The Waverly Police Department is now accepting applications for the 6th Annual Citizen's Police Academy to be held February 5th thru April 9th, 2015.

On September 07^th, 2014, the Waverly Police Department completed the statewide specialized traffic enforcement project that began on August 25^th . The following is a report on the activity Waverly Officers conducted.

The Waverly Police Department is hosting the annual National Night Out celebration on Tuesday, August 5th, 2014. National Night Out is designed to heighten crime prevention awareness, generate support for and participation in local crime prevention programs, strengthen neighborhood spirit and police‐community partnerships, and send a message to criminals letting them know that neighborhoods are organized and fighting back. Between the hours of 4:30 p.m. and 8:30 p.m. at Kohlman Park, located on 1^st St NW, residents are asked to turn on their outside light and spend the evening outside with their neighbors and police officers. The National Night Out event is a simple way for people to meet one another, have fun, and explore how they might work together to improve the safety and quality of their neighborhoods. Enjoy the free inflatable games, popcorn, sno cones, cotton candy, water, and hot dogs (while supplies last).

The Waverly Police Department wanted to confirm the sighting of a bobcat within the city limits of Waverly. Bobcats are relatively common in the southern third of Iowa and if you see a bobcat there is no need to panic. Bobcats are carnivorous, but generally feed on small mammals (mice, squirrels, and rabbits) and birds (includes domestic birds); will also eat lizards, snakes, and small pets, including house cats.

October is Domestic Violence Awareness month. This commemorative month was passed into law in 1989 by the U.S. Congress and has been renewed every year since. The Waverly Police Department continues to work in partnership with Cedar Valley Friends of the Family and other domestic violence organizations with an effort to assist in prevention, awareness and education efforts. The Waverly Police Department will have Purple Ribbons attached to their vehicles as a symbol of remembrance for those who have lost their lives to a person they once trusted and loved. In addition to the demonstration of support for victims, the display of purple ribbons is intended to be a symbol of hope and send a message that there's no place for domestic violence in the homes, neighborhoods, workplaces or schools of its citizens.

On September 30, 2013 at approximately 12:15am the Waverly Police Department received a Missing Person report. The initial report indicated that an adult male appeared to be experiencing a medical condition and left his residence on foot into a cornfield. A perimeter was established and personnel started searching the immediate area. At approximately 3:35am the Missing Person was located. The individual did not appear to be injured but was transported to the Waverly Health Center for precautionary reasons. The Waverly Police Department was assisted by the Waverly Fire Department, Bremer County Sheriff’s Office, Iowa State Patrol, Bremer County EMS, Bremer County CERT, and Waverly Ambulance Service.

4th Street SW Detour Begins October 1st

Due to an urgent residential sewer service repair on 4th Street SW near 4th Avenue SW, traffic will be detoured for approximately three days. While the 4th Street SW traffic is detoured, the City of Waverly will also coordinate work to remove three dead or dying trees from the corridor and perform sewer main inspection.

The detour is scheduled to begin on Tuesday, October 1st and last for approximately three days.

• Northbound 4th Street SW traffic will be detoured onto 8th Avenue SW; then north onto 1st Street SW north to Bremer Avenue.

• Southbound 4th Street SW traffic will be detoured west at 2nd Avenue SW; then south onto 5th Street SW; then east onto 5th Avenue SW; then south back onto 4th Street SW.

Parking along the detour route will be prohibited where signed. Vehicle access to 4th Street SW along the detour route will be restricted. An overview of the detour route is available on the City’s website (www.waverlyia.com).

  On 7 June 2013 the Waverly Police Department was honored by the Department of Defense for Extraordinary Support of Employees Serving in the Iowa Guard and Reserve.

Employer Support of the Guard and Reserve (ESGR), a Department of Defense operational committe, announced today that Chief Richard Pursell of the Waverly Police Department was honored with an "Above and Beyond" award in recognition of extraordinary support of its employees who serve in the Iowa Guard and Reserve.

Officer Stephens is a Sergeant First Class with the Army Reserves and currently serves as a career counselor. According to Dick Rue, Iowa ESGR State Chair, "The ESGR 'Above and Beyond' Award was created by ESGR to publicly recognize American employers providing extraordinary patriotic support and cooperation to their employees, who like the citizen warriors before them, have answered their nation's call to serve. Supportive employers are critical to maintaining the strength and readiness of the nation's Guard and Reserve units."

