Amateur Spies and Leaked Messages

In an email we received from a Senior Intelligence Official (SIO), on March 1st, 2007, concerning the content and comments provided about leaked email messages he passed on through a small network into the hands of the Reality Uncovered Forum, the SIO wrote:

"I can see you understand the importance of not revealing sources. It is even more important not to reveal methods as these potentially can be applied to multiple sources."

Clearly the SIO's concerns indicated that the leaked messages were at the very least about a sensitive issue, and the dissemination of the messages suggested a method involving intelligence collection and analysis.

Members of the Reality Uncovered Forum then proceeded to demonstrate their ignorance of how unclassified information (perhaps, including 'leaked email messages' deliberately disseminated to certain individuals) might be used to 'catch a spy' in action.

A recent report titled Changes in Espionage by Americans: 1947-2007 by Katherine L. Herbig, Northrop Grumman Technical Services, and released by James A. Riedel, notes that spies have been convicted of espionage even when they passed information that was NOT classified:

A number of American citizens convicted of espionage-related offenses acted as agents of a foreign power by collecting information that was not classified but which could be procured by observation or by mining public sources. The government objected to such information being compiled and deliberately passed into the hands of a foreign intelligence service or a government research agency by persons acting as an agent for them.

The report also notes the changing demographics of persons accused of espionage:

More individuals with jobs not typically associated with espionage, including a boat pilot, housewives, a truck driver, and two translators, have recently engaged in espionage.

It is not necessary to transfer sensitive confidential or classified information to be accused of espionage:

... two individuals claimed that they had access to classified information, and tried to make money on their claims, when in fact they did not have access. Still they were prosecuted and convicted of espionage-related offenses.

The report continues, explaining how individuals may be prosecuted for espionage even when classified materials were not involved:

Individuals can commit espionage without themselves having access to classified information, in the various permutations discussed here, in part because of legal ambiguities in the espionage statutes of the United States. The laws have evolved from the early 20th century without benefit of reconciliation between the existing and the new.

The language that comes down from the 1917 act makes it a crime to disclose or attempt to disclose national defense information to the injury of the United States or to the advantage of a foreign power. It does not specify classified information, since classification of information was not standardized and widely used until during World War II, starting with an executive order in 1940 (Elsea, 2006a) ... Subsequent laws added protection for intelligence sources and methods, information about nuclear energy or nuclear weapons, patents the government determined should be controlled, codes and cryptographic information and methods, communications information and methods, and more. The Economic Espionage Act of 1996 added protection for “trade secrets.”

Clearly, it would be possible for an Intelligence Official to provide information intriguing enough to be worth passing to representatives of a foreign government, without passing actual classified information, and then use the passing of that information to to 'catch a spy' in action.

There is a lesson to be learned by would-be amateur sleuths intent on covertly accessing confidential email messages between government persons:

... some persons who held no security clearance and had no current access to classified information have been convicted of espionage-related offenses, and that it is quite possible to be convicted of espionage–related offenses for collecting and passing unclassified information.

Foreign agents are often recruited and sustained in countries of interest to collect publicly available information. The distinction between the broader category of “national defense information” and the narrower category of “classified information” is necessary to keep in mind in studying espionage and its related offenses.

Are Reality Uncovered Moderators Fearful of the Truth?

Since one of the moderators at Reality Uncovered decided to shut off my access, thus preventing me from responding to on-going inquiries from RU members, I will continue by responding here.

The recent controversy at RU began with "Dr. " Paul Murad of the DIA.

As pointed out at Reality Uncovered, should it be definitively shown otherwise, we would offer a correction. Our identification of Paul Murad as "Dr." Murad was based on open-source documentation:

Open-sources including an established journalist (Sharon Weinberger, Wired and Washington Post) referred to Murad as from DIA or referred to a "Dr. Paul Murad" as did these Chinese scientists in

STARstream Research articles, which are cross-posted by the American Chronicle, often originate with "deep background" information supplied by various unnamed sources, who require complete anonymity.

Deep background: This is a tricky category, to be avoided if possible. Information accepted on "deep background" can be included in the story, but not attributed. That means there is no way to help readers understand where it is coming from, which is why we discourage the use of deep background. You can also use information received on deep background as the basis for further reporting.

In order to fully understand the limits imposed by deep background information, it is necessary to understand that a source may desire to provide information, but is restrained from doing so by various personal and professional circumstances. The information we receive under the agreement of abiding by "deep background" can be used to further our investigation, but cannot be a part of the actual story that we publish.

This is a different situation that quoting or identifying information as coming from an unattributed source.

Amateur sleuths, using less than ethical methods of investigation, and even less respect for sources and the rules of journalism (apparently due to a general lack of ethical guidance), ignore the prerequisite professional rules for truthful reporting.

For example, this excerpt of an article by Stephen Broadbent, a citizen of the UK, on monitoring alleged emails alleged to have in part originated from a U.S. government consultant on issues of national security:

Surprisingly, there were a couple of emails that had been sent to Bill by Kit Green and Victor Martinez, both of which were discussing some of the finer points of the Serpo story. I had already told Bill about changing the password, but given the anticipated intelligence value of seeing further "insider" emails sent to the same account, I decided against reminding him.

