Well, if we talk about Management, we are now making reference to how these public funds can be managed by an individual who is appointed or elected or made to use it for the general good of the general public.

Anyway, the writer have learned that despite of all that has been said and heard from these individuals whose Money is been used to make up public funds, yet, the people who manage them have not make out time to know exactly what is it to manage public funds very well.

Hmmm! What I mean to say here is that; Leaders, who manage public funds, do it, to their own benefits thereby putting off the common interest of the real owners of these funds – The Public.

It is not as if, am writing to criticize leaders, but it is just that I have learned In my many years of being alive that if the basic amenities and infrastructures are provided, for the public, with the use of public funds, then public funds can be said to have been used effectively. A leader who reads this article will be thinking that “what interest the writer as his basic amenities and infrastructures may not be the interest of others as what is loved by a Man may be hatred to another.” Yes! This may be true! As it “MAY!”

I know that if I like Good Roads, Good Hospitals, Good Public Schools, Smile-Able Packages For Workers, Viable International Relationship, Stable Economy, other readers may want to add Tourism, and then put ETC, others in the public who would like to support and vote for my interest is not “MAY” be many but many.

A somebody, who reads this article and is one of the so-claimed, intelligent, may think like this: “is this all he know about basic amenities and infrastructures?” Know! Sometimes “etcetera” may have different meanings. In the same vein, public wants are too numerous and is insatiable, but if we take the Family as an example of a public, we can deduce: Food as one number in our here scale of preference, then: shelter, clothing, etcetera, can follow.

Well, the state and Nation has different definition to what a Family is defined, so scale of preference may not be the right word to look for but a flow chart that look like this: Good Food will aid Good Health, and if Health is seen as Wealth, this means Food here is made important. But fresh Foods are cultivated, processed and produced mainly where there is soil not cemented earths found in cities, and there is only a few thing that connects the cemented earths to fertilized soils – Good Roads.

Writing needs inspiration. Without been inspired, one who is a writer cannot always write. Putting down words on a sheet of papers are not easy except with the write inspiration. I have been a writer for decades but it took me time to discover the only thing that keep me writing - inspiration.

Sometimes, a writer is in lost of words to organize or may not think out a thing to write but with what we shall tell you here, which is the one thing that will keep you always writing, expressing myself about inspiration.

Here: A title will be given to you to write on, unlike before were your asked to think about something on your own.

Before we begin, let’s take few minutes to reflect on the word contained in the title and their means okay. The big words there is famous and superstar, look up for the words in a dictionary, if you are not familiar with them. To me, I am, with them.
Now, the key thing is that you must known too well about the title and its meaning, Remember, this is creativity and everything will not be the same now, in the introduction, let play with words, in a making sense style

How to write a perfect article in a competition.
If you are asked to write on your thinking or on your own topics.

LESSON I.

1. (Getting started) think of what you know very well, events, timeouts, issues, just anything.

2. Title it. Think of the best title that can bring out the meaning or summary of it.

3. Start with an introduction, if it is a word, starts by define it.

Now give an example of it, talk about how it can been used before or what you think about it, just add something to finish it, read the sentences, if it is up to 7-10 lines, leave it.

Note: What you did here is an introduction, we need the body.

Body: we shall build the body of these article, in five paragraphs, remember here in the article body building, you want to talk more and more about the title or topic as above.

Now make another title for each paragraph, that's five titles in all, call them sub-titles.

Now, start developing each of these sub-titles, you can use different sheets, but the same pen, let each development have at least 7-10 lines sentence.

NOTE: the sub-titles are called topic sentences of the body and they are key and important.

Note: use the last sub-title's development as a summary or conclusion of the article.

Now lets take an example:

Ok: let write about the similarities between prescription and quotation. I know it well, because am an engineer and use quotation while my friend is a doctor and uses prescription. Both words have just almost the same application but are used by different profession. Use your dictionary to look it up now. In the body of the article, I need 3 sub-titles to develop, okay lets make it 5 sub-titles and they will be:

1. Doctors use the prescription
2. Engineers use the word quotation
3. Bringing out the similarities in both words
4. How wrong it is to use wrong word in a particular field or profession.
5 ... and putty anything my brain tells me or following my pen.