On May 1, 2013 the Waverly Police Department concluded an investigation by arresting Shane E. Hillman (30) of Cedar Falls, IA for 2nd Degree Theft (Class D Felony). Hillman was booked and released into the Bremer County Jail where he is being held on a $5,000 bond.

Two men were arrested in connection with a robbery at the Waverly Wal-Mart Store on Saturday, April 27^th. Brady Alan Kime (19) of Sumner was charged with 2^nd Degree Robbery when he allegedly attempted to commit theft from Wal-Mart. Kime then allegedly assaulted a staff person while attempting to escape from the scene. Traeton Dean Wilharm (18) of Sumner was charged with Aiding and Abetting for his alleged involvement in assisting the commission of the robbery. Both subjects were able to escape from the scene. Kime was located later that evening and booked into the Bremer County Jail to see the magistrate. Wilharm was located on Sunday, 04/28, and transported to the County Jail to see the magistrate. Kime has since been released after posting bond while Wilharm is still being held on $10,000 bond.

            The charges are class ‘C’ felonies and, if convicted, both Kime and Wilharm could face imprisonment of up to ten years and a $10,000 fine.

On April 22, 2013 the Waverly Police Department concluded an investigation by arresting Brian D. Michael, 20, of Waverly, IA for 2nd Degree Theft (Class D Felony). Michael was booked and released into the Bremer County Jail where he is being held on a $5,000 bond.

On April 8, 2013 the Waverly Police Department conducted a Tobacco Compliance check on nine (9) establishments that currently
hold a tobacco license within the City of Waverly.  The Tobacco Compliance check is part of a 28E agreement with the State of Iowa, Alcoholic Beverages Division. We are pleased to report that all nine (9) businesses were in compliance.

The Waverly Police Department reports on 12/14/2012 they received a call to respond to 108 6^th Avenue SE in reference to a male subject who was threatening suicide. The reporting party was on the phone with the subject and reported to law enforcement they heard a single gunshot prior to losing contact with the subject. At 3:05 pm the Waverly Police Department contacted the Waverly-Shell School District and requested Southeast Elementary School to be locked down due to its close proximity of the incident. The Waverly Police Department established a perimeter with the assistance of the Bremer County Sheriff’s Office, Iowa State Patrol, Iowa State DOT, and Iowa State DNR. The Waverly Police Department was able to make phone contact with the subject and determined he was located inside the residence. Since the subject was isolated the Waverly Police Department sent a law enforcement officer to the Southeast Elementary School at 3:23 pm to assist with releasing the school from lockdown. The Waverly Police Department was able to talk the subject out of the residence peacefully and surrendered without incident. There were no injuries. A search of the residence did result in the recovery of a Glock .45 caliber handgun that was seized for safe keeping. The subject was transported to the Waverly Health Center by the Waverly Police Department. There are no charges at this time and the investigation will continue.

The Waverly Police Department was assisted by the Bremer County Sheriff’s Office, the Iowa State Patrol, the Iowa State DOT, the Iowa Department of Natural Resources, and the Waverly Health Center.

On September 13, 2012 the Waverly Police Department arrested Leo L. Berger (52) of Waverly, IA for Sexual Abuse, 2nd Degree, (Class B Felony). Berger was booked into the Bremer County Jail and is being held to appear before the duty Magistrate.

Applicants must meet standards set forth by the Iowa Law Enforcement Academy. On 08/24/2012, Waverly Officers arrested Felix Cecil McElory (50) for failing to comply with the Iowa Sex Offender Registry restrictions. The defendant is currently a registered sex offender from the State of New York and had allegedly spent approximately three weeks living in a Waverly.  This action constituted the violation in which McElory failed to notify the Sheriff of Bremer County within five days of establishing a residency. McElory faces a class ‘D’ felony if convicted.

On August 23rd, the SRTS Committee met to discuss routes for St. Paul's Schools.  As of this date, it was agreed that there will not be any routes endorsed by the SRTS Committee.  There are many construction projects, sidewalk gaps, and other concerns that would make it difficult for children to safely navigate their way to school.  We hope to approve a route in the near future after improvements are made and many construction projects are completed.  The Waverly Police Department will submit a press release when these routes are determined and ask that the motoring public be vigilant and aware of pedestrian and bicycling traffic around our schools during school hours.