When faced with the truth, they often back step into the safety of misinformation and allegations to distract their audience from the truth of their methods. Worse yet, when confronted with a contradictory piece of information, they simply remove it under "editorial privilege."

"You can call me Ray" asks "So, Gary... I am still waiting for you to GET SPECIFIC about why you brought up the NSSO."

The specific answer to that question would compromise the rules of deep background sourcing.
Unlike RU, I am bound by rules of conduct, standards which are long-established and accepted by both sources and journalists. Without the observation of these rules, sources would simply dry up.

I can, however, use the "deep background" information to provide clues that might help answer Ray's question about why I mentioned the OSD.ATL.NSSO:

Imaging—Dr. Baker states that others have claimed that the refractive properties of HTS
materials (Section 3.3.3.1) allow HFGW to be used for imaging. (This seems to be a

Bits and Pieces

One of the reasons for the existence of this blog is to preserve bits and pieces of the puzzle for future investigative reports -- thus it sometimes is the home of seemingly disparate odds and ends that on casual glance may seem unrelated or completely out of context.

The connecting threads; i.e. the global narrative must by necessity come later, preferably in an extensive article; or perhaps never, should the requisite storyline remain fragmented by too many missing pieces and too many requests for anonymity.

The other danger of posting one's bits and pieces openly, for all to see (a danger recently illustrated on-line by the Reality Uncovered crowd), is loosing control of the narrative to uninformed amateur sleuths.

In the recent assault launched at Reality Uncovered, I was found guilty by association based upon an interpretation the amateurs invented amongst themselves and then associated with my investigative reporting and work at STARstream Research.

Recently I provided 'bits and pieces' of clues for the amateur sleuths at Reality Uncovered, which resulted in comments similar to this:

You Can Call Me Ray wrote: Any/all sources can and will be protected, because it will only be YOUR (naieve) thoughts. Unless, of course, you are too much of a stinking coward to come right out and put it on the table.

Perhaps the inquisitive minds of the Reality Uncovered crowd might be forgiven if this is but an attempt to fish for more information about my sources.

The posting of rules of investigative journalism, based upon the policy of the editors at The Washington Post, were squarely ignored:

A source may be willing to give us information for our guidance or to prompt further reporting, on the understanding that we will not use his comments as the basis for putting something in the paper. This, for example, was the relationship between Deep Throat and Bob Woodward and Carl Bernstein. Such guidance can be useful even if we can't print it at once.

To answer the specific request in this case (only one of numerous attempts to gain access to additional information) would compromise a government source who had requested that the specific information not be used.

Again, to make this clear: whereas I am willing to provide information from open-sources (even in special situations where the open-source may compromise a source providing information on a not-for-attribution basis) I will not reveal the origin of information coming on a deep background basis.

The public policy of STARstream Research is to emulate the guidelines determined by the Washington Post and the New York Times.

So many matters of error have been perpetrated by the moderators and contributors at Reality Uncovered that I intend to devote several blogs to review the controversy.

The Real-life X-Files: Do You Want to Believe?

An introduction for the uninitiate ...

Imagination hit the hard road of fiscal reality when the United States Government shut down the "Real-life X-Files" -- so why is the Intelligence Community still interested today?

For more than twenty-five years, real American spies and their civilian associates have been playing spy games concerning rumors of an otherworldly intelligence.

It sounds crazy but it's true: the United States government spent decades mired in the most extreme psychological intelligence gathering schemes imaginable. At the core of the story are tales of intelligence activities involving a non-human source. How the international Intelligence Community responded to this apparent craziness is even stranger, and establishes an historical precedent for current activities.

The Freedom of Information Act (FOIA) has resulted in the release of officially declassified "Real-life X-files" documents.

Now available by request from the Central Intelligence Agency are previously secret files that provide independent researchers tantalizing glimpses into paranormal diamonds-in-the-rough. Lost among tens of thousands of pages of notes, classified reports, countless "Memorandums for the Record," letters and emails are the obscure clues needed to illuminate the government insanity.

Among the collected works are psychic reports conducted by the Department of Defense to monitor the activities of extraterrestrials and, warnings that New York City and Washington, D.C. would simultaneously be attacked by terrorists using aircraft as missiles to collapse buildings.

Tens of millions of U.S. dollars were spent on the efforts revealed by the FOIA documents; other programs may have existed or perhaps continue today at America's spy agencies. The British government conducted one of their own psychic spy studies as recently as post-9/11. Gus Russo, investigative journalist and author of the book Brothers in Arms, revealed to us that one of his sources told him about current psychic-spy research being conducted by the National Security Agency (NSA).

Today, the rumors of "Real-life X-files" continue to spread.

Personal messages passed over the Internet point to on-going covert intelligence gathering among the believers, due in part to their contact with foreign scientists, tales of bizarre research programs, and encounters with otherworldly beings.

