United4Iran.org | A global day of action in solidarity with the people of Iran

United4Iran is a non-partisan collaborative of individuals and human rights organizations. United4Iran does not promote any political agenda, and we are opposed to any foreign interference or military attack on Iran. Our only aim is to condemn the widespread and systematic violations of the Iranian people’s human rights and to call for full restoration of their human and civil rights.

We came together to organize a Global Day of Action on July 25th so the citizens of the world can stand together for:

1. Civil and human rights for the people of Iran
2. Stopping the abuse of power—the imprisonment, torture and killing
3. Solidarity with the Iranian people. To our Iranian brothers and sisters: We have heard your voices, and you are not alone.

U4I is honored to support this campaign, alongside Amnesty, the Baha’i national communities of the US and Canada, the International Campaign for Human Rights, the Boroumand Foundation, the Iran Human Rights Documentation Center, and more. Read more about the connected campaign, “Education Under Fire,” below.

This week’s video, ‘Faith and Sacrifice,’ weaves together accounts of nine family members of Baha’is who have faced imprisonment, torture and execution under Iran’s present government and features commentary by Mr. Glenford Mitchell, retired member of the world governing council of the Baha’i Faith who was deeply involved, at the highest levels, in the early days of the defense of the Iranian Baha’is.

“The world needs to know about the plight of the Baha’is of Iran” are the stirring words spoken by Iraj Kamalabadi at the opening of this powerful short film. His sister, Fariba Kamalabadi, is serving a 20-year prison sentence.

Referring to the systematic attempt by the Islamic Republic of Iran to destroy the Iranian Baha’i community, Kimia Kline, whose grandfather, Fat’u’llah Ferdowsi, was executed in 1982 tells us… “The Iranian government wants these lives erased, their memories erased. But, when you sacrifice something as irreplaceable as your life…that is inherently unforgettable.”

This week’s video showcases a story of “love, courage, and belief in freedom.” The short film details the journey of Reza Fani Yazdi, who underwent terrible abuses and never gave in to the brutal torture, and his wife Soheila Vahdati Reza never gave in to brutal torture, or years in prison. In the film Reza notes, “You think, ‘If I break, if I give up, I have lost my dignity. I have lost my existence. If I lose my dignity, who am I going to be after that?’”

From AIUSA:

By now I can write the script in my sleep: Foreign citizen (but usually Iranian in origin) picked up and slapped into detention; family told to be quiet about it and things will “go well”; implausible televised confession to acts of espionage or involvement in plot to undermine the Iranian government made by weary-looking defendant is aired on Iranian television; unfair trial in Revolutionary Court; harsh sentence handed down; media fire-storm ensues.

Yes, I have been ticking off each item on my check list again. The only “surprise” in the case of Iranian-American Amir Mirzaei Hekmati is the severity of the sentence. The death sentence imposed on him is the first time that a U.S. citizen has been condemned to be executed in Iran since the Iranian Revolution took place 33 years ago.

Iran maintains an enormous security apparatus. In order to justify its existence and reinforce its hold on power, the minions in Iran’s security agencies need to constantly ferret out and expose “enemies”— spies, traitors and conspirators who aim to overthrow the Iranian government, or slowly undermine it through a “velvet revolution.” The ongoing tensions with the United States and other western countries over Iran’s nuclear program and other issues provide a never-ending opportunity for Iran’s security machine to trot out its latest trophy.

Amir Hekmati, a former U.S. Marine, was, according to his family, in Iran visiting his elderly grandmother when he was arrested in August. He was shown on Iranian television in December, confessing to be a CIA operative sent to infiltrate Iran’s Intelligence Ministry. The Iranian authorities routinely broadcast orchestrated confessions that are obtained through coercion and sometimes torture. They then use the confessions in legal proceedings in lieu of any real evidence. This was sadly, but predictably, also the case in Mr. Hekmati’s trial.

Amnesty International has consistently criticized the proceedings of Iran’s Revolutionary Courts that miserably fail to adhere to international standards for fair trials. The presiding judge in Revolutionary Court number 15 where Amir Hekmati was tried, Abolghassem Salavati, is notorious for harsh sentences—including several death sentences—handed down to political prisoners and peaceful dissidents.

Mr. Hekmati’s family was not allowed to procure a lawyer of their choice and Mr. Hekmati was only allowed to meet with the court-appointed lawyer for the first time on the very day of his trial. He was also denied access to visits from Swiss officials, who represent U.S. interests in Iran in the absence of diplomatic relations between the countries.

The imposition of this death sentence comes at a time when Iran has been carrying out an alarming number of executions. Iran executed at least 600 people in 2011, most for drug-related offenses. The execution of Zahra Bahrami, a dual Dutch-Iranian national, just about a year ago was both surprising to many and a sobering reminder that the death sentence against Mr. Hekmati cannot be simply dismissed as political brinkmanship.

