Post: Data Entry Technician (1)
Reports to: Specialist/Frequency Planning
Job role: The jobholder shall be responsible for maintaining updated technical specifications of radio equipment and non-technical information on Automated Spectrum Management Systems in line with UCC’s regulatory mandate.

Key Results Areas:

Maintain and retrieve updated technical specifications of radio equipment and non technical information of spectrum users in the Automated Spectrum management system (ASMS) database;
Carry out maintenance of Automated Spectrum Management Systems
Maintain an up-to-date inventory of spectrum users;
Follow up spectrum users to provide updated and correct required technical and non-technical information;
Liaise with the planning and monitoring teams to provide updated technical and non technical information of spectrum users, and;
Prepare periodic reports relating to data entry in ASMS database, operational status of ASMS and inventory of spectrum users.

Requirements:

Qualifications/ Requirements

Higher Diploma in telecommunication or electrical or electronic engineering with computer knowledge/skills from a recognised institute or university.
A minimum working experience of two (2) years working with databases. Relevant experience working with the telecommunication sector will be an added advantage.
Age: Not above 30 years;

Experience, Knowledge and skills

Ability to work independently and with minimal supervision;
Ability to maintain a high standard of professionalism and personal values in relation to fellow staff and customers;
Possession of high level of accuracy, integrity and honesty;
Good report writing skills with ability to generate accurate and quality reports in a timely manner;
Good IT skills with experience working with automated databases and software packages, and;
Good interpersonal and communications skills

