			<content:encoded><![CDATA[<p>Vancouver Police have identified the victim of yesterday’s homicide in Port Moody.</p>
<p>Gurbinder Singh Toor, 35, of Squamish, was fatally shot on May 30th in the parking lot of the Port Moody Recreation Centre. Toor is known to police and has connections to the Dhak/Duhre crime group.</p>
<p>The investigation is continuing and detectives handling the case continue to develop suspect information.</p>
<p>Anyone with information, or who may have witnessed the shooting and has not yet spoken with investigators, is asked to contact the Vancouver Police Homicide Unit at (604) 717-2500 or Crime Stoppers at 1 (800) 222-8477.</p>

<strong>Remarks</strong></p>
<p>It was a sad day for all of us.</p>
<p>I promised the family that we would work hard to bring together all available resources in the justice system to find out exactly what happened to their son and why.</p>
<p>I sympathized with the Boyd family then for their loss and have always felt that way since. I am very sorry that events unfolded the way they did that day.</p>
<p>As I know you are all aware, now a new video has emerged from a witness. </p>
<p>While it is unfortunate that the video was not available to us at the time, we believe it is important enough to prompt another look at the original investigations and their findings.</p>
<p>We asked for this review, we wholeheartedly support it, and we are committed to standing by its conclusions.</p>
<p>In the meantime, however, we recognize the public interest and concern generated by this video.</p>
<p>We take this issue and the public’s concern so seriously that we are going to depart from our standard policy of not making public statements while a review or investigation is underway.</p>
<p>We’re taking this position because we believe the public has a right to have access to the most accurate, thorough and up-to-date information on this matter as possible.</p>
<p>Today we are announcing the creation of this new web page called simply The Events in the Death of Paul Boyd.</p>
<p>In addition to the chronology of the events, there are media releases from the VPD and reports from investigations and reviews including those from Crown Counsel and the Office of the Police Complaints Commissioner.</p>
<p>These public documents have never been grouped together like this before.</p>
<p>We hope that it is a helpful resource for those of us who are still grappling with how this tragedy could have happened.</p>
<p>As you know, every investigation and independent review of this incident so far has concluded that there is insufficient evidence to lay a charge.</p>
<p>We understand that provides no consolation whatsoever to the family and we empathize with their grief.</p>
<p>If the status of this case changes as a result of the current review, I promise the family today that our response will be appropriate and made without delay.</p>
<p>If the status quo is confirmed, we will still see this as a defining moment for our organization &#8212; one, though sad, that is an opportunity for us to improve and go forward,  committed to the support of our members in their difficult job to protect and serve those suffering from mental illness.</p>

			<content:encoded><![CDATA[<p>One man is dead and the Vancouver Police Homicide Unit is investigating after a shooting last night in Port Moody.</p>
<p>Citizens called the Port Moody Police at about 9:30 p.m. on Wednesday, May 30th, after a man was shot in the parking lot of the Port Moody Recreation Centre in the 300 block Ioco Road. The 35 year old man was rushed to hospital but succumbed to his injuries shortly after midnight. At this early stage of the investigation it appears that the man was exiting his car to go play ball hockey when he was shot and a dark-coloured SUV was reportedly seen fleeing the scene.</p>
<p>Members of the VPD Forensic Identification Unit expect to be on scene in and around the Port Moody Rec Centre throughout the morning. The victim is known to police and while it is still early in the investigation, police believe this was a targeted gang-related shooting.</p>
<p>Anyone who has information or any witnesses who have yet to speak with police about the shooting is asked to contact the Vancouver Police Homicide Unit at (604) 717-2500 or Crime Stoppers at 1 (800) 222-8477.</p>

			<content:encoded><![CDATA[<p><img class="size-medium wp-image-9172 alignleft" title="2012.05.31. high-risk-offender-bakker" src="http://mediareleases.vpd.ca/wp-content/uploads/2012/05/bakker-250x300.jpg" alt="" width="250" height="300" />The Vancouver Police Department believes that compelling circumstances exist requiring the Department to warn the public that Don Michel Bakker will be residing in the City of Vancouver, and he poses a risk of significant harm to the safety of female children under the age of 18 and female sex trade workers.</p>
<p>Bakker received a global 10-year custody sentence on June 2, 2005, after being convicted of two counts of sexual assault causing bodily harm, and sexual assault, as well as seven counts of invitation to sexual touching.</p>
<p>The Correctional Service of Canada has assessed Bakker as a high risk to re-offend sexually.</p>
<p>Don Bakker is 48 years old, white, 168cm (5&#8217;6&#8243;) tall and 70 kg (155 lbs.). He has brown hair, currently shaved, and brown eyes.</p>
<p>Bakker will be bound by the terms of a Section 810.2 recognizance issued under the Criminal Code of Canada which includes the following conditions:</p>
<ul>
<li>You shall have no contact with anyone under the age of 18.</li>
<li>You shall not attend a public park or public swimming area where persons under the age of 18 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground, camping ground trailer park or area where children under the age of 18 years are known to congregate</li>
<li>You shall not be in any contact with any sex trade workers.</li>
<li>You are not to have any pornography or pornographic material in your possession or in your residence.</li>
<li>You shall not own, possess or access any personal computer or electronic devices inclusive of a cellular phone capable of accessing the internet.</li>
<li>You shall not possess any cameras, video cameras or devices capable of capturing visual images or audio recordings.</li>
<li>You shall not be outside your residence between the hours of 11 p.m. and 6 a.m. daily except for the purposes of employment and with the prior written permission from the Bail Supervisor.</li>
</ul>
<p>Anyone witnessing Don Bakker in violation of any of these conditions is asked to contact their local police department at 9-1-1.</p>

