We don’t have anything against modernization of the Philippine electoral process. In fact, we are for the speedy results without jeopardizing accuracy of information. If computerization is the most viable answer, then why not go for it?

However, it must be unmistakable, especially to the Filipino people, the pros and cons of implementing a computerized election system, especially when it involves SmartMatic:

PROS:

- Hastened Process - depending on fail-safe network topology, be it heterogeneously connected nationwide, it could only take a few weeks to gather and process results.

- More Accurate Results - computers are capable to digest megabytes/terrabits of instructions in few seconds yielding more precise results. Of course, consequences are dependent on the correctness of instructions (the program).

- Feasible - operationally speaking, the system (the program as well as the machine) is upgradeable and maintainable. Economically, the system is readily available in the market. It may be costly, but would allow long-term savings.

We need not mention numerous advantages that may result in a computerized electoral process. Instead, we’d immediately jump to the cons.

CONS:

Integrity? - although based in Florida, there are only 5 to 7 Americans who work for SmartMatic, majority is in Valenzuela — SmartMatic (which bought Seqouia voting machine in Florida) is owned and operated by Venezuelan businessman who (allegedly) has ties with Hugo Chaves (see Fox News with Martha MacCallum). Venezuela’s own electoral process is highly suspect (as mentioned in this CNN news clip).

Possible Fraud? — SmartMatic and other similar voting machine companies are private companies that maintains proprietary software that are protected, in other words, "trade secrets". Computer experts say that it’s hard to verify if closed-door proprietary software are really tamper-proof. Thus, these experts claim that electronic instructions (or programs to be used in the voting machine) must be made available and transparent to the public for scrutiny.

CONCLUSION

This only boils down to increased vigilance in protecting manual counts that runs side-by-side with the electronic voting machine. Quick counting machines must never dictate early celebration, but, provide statistical data that can be used to compare with, that may serve as check and balance, for a more viable manual election results.

2008 was a very fruitful year for Philippine web designers. At WebDesignPhils, we’ve handled several projects, some of which are ongoing towards completion this early part of 2009.

A fruitful year, it was. Apart from individual projects we’ve had, it was in 2008 when formal talks for "long-term bulk projects" with a European provider started. If things turn out positive, then we shall definitely be expanding our work force to accommodate the expected load.

CURRENT ENGAGEMENTS:

Currently, we cater to projects with 2 providers from the US, one of which falls under NDA. However, both are within non-formal agreements.

THE NEAR FUTURE:

As mentioned earlier, arrangements with a new European provider is underway. This time, we look forward to a business relationship falling under a long-term formal contracted agreement.

It’s definite that Web Design Philippines shall transfer to Baguio City by the second quarter of 2009. Specific address and phone number shall be published in this site as soon as we have made the transfer.

EXPANSION AND IMPROVEMENTS:

Apart from the expected expansion to cater to upcoming work loads, web design philippines shall improve on the ff:

better designs, thus, focusing more on newer design concepts and lightweight graphics;

competitive prices, most especially on bulk projects;

better search engine index results on western regions.