If you examine the archive of government files, you'll find it's all there: teleportation studies, antigravity devices, spacetime wormholes, fantastic starships from other worlds, time machines, and extraterrestrial telepathy.

Maybe we should blame it on Gene Roddenberry, the creator of STAR TREK, for inputing the science-cloaked dream into the collective unconscious of our world?

The most visible U.S. Intelligence Community effort to turn fantasy into real intelligence has come to be known as Project STAR GATE.

The STAR GATE program was run by the Defense Intelligence Agency (DIA) in the early to mid-1990s. To date about 89,000 pages of STAR GATE documents have been released by the CIA, the agency that acquired control of the program in 1995.

Following the demise of STAR GATE, researchers were able to explore their fantastical musings of pseudo-scientific exploration with scientists who had worked on similar projects in the Former Soviet Union (FSU) and China, and numerous other states interested in exploring the application of imagination to conduct intelligence.

According to the STAR GATE record, it was a Congressionally Directed Action that initiated the sharing of "Real-life X-files" between nations.

Meanwhile, reports of anomalous objects detected on radar and psychic surveillance of alien activity attracted the government's core of believers into "Working Groups" where unexplained phenomena were discussed under a thin veil of secrecy.

The former government secrecy, the open exchange of alternative ideas, and recent covert actions of some members of the Intelligence Community provide a minor glimpse into a dark labyrinth of Orwellian mind-games which have been exposed, in part, only recently.

The strange world of 21st Century parapsychological paranoia as "cold-war replacement therapy" is inhabited by deep background "deep throat" contacts who offer "not for attribution" information. Often, their identities and their professional reputations are trampled under foot by less than ethical Internet amateurs who seem to act as "useful idiots" for some members of the Intelligence Community.

Exposed for all to see on the World Wide Web, the "Real-life X-files" act as "flypaper" to attract spies interested in new-technologies. Flies emerge from tiny cracks in the wall of cyberspace, where much of the modern-day "Real-life X-filing" takes place.

Among the various species attracted to the virtual flypaper, weaving in and out amongst hoaxers and confused laymen, are sticky offers to share scientific knowledge, clues to help track down terrorist activities, and other cloak-and-dagger inspired spy games.

Some participants, notable for their current positions in the government, or for their presence on committees alongside former high-ranking officials from CIA and the Department of Homeland Security, are actively pursuing Chinese activities involving new or unusual theoretical developments. Recent Chinese efforts include so-called High Frequency Gravity Waves (HFGW) and possible quantum aspects of human consciousness.

One journalist, a reporter on alternative technologies, who remains unnamed by request, provided the story of an attempted "recruitment" by an element of the Department of Defense.

In a private communication, the journalist explained that he had been offered funding in exchange for allowing his potential "handler" to select some of the stories he would publish in the future. The offer arrived in typical cloak-and-dagger fashion with a clandestine meeting in a cheap hotel and warnings that knowledge of the contact might make the journalist a target for foreign nations' intelligence services.

Digging deeper, it appears that the present-day "Real-life X-file" has more to do with smoke-and-mirrors cover for intelligence collection on foreign activities than STAR TREK inspired reverse-engineering of alien technology.

According to one source, who remains unidentified by request, "Several prominent scientists have talked openly about moving overseas because they can't get any funding here -- a few of them have talked about China, despite acknowledging that anything they develop over there would likely be used against us."

In the end, the Intelligence Community "X-Filers" remain focused on their core mission: stay ahead of your nemesis, whether he sits at a desk in Beijing or greets you in a trench coat on a cold dark street in Budapest.

We can also be certain the other side is playing a similar role in the "X-files" spy game.

As for the oft alleged extraterrestrial presence, in a universe filled with countless possibilities for developing intelligent life, only time will tell.

Spies, Lies, and Flypaper

The central mystery of Spies, Lies and Polygraph Tape remains: why would senior persons involved in official U.S. government intelligence activities get involved with Internet forums and personalities interested in an esoteric subject like UFOs?

This leads to the topic of flies and flypaper.

The Intelligence Community isn't only interested in persons interacting over the Internet via various forums, web sites and email distribution groups.

They are also interested in who is watching the activities, and why.

The Intelligence Community monitors open-source material, ranging from mainstream media outlets to items of interest in blogs and other sources on line.

Where alternative science is concerned, the Internet acts as a sticky-web of flypaper for an entire international community of interested persons, including scientists in various nations, with different degrees of national loyalty.

It is relatively simple to tweak the flypaper by interacting with some of the players (the term "useful idiot" comes to mind) and then remain like a fly on the wall, observing the result.

Perhaps someday, perhaps in twenty or so years, we will be able to use the Freedom of Information Act to read about how the U.S. Intelligence Community worked the Internet for intelligence collection by getting involved with the UFO community, as explained by author Gus Russo, in his article The REAL X-Files: Is Uncle Same a Closet UFOlogist?

If so, we may finally learn who was really behind the flies on the wall.

The 'Outing' of Intelligence Officials

Should the identities of government officials employed by the Intelligence Community be made public?

