The Federal Pell Grant Program is the the largest federal grant program for undergraduate education. It provides need-based direct grants to low-income undergraduate and certain postbaccalaureate students to promote access to postsecondary education and to help them pay for their education after high school.
Federal Pell Grants are grants awarded through participating institutions to students with financial need who have not received their first bachelor's degree or who are enrolled in certain postbaccalaureate programs that lead to teacher certification or licensure.

Participating institutions either credit the Federal Pell Grant funds to the student's school account, pay the student directly (usually by check) or combine these methods.

Students must be paid at least once per term (semester, trimester, or quarter); schools that do not use formally defined terms must pay the student at least twice per academic year.

The school must tell you in writing how much your award will be and how and when you'll be paid. Schools must disburse funds at least once per term (semester, trimester, or quarter). Schools that do not use semesters, trimesters, or quarters must disburse funds at least twice per academic year.

Students may use their grants at any one of approximately 5,400 participating postsecondary institutions.
Unlike loans a Pell Grant does not have to be repaid.

According to Zdnet and Yahoo, Hewlett-Packard is releasing details of its plans to integrate EDS into a 3 years growth strategy, including a restructuring plan for the EDS business group that will reduce Hp workforce by almost 25000 employees - half of which are in the U.S. - over the next three years.

The long blogging process begins by rapid adding of good content, keeping the text level high and writing 2 blog entry's per hour to be on top rankings and to provide your readers with the best content.
At the beginning of your blogs' writing, you were an amateur who convinced himself that this is what everyone have been waiting for, but as the time passed you began to realize it isn't so.
First you need your blog to be indexed by search engines, it usually takes some time until all those spiders and crawler find your blog.

Then, you get into the sitemap saga:

your blog can be verified and denied at the same day, and when you have got about 40 posts in the blog, go figure it out where is the mistake, it could be the format of the new great image you have just downloaded, or the media widget have been placed in your blog - you are totally lost between your blog posts and unrecognizable html codes.
If you've successfully passed through the sitemap obstacle, you have to get your blog link to be listed as much as possible in other blogs, yet bloggers who have boosted their blogs with internal linking to blogs with PageRank 4 and up, don't even consider placing your link in their blog because your blog still haven't been ranked.

So you have to promote your blog by yourself - you can do that by sending your blog's link to thousand's of directories with PageRank 1 to 6, all for getting a backlink.

Google counts back links in a different way then yahoo and other search engines - this fact prevents you from getting your PageRank for the first two months of your new blog.

My advice is - Do not buy any back link:

just work hard to create a nice blog, people will read it and the number of subscribers will grow fast, Google will rank you higher, and your blog's link will be a star in other blogs, so you will get backlinks for free, and of course Google might even rank your blog higher.

I am sure most individuals desperately try to minimize the time spent on searching the web for an online job, career changing or information on how to find career for their kids - they rather doing it by writing the best keywords to describe exactly what they've been searching for - websites or blogs.
