What happened when CN crashed was that a lot of members along with staff migrated to PTFiles (old Phoenix torrents) and some members joined PtN. CN staff was meant to be working with PTFiles to make a new CN-like general tracker. But now it seems a one year old copy of the db has been found and CN will be up and rockin' again. We've been notified about open signups for nCORE tracker. This massive general tracker has about 80k active torrents and about 130k users. It's been staying at level 4 for quite a while but because of the amount of users, the not so big demand and of course open signups the tracker tumbles to level 2.