Mr. Hekmati is not the only person in peril of suffering serious repercussions stemming from charges of being an American spy. Iranian physicist Omid Kokabee, who was doing research at the University of Texas, has been detained in Iran for nearly a year and is currently on trial on charges of espionage.

Fortunately, the Iranian authorities eventually released most of those Americans and Iranian-Americans—such as Roxana Saberi and the three hikers– accused of spying for the U.S. or plotting to overthrow the government. But this only occurred after an international outcry and months of persistent activism by Amnesty International and other human rights organizations. Please send your appeal today.

Background:
Mr. Saeed Malekpour was detained in October 2008 and sentenced to death in December 2010 without having had regular access to a lawyer or the resources with which to defend himself. He was arrested after returning to Iran to see his terminally ill father on the false allegation of “developing an adult website.” Never has any proof been presented that Mr. Malekpour is associated in anyway with the website.

Because Mr. Malekpour’s Internet law case is full of technical terms and nuances, there is little knowledge or understanding of the “evidence.” Mr. Malekpour’s lawyer has not been allowed to build a case due to being denied communications with his client. Mr. Ghajar has been allowed to see the case file, but has not been allowed to see the notes by the IRGC that shows how it reached the conclusions that led to Mr. Malekpour’s unfounded charges.

Since being detained, Mr. Malekpour has suffered extensive solitary confinement, torture, threats, violent interrogations, and forced false confessions. Mr. Malekpour is onlyallowed one in-person meeting per month and is only allowed to make one short phone call a week. Please urge your colleagues to halt all harassment, violence, and abuse against Mr. Malekpour.

On January 22, 2011, Mr. Malekpour was taken to Branch 28 of the Revolutionary Court, despite the fact that neither his family nor his lawyer was informed. He had no legal representation and refused to defend himself during the trial, instead insisting that his lawyer be present. More recently, the Supreme Court declared it was unable to reach a voting decision on Mr. Malekpour’s case due to discrepancies in his file. Mr. Malekpour’s lawyer stated in his report to the Supreme Court that all evidence was based on false confessions extracted under torture.

Due to the discrepancies, the Supreme Court has returned Mr. Malekpour’s case file to the same branch and judge of the Revolutionary Court. The presiding judge, Judge Moghiseh, has ignored the need to address discrepancies within the case file and instead re-issued the death sentence during a brief hearing. In mid-January 2012, his execution sentence was confirmed.

Write to Iranian officials urging them to guarantee Mr. Malekpour his due rights, afford him a fair trial, as well as access to independent legal representation, medical care, freedom from physical and psychological torture, and most importantly, a halt to his execution sentence.
101 Identities of Vakilabad’s Mass Executions Revealed

(5 January 2012) The International Campaign for Human Rights in Iran published the first public list of 101 victims of secret group executions in Vakilabad Prison today. The Campaign called on the Iranian Parliament and judiciary to immediately institute a moratorium on executions and to move swiftly to abolish the death penalty.

“Unfortunately, many of these executions happen behind closed doors, without the involvement of lawyers or awareness of the victim’s family, and without access to a fair trial,” said Nobel Peace Prize Laureate Shirin Ebadi.

Ebadi added that Iran’s abuse of the death penalty has not been successful in fighting crime, saying:

“The Iranian judiciary and government know that the death penalty is not a suitable solution for fighting crime, particularly drug-related crimes. The basic question is this: why does the Iranian government use this type of punishment with such enthusiasm? The issue is that these executions only create fear and intimidation and serve only a political purpose. All of the statistics show that while the number of executions have increased the number of drug-related crimes have not decreased at all.”

On 21 December 2011, Ayatollah Sadegh Amoli Larijani, head of the judiciary, said “I categorically deny any secret mass executions…All executions are announced to my office…if anyone has information about executions anywhere that have been secret and without knowledge of families, let us know and we will investigate it.”

The list published today by the Campaign reveals the names of 101 individuals who have reportedly been executed without official acknowledgement, between 9 June 2010 and 20 December 2010, in Vakilabad Prison. This list, accompanied by the briefing paper Iran’s Secret Hangings: Mass Unannounced Executions in Mashhad’s Vakilabad Prison, is the first time any identities of those secretly executed at Vakilabad have been made public.

Local activists obtained this information under serious risk to their personal safety in order to lend more credence to past reports.

“This statistic, in my opinion, and the opinion of other contributors to this report, is the baseline figure,” said renowned Iranian human rights activist Asieh Amini, who contributed to this report.

