<p>World e.gov forum is an exclusive space for the public decision-makers, the elected representatives, the private actors and the members of the non trading society who wish to exchange on the future of the e-administration and some e-democracy. <br /> Finally, the prize-winners of the e-democracy and e-administration trophies were revealed during a ceremony which took place on October 13th to the Ministry of Foreign and European Affairs.</p>

				<content:encoded><![CDATA[<p>After the huge impact of the financial crisis on its banking system and government, Iceland is writing a new Constitution through crowdsourcing. Citizens can share their ideas on a <a href="http://stjornlagarad.is/english/">dedicated website</a> and the major social networks as to what the new document should contain.<span id="more-5486"></span></p>
<p>&#8220;This is the first time a constitution is being drafted basically on the Internet,&#8221; said Thorvaldur Gylfason, member of Iceland&#8217;s constitutional council to the <a href="http://www.guardian.co.uk/world/2011/jun/09/iceland-crowdsourcing-constitution-facebook">Guardian</a>. Iceland&#8217;s constitution was written when it gained its independance from Danemark in 1944. It is based on the Danish constitution, with a few minor adjustments.</p>
<p>The constitutional council is posting draft clauses of the document every week on its website, that the citizens can comment underneath. The public can also join the discussion on <a href="https://www.facebook.com/Stjornlagarad">the council&#8217;s Facebook page</a>.</p>
<p>The collaboration goes further: the council also has <a href="https://twitter.com/#%21/Stjornlagarad">a Twitter account</a>, <a href="http://www.youtube.com/stjornlagarad">a YouTube page</a> where interviews with its members are regularly posted, and a <a title="More from guardian.co.uk on Flickr" href="http://www.guardian.co.uk/technology/flickr">Flickr</a> account containing pictures of the 25 members at work. The council opens its meetings to the public and streams them live on to the website and Facebook page.</p>
<p>The draft is due to be ready at the end of July. A referendum will then be organised without any changes imposed by parliament. This new constitution will intend to reorganise the Icelandic intsitutions, to prevent a repeat of the financial crisis.</p>

				<content:encoded><![CDATA[<p>An agency of the European Union, the European Environment Agency (EEA) provides independent and reliable information on the environment for policy makers and the general public. The agency is working towards raising environmental awareness across Europe by delivering easy-to-understand information about a number of environmental topics—among them, water and air quality. It also encourages citizens to contribute their own observations about the environment around them. Working with Microsoft, it developed the Eye On Earth platform, based on the Windows Azure “cloud” services operating system. Users can view water or air quality from the 32 member countries of the EEA, using high-definition Bing maps. The EEA has also launched the Environmental Atlas of Europe, which features stories told by eyewitnesses about their first-hand experiences of climate change. Both solutions can help broaden awareness of the impacts of environmental change and help people in Europe make better-informed choices about their environment.</p>

				<content:encoded><![CDATA[<p>The French Prime Minister Fillon has <a href="http://www.premier-ministre.gouv.fr/presse/creation-d-etalab-portail-unique-de-reutilisation-des-informations-publiques" target="_self">announced the creation of Etalab</a> a programme that is to establish data.gouv.fr, a national government data portal to &#8220;freely distribute raw data in usable formats&#8221;.<span id="more-4988"></span> The programme is aimed at aiding public service bodies in stimulating re-use of PSI, as well as simplifying online public services. The <a href="http://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000023619063&amp;dateTexte=&amp;categorieLien=id" target="_self">decree creating Etalab has been published at legifrance.gouv.fr</a>, dated 21 February.</p>
<p>In a press statement (<a href="http://www.premier-ministre.gouv.fr/sites/default/files/communiques/02.22_Communique_de_presse_-__Etalab.pdf" target="_self">download in PDF</a>), the French Prime Minister said (machine translation):</p>
<p>&#8220;The Council of modernization of public policy, chaired by the President of the Republic, a Acts 30 June 2010 establishing a single portal for the reuse of public information&#8221; Etalab (data.gouv.fr).</p>
<p>Prime Minister Francois Fillon told Severin NAUDET the direction of Etalab.Under the authority of the Prime Minister at the Secretariat General ofGovernment, Etalab coordinates the activities of government departments andprovides administrative support to public institutions to facilitate the widest possible reuse of their information public. The single portal is part of the policy of simplification of public services online. Facilitate access and use of public information in the interests of transparency is a priority policy of modernization of the state. Etalab will freely available raw data into a usable format and develop new online services for the benefit of citizens, from some of these data. Thereuse of such information offers great opportunities to the community ofdevelopers who can use them to propose innovative application services. &#8221;</p>