			<content:encoded><![CDATA[<p>At the request of the RCMP, Vancouver Police have agreed to investigate a fatal police-involved shooting involving 26 year old Angus David Mitchell that occurred in Maple Ridge shortly after noon today.</p>
<p>Earlier this morning, Angus David Mitchell was the subject of a public warning by the Burnaby RCMP in relation to two recent shootings in Burnaby. Following the warning, a tip was called in to the Ridge Meadows RCMP by a citizen advising that Mitchell’s van was on an isolated road in Maple Ridge. The RCMP Lower Mainland District Emergency Response Team immediately responded to the area.</p>
<p>The van and Mitchell were located on 216 Street just north of 132 Avenue, and shots were fired. Mitchell was airlifted to hospital where he was later pronounced deceased. No RCMP officers were injured and a rifle was seized at the scene.</p>
<p>VPD Major Crime investigators will be attending the scene of the shooting to begin their investigation. Any witnesses are asked to contact the Vancouver Police Homicide Unit at (604) 717-2500.</p>
<p>Investigators expect to remain on scene throughout the afternoon and into the evening.</p>

			<content:encoded><![CDATA[<p>A suspected shoplifter is being treated in hospital for injuries he sustained in a fall while allegedly fleeing from security officers this morning at the Real Canadian Superstore, located at 350 S.E. Marine Drive.</p>
<p>Shortly before 11 a.m., witnesses reported seeing a man fall approximately 30 feet from a roof top. The man is now in hospital undergoing treatment for a possible leg injury. The extent of any other injuries is not known.</p>
<p>Vancouver Police were called shortly after the incident and are now investigating.</p>

			<content:encoded><![CDATA[<p>Vancouver Police have recovered the Sig Sauer P226 firearm that was lost in a foot chase on May 23rd.<br />

Around 1 p.m. this afternoon, veteran VPD beat patrol officers recovered the missing firearm and ammunition in the Downtown Eastside. The officers located the pistol after following up on information received earlier today.<br />
 <br />
Details of where the gun was found, and the source of the information, are not being disclosed for investigative reasons.<br />
 <br />
&#8220;Thanks to the investigative skill of very experienced beat patrol officers, we have the pistol safely back in our possession,&#8221; said Const. Jana McGuinness.  <br />
 <br />
The investigation is continuing and no one has been charged in connection with the recovery of the gun.</p>

<p>An intensive search is underway in the Downtown Eastside for a missing police firearm.  A Sig Sauer P226 pistol with serial number U778210 was lost during a foot chase Wednesday afternoon near Oppenheimer Park. A man was allegedly seen by a witness picking up the firearm, but he has yet to come forward to police.</p>
<p>After working through the past 24 hours to exhaust all investigative avenues, the VPD is turning to the public for assistance to find the firearm.  Anyone who finds the pistol should assume it is loaded and take every precaution to avoid touching it.  They should immediately call 9-1-1 for assistance.</p>
<p>The firearm was lost in an incident that began around 3 p.m. on the afternoon of May 23rd, when two plainclothes VPD officers saw a drug deal in the north lane of the 300 block of Cordova Street.  When one of the officers confronted the suspect, he ran away across Oppenheimer Park. The officer gave chase and pursued the suspect on foot through the 200 block of Dunlevy Street, across Oppenheimer Park and into the 300 block of Jackson Avenue, where the suspect, who was hiding in some bushes, was taken into custody.</p>
<p>The second officer returned to the police car and drove to the arrest point a short distance away to help with the arrest. Once the situation was under control, the arresting officer realized that his police firearm had dislodged from its holster during the chase.  A search for the pistol was immediately launched.</p>
<p>An intensive canvass of the area for witnesses and video has since revealed that a man may have picked up the firearm from where it had fallen in the park but he has not come forward to turn it over to police. Investigators are continuing to work various leads in an effort to find the man and the missing pistol.</p>
<p>A bulletin has been issued to local law enforcement agencies about the missing firearm.</p>
