What's Wrong With Sadar Hills District Demand?

It has been more than 30 years since the demand for creation of Sadar Hills as a full-fleged district started way back in the early 1970s. Two outstanding records have been created out of this demand. Th Lupheng, a Social Worker from Saikul opine that: "One, the people of Sadar Hills created history for demanding a mere district for more than 30 years without a break. Secondly, the State Government of Manipur too created history for putting a genuine demand of the people on hold for than 30 years". I think the State Govt. is taking pride for being able to suppress and neglect a people’s movement for a mere district for such a long period. A good job indeed! but a shameful pride. It is high time for the State govt. to come out with valid reasons to justify for its act of suppression and negligence of a genuine & rightful demand of the people. In the past, we came across with the State govt. racking up some ‘not-much-important’ matters like the boundary issue, consensus issue etc. etc... If these issues are the real hindrances to the inauguration of Sadar Hills as a full-fleged district? Or any other else? Let’s see how far the so-called problems (as stated by the State govt.) have any merit worth consideration or not.

On 14 November 1969, Manipur was divided into five districts, namely, Manipur Central district, Manipur East district, Manipur West district, Manipur North district, Manipur South district. A few years later, Tengnoupal district (renamed Chandel district) was carved out of Manipur Central district. In 1983, the Manipur Central district was divided into three districts, namely, Imphal district, Thoubal district, Bishnupur district. Recently; Imphal district was divided into Imphal East and Imphal West districts. If Sadar Hills becomes a district, the total number of districts in Manipur will be ten. Since the main purpose of creating a district is to achieve better administrative convenience for prosperity of the people, there is no reason why the Government of Manipur shall find it so difficult to upgrade Sadar Hills to the status of a full-fledged revenue district.

During the time of Shri Rishang Keishing, the state government had decided to announce the upgradation of Sadar Hills as a revenue district when Imphal was bifurcated into Imphal East and Imphal West districts in 1997. The United Front Government under the stewardship of Shri Nipamacha Singh had agreed that Sadar Hills would be made of three sub-divisions, namely, Kangpokpi sub-division, Saitu-Gamphazol sub-division, Saikul sub-division. The area covered by the said three sub-divisions will automatically become the area of the district.Unfortunately, the previous governments have failed to create Sadar Hills district in spite of their promises. Therefore, O Ibobi's government should fulfill the aspirations of the people of Sadar Hills. The government should be firm in its decision, and to keep its decision pending for years for one reason or the other is the result of divide and rule policy which is a most dangerous.

The government must be impartial in making any decision. A mistake committed by the State or Central government can become a big tragedy for the nation. As for instance, let us take Pandit Nehru's policy on Jammu and Kashmir. - On 15th August 1947, India stood divided not in two but many states and the danger of Balkanisation loomed large on the horizon. It goes to the credit of Sadar Patel, that he met this challenge with great determination and foresight. He was the real architect of the unity of truncated India. Jammu and Kashmir State which was not allowed to be handled by him by Pandit Nehru on the plea that being a Kashmiri he could be trusted to handle it better which is the only princely state that continues to be a problem even today. If Pandit Nehru had exercised impartiality and had the courage to accept the suggestion of Sadar Patel and Dr. Ambedkar in making decision on Jammu and Kashmir, many problems which India faces today would have been avoided. In like manner, the Sadar Hills problem, if neglected, may become a big problem for Manipur. The State Government have however, still remains silent. One of the most important reasons for the demand for separate district is of course, the step motherly treatment of the Kukis of Sadar Hills by the State Government. Since Manipur becomes statehood under the domination of India in 1971 six Autonomous District Councils was given as package grant which are later upgraded to district after 1972 which invariably excluded Kuki dominated autonomous viz. Tengnoupal and Sadar Hills. In 1974 Tengnoupal was upgraded but Sadar Hills was left out till today.

In 1982 State Cabinet decided to inaugurate and successive government too did not translated it into action. The long negligence of Manipur State Government invites unnecessary evils. Revenue Minister Hellauddin Khan in the Assembly on September 12, 1996, the Government had assured that Sadar Hills would be announced as a full-fledged revenue district on the same day of announcement of Imphal East District. In 1998 Chief Minister Nipamacha Singh’s Government formed a sub-committee so as to create Sadar Hills as a full-fledged Revenue District and 30th June was fixed as the day of submission of report. The State Government also signed ‘an MOU with the District Demand Committee. The MOU contains that all the power and function of D.C and S.P. be given to ADC and Addl. S.P. besides opening branch offices of the entire major department at Kangpokpi. However, the contents of MOU were not translated into action.