Now, before I start, I need an introduction and that will be like this:

To me, I do not see anything different in the English language word prescription and quotation as it refers to how they are been used in professional fields, going by definition, prescription is to tell somebody, by a doctor, to take a particular medicine or have a particular treatment, while quotation, is a statement of how much money a particular piece of work will cost.

Now, look at the introduction, is it too small or too long? Should we leave it or put more something? Okay let’s put more:

I just believed that if a doctor is meant to be an engineer, a female doctor who is now an engineer, she never known anything about engineering because she is converted as an example for this article, will use the word quotation for the usual word she knew - prescription.

Now, let join the intros to make it one. Here, introduction can be one paragraph, but it depends on the amount of words you want to write, if your aim is 1,000 words, then you have to add more paragraphs, you just have to play with words in a way that make sense. No! leave the intro at one paragraphs, but make it big not more than 20 sentence. If we combine the intros we shall have something like this:

“Introduction:”

from what I know, doctor may decide to call this order of writing on a paper, any other name apart from its now-name: "prescription"

Now, if you want more, just play with words.

Let’s take the second sub-title which is:

ENGINEERS USES QUOTATION
As it is contained in prescription so it is in quotation. When an engineer or a technician is given a technical work to do, he have to take down some certain measurements and materials needed for the job, based on the work to be done - the thing he knows how to do, on a sheet of paper meant for the purpose. The content of the paper which is appropriate material for the job, the name of the materials that will be used for the job, the quantity needed, the rate of which one of the material can be purchased and the total amount of the total number of each material to be bought in the order of a statement and in all, he calls it quotation, when due to be submitted to the owner of the work.

Other contents in quotation can be how the work should be done and when to do it too.

How and when the prescription/quotation content is achieved is a matter of who does it and why he/she does it. The doers know how to read the content well enough and interpret them to effective use.

Now, let take the final sub-title, and develop it, bearing in mind that it would be our conclusion to the writing.

Because of how he founding fathers of English language has organized name and things which they called register; I see it as the reason for using prescription in the medical profession and living quotation for engineers and technical artisans. At this point I would conclude that let these names be used as they were since it explains to us the exact thing we need to know about what we know - in content.

If you, banks can recall that since the 4th of November 2013, the public servants of the Federal government are on strike.

Some of these workers, may have collected or let me say, borrowed Money from your banks to solve their that time urgent financial needs.

You, the banks have laid down your agreed modalities to recover your Money. On a normal situation, if these workers are paid their Salaries as at when due, your loan recovery, will not have a harmful effect on them, but for the true fact that they are now in a hard time, you the banks have to consider their plight.

Most of these workers have domiciled their account to your banks before you granted them access to the so-called "LOAN". You called it salary-advance.

WHAT IS THE POINT HERE!
My point is that if you have any worker on your loan recovery sheets, consider them now that they are suffering. If any money happens to come in to their account in this industrial action time, please! Share it 50-50, then when things normalizes, you can go on with how you used to do it.

Since creative writing is creative, this means, you have to be creative when you are set to put down your ideas. One thing is to have the idea of what to write, and another thing is to know how to properly pen it down for readability and comprehension. Many of us that can write, sometimes cannot write well presented and organized article, because of how we have poorly organized the write-up. Now the time has come to give out these 8 basic principles for writing a better creative articles, for publication. The procedure and organization is as followed:

1. TITLES: every article must have and start with a title. If you have what to write, then you must think about a better title that captures that which is in your mind. I mean what is really in you mind now. The reader of your article, should have an idea of what you want to say from the look at the title. Something, titles are good to be longer, but it depends on what you want to write.

2. CATEGORY: a creative writing must have where it falls. Just like every other thing in life. If you are a good writer in food related things, then many a times your articles will be in the categories pf food and beverages. So it is good to well-categorize your creative writings. Category in writing is always short because it is category and it is the only thing that is left out in the body of the article - it is just category.

