I REALLY appreciate it when candidates speak to economic incentives, or think outside the box about how we measure (or reward) contributions of time or money to nonprofits.

Great to see that V3 now has a blog. I hope that this will stimulate everyone concerned with this campaign and encourage them to go out and spread the word!

I am writing to you from Scotland as an interested observer of the V3 campaign, having met and spoke to a lot of people, including Robert Egger, at the recent NonProfits Congress in DC. I believe that you all have a great chance to make a difference to your communities and that this could well be your time.

Congressman Allen has also been a sponsor of Individual Development Account(Assets for Independence Act) legislation that creates and funds matched savings accounts for eligible low-income individuals and families. Most of the IDA programs (Known as FDA's or family development accounts in Maine) are operated by non-profit organizations in partnership with financial institutions. They provide a great example of how government can partner with non-profits - and the private sector!

Eliminating income tax would be very bad for nonprofits for a few major reasons:

Donations are the life blood of nonprofits. Financially secure donors frequently make tax deductible donations as a way to direct their money to civic causes they support while receiving credit from the federal govt. for their contributions to society. Some of these donors few the tax break provided by contributing as an important benefit of doing so, in addtion to support for their cause.

Additionally, many nonprofit organizations receive a lot of support from government, which is funded by taxes, a significant portion of which are income taxes.

While not all red tape is good, having some administrative barriers to starting a new non profit is probably for the best. There is a lot of duplication in nonprofit services and not enough collaboration. A certain standard of organization, commitment, and initiative, is necessary to create a new nonprofit. In order to insure that public support these organizations are elgible to receive in the form of volunteers and tax deductible donations is put to good use, it should not be a piece of cake to set up a new nonprofit. Making it too easy can lead to more abuses, such as one organization mentioned in the news recently where the Executive Director's wife was paid a 6 fiigure salary from donation income to generate a newsletter while working 10 or 20 hour weeks. Not only do nonprofits need to be fostered and encouraged, but they also need to be monitored and regulated to insure that their operations are truly acting in the interest of their mission and the public good.

We're thrilled to have received such a thoughtful response from a sitting Senator who is proud of her efforts to secure funds for important social programs implemented by Maine's nonprofits, as well as her work to supplement nonprofit revenues through incentives for increased charitable giving.

I am interested in learning more about the specifics surrounding her pending legislation to make college & health care more affordable.

Thank you to Candidate Pingree for being the first from Maine to respond to the questionnaire. We are pleased that she references the Nonprofit Capacity Building Initiative that would create something akin to the Small Business Administration; and beyond supporting policies that create incentives for volunteerism and charitable giving, acknowledges the important role nonprofits play in a strong economy.

The services the Congressman currently provides to nonprofit constituents is great.

Imagine if he had referenced the amount of money local groups brought into his district in 08, and then pledged to help nonprofit groups reach out to funders to increase that amount by 10% in 2009.

Just a thought.
