning</em>,”</strong> Mr. Amaral said. </p>
<p>People living with disabilities are one of the groups most ''left behind'' in Timor-Leste. For example, seventy-two percent of people living with disabilities in Timor-Leste have not attended school, with girls with disabilities more likely to be out of school compared to boys with disabilities (Census 2015). Stigma, discrimination and limited availability of inclusive services are among the causes of this exclusion. Timor-Leste has not yet ratified the UN Convention on the Rights of Persons with Disabilities. This remains a key aspiration and priority of people living with disabilities in Timor-Leste.                                                                                                                              </p>
<p>Mr. Cesario da Silva, Director of the Association of Persons with Disabilities in Timor-Leste (ADTL), has experienced and observed discrimination and violence in his community.<strong> “<em>The voices of persons with disabilities will be stronger if we have the support of a wide range of people, especially from those at the highest levels of the State</em>,”</strong> Mr. da Silva said.</p>
<p>During the seminar, several key government members, officials and Members of Parliament presented ideas to better include persons with disabilities.</p>
<p>Her Excellency Signi Chandrawati Verdial, Vice-Minister of Social Solidarity and Inclusion said her Ministry is establishing a new National Directorate on Disability.  </p>
<p>Her Excellency Maria Gorumali Barreto<strong>,</strong> President of Parliamentary ''Committee F'' of Education, Health, Social Security and Gender Equality said the Committee’s door is open for people living with disabilities.</p>
<p><strong><em>''We are keen on continuing the collaboration and to hear more about the concerns of women, men and children living with disabilities</em>.”     </strong></p>
<p>Anjet Lanting, on behalf of the United Nations team in Timor-Leste, spoke about how to include disability in legislation, policy and planning. Ms. Lanting commended Timor-Leste for recognizing inclusion as the key for sustainable development in the future.</p>
<p><strong>''Including disability is the right and just thing to do.''           </strong></p>
<p>Ms. Lanting presented data which showed how including people with disabilities has economic benefits for the country.</p>
<p><strong><em>''Everyone can acquire a disability in their lives, so it is in everyone’s interest to work toward better inclusion, with additional responsibilities for those in positions of authority to make this a reality</em>,''</strong> she said.    </p>
<p>Mr. Fernando da Costa, a representative from Oxfam, acknowledged the progress that has been made by the government to date, but also urged for more work to be done. </p>
<p><strong>“<em>These days we have seen a number of potential persons with disabilities and we must create an inclusive budget to invest in their capacity so they can also contribute to sustainable development,”</em> </strong>Mr. da Costa said.</p>
<p>At the end of the seminar, participants signed a declaration for the ''Protection and Promotion of Persons living with a Disability,'' for submission to Parliament.      </p>

<p>As part of humanitarian operations, across the world, women are playing very important roles. They are protecting and improving lives in many communities, families and individuals.</p>
<p>They are supporting people in times of natural disasters, conflicts and civil strife. They are working in peace building operations as well as other key roles as experts, providers and carers.</p>
<p>Here in Timor-Leste, we were once again reminded of the vital role that women aid workers play, when we commemorated the deaths of Timorese staff serving the UN during the Popular Consultation in 1999, at the grave of Ana Xavier da Conceicao Lemos ‘’Bui-Mesak’’.</p>
<p>Ana Lemos was killed in 1999 by the militia. She was a pro-independence activist who told her son, Rivelino, in her last words to him, that “..sometimes you have to be prepared to sacrifice for the people you love.”</p>
<p>When she was kidnapped, she was a polling station official, who worked for the UNAMET.</p>
<p>Many women have made sacrifices to help build stronger community’s – often being away from their families; putting themselves at risk of injury or disease; giving up education and career opportunities.</p>
<p>They are our nurses, teachers, doctors, disaster responders,  community workers, local leaders etc.. Women in Timor-Leste responding to events like the 2015 drought, earthquakes, tsunamis and disease outbreaks, as well as dealing with personal violence and conflicts. Women make up a large number of those who risk their own lives to save others. They are often the first to respond and the last to leave.</p>
<p>The United Nations in Timor-Leste has many real-life stories to tell about women on the front line, and we honor them all today.</p>
<p> We also call on all development partners to ensure women on the front line are supported and protected, kept safe from harm, and to continue to work to strengthen the role of women in aid and humanitarian operations worldwide.</p>