Bremer County Sheriff’s Office and Waverly Police Dept.   Heightens Traffic Enforcement Labor Day Weekend.

                                     On Tuesday, August 7^th the community of Waverly is invited to join forces with thousands of communities nationwide for the “29^th Annual National Night Out” crime and drug prevention event. National Night Out, which is hosted by the Waverly Police Department, will involve over 15,000 communities worldwide. In all, over 37 million people are expected to participate in “America’s Night Out Against Crime”.

                   National Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support, and participation in, local anticrime efforts; (3) Strengthen neighborhood spirit and police-community partnership; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back.

                   Activities are scheduled to start at 4:30 p.m. on August 7^th and residents can lock their doors, turn on an outside light and spend the evening with neighbors and police at Kohlman Park in Waverly. There will be FREE inflatable games, entertainment, food and information for everyone’s enjoyment until 8:30 p.m. The complimentary popcorn, sno-cones and cotton candy will be available all night with free hot dogs from 5 to 7 p.m. (while supplies last). The following businesses assisted the Waverly Police Department to bring this night to the City of Waverly: CUNA Mutual Group, First National Bank, Hy-Vee Food Stores, Lincoln Savings Bank, Security State Bank, State Bank of Waverly, Tatroe Electric, TEREX Cranes, and Waverly Health Center.

                   Chief Richard Pursell said, “This is a night out for the City of Waverly to stand together to promote awareness, safety and neighborhood unity. Police-community partnership and citizen involvement is vital to build a safer Waverly.”

Effective 2:00PM, July 12, 2012, open burning in Bremer County will be prohibited except as specifically permitted by Iowa Code 100.40(3). This Burn Ban will be in effect until further notice.

1.  The state fire marshal, during periods of extremely dry conditions or under other conditions when the state fire marshal finds open burning constitutes a danger to life and property, may prohibit open burning in an area of the state at the request of the chief of a local fire department, a city council or a board of supervisors and when an investigation supports the need for the prohibition.  The state fire marshal shall implement the prohibition by using a proclamation to persons defined in the affected area.  The chief of a local fire department, the city council or the board of supervisors that requested the prohibition may rescind the proclamation after notifying the state fire marshal of the intent to do so, when the chief, city council or board of supervisors finds that the conditions responsible for the issuance of the proclamation no longer exist.

2.  Violation of a prohibition issued under this section is a simple misdemeanor.

3.  A proclamation issued by the state fire marshal pursuant to this section shall not prohibit a supervised, controlled burn for which a permit has been issued by the fire chief of the fire district where the burn will take place, the use of outdoor fireplaces, barbecue grills, properly supervised landfills, or the burning of trash in incinerators or trash burners made of metal, concrete, masonry, or heavy one-inch wire mesh, with no openings greater than one square inch.

     Waverly Police Officers Working to Make Roads Safe
     from Impaired Drivers this Independence Day!

The Waverly Police Department announces that two charges of Burglary in the 2^nd Degree are being filed against Lucas John Nolte (18) of Waverly. The charges stem from multiple investigations into occupied home invasions, car burglaries, and thefts ranging back to May of 2011. The crimes are class ‘C’ felonies carrying prison terms of up to ten years and fines up to $10,000 if convicted. More charges are expected with the filing of the trial information by the Bremer County Attorney’s Office.

            To date, the investigation continues but has cleared at least fifteen reports of burglary and theft in Waverly with expectation to clear others. Nolte was booked and released from the Bremer County Jail and has an initial appearance scheduled before the Bremer County Magistrate on 06/22 at 9:30 a.m.

     Waverly Police Dept.’s “Click It or Ticket” Campaign
     results in safe travel during Memorial Day Holiday!

National Police Week will be observed next week in the United States, but the City of Waverly started the observance at the meeting of the Waverly City Council on Monday night.  With no meeting of the council scheduled next week, the observance was set for Monday night so a mayoral proclamation of Police Week in Waverly could be made in advance.