However, IPS (retd) Ngamkhohen Kipgen recently has cited lack of commitment by the sitting MLAs for Sadar Hills yet to be upgraded to a full fledged district. Expressing that aspiration of the Sadar Hills people for a full fledged district has not been materialized due to absence of initiative by MLAs concerned, Ngamkhohen stated that the Government alone should not be blamed for MLAs elected from three assembly constituencies of Sadar Hills are equally responsible to ensure that the people’s cherished dream is realized.

The last but not the least, I would like to appleal the people, the social organisations and other groups of that area to stand united and have control over our representatives. The Sadar Hills District Demand Committee should organise a consultation meeting in each and every divisions and educate the people for the need to stand united on this issue. For this, free and fair election is the need of the hour, that the representatives should be elected by the people itself but not selected by freedom fighters. The people should have their voices over their representatives. Only than, we shall overcome.

As I was thinking about writing a tribute to my Dad, I thought — How can I say a few words that do justice to all of the years of love and strength that Dad gave me? I hope that the real tribute to Dad will be the actions of my lives — that I am a testament to the love and lessons that he instilled in me!

As I’ve been thinking about my Dad this past week, finally coming to grips with the inevitable, I thought “How can I tell a story of my Dad that conveys the message of what his love and strength has meant to me. Like my Dad, I guess I’ll do it by telling a story whose underlying message teaches the lesson of his life to me.

Communal Harmony: Our Greatest Challenge

The theme ‘of Gandhi’s teachings is that the individual must rise above fear, jealousy and hate. When such individuals combine themselves into a community, the problem of communal jealousy and discord will disappear. [Human Kabir]

When people talk about communal harmony, they usually referred to different religions, beliefs, cults, cultures and practices, but I would like to refer in a narrow minded focal length referring our own society i.e. CHIKIM (Kuki, Mizo, Zomi).

Manipur, in such a tiny state, the non-Naga tribals, precisely the Kukis: related in blood is suffering from CHDS (Communal Harmony Deficiency Syndrome) since some decades ago. The main cause of this CHDS could be the creation of the British rulers or the tribes recognition in the 1950s by the Indian parliament. Taking advantage of this division, the tribal leaders in order to keep themselves in power, they deliberately adopted a policy of alienating others for their own tribes’ interest.

Everywhere in the world so as in our Kuki society, individuals and groups are divided because of fear, suspicion and hatred. It depends on local conditions whether the division expresses itself along religious, economic, political, caste or colour lines. Whatever be the form, insecurity is perhaps the major cause of individual and social dissensions. A person who is integrated and sure of himself fears none and consequently provokes no fear.

What could be the possible causes of communalism among us?

The tribes recognition in 1956 created a series of divisions among the tribals in Manipur (Zomi, Kuki, Mizo) even though we are from the same families and same stock. The tribal leaders, in order to keep themselves in power, based on the tribe recognition, starts religious and political institutions in their own community/tribes. The leaders created the feeling of communalism in different ways for their tribes’ interest and benefits. All this ideas and action greatly disturbed, communal harmony among the tribes. We are divided by paper only and not by blood.

Manipur has also experienced ethnic conflicts between the three main communities. The hill tribes belong to two major families, the Naga and the Kuki-Chin-Mizo. The Naga are more numerous but the Meitei who outnumber both of them do not have much land. Because of it the hill tribes, the Naga in particular, believe that the state is trying to change the law in order to facilitate alienation of their land to the Meitei. To understand this attachment one has to remember that in tribal culture land is not merely an economic asset. Land managed according to their community-based customary law is also the centre of their identity as such it is included in the commons (Fernandes, Pereira and Khatso 2007: 17-18).

The problems of naming the ethnic tribes begin with the British themselves who simply adopted the terms used by their informants to name people of the same ethnic group. For instances, the We were called Chin in Burma, Lusei and Kuki in India. Sir J. George Scott pointed out that, ‘ the names like Kuki and Chin are not national, and have been given to them by their neighbours. Like others, the people do not accept the name given by the Burmese and ourselves; they do not called themselves Chins, and they equally flout the name of Kuki which their Assamese neighbours use. They call themselves Zhou or Shou and in other parts Yo or Lai’. Once the Colonial administrators realised this fact they began to employ hyphenated terms like Chin-Kuki or Chin-Kuki-Lushai for the same people. Thus, there emerged the squabbles between indigenous name and given names.