<p>GIS software developer Esri has posted a map of Egypt that  follows the &#8220;social conversation&#8221; as the country&#8217;s historic political  revolution continues. Tweets, YouTube videos and Flickr photos are plotted on the map<span id="more-4788"></span> in  near real time. The map overlay includes satellite imagery, street maps  and topographic maps.</p>
<p>Citzens flooded the streets of Cairo on Friday to celebrate after  word  spread that Hosni Mubarak, the country&#8217;s president since 1981,  would  resign and cede power to the country&#8217;s military. Anti-government   protests have rocked the nation for weeks. To view the map, click on the image below.</p>

<p>Home Office ministers say it is unprecedented for such interactive <a title="More from guardian.co.uk on Crime maps" href="http://www.guardian.co.uk/uk/crime-maps">crime maps</a> to be published for an entire country and that it has been done without compromising the privacy of victims and witnesses, or having a negative effect on house prices.</p>
<p>The maps, which are accessible by typing a postcode into the<a href="http://www.police.uk/">www.police.uk </a>website, also provide contact details for neighbourhood policing teams, information about forthcoming beat meetings, CCTV footage of local incidents, and in some cases even a Twitter feed from beat officers.</p>
<p>Quarterly crime statistics have been available online at ward or local <a title="More from guardian.co.uk on Police" href="http://www.guardian.co.uk/uk/police">police</a> division level for some time, but the £300,000 project launched today gives information about different types of crime and, for the first time, incidents of antisocial behaviour down to street level.</p>
<p>The maps give street-by-street results for six types of offence, including burglary, robbery, vehicle crime, violence, and antisocial behaviour. Sexual offences are included in &#8220;other crime&#8221; to avoid revealing the location of victims.</p>
<p>Six &#8220;trailblazing&#8221; forces are to go further in developing crime maps.</p>

				<content:encoded><![CDATA[<p>The Higher Education Funding Council of England (HEFCE) has announced that it will put forward £12.5 million (US$20 million) towards a new cloud computing shared initiative for universities, <a href="http://www.futuregov.asia/articles/2011/feb/08/uk-universities-share-us20-mil-cloud/">futuregov.asia</a> reports.<span id="more-4748"></span>According to the <a href="http://www.hefce.ac.uk/news/hefce/2011/cloud.htm">HEFCE</a>, this new programme supports colleges and universities in the innovative use of digital technologies. The programme has two core elements:</p>
<ul>
<li>Investment of up to £10 million in cloud computing, shared IT infrastructure, support to deliver virtual servers, storage and data management applications.</li>
<li>Investment of up to £2.5 million to establish cloud computing and shared services in central administration functions to support learning, teaching, and research.</li>
</ul>
<p>David Sweeney, HEFCE Director for Research, Innovation and Skills, said that at a time of pressure on university resources, it is critical that technology is used in a collaborative and cost-effective way, to deliver services that will benefit the sector. &#8220;Cloud computing has the potential to do this in ways which will serve the academic community leading to improvements in research, teaching and administration,&#8221; he said.</p>
<p>A core virtual server infrastructure (a &#8216;cloud&#8217;) will be set up to offer discounted data management and storage services to HE institutions. It will be deployed in data centres starting with a pilot at Eduserv, which will work in collaboration with the Digital Curation Centre. Up to £5.1 million will be invested in this aspect of the shared IT infrastructure programme, including funding to develop a sustainable financial model for the brokerage beyond the life of the UMF.</p>
<p>Up to a further £4.9 million will be invested in developing HE research data management applications to be deployed in the shared services environment.</p>

<p>Medical advice via email is increasing, according to the data shown in the report of the IT and Telecom Agency, launched on 20 January 2011. More specifically, in 2006 1.2 % of all medical consultations were made via email, while in 2009 the number had risen to 4.4 %. Statistics for 2010 have not yet been calculated.</p>
<p>It is proved helpful to have doctor&#8217;s assessment, without having to move to a clinic for issues such as inflamed sinuses or high temperature.</p>
<p>On a similar note, the proportion of telephone consultations dropped from 42.8 % in 2006 to 39.1 % in 2009.</p>
<p>While the use of email is slowly increasing, the use of the <a href="https://www.sundhed.dk/">Sundhed.dk</a> portal has remained stagnant; according to the report, the number of over 250 000 unique users per month on average in 2008 has been decreased.</p>
<p>Sundhed.dk, the Danish National eHealth Portal is citizens&#8217; entry to health information and to information on citizen&#8217;s medical records or blood samples.</p>
<p>In addition to the public health services, Danes are also satisfied with digital means in general. Figures from the governmental organisation &#8216;<a href="http://www.dst.dk/HomeUK.aspx">Statistics Denmark</a>&#8216; demonstrate that more than a half of the population now uses the Internet themselves to find information about diseases and health.</p>