We have been subjected to criticism on both sides of this issue. On the one hand, we have been accused of being overly ambiguous in our sourcing for articles published by STARpod.org, the website run by STARstream Research. On the other, we have also been subjected to requests to redact information from some of our articles prior to publication, and to withhold the names of sources and persons involved in intelligence activities over the Internet.

Over the past year we have revealed some of the persons involved in the UFO spy-games played out over the Internet by past and present members of the Intelligence Community.

We revealed the names of some of the sources behind investigative author Gus Russo's article on the Real X-Files:

According to Russo, "... there is certainly a very small percentage government officials with intelligence clearance -- some active, some retired -- who are interested in the UFO research community, if not UFOs themselves. Some of these men are of the impression, rightly or wrongly, that a very few individuals in government and the private sector are keeping the big secret even from them."

Russo has refrained from releasing names of the parties involved in his story. Starstream Research has confirmed sources include former CIA DS&T analyst Dr. Ron Pandolfi, Dr. Christopher Kit Green, a forensic scientist recently featured for his past work with the CIA on the PBS series "Secrets of the Dead," and Dr. Paul Murad of the DIA.

And we have blogged about other connections between the curious characters connecting clandestine interests and the UFO / alternative energy community.

An editor's note from the New York Times echoes reasons we decided to reveal information we had been asked to keep confidential:

After discussion with agency officials and a lawyer for Mr. Martinez, the newspaper declined the request, noting that Mr. Martinez had never worked under cover and that others involved in the campaign against Al Qaeda have been named in news stories and books. The editors judged that the name was necessary for the credibility and completeness of the article.

The Times’s policy is to withhold the name of a news subject only very rarely, most often in the case of victims of sexual assault or intelligence officers operating under cover.

To the best of our knowledge, none of the sources or subjects involved in the Spies, Lies, and Polygraph series were officially "operating under cover."

In addition, most of the real-life characters have been named previously in "news stories and books," with one prominent former CIA analyst, Dr. Ron Pandolfi, identified by name in a series of New York Times articles published in the late 1990s.

Spies, Lies, and the UK Ministry of Defence UFO Files

The UK Ministry of Defence (MoD) has created a page dedicated to their studies of Unusual Aerial Phenomenon (UAP) with tantalizing clues to the backdrop behind the Spies, Lies, and Polygraph Tape fiasco:

During a policy review in 1996 into the handling of Unidentified Aerial Phenomena sighting reports received by the Ministry of Defence, a study was undertaken to determine the potential value, if any, of such reports to Defence Intelligence. Consistent with Ministry of Defence policy, the available data was studied principally to ascertain whether there is any evidence of a threat to the UK, and secondly, should the opportunity arise, to identify any potential military technologies of interest.

The Ministry of Defence has released this report in response to a Freedom of Information request and we are pleased to now make it available to a wider audience via the MOD Freedom of Information Publication Scheme. Where indicated information is withheld in accordance with Section 26 (Defence), Section 27 (International Relations) and Section 40 (Personal Information) of the Freedom of Information Act 2000.

Much of the material discusses unexplained plasma physics and their interaction with radar systems and visual observers.

"The phenomena occur on a daily, world-wide basis ... that UAP [UFO] exist is indisputable."

One of the more interesting items in the summary notes that "Attempts by other nations to intercept the unexplained objects, which can clearly change position faster than an aircraft, have reportedly caused fatalities."

In addition to suggesting an exotic and poorly understood natural phenomena to explain the anomalous sightings and radar events, the report examines more exotic possibilities. For example, uap_vol2_pgs61to75.pdf examines exotic theoretical possibilities, including evidence of MoD interest in Russian and American researchers investigating torsion spin fields:

"These fields have been the subject of research since 1913 (EINSTEIN) and E. CARTON, BLONDO (france), MYSHKIN and SHIPOV (Russia), HALT (NASA-USA). Torsion Engines, Generators and Torsion waves have been research (especially in the Former Soviet Union, at the Inter-Industry Research Centre, MOSCOW). These are claimed to be waves which travel at 5 to 20 times the speed of light. Main Russian/CIS workers are KOZYREV, YEGANOVA, L. PUGACH ..."

As for the spies, and the cover-up of years of covert examination of a phenomena typically laughed off by the mainstream media?

"The aim of this investigation has been to determine the potential value, if any, of UAP sighting reports to Defence Intelligence. Consistent with MoD policy, the available data has therefore been studied principally to ascertain whether there is any evidence of a threat to the UK, and secondly, should the opportunity arise, to identify any potential military technologies of interest."

It is the present opinion of this author that the UK interest in the UAP phenomena, with the close connection to radar and other forms of MASINT detection, was behind a Senior Intelligence Official warning that a STARstream contributing writer might have been an agent of the British Secret Intelligence Service aka MI6.

One interesting point worth exploring comes from the American Government's chief psychic spy consultant of the 1970s and 1980s, INGO SWANN, and his report that he was taken to observe a triangular-diamond shaped UFO "grow" in place over a lake, prior to attacking by "laser-like" beams.

