The Europarl parallel corpus is extracted from the proceedings of the European Parliament. It includes versions in 11 European languages: Romanic (French, Italian, Spanish, Portuguese), Germanic (English, Dutch, German, Danish, Swedish), Greek and Finnish.

The goal of the extraction and processing was to generate sentence aligned text for statistical machine translation systems. For this purpose we extracted matching items and labeled them with corresponding document IDs. Using a preprocessor we identified sentence boundaries. We sentence aligned the data using aÂ tool based on the Church and Gale algorithm.

Content Management Interoperability Services (CMIS) Version 1.0

Abstract:

The Content Management Interoperability Services (CMIS) standard defines a domain model and Web Services and Restful AtomPub bindings that can be used by applications to work with one or more Content Management repositories/systems.

The CMIS interface is designed to be layered on top of existing Content Management systems and their existing programmatic interfaces. It is not intended to prescribe how specific features should be implemented within those CM systems, not to exhaustively expose all of the CM system’s capabilities through the CMIS interfaces. Rather, it is intended to define a generic/universal set of capabilities provided by a CM system and a set of services for working with those capabilities.

On December 8, 2009, the Office of Management and Budget published a Memorandum for the Heads of Executive Departments and Agencies called the "Open Government Directive".

This memorandum directs US federal government departments and agencies to implement principles of transparency, participation and collaboration across their organizations.

Abstract

This report aims at providing an overview of the state of the art and of the prospects of the application of Information and Communication Technologies (ICT) in the legislative domain, in particular concerning the management of legislative documents. After a brief introduction on legal informatics, we focus on legislative informatics and identify the challenges it faces nowadays, in the framework of the Internet and the (semantic) Web. We then describe the evolution of the ICT-based management of legislative documents and identify and evaluate the emergent approaches, focusing on those based on open standards. The report is completed by two appendixes: the first reviews initiatives pertaining to the standard-based management of legal sources, the second reviews initiatives pertaining to semantic resources for legislation. Everybody in publishing world believes that MS Word is not the right stuff for editing and that XML tools are the best way.

OK but …

“Missing tools. We were disappointed about one aspect of both the conference and the report. Although it was barely acknowledged in either context, publishers’ ability to “start with XML” is constrained by the lack of suitable tools and workflows for authors and editors. It is possible to use MS Word as an XML authoring and editing tool (as John Wiley & Sons has done), but the technical barriers and training needs would overwhelm most other publishers. It is also possible to get some authors and editors to use native XML editing software (as O’Reilly Media has done), but these are not author-friendly tools. It is no coincidence that Wiley and O’Reilly have a higher percentage of technical books (and technology-savvy authors) than almost any other publishing companies. That is precisely why they have been able to “start with XML”. The other publishers who are involved with XML do conversions at a later stage — a practical strategy, but clearly second-best.

If the “start with XML” movement is ever to really get off the ground, user-friendly tools for authors and editors will be needed. It’s too bad that conference attendees and readers of the report won’t learn this. Addressing this need should be the top priority for an initiative called “Start with XML”. Otherwise, why not just rename it “Start Somewhere with XML” and acknowledge that a fully-XML workflow will never be a reality for most publishers.

The report is available from O’Reilly for $149, and we think that’s a good investment for any publisher considering XML, or for anyone looking for ways to justify an XML project. Although it is apparently not available for purchase yet, the link below will give you a good idea of its content.”
