National Night Out is designed to heighten crime prevention awareness, generate support for and participation in local crime prevention programs, strengthen neighborhood spirit and police‐community partnerships, and send a message to criminals letting them know that neighborhoods are organized and fighting back. Between the hours of 4:30 p.m. and 8:30 p.m. at Kohlman Park, located on 1<sup>st</sup> St NW, residents are asked to turn on their outside light and spend the evening outside with their neighbors and police officers. The National Night Out event is a simple way for people to meet one another, have fun, and explore how they might work together to improve the safety and quality of their neighborhoods. Bobcats are relatively common in the southern third of Iowa and if you see a bobcat there is no need to panic. This commemorative month was passed into law in 1989 by the U.S. Congress and has been renewed every year since. The Waverly Police Department continues to work&nbsp;in&nbsp;partnership with&nbsp;Cedar Valley Friends of the Family and other&nbsp;domestic violence organizations with an effort&nbsp;to assist in&nbsp;prevention, awareness and education efforts. The Waverly Police Department will have Purple Ribbons attached to their vehicles as a symbol of remembrance for those who have lost their lives to a person they once&nbsp;trusted and loved. The initial report indicated that an adult male appeared to be experiencing a medical condition and left his residence on foot into a cornfield. A perimeter was established and personnel started searching the immediate area. At approximately 3:35am the Missing Person was located. The individual did not appear to be injured but was transported to the Waverly Health Center for precautionary reasons. Clincy (22) of Waverly, IA was arrested for Possession with Intent to Deliver Marijuana (Class D Felony), Failure to Affix Drug Tax Stamp (Class D Felony), Unlawful Possession of Prescription Drug (Serious Misdemeanor), Possession of Controlled Substance, Marijuana, (Serious Misdemeanor) and Possession of Drug Paraphernalia (Simple Misdemeanor).</p><p>Venisha R Lyons (22) of Waverly, IA and Austin C. Kime then allegedly assaulted a staff person while attempting to escape from the scene. <strong>Traeton Dean Wilharm (18)</strong> of Sumner was charged with <i><span style="text-decoration: underline;">Aiding and Abetting</span></i> for his alleged involvement in assisting the commission of the robbery. Both subjects were able to escape from the scene. Kime was located later that evening and booked into the Bremer County Jail to see the magistrate. Wilharm was located on Sunday, 04/28, and transported to the County Jail to see the magistrate. The reporting party was on the phone with the subject and reported to law enforcement they heard a single gunshot prior to losing contact with the subject. At 3:05 pm the Waverly Police Department contacted the Waverly-Shell School District and requested Southeast Elementary School to be locked down due to its close proximity of the incident. The Waverly Police Department established a perimeter with the assistance of the Bremer County Sheriff’s Office, Iowa State Patrol, Iowa State DOT, and Iowa State DNR. The Waverly Police Department was able to make phone contact with the subject and determined he was located inside the residence. Since the subject was isolated the Waverly Police Department sent a law enforcement officer to the Southeast Elementary School at 3:23 pm to assist with releasing the school from lockdown. The Waverly Police Department was able to talk the subject out of the residence peacefully and surrendered without incident. There were no injuries. A search of the residence did result in the recovery of a Glock .45 caliber handgun that was seized for safe keeping. The subject was transported to the Waverly Health Center by the Waverly Police Department. The charges stem from multiple investigations into occupied home invasions, car burglaries, and thefts ranging back to May of 2011. The crimes are class ‘C’ felonies carrying prison terms of up to ten years and fines up to $10,000 if convicted. More charges are expected with the filing of the trial information by the Bremer County Attorney’s Office.</p><p><span>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>To date, the investigation continues but has cleared at least fifteen reports of burglary and theft in Waverly with expectation to clear others. Bring your medications for disposal to the Waverly Public Library at 1500 West Bremer Avenue. </span><span style="font-size: 12pt;">The service is free and anonymous, no questions asked.</span></p><p><span style="font-size: 12pt;">&nbsp;</span><span style="font-size: 12pt;">Last October, Americans turned in 377,080 pounds—188.5 tons—of prescription drugs at over 5,300 sites operated by the DEA and nearly 4,000 state and local law enforcement partners. In its three previous Take Back events, DEA and its partners took in almost a million pounds—nearly 500 tons—of pills. </span></p><p style="margin-bottom: 10pt;"><span style="font-size: 12pt;">This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards. </span></p><p><span style="font-size: 12pt;">Four days after the first event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA is drafting regulations to implement the Act, a process that can take as long as 24 months. While answering calls in the Saeman Student Center, a staff member received a call from a subject stating there was a bomb in the building. The Waverly Police Department and Wartburg College Security evacuated the Saeman Student Center in addition to several surrounding buildings for the safety of the students, staff and faculty. </span></p><p><span style="line-height: 115%; font-family: 'Times New Roman','serif'; font-size: 12pt;">Once the buildings were evacuated and secured, law enforcement and fire department personnel conducted a thorough search of the buildings. The Iowa Poison Control Center says the three deaths occurred in 2013, and were recently reported as involving the new syn-thetic cannabinoid known as 5F-PB-22.</p><p>"This tragic news demon-strates once again the de-gree to which these quick-changing products are un-safe, and the importance of educating our youth about their dangers," said Steve Lukan, Director of the Governor’s Office of Drug Control Policy.</p><p>"Even though state and federal officials have strengthened laws to pro-tect Iowans from dozens of different synthetic drug types, makers of these poisonous products keep skirting the law," said Lukan. "For now the best defense against syn-thetic drugs is preven-tion, which means par-ents talking with children and other forms of educa-tion to help young Iowans make safe choices."</p><p>One week ago, the DEA took emergency action to temporarily ban four new synthetic cannabinoids, including the 5F-PB-22 compound, at the federal level. The DEA is also</p><p>expected to act soon to temporarily ban an addi-tional ten new synthetic cathinones federally. The Board of Pharmacy is work-ing with state officials to follow suit in Iowa.</p><p>"We will continue using all available means to protect Iowans from these elusive drugs and their dealers," said Lukan.