National Police Week began in 1962 when President John F. Kennedy declared May 15th to be National Peace Officers' Memorial Day, and the week in which the 15th falls to be a week honoring police officers.  This year, National Police Week is Sunday, May 13th through Saturday, May 19th.

WHEREAS, The Congress and President of the United States have designated may 15th as Peace Officers' Memorial Day, and the week in which May 15th falls as National Police Week; and

WHEREAS, National Police Week is a time of reflection and appreciation for the ultimate sacrifice made by exceptionally courageous and dedicated men and women of law enforcement who were killed or disabled in the line of duty; and

Bike Rodeo

Join the Waverly Police Department and the Waverly Health Center Saturday May 12, 2012 for the annual Waverly Bike Rodeo. This event focuses on Cycling Safety for young cyclists (age’s kindergarten to 14). Participants will practice and develop skills that will help them to become better bicyclists and avoid typical crashes.  Be sure to join the fun and learning at the Waverly City Hall from 9:00am - 11:00am.

On Monday April 30th and Tuesday May 1st there will be traffic control flaggers at the intersection of 1^ST STREET NW AND 6^TH AVENUE NW due to contractors having the intersection partially closed.  DRIVERS SHOULD EXPECT SLOW-MOVING OR CONGESTED TRAFFIC in this area.

 Last October, Americans turned in 377,080 pounds—188.5 tons—of prescription drugs at over 5,300 sites operated by the DEA and nearly 4,000 state and local law enforcement partners. In its three previous Take Back events, DEA and its partners took in almost a million pounds—nearly 500 tons—of pills.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

Four days after the first event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA is drafting regulations to implement the Act, a process that can take as long as 24 months. Until new regulations are in place, local law enforcement agencies like the Waverly Police Department and the DEA will continue to hold prescription drug take-back events every few months.

The Iowa Committee for Employer Support of the Guard and Reserve (ESGR), an agency of the Department of Defense, announced Chief Richard Pursell of the Waverly Police Department was honored with a Patriot Award in recognition of extraordinary support of its employee who serves in the Army Reserves.

According to Dick Rue, Iowa ESGR State Chair, “The Patriotic Employer Award was created by ESGR to publicly recognize individuals who provide outstanding patriotic support and cooperation to their employees, who like the citizen warriors before them, have answered their nation’s call to serve. Chief Richard Pursell was nominated for being highly supportive of the Army Reserves by his reserve component employee. Supportive supervisors are critical to maintaining the strength and readiness of the nation’s National Guard and Reserve units.”

On Wednesday April 11, 2012, at approximately 6:53 p.m., the Waverly Police Department responded to Wartburg College in reference to a Bomb Threat. While answering calls in the Saeman Student Center, a staff member received a call from a subject stating there was a bomb in the building. The Waverly Police Department and Wartburg College Security evacuated the Saeman Student Center in addition to several surrounding buildings for the safety of the students, staff and faculty.

Once the buildings were evacuated and secured, law enforcement and fire department personnel conducted a thorough search of the buildings. The search did not indicate the presence of any incendiary devices and the Waverly Police Department deemed it was safe for students and staff to return to the buildings.

The Waverly Police Department takes all threats seriously and the focus of the investigation at this point will be to identify the responsible parties. Anyone with information leading to the identity of the person(s) responsible for the threat is asked to call the Waverly Police Department at 319-352-5400. The Waverly Police Department was assisted by the Waverly Fire Department, Bremer County Sheriff’s Office, Iowa State Patrol, Waverly Health Center EMS, and Wartburg Security. The Waverly Police Department thanks all students, staff and faculty for their cooperation in allowing public safety officials to do their job.

The monthly testing of the outdoor warning siren system in the City of Waverly will be 10:15 a.m. Wednesday April 4, 2012 to coincide with the statewide test.  The test will be canceled on the scheduled date in the event of actual severe  weather conditions to avoid confusion, and conducted on the next clear day.  The Waverly Police Department asks citizens to contact their office, 352-5400 (option 5) if they believe the outdoor warning sirens are not operating properly.  Beginning next month the tests will resume on the first Tuesday of the month at 11:00 a.m.

On March 28, 2012 the Waverly Police Department arrested Jeffrey J. Rick (34) of Waverly, IA for Distribution of a Controlled Substance (marijuana) to a person under 18 within 1,000 ft of a public park (Class B Felony), Possession of a Controlled Substance, marijuana (Serious Misdemeanor), and Providing Alcohol to a person under the legal age (Serious Misdemeanor). Rick was booked in the Bremer County Jail where he was released on citation to appear before the duty magistrate.