Stargate was the name of a remote viewing project founded by the DIA in 1972, then later transferred to CIA. In 2004 the CIA released under a FOIA request the Stargate Archive files, which reveal that the CIA was indeed concerned about monitoring UFO authors who might be privy to classified material." -- Gus Russo, The Real X-FIles: Is Uncle Sam a Closet UFOlogist?

Investigative author Jim Schnabel was one of the first to seriously look into America's STAR GATE psychic spy program, prior to CIA declassification in 1995. Among the STAR GATE collection are several memos that raised concern about Schnabel's research and the leaks of then-secret details of the effort:

Re: Publicity and British TV

It has come to my attention that Mr. James Schnabel, xxx, xxxxx xxxxx, MD 20815, Phone xxx.xxx.xxxx is writing a piece for Channel 4 on British television ... It is my impression that Schnabel and Channel 4 are interested in an expose and have garnered full cooperation of past project personnel ... When we meet, I will provide the complete text of a memo-to-record about the whole Schnabel repeated incidents.

Among the STAR GATE files are other examples of the reaction of government contract personnel to journalists and writers snooping about their (once) secret projects. Among the more interesting documents is a letter written by military psychic spy 001, aka Joe McMoneagle, one of the first remote viewers who was tasked against operational targets:

PURPOSE: To detail the facts as I understand them, regarding production of a program for British Television, on the history of Remote Viewing (RV); to include association with the military
(specifically-the Ft. Meade Project), and its use (specific applications) during the cold war.

STATEMENT: Over the past eight months, a writer by the name of, James Schnabel, approached me at least six or seven times via phone in an attempt to interview me for a book he was writing on remote viewing and its history.

Initially he insisted that he was only interested in the science side of the subject, the developmental program at SRI-International, as well as current work being done at Science Applications International Corporation (SAIC).

In the case of each contact, I recommended he call either of the companies direct, since I was only a sub-contractor working for them. I told him that the work I performed was proprietary.

When he asked for a specific name to reference, I stated that I couldn't give him one, since in both cases, I understood that the laboratories doing the work had since been shut down.

On May the 17th, I was stopped in the driveway of The Monroe Institute bv [redacted] He asked if I knew that Jim Schnabel was going to be atte g a Gateway seminar the following week; and
did I know who he was. I told him that I knew who he was and had seen his name on the list of participants.

[redacted] then told me that Schnabel wanted to interview me for a film production he was doing on the history of remote viewing for a British broadcasting firm; and asked if I would be interested.
I told him no, because my understanding was the broadcast would have sensational and political overtones, and was going to specifically address the old project at Ft. Meade. Therefore, I
was very reluctant to speak with him again. I also informed that Schnabel had contacted me by phone on a number of occasions and I believed that he wasn't entirely open and honest with me
duri th conversations.

[redacted] assured me that Schnabel was very pro-remote viewing, that it was his intention to do only the right thing with regard towards the broadcast, and he wasn't interested in anything that would do remote viewing reputational damage.

I asked how he justified speaking with Schnabel at all, given his signature [redacted] the old office, and he stated that he felt those restrictions were pertinent only to specific operations, and of course he wasn't discussing any of these with Schnabel. I told that my understanding was that we were to neither confirm nor deny any allegation or information pertinent to the old ffice, so I was reluctant to talk with Schnabel at all. [redacted] pressed me. I agreed that if I was called, I would once again speak with Schnabel, but added that it would only be after the end of the seminar, and then, only to hear what he had to say. I didn't want to start a war with Schnabel prior to my evening talk on
remote viewing at the Institute.

On May the 20th, I received another call from Mr. Schnabel, stating that he was going to be attending a seminar at the institute, would I meet with him there.

I told him that I would meet with him.sometime during his visit, but because of my schedule, I didn't know when that would be. That seemed to make him happy.

I gave my formal presentation on remote viewing to the Gateway seminar group on the evening of the 22nd of May. The subject of the talk was remote viewing in general, my history as pertinent to my near death experience, the contents of my book, and this included some examples of remote viewing accomplished at the institute during 1983. Mr. Schnabel asked no leading questions during the evening.

On the evening of the 25th of May, I received another call from Mr. Schnabel asking if I still intended to speak with him.

I told him that I would have breakfast with the group on Friday (the next morning), and would talk with him before he left the Institute. During that meeting and subsequent conversation he related the following information:

The Production is being undertaken in the United States on behalf of British TV Channel 4. The Producer's name he didn't share with me. He told me the camera team was probably going to
be headed up by someone with the first name of Astro, a cameraman for Discovery Channel. He said the writer of record was himself (James Schnabel, of [redacted from original by request of Mr. Schnabel].

He outlined the gist of the program as two fold. The first part was how the special project started -- CIA SCANATE effort, etc., and the full history of the Army's involvement in remoteviewing, to include details about the Ft. Meade project, how it was/had been used in the cold war effort, to include the specifics of some of the live missions, which agencies had used it, some of the officers
are/were. Part two would cover the science side of the effort, both at SRI-international and SAIC, would also include other applications, what the current state of the art is considered to be, and who the best viewers are, and major players.