3. SUMMARY: here, you just need to give at least twenty line or less of what you are writing about. It is good to know that summary should be the summary of the big thing you are writing about. Summary is very very important in creative writing and that is why I have included it in this basic principles of creative writing.

4. THE BODY: the body of any article carries and tells the reader every details of what is in your mind, and it is the longest and largest of the article content. The body of any article is very comprehensive and must have contents, I mean contents. Here you explain everything about the thing you are #writing about, and nothing should be left out because it is the body and must look like the body of an article. The body of an article makes itself, by this I mean, when you are writing that everything in your mind and when you are done, it will make-up the body.

5. KEYWORDS: there is a reason for good #keywords because it will be used to put your article in the right place of words of the language used in writing. A keyword is key to the words you have used. For instance, every articles have piles of words used in writing it but there are words that best describes the article and these words are called keywords. Writer have to think about keywords even before the start to write, it is like saying: " what kind of words will I develop?" When you have decided on the words, you have to make sure they appear in a key and strategic places in your article. Some group of people in Nigeria, wants to disstabilize the current government of Nigeria - may be because they felt that current power is in the wrong hand and that there is no too much thing they can do to get it back.

So, they decided to use some group of persons to achieve this objective. When these people gathered and raised Money for the operation, they agreed that after power have been gotten, they will stop.

This was the agreement the paid and the payee made. Then the operation started, but to the surprise of the paid, the government become more and more successful even at all they did, to the payers/sponsors, the outcome was not liked.

Then they stopped fundind the paid and they paid seeing that the venture has some kind of power in it and that they have been equipped very powerfully they thought employed with a powerful connection, they decided not to quite but to continue.

Now, both they people who started it and they people who are on it, do not know how to quench the fire they have started. To the citizens of Nigeria, we are talking of poverty and lowest standard of living, now killings amongst us, w must resolve to prayers to God to help us.

U see, the main truth about we Africans writing and publishing is that the International others, thinks since we do not have Grammar as our indiginous mother's tongue - our write-up's are sub-standard.

WHAT IS GRAMMAR?
The Rules in a Language for changing the form of words and joining them into sentences.
A complex thing if I may say. If you want to do everything the way they want them, you, from #Africa, cannot write let along publish. I don't have to talk about their Rules for sentence structure - oh! That one, Hmmm!

The International world expecially those who think Grammar is their own, I mean, them that said - they are born with Grammar as their Mother's tongue. Though, we Colonised, and trainned by Great Britans, America and others. But we cannot be like them -
Africa is Africa, that's why we are called African...s.

The truth is that they think whatever we Africans write and published is sub-standard, as I have said before, though it merits a repeat - when it comes to Proper Grammar. This is a very big discrepancy, if am allowed to say by my opinion about the whole thing. Lurthar King forth for Racial discrimination, who will fight for Grammar discrepancy in Africa to the other Nation - who claims Grammar is originated from them.

HOW TO FACE IT.
The only one of the some of the ways to face it, is not to learn everything that has to do with Proper Grammar and Sentence structure, but to write and flow with the Creativity, and if they like it, let them read, and understand or if not, let them forget about it.

SECOND OPTION.
May be, Africans should write in their different Mother's tongues - I mean, in their many different Billion #Languages that God has Blessed them with.

WHY! Do we choose English Language as a one simple Communication Language in the first place. Though, we Africans cannot coin out one general Language for our own #Communication and #writing, when it comes to publications. So let's consider something.

THE NEED TO TALK ABOUT IT...
In this day, 27th February, 2014; Nigeria marked her 100 years as a Nation. In this article, I will look into some certain things that should be considered or used as a tool to score Nigeria. Noting that the example to be used here will be based on an individaul, and on a place; but it is applicable to all other places and locations in the Nation, except Abuja - the capital of Nigeria.