The Possible Communal Disharmony Remedies

There is urgent need to develop confidence-building measures and move beyond words to practical actions. Promotion of people to people interactions, learning to understand each other’s’ historical and cultural uniqueness, practice cross-cultural communications, learning to manage low-level disputes and keep them from escalating into something more dangerous and explosive, promote non-violence practices through media, etc are few steps that could adopted by the various communities of Manipur for peaceful co-existence.

All tribe-based and clan-based mobilisations or groupings should be discouraged by the people as well as by the government. Similarly, efforts can be made to discourage tribe-based electioneering during the time of election in the state. (Voices for Peace & Development in Conflict – K. Moi)

Efforts should be made through constant preaching and persuasion to remove the distrust and obscurantist prejudice which prevail among the members of various communities. Unless this is done the law and order machinery can play a limited role in checking the communalism tension.

Mixed community meetings/meets should be organised at least once or twice among us to foster communal harmony. Every tribe/ community must seek common ground and consensus rather than promoting differences. The fact that 80% of the dialects spoken by us are similar and only 20% is borrowed from the country we lived shows the scope for narrowing our differences.

Conclusion

With the intense discussion on the topic “Zomi Kuki Mizo Chin Phobia” by our internet gurus on Facebook group –ZOLENGTHE – it is clear that most of us are filled with hatred, distrust, jealousy and a mind of revenge. If we really want to re-install communal harmony among us nothing is impossible, if we try, we can, I would like to urge my fellow brethren not to accept limitations. Vince Lombardi said, “We would accomplish many more things if we did not think of them as impossible.”

I have a dream that one day this nation will rise up and live out the true meaning of its creed: “We hold these truths to be self-evident: that all men are created equal.” I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slaveowners will be able to sit down together at a table of brotherhood. At the every outset, I would like to appraise you all that “It’s time to speak up and put a stop to discrimination against the Northeastern community in the metropolitan cities in our own country”.

We, the northeast people living in the metropolitan cities always face racial discrimination in one way or the other. NE people are always the victim wherever we are. During the time when many Indians were racially discriminated and hurt, top Indians leaders were very active. But when racial discrimination occurs within the country, they remain silent and keep watching the scene. This is one of the saddest thing in a democratic country like India.

Since the last few months, the police in the capital city is becoming a little bit friendly and helpful to our grievances. It happens only when the higher authority gets involve. As long as we could not bring the cases to the higher authorities, things remain the same.

Therefore, my appeal the the honb’le chief ministers is, whenever these kind of incidents happen in any cities or regions, please show your concern and care for your people. Please inquire the matter with the victims as well as the concern police station/departments remembering that your voice is representing a millions of NE people.

It is highly appreciated that the most recent incident that happened in Munirka this January 2011, i was told that the Chief Minister of Nagaland personally talked to the victim and inquired about the development of the case to the concern police station. I personally talked to the victims and come to know how comforted they were by hearing the voice of Shri Neiphiu Rio. I also learnt that due to the BIG voices, the concern police department were also under pressure to exert their duties to the fullest.

Even if the govt of India in the presence of Manipur Govt did something wrong or unlawful or against the will of the outfits. They still have one key in their hand. I dont think this is the end of eimi political movement. One posibility is that, if the leaders of the UGs are self centric or selfish, they might agreed with some small fabours from the govt of india.

Mary Kom: The Queen of Women Boxing World

Mangte Chungneijang Mary Kom also known as MC Mary Kom or Mary Kom, a female boxer from Manipur, India and a mother of two, clinch her fifth successive Women’s World Boxing Championship this year at Barbados, beating Romania’s Steluta Duta convincingly to take the light flyweight title.

Kom was overcome with emotion after her win of her fifth successive world title. “I would like to thank my husband and my sponsor for both giving me the will power and encouraging me. I’m really really happy and I thank God,” she said. Kom won her first title in 2001, at the age of 18 and has now taken gold medals at the past four AIBA Women’s World Championships.

International Boxing Association (AIBA) awarded her the coveted tile ‘Magnificent Mary’ at AIBA World Championships Ningbo City 2008.

Manipur Governor Gurbachan Jagat said that her achievement has brought pride not only to Manipur but also to the whole of India. Her feat has also created a landmark in the annals of women’s boxing. Describing Mary as an icon, the Governor said that she is the source of inspiration to all youngsters and budding sportspersons and has demonstrated what hard work, dedication and commitment can achieve.

Manipur Chief Minister, Okram Ibobi Singh described Mary Kom as the “daughter of Manipur and sportsperson par excellence, An epitome of inspiration and motivation to our youth today”.