He also stated that they wanted to present a live remote viewing and that was why he wanted my participation in the program. I told him that I couldn't participate in anything like what he was describing for a number of reasons. My background was primarily in the Science, Research and Development of Remote Viewing as a subject, and I could not therefore participate in any effort which had the appearance of a political agenda.

Secondly, I wouldn't want to be associated to what appeared to be an expose', especially one that didn't seem to be very accurate.

Third, I had spent too many years establishing a good reputation, and didn't want to see it damaged in any way.

He assured me that his historical facts were accurate and that they had been cross checked and verifiW. I asked him by who and he related the following names:

and also specified four others, but stated that he was not at liberty to provide me with those names.

Again, I made no comment.

I asked him why he was so set on having my involvement in the film project, where there obviously were so many other important people already giving him what he wanted.

He stated that the others felt I had been one of the best remote viewers in the Ft. Meade project, and he just wanted the live effort on camera to succeed. I told him the recommendations were unfounded.

He then asked me what I knew about the capabilities of other remote viewers over the vears. These he also specified bv name as; [redacted] perceived this to be an attempt to display the depth ot his
knowledge regarding past personnel, so I didn't respond.

He asked me if I would share with him what I knew about; Dr. Puthoff, Stubblebine, Busby, and a number of others I can't recall. Could I verify their roles and the specifics of their involvement? I told him there was nothing I could do to help him.

He seemed to back off somewhat from that approach and offered that he would or could design the presentation so as to completely separate me from the initial portion, which wouldn't show any connection between me and the military aspects of the project, if I would only talk with him off the record. He stated that he really needed me to do the live remote viewing for the wrap up of part two. I told him that I couldn't help him.

He stated that there were a number of others that were cooperating, that he had given them like guarantees. He said he had made promises to others, to protect them from any repercussions, and he specifically named Hal Puthoff as one of these others. He then said that he had even spoken to Keith Harary, who, he stated, was agreeable to providing some information. I told him that was nice, but there was nothing I could do to help him.

He then informed me, that he already had sufficient information regarding me, he didn't need anything else from me, except the actual live remote viewing. If I did that viewing, how it was done and edited, could make quite a difference to my reputation. If I didn't do it, then he couldn't guarantee anything with regard towards editing. At this point I told him there was nothing I could do to help him.

He asked me not to make a firm decision that moment. He asked me to think about it, and told me that he would call sometime Memorial Day.

I received a call from Mr. Schnabel on the 28th of May. He said that he wanted to tell me one other thing, before I made up my mind. He said he talked with the producer and they would guarantee in writing, not to connect me in any way to the military or the cold war issues; they would let me advertise both my business and book in my portion of the film clip, as long as I participated as the remote viewer in the live demonstration. I thanked him for the information.

I received another call from Mr. Schnabel on the 30th of May. He asked if I had made a decision. I told him that under the circumstances, I couldn't help him. As long as he was intent on producing a political statement with his program, or pursue the sensational, I would feel compelled to refuse. I told him that if the format for his program had been modeled on the ABC effort, perhaps focused on the science of it, or focused on some other aspect, I would [redacted] was unable to shed any light on the history beyond that. [redacted] very disappointed with the decision, which I believe will be
reflected in the program as it is produced and edited.

I found out two other items of interest on the morning of the 30th of May.

One - [redacted] has been telling people within The Monroe Institute (management) that he and I were collaborating with Mr. Schnabel on a film production.

Two - had forwarded a film to Schnabel, of three remote viewings that I had done experimentally at the institute in 1983. Schnabel told me this when he had called, saying that he had the film, and intended to use it in his production.

I have since written a formal letter to [redacted] (attached), requesting that he stop telling.people we are working together, as well as demanding that he retrieve the film clip.

What could be particularly damaging about the film clip is that its contents were produced while Mr. Robert Monroe was under contract from the old office at Ft. Meade. We paid him for experiments performed in his lab in support of the Ft. Meade effort. Use of the film out of context would not be particularly meaningful, however, if it were presented within the original context, it could be very revealing and only add to the sensationalism of the show Mr. Schnabel is attempting to produce.

Since Mr. Monroe is now dead, only and I know of the circumstances surrounding the film clip. I suspect that has filled Schnabel in.

In my discussion with Schnabel, it was obvious, that a great deal of information has leaked regarding the old office at Ft. Meade. The extent of this information leak was implied by the
content of Schnabel's conversation and overall knowledgeability, especially while referencing individuals by name. The following indicates what I believe has been implied by my conversation with Schnabel:

[redacted] has been having quite open conversations with Schnabel, in which he has provided substantial historical data. has specifically stated he has not provided any mission related data which may be the case, but it is obvious that he has provided many of the names, inter-connections,
meaningful historical ties, etc., between all or most players at all levels. I believe that he may have engineered the entire series of contacts between Sschnabel and others.

[redacted] about six or seven years at Ft. Meade) - Has had quite open conversations with Schnabel, in which he provided substantial historical data, but only with the understanding that he not be asked about specific military mission related RV, that many of his comments be taken off the record, and that he be protected as a source.