Before I continue, I will like to take Imo State, Umudibia Autonomous Community in Owerri-west Local Government Area, located in Nigeria- furtunately, the place I dwell.

POWER!
It is worth knowing that - the President and Commander in Chief of the Armed Forces, in the person of Dr Goodluck Ebele Jonathan - GCFR, who happens to be the chief celebrant or the Driver of the Centenary Celebration, has Power in his Palace, even now, and not just now - 24/7. But me - Princely Okwuego, and my follow commons have not seen Power for over a week plus. It is not as if I do not know that the possibility of not using Power to celebrate, will not be there. Honestly, I knew, I made plans on how to watch the centenary celebration on my television.

MY PLANS..
A week before now, I have been saving some Money to buy some Fuel; which will power my - ''I PASS MY NERBOUR POWER GENERATOR SET'' because of the level of poor-ness archoring me, I decided to buy just 3 litres which is N291, okay! To my greatest surprise, when I sent my helpper to go and buy THE EVIL LIQUID, on reaching there, it has increased to N130, I mean - from N97 to N130. Hey! You don't have to blame me for shouting at just N130 a litre, I am a public servant at the Federal Polytechnic Nekede, am been owned of my arrears over four year - the reason why the non-academic staff union NASU is on strike for over five months now.

ROADS...
It is very clear that all the members of House-of-representatives, and the House-of senate passes through good and we'll constructed roads, because they live in Abuja. To me, and others - who dwells in Autonomous Community...Hmmm! The story is different. If I would use my own case as an instance, I wouldn't know where to start, but I know how it will end - and it will be like this;
''The cars I have now, I will stop driven them by March ending because there will be no road, since rain water will cover the sweet at harmattan roads we enjoy now, so I have to drive again come November - if only rain will have mercy on me, and others.''
...because it happens so - every year, it has become part of me and us.

DO I DEMANDED FOR ANYTHING?
NO - because if I do, the Federal Inland Revenue Service FIRS, will ask if I do pay my task. Even at the littlest demand of common tractor grading of the road, not to mension taring it. Where will the Money come from, when the Federal Government intends borrowing to takle the menence of BOKO HARAM'S TERRORS. I just wanted not to mension thee guys, not because am afraid but because, they gave a warning signal on the 22nd of February, 2014, five days to the #centenary celebration that took place in NIGERIA. May be to tell Government that to beware because they are still waxing and still willing to Terrorise terror.

But the surprising part of the whole senario is how the killed 50 student in Borno State, at least, they would have kidnapped them and demand for a ramsome in these way, Money would have bought their lives.

If am asked for the way forward, I would say . Let #Nigeria live in one unity, and become the gaintest of #Africa, or would I say - let us divide Nigeria, and build a great pieces of them.

Like me, I pay N250 as at then, to stay, all night at the cyber café - sacrificing my natural right to sleep - what can I do? The worst of it was the slowness of the internet access to the web. In the 6 hours [a night charge], one paid for, you only get 3 hours out of it.

You have typed "Yahoo" in the address page, you wait for 30 minutes or hours for the page to

Google-Africa has made Africans what they are today, with respect to web and internet related technologies [co-operative management]. Google is good with the d changed. Sometimes, I keep asking myself: "where was Google-Africa, all these year of our sufferings on this continent called Africa?" But today we are grateful to nature, about it all - Google-Africa.

Impact I
Like me, I am a writer, but don’t have enough money to buy a platform - site, for publishing my articles. If google was here in those days, as I know what to write but the platform to publish was the problem: things would have been better. In the past, there may be ways to publish, but for what I know, you can publish: a book, "voluminous" once, by paying big money to the media publishers [because that is where the return will come] - Nobody listens to you, when you have short info.

Like now, One may have a few words of based information to pass across, it can be published on the web, with the help of Google's Blogger or site. When this information is on the web, one can search with google and get the exact kind of thing, the person need: void of irrelevance - not like before. Like you type one thing and another different thing come out - what we experienced in the past. Google has aided the usefulness of the web with so many different products - with equal qualities.