“To me, the issue of executions is not a matter simply for one individual, one city, or one community. Nor is it an issue simply between the victims and their families. For us, executions is a national issue, and must be addressed widely … When the major human rights news is about Iran’s many unjust, secret, mass executions, it is the responsibility of every Iranian to ask of the judiciary, ‘why?,’ and to try to end this national shame,” she added.

Iran is the world’s leading per-capita executor, following only China in absolute numbers. In 2011, Iran put to death over 600 individuals, at least 161 of which were in secret.

The Campaign has documented 471 secret executions in Mashhad and other cities since January 2010. The actual numbers are likely much higher. The Campaign received this information from local sources and activists with access to government data.

Executions are considered secret when they are not publicly reported by authorities and the victim’s family and lawyers have no prior knowledge that the sentence is set to be carried out.

According to local activists the inmates secretly put to death in Vakilabad were unaware that they were scheduled for execution until just before its implementation. Prison authorities informed the individuals only hours before their execution that they had to write their wills and perform ritual cleansing in preparation for death.

Prison authorities hung the inmates around dusk in an open-air hallway leading to the prison’s visiting room. Contributing to the shroud of secrecy surrounding the executions, the phones within Vakilabad Prison were disconnected hours before, preventing calls in and out of the prison.

The bureaucratic efficiency of these hangings is exemplified by the fact that the medical examiner’s office issued many of the corresponding death certificates up to a day before the execution. Death certificates listed the cause of death asghatl-e ghanooni or “legal murder.”

The actual executions were witnessed by representatives of several government agencies including the Mashhad Prosecutor’s office, local and district police, the local judiciary, the Medical Examiner’s office, as well as Vakilabad’s warden and intelligence chief.

Most of these executions are believed to have been carried out in the absence of international safeguards and fair trial standards.

Sources in Mashhad described how many of these convictions came from rushed and unjust trials, marked by unfair and flawed judicial processes. On 18 August 2010, the nephew of one of the executed prisoners told the Campaign: “It took only two months from the time of the arrest to the implementation of [my] uncle’s sentence while he was not granted the right to a fair trial … the truth or inaccuracy of his [defense] was never even investigated.”

Some of the inmates executed in Vakilabad were foreign nationals, including citizens of Afghanistan, Ghana, and Nigeria, and apparently did not have access to their diplomatic representatives. The large majority of those executed are believed to be from economically disadvantaged backgrounds.

Moreover, the vast majority of secret executions have reportedly been for drug crimes, for which capital punishment is not permissible under international law.

When pressed, Iranian officials have publicly admitted that some of these secret executions had taken place. According to UN General Secretary Ban Ki-Moon’s March 2011 report on human rights in Iran, the Iranian government confirmed a 60-person group execution in Mashhad.

The secret killing spree has elicited international concern and condemnation and was cited as a rights violation in the October 2011 interim report by the Special Rapporteur on the situation of human rights in Iran.

Article 6(2) of the International Covenant on Civil and Political Rights (ICCPR), which Iran ratified in 1975, mandates that “[i]n countries which have not abolished the death penalty, sentence of death may be imposed only for the most serious crimes.”

The UN Human Rights Committee, the leading international authority on the ICCPR, and the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, have made clear that drug offences do not meet the “most serious crimes” standard. Therefore, Iran’s use of the death penalty for these offenses violates the government’s international obligations.

Article 14 of the ICCPR guarantees all criminal suspects the right to a fair trial. Moreover, the UN Safeguards Guaranteeing Protection of the Rights of those Facing the Death Penalty makes clear that “[c]apital punishment may only be carried out pursuant to a final judgement rendered by a competent court after legal process which gives all possible safeguards to ensure a fair trial,” and that defendants must have access to multiple appeals.

Worldwide, 96 countries, including Brazil, Turkey, and Rwanda, have formally abolished the death penalty, with another 34 countries, such as Kenya, Morocco, and Russia, ending its use in practice.

“Iran has shown an inability to use the death penalty in a legal and accountable manner,” said Hadi Ghaemi, the Campaign’s spokesperson. “With skyrocketing execution numbers marred by unfair trials and opaque judicial proceedings, it’s time for Iran to institute a moratorium and join the growing trend towards abolition.”

During the six-month period from 21 March to 21 September 2011 more than 320 cultural, political, women’s rights, and human rights activists were arrested in Iran’s West and East Azerbaijan Provinces, according to local sources.

The International Campaign for Human Rights in Iran confirmed the names of 326 people prosecuted in these provinces. Sources told the International Campaign for Human Rights in Iran that many more detainees were released immediately or within a few days of their arrest.

Most of those arrested were protesting the drying of Orumiyeh Lake, the largest lake in the Middle East and a UNESCO Biosphere Reserve. One of the largest saltwater lakes in the world, Orumiyeh Lake is located between the Iranian provinces of East and West Azerbaijan. The demonstrations, by environmental and civil society activists, were protesting the government’s negligence regarding the quickly drying lake, which they assert will soon cause irreversible environmental and economic damage.