I [redacted] (Formerly a remote viewer and training NCO for a period of about three years at the beginning of the project at Ft. Meade) - Has participated in many open conversations with
Schnabel. The extent of information provided is unknown, but believed to be minimal, since he only participated for a relativeIy short time in the old project.

I I - [redacted] (Formerly a member of the group at Ft. Meade just prior to MG Stubblebine's departure (early retirement)) - [redacted] claims to have been one of the best remote viewers, which he isn't; claims a training qualification, which he doesn't possess; has probably had numerous open conversations regarding the history of the Ft. Meade Office, as we'll as some information regarding specific mission related efforts, and his accuracies with regard towards these specific targets. May have assisted in engineering the original contacts with Schnabel.
Formerly a member of the group at Ft. Meade, did some remote viewing. Currently active duty with the [redacted] Believe he has had at least some off the record discussions with Schnabel in reference to some of the history of the Ft. Meade Office; and has made numerous recommendations on who else to speak with. I spoke with after an initial conversation with Schnabel wherein he stated that he had talked with I Idenied having spoken with Schnabel. But information Schnabel possessed could only have come from [redacted] - (FormerIy an advisor to MG Burt Stubblebine at Headquarters COM.

[redacted] conversations with Schnabel regarding much of INSCOM's involvement in the paranormal area. Is a close friend to Jim Schnabel, as related in a recent conversation with me at my home. Has probably shared private information relating to the higher echelon interactions regarding the project at Ft. Meade, at least as related to him by MG Stubblebine (Commander, INSCOM).

Dr. Harold Puthoff - (Formerly in charge of the Scientific effort at SRl- International, until the mid 1980's) -- Has had some scientific discussions about remote viewing with Schnabel; but Schnabel advised the military aspects.

I was assured by Schnabel that I and my information would handled in a like manner (as with Puthoff), and any request not to be associated with or connected to the military portion of the
show, would be honored.

My primary concern is that I will be reflected as having either shared information with Schnabel, or someone else will make such an assertion, in order to involve me directly with the production of the film. Ihas already done this locally and I have taken steps (see-attached letter) to stop this from happening. I have no reason to believe it won't be done again at a different level.

[redacted] is a communication which I hope will help to clarify many of things that have been brought to my attention over the past couple of days.

When we talked in front of the TMI lab last week in reference to Jim Schnabel, I informed you that I had every intention of taking with him towards the end of his program. I believe I mentioned that he had called me on numerous occasions, asking if I participate in either a book or film effort directed
regards the history of Remote Viewing. You stated that you felt was sincere in his efforts to present RV in a favorable light.

[redacted] that time, we also discussed my reservations, and why I have iave since been informed of the following:

That you have told various personnel within TMI that I have agreed to work with you and Jim Schnabel on the Remote Viewing Production.

And, it has also come to my attention that you have agreed to release the RV Tape which is used during Gateway presentations to him, and in fact have already done so.

The first statement is not true. You and I have no agreement with regard to the production or Jim Schnabel. I spoke with him the end of his seminar at which time he presented me a proposal. I told him that I would consider it very seriously and give him a response no later than Memorial Day. I did not take the proposal lightly. In fact I gave it very serious consideration. My decision and response was to not participate any way. I feel that he understands my reluctance at this.

What is so sensitive about phenomenological research that the CIA redactors (presumably) removed most of section 2.2 and all of section 2.3 from a statement of work about the DIA's research into "phenomenological research and analysis."

"Phenomenological research ... refers to anomalous phenomena associated with human abilities. Investigations in this area have sometimes been referred to as Remote Viewing (RV), Extrasensory Perception (ESP), and recently as Anomalous Cognition (AC) or Anomalous Phenomena (AP). Foreign researchers have also used the term psychoenergetics to describe aspects of these areas."

Dan Smith has reported to us that his senior contact in the Intelligence Community (IC) informed him of a "phenomenology problem."

Is there a connection between the DIA STAR GATE "phenomenological research" and the alleged "phenomenology problem?"

The DIA statement continues, under SECRET/NOFORN (S/NF), "Over the past sixteen years DIA has followed psychoenergetics for two basic reasons:"

Unfortunately, what follows is redacted in black.

Something within these two sections is considered sensitive enough, even today, nearly thirteen years following the CIA's revelation of the STAR GATE program, to remain hidden from public scrutiny.

The next section states, "In 1983 a report with project findings was sent to congressional intelligence and appropriation committees. The report affirmed the existence of remote viewing phenomena ..."

Rumors persist of on-going interest in the Intelligence Community (I.C.) for the use of anomalous mental 'psychic' phenomena for intelligence collection.

Thirty-two years ago, the following CIA/OTS Memorandum for the Record summarized the state of I.C. research.

