Unless the muzzle is always present, the barking will continue to be an issue. The muzzle takes the training place of voice commands such as ‘no bark’.

Other devices exist on the market such as no-bark collars; electric fences and chemical sprays. However, these are used more as control devices than effective training tools.

Above all, the most effective training tools can not be found on the market. There is no substitute for giving your dog simple love and respect. Treating the dog like the loving part of the family will produce desired behavior quickly and more effectively than any training device.

House passes Restore Act with no telecom immunity provision

The House of Representatives has passed the Restore Act, which facilitates broad surveillance of foreign terror groups while restoring the Foreign Intelligence Surveillance Act Court's oversight of communications between foreign and domestic surveillance targets. The Restore Act controversially does not include a provision granting telecom companies retroactive legal immunity for their involvement in the NSA wiretap program.

The major telecom companies that cooperated with the NSA are accused by privacy advocates of violating federal laws that restrict disclosure of phone records. The companies face costly and embarrassing litigation as several cases wind their way through the courts. The telecoms have been lobbying heavily for retroactive immunity grants that would excuse them of any wrongdoing.

Critics of the NSA's wiretapping program argue that retroactive immunity grants would elevate the companies above the rule of law and block efforts to hold the telecoms and the government accountable for past misdeeds. Congress has opted not to compel the telecommunications companies to reveal the scope of their involvement with teh NSA program and FCC Chairman Kevin Martin has declined requests from privacy groups to evaluate whether or not the telecommunications companies have violated the law by supplying data to the NSA. Many critics of the program believe that the court system is the only venue left where the details of the matter can be brought to light.

The Bush administration claims that permitting litigation against the companies would risk exposing too many details about the program. Bush has vowed to veto any surveillance reform bill that does not include immunity grants.

The Senate will now evaluate surveillance reform legislation as well. There are two competing bills in the Senate, one from the Senate Intelligence Committee (which includes retroactive immunity grants) and one from the Senate Judiciary Committee (which omits immunity grants). Senate majority leader Harry Reid will ultimately decide which version of the bill will go to the floor. The immunity issue will likely be a major point of contention regardless of which version goes to a full vote. Senator Chris Dodd has vowed to use a legislative "hold" to block passage of any law that would grant the telecoms retroactive immunity.

Several senators are advocating a compromise that would allow the litigation to go forward but would make the federal government, not the telcos, financially liable for damages if the lawsuits succeed. Ironically, such a compromise could essentially make taxpayers cover the damages incurred for violation of their own rights in the event that the telecom companies are found guilty.
