Friends,

A meeting of Postal J.C.A consisting of NFPE, FNPO, AIPEU GDS and NUGDS was held at NFPE office, North Avenue, New Delhi on 15-11-2018. All General Secretaries of NFPE, FNPO and GDS Unions participated in the meetings.

The meeting was presided over by T.N Rahate, Secretary General FNPO.

A threadbare discussion took place on the prevalent situation in Deptt of Post. Deptt is moving ahead on the path of corporatization which will lead to privatization of services in future . IPPB is the burning example of this. After MNOP, PNOP has been brought and separate Parcel Directorate has been

Setup . The Minister communication is announcing to setup a separate company for PLI & RPLI.

There is acute shortage of staff in each cadre . Cadre Restructuring for left out categories is not being finalized. The result of regular membership verification conducted in 2015 has not been declared yet. The entire process of GDS membership verification was cancelled arbitrarily.

High Court & Supreme Court decisions in respect of MACP, RTP and others matters are not being implemented.

Positive recommendations of Sri Kamlesh Chandra Committee are not being implemented.

Every day new services are being introduced without developing proper infrastructure and without providing adequate manpower and training to the staff. Deptl Council meetings and periodical meetings are also not being held since long. More and more victimization of trade union leaders has become the order of the day.

So therefore taking a serious note of all the above mentioned facts, PJCA has decided unanimously to conduct 2 days strike on 8 & 9 January – 2019 for which vigorous campaign will be launched . All leaders of NFPE & FNPO will carry on the campaign programme which will be declared shortly.

The Charter of demands for which 2 days strike will be conducted is mentioned as under.

CHARTER OF DEMANDS

Implement all positive recommendation of Sri Kamlesh Chandra Committee report and grant Civil servant Status to GDS.
Fill up all Vacant Posts is all cadres of Deptt of Post i.e P.A/S.A, Postmen, Mail Guard , MTS, GDS, Postal Acctts, P.A Admn Offices, P.A SBCO & Civil Wing etc and separate identity of all cadres within a time frame.
Settle all the problems arisen out of implementation of C.S.I & R.I.C.T.
Withdraw NPS and Guarantee minimum pension 50% of last pay drawn.
Membership verification of G.D.S and declaration of result of regular employees membership verification conducted in 2015.
Implementation of orders of payment of revised wages and arrears to the casual , Part time, Contingent employees & daily rated mazdoors as per 6th 7th CPC and Regularize Services of casual Labourers.
Implement Cadre Restructuring for left out categories i.e RMS, MMS, Postman/MTS, PACO, PASBCO, Postal Acctts, Postmaster Cadre and Civil Wing etc.
Stop Privatization, Corporatization and out sourcing in Postal Services.
Very Good Bench Mark should be implemented after issue of orders i.e from 25.7.2016 .
Implement 5 days week in Postal and RMS
Consider the suggestions by RMS JCA regarding PNOP & CSI.
Enhancement of higher payscales to those categories whose minimum qualification has been enhanced e.g Postmen, Mail guard.
Grant of pension to the promoted GDS based on Supreme Court Judgement in SLP No (C) 13042/2014
Withdraw orders of enhancement of cash conyance limit without security.
Implement all High Court and Supreme Court decision in C/W MACP, RTP and others.
Cash less facility treatment under CGHS and allotment of adequate fund under head MR & T. A
Retention of Civil wing is the Deptt of Post.
Holding of Deptt Council Meetings and periodical meetings at all level.
Stop Trade Union victimization and in the name of unscientific targets.
Provide 40 percent SCF quota promotion in AAO cadre and amend RR incorporating the modifications demanded by AIPAEA

Guidelines for Submission of Children Education Allowance

GUIDELINES FOR SUBMISSION OF CHILDREN EDUCATION ALLOWANCE .