SUBJECT: Stanford Research Institute (SRI)
Investigation into Parapsychology

1. Attached is the final report describing several years of CIA (ORD & OTS) sponsored research in the area popularly referred to as parapsychology. I believe the SRI report will be a major benchmark in the field. Even with its flaws the investigation is the most complete, serious and scientific investigation into parapsychology in general and its national security implications in particular. The report establishes overwhelming scientific evidence for the existence of human perceptual capabilities which are as yet unexplained. The investigation, however, resulted in nothing which adds to the understanding of the mechanisms involved and little which increases the effectiveness of national security applications. The SRI investigation and internal CIA experiments do, nevertheless indicate potential applications of the phenomenon to intelligence problems. For example, empirically useful techniques can probably be developed for those intelligence problems where noisy, flawed information can be used to limit known alternatives which subsequently can be verified. It is my opinion that an internal CIA program directed towards the above mentioned and similar intelligence requirements should be re-instated and continued within OTS.

2. Much interest has been generated by SRI's publications in technical journals this past year, and consequent progress is likely. The unclassified portion of the SRI investigation is to be published in the IEEE Proceedings in March 1976.

The acceptance by this prestigious journal, is a significant indicator of interest in this field within the scientific community. Furthermore, a number of laboratories, including that of Dr. R. W. Lucky, Vice Chairman of the IEEE Publications Board and Division Director at Bell Laboratories, have successfully replicated the SRI remote viewing tasks.

Other groups such as the USIB's STIC study on "Emerging Areas of Science and Technology of Importance to National Security" have independently identified parapsychology as an area worthy of support. The Department of the Navy, the Office of Naval Research and Naval Electronics System Command have also independently decided to support SRI in extensions of the CIA sponsored investigations.

Releasing the SRI data for publication has already stimulated additional investigations, and encouraged further research into understanding and controlling the phenomena involved. It is not premature for us to be now considering the analysis and application of intelligence desired from those techniques.

UFO Spook Reports to the Director of National Intelligence

Following Valerie Plame's "retirement" from the CIA, "Ron" might just be the most famous spook on the Internet (but if you know of any others working the web, please let us know!).

It appears that the Information Age is a double edged sword, especially for those with careers in the Intelligence Community.

Ron has been floating upon the unidentified seas of conspiracy for a while. His name is often mentioned by the "usual suspects" working UFO cases.

In the early 1990s, a British researcher managed to record a telephone conversation with Ron about government interest in flying saucers and extraterrestrial beings: the "UFO Working Group" made famous by believers of former New York Times journalist Howard Blum's book Out There.

British author and humorist Jon Ronson even went on a search for Ron based upon a clue provided by world-famous psychic Uri Geller, as told in his book, The Men Who Stare at Goats.

One source, a civilian who knows Ron, informed us that the former CIA analyst, who was "outed" in several articles, including a series by the New York Times in the 1990s, had moved on to work under the Office of the Director of National Intelligence.

It appears that Ron's "official work" for the United States Government may in fact be related to UFOs.

The most general definition of UFO -- Unidentified Flying Object -- does have serious national security significance. Consider the problem faced by anyone who has been on the receiving end of an attack by a stealth fighter, for example. When conventional radar fails, alternative methods are manditory, such as passive radar systems, where there may be "Capabilities against stealth aircraft due to the frequency bands and multistatic geometries employed."

Ron, according to a document issued by the MITRE Corporation, was providing support to the National Intelligence Council (NIC).

The public version of the NIC website states:

The National Intelligence Council (NIC) is the Intelligence Community's (IC's) center for midterm and long-term strategic thinking. Its primary functions are to:

Support the DNI in his role as head of the Intelligence Community.
Provide a focal point for policymakers to task the Intelligence Community to answer their questions.
Reach out to nongovernment experts in academia and the private sector to broaden the Intelligence Community's perspective.
Contribute to the Intelligence Community's effort to allocate its resources in response to policymakers' changing needs.
Lead the Intelligence Community's effort to produce National Intelligence Estimates (NIEs) and other NIC products.

NIEs are the DNI's most authoritative written judgments concerning national security issues. They contain the coordinated judgments of the Intelligence Community regarding the likely course of future events. The NIC's goal is to provide policymakers with the best, unvarnished, and unbiased information—regardless of whether analytic judgments conform to US policy. National Intelligence Officers' (NIOs) primary functions are to:

Advise the DNI.
Interact regularly with senior intelligence consumers and support their current and longer-term needs.
Produce top-quality estimative intelligence in a process that is efficient and responsive.
Engage with outside experts to tap their knowledge and insights.
Help assess the capabilities and needs of IC analytic producers.
Promote collaboration among IC analytic producers on strategic warning, advanced analytic tools, and methodologies.
Articulate substantive priorities to guide intelligence collection, evaluation, and procurement.

It would appear that Ron's civilian source was correct. His mission, according to the MITRE document, involves the detection of UFOs (according to an email we received, said to have been sourced from Ron, he is developing new methods involving P.C. based technology) and reporting to the Office of the Director of National Intelligence via the National Intelligence Council.

Now, as for Ron's interest in alternative UFO physics propulsion claims ... including persons identified with RAM -- aka Replicate Alien Machine? And why did another government source go silent following the revelation of Ron's UFO working group audio recording?