EMAIL: Google made everything easy and simple, by this, I mean, when users from Africa signs up for an email with google, google will know that this person is coming from Africa, they will give you an easy way to complete your sign up process. They know every part of Africa with respect to mobile numbers.

Map: Google has included Africa in the world, with what is known as - Google map. They know every place in our continent- I know google is not from Africa, but they know us well.

Search: Google knows all the information that comes from Africa and keep them in an African information web room or space, such that when a search is made and it is coming from Africa, google know exactly what to display and how to display it, making it relevance to your kind of search and to your continent and region - very soon they will provide search available to out local Governments and community and families - Search relevance.

Blogger: For a continent like Africa, google knew, they are developing so they want to help up coming writers like me and others to show what we can do, a place to publish our few or many information was provided - Blogger. I have seen some people using google publishing platform, blogger to form or manage: news magazines - becoming internet publisher CEO’s. Creativities are on the high - with the presence of google and on the web.

Google Plus: A simple but effective means of communicating short or vast information to the people you know or may know. In the dark days of Africa, circles of like minded people are only made for the big heads. But today everyone can create his or her circles of people he knows and include those he wishes and can communicate with them. It was on a circle that I had about this competition or whatever it is called.

Google Adsense: Google has given everybody in Africa, a change to joint the whole world in whatever they are doing. Adsense: as the name implies [Ad Sense]. Google said "Africans, if you have creativities in you, share it with the whole word and in return you can make money from it, if you know how to use adsense - that is: show some relevant ads on your published things and if any valid clicks are made you earn.

Google Site: If you, the reader knows how much dollar or African money you will spend to buy a functional site running on the web, you'll know how far google helped with their free site. A beginner can start with google free site loaded with high quality and powerful templates, and can advance to site developer API. But anyone who knows how, can make everything with the google site.

Yes, Google has played a vital role developing us Africans, in the area of internet and the web - if the world thinks that we are still not developed, it may be in other areas - For internet and web, we covered it, with the help of google. The only thing now is the future of Google to Africa. We have been exposed, with too many goodies from google. We are now addicted to google and the web, many of our information and data are stocked or stored in google...

Drive: million of information and data, from African can now be found on drive. Google knows too well: that Africans do too much of whatever they started doing. Though we may be slow at the start, but spread too wide. This is true, Yes, like taking myself as an Example - I was born with the love of designing - that is, imaginative Things, so for many years I have #searched all over the net for a better #software to learn: graphic and design primaries - but found none as Simple, easy, friendly as Xara graphic designers...

BEFORE I DISCOVERED XARA PRODUCTS...

I can now express myself creatively, graphical, and designing - without being interrupted.

Some of all the companies I have previously come in contact with, in the past, responded robotics with respect to support. This may be a competition, Knowing too well, I [may] not be good at competitions, but I want to use this mean to thank Google with respect to all their good deeds and helpful contributions to Nigerians and Africa as a whole. I do not see this as a competition, I see it as a way we Africans can thank Google and appreciate the web.

Internet Darkness: Means, When a group of people cannot access the web, due to limited enhancements like internet network access, thereby missing out the benefits associated with it - information.

But when these said group of people, can access the web, due to break through on what previously limited them... is now brought to - Internet Light.

Google helped in restoring internet light to Africa.

History Back Date...BEFORE GOOGLE'S RESCUE.
Dating back to the 90s and early 2000s, [The common] Nigerians, in Africa, was in [internet] darkest as far as the web is concerned. People like me, who is addicted to surfing the web - may be for: information, eCommerce, communication etc... Has no way or means of satisfying their thirst. Although, okay, if there was a means, with respect to communication between peoples, or searching for information - It's called Yahoo.

Even though some people think that Yahoo and Ask etc., was available for Search..., these companies and, or the individuals that run or manages them, does not have Africans at heart. Because, they made everything about accessing the same or shared information, very difficult for us Africans. Ranging from: [even] the smallest thing, one can do - which is creating an email account. - Maybe not small...

