But any way, if we knew with decent probability when it will rain with hourly precision - would it help?

Imagine a 5-minute weather forecast describing in which discticts of the city (not even region!) there will be rain during which hours and dynamic temperature and wind power maps.

Yikes! Think too we've overinvested in forecasting tehnology. It's only really needed in stormy regions, and in most of the other a simple backward-looking model will do...

By the way, horoscopes still beat weather forecasts. You can predict anything and will come true sooner or later. Ask Nostradamus :)&lt;/p&gt;</description>