On her success, the whole of Manipur come out and express their heartfelt congratulations. He inspire each and every Manipuris. While the whole of Manipur is in the mood of celebration, Mary Kom ~ a northeastern sportsperson, who have lifted Indian flag on world’s sport stages does not have a space in any national newspaper front page.

While congratulating Magnificent Mary Kom on her winning her fifth consecutive world boxing championship, I cried deep in my heart. NO SPACE FOR HER ON THE NATIONAL PAPERS FRONT PAGES while their is plenty of space for the mainland Indian sport stars.

About Her

Mary Kom was born on 1st March 1983 at Kangathei, CCpur Subdivision in Manipur state and married to Karung Onkholer Kom on 12.3.2005 Sat at MBC Church, Imphal.

She finished Cl. I-IV from Christian Model High School, Loktak, V-IX at St. Xavier’s School, Moirang, X at Adimjati High School, Imphal, Class XII (Arts) and she is a graduate.

Early life and foray into boxing

Mary Kom took to sports in an effort to provide some financial support to her family. “I was initially an all-round athlete, and 400-m and javelin were my pet events. When Dingko Singh returned from Bangkok (Asian Games) with a gold, I thought I should give it a try. Dingko’s success triggered a revolution of sort in Manipur and surprisingly I found that I was not the only girl who was drawn into boxing,” she said.

She began boxing in 2000 and was a quick learner who preferred to be put through the same paces as the boys around her. She initially tried to keep her interest from her father, M. Tonpu Kom, and mother Saneikham Kom, but winning a 2000 state championship got her photograph in the newspaper.

After winning her first title and Best Boxer at the First State Level Invitation women’s boxing championship in Manipur in 2000, Mary Kom went on to win the gold in the Seventh East India Women’s Boxing Championship held in West Bengal and five subsequent Indian National Championships from 2000 to 2005.

She also embarked on an international campaign that has brought her a series of gold medals and honors.

On her way by train to the selection camp for her first Asian Women’s Boxing Championships in Bangkok, she had all her luggage and her passport stolen. Her parents asked her to come home but she carried on her course.

Jacintha Lazarus – A leader in deeds

The Deputy Commissioner of Churachandpur, Miss Jacintha Lazarus has proved one of the world’s famous quote “Action speaks louder than words” by showing what civil service or servant is all about within a short span of time.

She not only set her foots till the far flung areas of our district but also took the bold initiative for the reforestation of our deforested administrative centre of the district i.e. Lamka. Her action on July 13 2010 took the people of Churachandpur in surprise. Jacintha Lazarus braved torrential rain to take a firsthand account on the progress of her pet project of nurturing a leafy catchment area. Accompanied by a handful of officials and her private security personnel, the lady administrator walked along the marshy terrain to reach the catchment area of the district Zone II water source. Walking for more than a kilometre through the barren jungle on foot under the heavy downpower, Jacintha was soaked from tip-to-toe. Undeterred, she also strolled along a ’shaktiman’ path used for quarrying in an attempt to halt the practice. Lazarus’s expedition was a matchless devotion from the country’s elite bureaucrats, and what’s more is the fact that it was from a one of the few lady from the elite group.

We have a countless lessons to learn from her. Her hard work and sustained efforts become fruitful when she cleared the Civil Services Examinations bagging 27th rank in 2004 at the age of 25. A native of Nazareth in Tuticorin district, Miss Lazarus Jacintha cleared the CS in her third attempt. She did not feel bogged down when she could not make it in the earlier two attempts despite having gone up to the interview stage in her first attempt.

She converted failures as experience and worked steadfastly towards her aim of clearing the Civil Service examinations, which has been her dream right from school days. Ever since she completed her commerce degree from Holy Cross College in 2000, she dedicated herself to prepare for the Civil Service examination with the subject commerce and public administration as optional subjects for the main examination. She spent 10 hours a day studying the subjects. In her interview with The Hindu after she cleared CS exam, she says it is time for her to give something back to the society.

Now, Its Our Turn

Lazarus Jacintha has shown her love for the people of Churachandpur, think for us, set an example for us by way of reforestation, hard working, honesty and humility, Faithfulness in excersing her duties. Therefore, it is time for us to learn from her. Academically, she used her failures as a stepping stone. Environmentally, she think for the next generations. Practically, she set an example for her people. Spiritually, she dedicated her success to the Almighty God.

May God bless Miss Jacintha Lazarus to set more footprints for the people of Churachandpur.