Job Description:	The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide. The Foundation has received funding from USAID/Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. The STAR SW project has four main objectives: 1. To strengthen decentralized HIV/TB service delivery system, with emphasis on health center IVs, IIIs and community outreaches. 2. To improve quality and efficiency of HIV/TB services within health facilities and Community Service Organizations /groups. 3. To strengthen networks and referrals systems to improve access to, coverage of and utilization of HIV/TB services. 4. To intensify demand generation activities for HIV/TB prevention, care and treatment service. The STAR-SW project will provide a comprehensive service package of HIV counseling and testing (HCT), prevention of mother to child transmission (PMTCT), HIV/AIDS chronic care services, HIV/TB collaborative services, community based directly observed TB treatment-short course (CB-DOTS); and antiretroviral treatment (ART) for both ARVnaïve people living with HIV/AIDS (PLHIV) and the transitioned TREAT supported PLHIV currently receiving ART. This program will foster the development of strong partnerships with other district-based TB and HIV/AIDS programs in each of the regions in order to improve coordination; expand the referral network; and ensure more efficient use of resources. POSITIONS: (2) JOB TITLE: Social Worker DEPARTMENT: Community Linkages and Demand Generation LOCATION: Mbarara Reporting Relations: Social Worker reports to the Director Community Linkages and Demand Generation Job Summary: The primary responsibility of this position is to support the STAR –SW Project by ensuring that critical services for HIV/AIDS and TB prevention, care and treatment are interconnected through strong referral networks, linkages, client follow up as well as overseeing the demand generation processes for HIV/AIDS and TB services in 13 STAR- SW supported districts. The position holder is to ensure effective co-coordination, linkages between communities and health facilities in order to deliver comprehensive HIV/AIDS and TB services to individuals and families in the STAR-SW Project. Core Duties and Responsibilities: • Ensures the technical soundness of STAR SW/EGPAF’s community and HIV prevention strategies by updating STAR SW project staff and implementing partners on technical advances and lessons learned around the world. • Ensures that STAR SW/EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for HIV prevention, care and treatment. • Provides technical guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to HIV prevention and community services. • Supports other quality assurance activities in liaison with the Quality Improvement team as required. • Integrates technical support in the key program areas supported by STAR SW and provides technical guidance to the district teams for work plan development to ensure successful implementation of the project. • Setting up and running HIV prevention and community services and track progress at individual sites through site visits and district reports, in collaboration with M.O.H and the EGPAF program team. Job Description:	Medicines and Health Services Delivery Monitoring Unit (MHSDMU) was established in 2009 by H.E the president of the republic of Uganda as a strategic response to existing challenges in the health sector. The backbone of MHSDMU’s success is information gathered through various sources. In December 2011, Ministry of Health together with WHO and UNICEF with funding from DFID launched mTrac. It is a system that utilizes mobile phones to enhance the quality and timeliness of the transmission of health data thus strengthening health management and accountability. This is complemented by a strategy to provide a Short-Message Service (SMS) Hotline for Anonymous Health Service Complaints and support for increased community demand for and dialogue around health services. MHSDMU is a key partner in implementation of the mTrac initiative; its role is to identify and follow up health service delivery related concerns from mTrac. The Unit is thus, seeking to recruit a Statistician with support from WHO under this initiative. Responsibilities: • Triangulate all complaints generated by anonymous hotline and generate monthly reports. • Maintain data integrity, confidentiality and efficient operations by following policies and procedures. • Run analysis of data and generate reports. • In coordination with the M&E office, collect data and enter it into the data base. • Verify entered data to ensure accuracy and compliance with set standards. • Assist in selection of data collection procedures, designing questionnaires, field manuals and data collection tools etc. • Any other duties as may be assigned from time to time.
Preferred Skills:	Basic skills required for the Statistician job: • Minimum of a Masters in Statistics or Epidemiology and/or Biostatistics and a first degree in statistics. • 5 years’ experience in an extremely analytical role OR in the field of Epidemiology and/or monitoring and Evaluation. • Familiar with the best reporting formats. • Demonstrate knowledge in analyzing QoL Competencies required • Very strong command of statistical packages, such as Stata and SPSS • Highly profficient use of SQL for extraction and manipulation of data • Working knowledge of statistics • Analytical mindset with detail orientation • Ability to multi-task several concurrent requests • Ability to quickly pull together data and generate impactful insights • Ability to create and deliver presentations How to apply Interested applicants should address their applications, CV, photocopies of relevant academic documents, with names of three (3) reputable Referees and telephone contacts to the Director Medicines and Health Services Delivery Monitoring Unit (MHSDMU). Through our work in more than 70 countries, PATH and our partners empower people to achieve their full potential. PATH is searching for a Research Coordinator to support a range of research and project activities in Uganda, including but not limited to supporting protocol development, facilitating ethical submissions, facilitating community engagement and data collection, and supporting on the ground management of research and program implementation activities. Specific Activities: • Assist in development of study protocols, including design, populations, sampling, data collection methods and tools, and analysis. • Coordinate logistics planning and organization for field data collection and participate in data collection activities, such as stakeholder interviews, focus group discussions, facility assessments, surveys, etc. • Draft and facilitate submission to and approval of research protocols by local ethical boards and the Uganda National Council for Science and Technology, as well as submissions to PATH research ethics committees, if applicable. • Coordinate hiring of local data collection firms, consultants, or research assistants for field data collection, in collaboration with Country Manager and Project administrator, and provide supervisory oversight for their work and field logistics during study planning and data collection. • Maintain research records and documentation according to study protocols, including research database, names/list of local consultants, research institutions and research assistants, data collection forms, consents, and all communications related to each study. • Facilitate and manage community engagement and entry for local research projects and initial program implementation. • Identify appropriate sites within Uganda for research and program implementation activities • Work with administrative staff to translate or arrange for translation of data collection tools and facilitate processing of allowances, claims and other remuneration for consultants and other local research team members. • Provide additional support to PATH Uganda country manager as necessary to build the research portfolio of PATH in Uganda.
Preferred Skills:	Required Skills: • Knowledge of the principles of research design, implementation, and analysis • Experience in community assessment and engagement related to health matters on either a research or program implementation level • Clear understanding of both qualitative and quantitative research processes acquired through both practical and academic experience. • Excellent interpersonal/human relations skills • Excellent written and oral communication skills. • Strong organizational and analytical skills • Computer competency including proficiency in Microsoft Outlook, PowerPoint, Word and Excel • Attentiveness to detail and commitment to excellence Required Experience: Master of Public Health/Epidemiology or humanities and a minimum of six years experience in research work.