1. CEA rate from Apr 17 to Jun 17 is Rs 1500/- PM (required to submit School fees receipt and bills).

2. CEA rate from Jul 17 to Mar 18 is Rs 2250/- PM (Fixed amount no need to submit receipts / bills).

3. For Hostel Subsidy the rate is Rs 6750/- PM w.e.f. 01 Jul 17.

4. CEA for Specially Abled Children is Rs 4500/- PM w.e.f. 01 Jul 17.

5. For claiming CEA submit a certificate issued by Head of Institution / School.

6. For Hostel Subsidy similar certificate required with additional information about expenditure towards boarding and lodging in the residential complex.

Scrapping of New Pension Scheme

Representations have been received regarding the implementation of National Pension System (NPS) which, inter alia, include demand that NPS may be scrapped and the Government may re-introduce old defined benefit pension system.

Government has made a conscious move to shift from the defined benefit pay-as-you-go pension scheme to defined contribution pension scheme, now called as National Pension System (NPS), after considering the rising and unsustainable pension bill. The transition also has the added benefit of freeing the limited resources of the Government for more productive and socio-economic sectoral development.

There is no proposal to replace the NPS with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.

(e): National Pension System (NPS) had been designed giving utmost importance to the welfare of the subscribers. There are a number of benefits available to the employees under NPS. Some of the benefits are enlisted below:

• NPS is a well designed pension system managed through an unbundled architecture involving intermediaries appointed by the Pension Fund Regulatory and Development Authority (PFRDA) viz. pension funds, custodian, central record keeping and accounting agency, National Pension System Trust, trustee bank, points of presence and Annuity service providers. It is prudently regulated by PFRDA which is a statutory regulatory body established to promote old age income security and to protect the interest of subscribers of NPS.

• Dual benefits of Low Cost and Power of Compounding- The pension wealth which accumulates over a period of time till retirement grows with a compounding effect. The all-in-costs of the institutional architecture of NPS are among the lowest in the world.

• Tax Benefits- Contribution made to the NPS Tier-I account is eligible for tax deduction under the Income Tax Act, 1961. An additional tax rebate of Rs.50000 is also allowed for contributions made to NPS Tier-I under Section 80CCD (IB) of the Income Tax Act, 1961.

• Transparency and Portability is ensured through online access of the pension account by the NPS subscribers, across all geographical locations and portability of employments.

• Partial withdrawal- Subscribers can withdraw up to 25% of their own contributions before attaining age of superannuation, subject to certain conditions.

The amount of monthly annuity payable to a Government servant on exit from NPS depends upon various factors such as accumulated pension wealth of the Government servant, portion of accumulated pension wealth utilized for the purchase of annuity and the type of annuity purchased.

Under the defined benefit pension system applicable to Government servants appointed before 01.01.2004, pension is calculated based on qualifying service and the last pay drawn by the Government servant.

India Post Payments Bank will begin nationwide rollout in April

India Post Payments Bank will begin its nationwide rollout in April, the government said on Saturday, refuting reports of revised or delayed timelines. "India Post Payments Bank (IPPB) Expansion Programme continues to make brisk progress and a nation-wide roll-out is scheduled beginning April 2018. No decision has been taken to revise the timelines as reported in some sections of the media," the government said in statement.

"Once the proposed expansion is completed, IPPB will be providing the largest financial inclusion network in the country, covering both urban as well as rural hinterland with ability to provide digital payment services at the doorstep with the help of Postmen and Gramin Dak Sewaks (GDS)," the statement added.
IPPB will also enable more than 17 crore active account-holders of post office savings bank to make interoperable digital payments including the benefit of NEFT, RTGS, UPI and bill payment services. Additionally, the IPPB will enable acceptance of digital payments across post offices in the country in line with the digital payments initiative of the government.

Earlier this week, Postal secretary Ananta Narayan Nanda said that the department planned to roll out its branches acros ..

He said all 1.55 lakh post office branches will operate as access points and 650 payments bank branches will provide them back-end support.

Postal payments bank launched its pilot services in Raipur and Ranchi in January 2017 and expected to expand to 650 branches across the country by September 2017. However, its plans were delayed, as it could not sign up the system integrator (SI) within the schedule timeline.