*A criminal charge is merely an accusation and defendants are presumed innocent until and unless proven guilty.

NEW HAMPTON, Iowa – March 28, 2012 – Road construction work on U.S. 218 near Janesville will resume Monday, April 2, and continue until early November, weather permitting, according to the Iowa Department of Transportation’s New Hampton construction office. Traffic on U.S. 218 will be maintained at all times in various configurations.

Bremer County Road C-50 near Janesville will also be closed at the intersections with U.S. 218 due to road construction work beginning Monday, April 2, until early November. Motorists will be asked to follow the marked detour route, which uses Black Hawk County roads C-57 and V-25.

The Iowa DOT reminds motorists to drive with caution, obey posted speed li­­­mit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles and wear seat belts.

On March 11, 2012 at approximately 12:30a.m. the Waverly Police Department responded to a disturbance call at the Fainting Goat parking lot.  Subsequent to the investigation Martin DeJaun Hyatte (20) of Rockford, IL. was later arrested on Wartburg Campus for Disorderly Conduct due to the disturbance call at the Fainting Goat.  Hyatte was also charged with Assault on a Peace Officer, Interference with Official Acts (both Aggravated Misdemeanor) and Public Intoxication (Simple Misdemeanor).  Hyatte was booked and released to the Bremer County Jail where he was held to appear before the duty Magistrate.

On March 9, 2012 the Waverly Police Department arrested Brianna L. Stanek (19) of Denver, IA for 2nd Degree Theft (Class D Felony). Stanek was booked and released on a citation to appear before the duty magistrate.

Tips for partying and driving safely this holiday season- Celebrate safely by planning ahead.

DES MOINES – A new synthetic drug compound has been identified as being involved in three separate deaths of young Iowans, according to authorities. The Iowa Poison Control Center says the three deaths occurred in 2013, and were recently reported as involving the new syn-thetic cannabinoid known as 5F-PB-22.

"This tragic news demon-strates once again the de-gree to which these quick-changing products are un-safe, and the importance of educating our youth about their dangers," said Steve Lukan, Director of the Governor’s Office of Drug Control Policy.

"Even though state and federal officials have strengthened laws to pro-tect Iowans from dozens of different synthetic drug types, makers of these poisonous products keep skirting the law," said Lukan. "For now the best defense against syn-thetic drugs is preven-tion, which means par-ents talking with children and other forms of educa-tion to help young Iowans make safe choices."

One week ago, the DEA took emergency action to temporarily ban four new synthetic cannabinoids, including the 5F-PB-22 compound, at the federal level. The DEA is also

expected to act soon to temporarily ban an addi-tional ten new synthetic cathinones federally. The Board of Pharmacy is work-ing with state officials to follow suit in Iowa.

"We will continue using all available means to protect Iowans from these elusive drugs and their dealers," said Lukan. "The important message for young Iowans is that even though some new synthetic drug prod-ucts may still be sold by a few stores, the contents of those packages can be very dangerous, and even dead-ly."

On December 20th a Waverly resident reported a possible scam.  A male subject who identified himself as Mr. Lopez, an employee with Publisher's Clearinghouse, called to inform them they had won a new car as well as a cash prize and were going to deliver the vehicle and cash.  The resident was alerted to the scam due to the inclimate weather and questioned the subject further.

The Waverly Police Department is taking back unwanted prescription drugs September 29, 2012 at the Waverly Public Library

Waverly, Iowa – On September 29 from 10 a.m. to 2 p.m. the Waverly Police Department and the Drug Enforcement Administration (DEA) will give the public another opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your medications for disposal to the Waverly Public Library at 2500 West Bremer Avenue. The service is free and anonymous, no questions asked.

   Summer has passed by very quickly and we are rapidly
   approaching fall, which means our children and college students will be
   returning for another year of school.

 
   This extra activity in the community creates an increase in traffic
   safety concerns that drivers should be aware of.  Things like~

Synthetic Drugs in Iowa: Get the Facts

State officials are warning drivers in Iowa to be careful on the highways this month