Even when they allowed us Africans, at their discovery of us, they will make it non-functional - they don't have good service for Africans. But , if they had good service, they enjoy it only in that places like USA, Germany, etc. - Developed continents.

Let's say, there is Yahoo, but the only way to access it by a common man is through an internet connection and access. Let's say again, that everything can be done on the net as at that time, yes, but you need to have good means to connect with people on the other side of the world. But internet access was not cheap.

Internet And Africa...
In Africa, internet access was never cheaper than now, in fact, thinking of having internet access to surf the web, was like thinking of going to hell, then having a thought of cheap one - is the hell itself. Every of these sad things put Africa, as a whole, into the internet darkness.

Unities Of Africa...
Africa is one continent, as they international refer us - Developing, so anything that affects one country, in these developing continents affects all others. May be, somebody thought of it - that the only way to make Africa come to the world of reality and light is [first] to give them internet access that is affordable - May be... But not sure. I know very well, that, it is the basic, "because" that is the right channel for getting to the web.

Africa Moving Forward...
Then, in the years: 2002 - 2004, the light of having internet access to surf the web started shining, but very little, because, the big inventors took over it. By this, I mean, you need to have long - longest mast which can cost about so many different African Moneys. For some of us, who wants to satisfy our thirst for internet and the web, we must go patronize them...

Social media activities: means the things you do on Facebook, Google+, twitter etc [How You Post, What You Post, You Comments etc], with respect to this article, we shall take an example of Facebook.

Purposeful post and comments are hard to write, because you have to think well before posting or commenting on a post. There people whose activity is only to post just their own PICTURES, although, one may say "of what concern of me is that?" "Yes" you may be right. But I want you to do more! Example: if a person post his or her #picture, this kind activity and other related to it is not purposeful.

Or - do you want to tell me that: us seeing your picture alone can teach us anything? In fact, a picture post alone shows that you want us to see your beauty or your handsomeness - which is not Educational. But you can do more to your pictures by adding some meaningful educational or educating comments which can tell us more of what you have in mind - do not forget to comment on any purposeful posting, it's hard to put-up.

OTHER ACTIVITIES THAT IS PURPOSEFUL.

Like if your are good at reading NEWS - if you come across good once you share, funny images - with a fine related comment is ok, or even your pictures - that tells us more about your trip to London [not just the picture, with a good writing attached to it]. "Writing" is never an easy thing to do. No matter how anyone approaches it, I mean, whether you write as a hobby or you are writing as a professional, even if you take writing as a career- it's never simple. In many a time, you may have been stopped by the fear of how to get started- but now is the right time to learn the pros in Article writing.

It's worth knowing that: you have to be talented to write good articles (article writing has to go with the passion to write, write, write till you become addictive to it.). People thought that "Education is the key to writing a readable article," Buy I may not believe to this. Education has nothing to do with writing- "but the passion to write do." Article here, article there so:

WHAT IS AN ARTICLE?

You can write an article on a subject or about a subject matter. but article means: a pieces of writing about a particular subject which the writer can publish in a newspaper or in a magazine.

This mean, one can write on anything he has vast knowledge at- because your information has to be a complete and communicative one. You cannot want somebody to know about something, and you give him half of that which he should know since you are the source. Any write-up you make about a subject, makes you a source of that information to the reader.

"Originality, is also a key to article writing."

I have said this before, but it merits a repeat: Education, is not a prerequisite to writing original, informative, + communicative article. To me, I know, that there are many people out there, that are more Educated and can't put-up a good write-up that can be called "ARTICLE."

We often time see common people make up powerful articles.

"With Education or not, you can write original best articles."

"What you need is the TALENT and PASSION."

In fact, there are many benefits of writing articles but I will tell you some:

EXPOSURE- Just think about it, if people reads your articles and found out it made sense- don't you think they'll say something good in their mined- things like "this guy wrote well, I think I like this! huh." Your name will be everywhere on the internet. Like this: If you search for the name- PRINCELY OKWUEGO, you will be surprised at what you will see.