In addition to these arrests, sources confirm 10 executions were carried out in the prisons of Iran’s Azerbaijan provinces, which according to officials were all drug related. Of those executed, the following names have been published: Tohid Masoumi Dajin, Khaled Esmaili, Masoud Ghavi Najah, Aref Rashidpour, Esfandiar Mandahaki, Teymour (Timan) Ayoubian, Sadigh Nemani, Mehdi Kohan and Younes Aghaian. The latter was a member of the religious minority Ahl-e Haqq.

“Many of the Azerbaijan activists were tortured during and after their arrest,” local sources told the Campaign. “Among these was Faranak Fareed, women’s rights activist, poet and writer, who was arrested during the [Lake Orumiyeh] demonstrations of 3 September 2011 in Tabriz. Security forces severely beat her during her arrest and hit her repeatedly in the head and face while transferring her to prison. The beatings continued inside the Intelligence Office Detention Center, to the point that her ear and hand were seriously injured.”

Sources added, “[Lake Orumiyeh demonstrators] arrested at the Iftar ceremony on 24 August [as they were breaking the Ramadan fast in a private home] were also beaten and affronted by the security forces during their arrest and later, assaulted and beaten in front of their families in Tabriz Courts. They were also beaten in prison to such extent that broken hands, ribs, teeth, etc., were reported.”

Of the 45 individuals confirmed to have received sentences from the court, 16 were sentenced to flogging and 16 others were sentenced to cash fines ranging between $100 to $300 dollars (1 to 3 million Rials).

Three environmental activists, Saeed Siami, Ali Salimi and Jalil Alamdar Milani, who were arrested on 2 April 2011 in Tabriz, were sentenced to flogging and fines and were released after receiving 20 lashes.

The source added that 7 detainees were summoned to prison in order to start serving their sentence, and are currently in prison. Their names are as follows: Faraz Zahtab (3 months remain of his 6 month prison sentence), Sima Didar (5 months remain of her 6 month prison sentence), Alireza Farshi (3 months remain of his 6 month prison sentence), Yousef Mehr (4 month prison sentence), Abolfazl Vesali (6 month prison sentence), Moosa Saket (7 month prison sentence), Bahman Nasirzadeh (8 months remain of his 1 year prison sentence).

At least two students were expelled from their universities and two more were barred from continuing their graduate education as a result of arrests, according to information acquired by the Campaign. Siamak Koushi, a student activist who was studying mechanical engineering, was expelled from Azad University of Tabriz after his 7 June arrest. Another student activist, Amin Rezaei, was expelled from Orumiyeh University in August. Mehdi Hamidi Shafigh, a sociology student at Tabriz University, and Mohammad Azizi, a literature student at Rasht University, were banned from continuing their education at graduate level following arrests.

Comments on the table of six-month detentions in West and East Azerbaijan Provinces:

It is important to note that this list only includes individuals identified by human rights activists in the two provinces. Therefore, the total number of those arrested may exceed the number of those mentioned in this report.

The names include only of those detainees whose names have been previously published by different sites and news agencies; countless additional protesters were arrested during the street protests in the cities of Tabriz and Orumiyeh in protest of the drying of Lake Orumiyeh.

In the list, some names belong to those arrested during soccer games of the Tabriz Tiraxtor team. Azarbaijan province civil rights activists told the Campaign that usually during the matches of the team, some of their fans get arrested: “These individuals, in the most common scenario, spend one day in prison, and some are freed on bail. Even though some of these detainees’ cases were sent to the court, in the 6 months period of 21 March to 21 September 2011, the sentences of these individuals had not commenced yet, and some are therefore not mentioned in this report.”

The table, that is available in Farsi version of this article, only covers the temporary detentions, solitary confinements and imprisonments of the detainees through 21 September 2011, which means that many of these prisoners are still imprisoned or were released much later. For example, Saeed Naeemi remains imprisoned eight months after his arrest. Many of those arrested in the city of Tabriz on 24 August were scheduled to be released on bail three months after their arrest, but had only served 29 days in prison at the time this report was compiled.

The blank spaces on the table represent the lack of credible information on where the detainees were held or the dates of their release.

In this report, those arrested on 2 April 2011 in Tabriz during protests against the drying of Orumiyeh Lake were referred to as “environmental activists,” but also others with different social or political backgrounds were mentioned according to their activities.

Local sources of the Azerbaijan provinces have collected the names of 45 activists which only in the six-month period of March to August 2011, were sentenced to a total of 75 years in prison. Names made available to the Campaign and their sentences are as follows:
