According to a special investigation report from ABC NEWS:

When she was arrested in Afghanistan last month, Aafia Siddique allegedly had in her possession maps of New York, a list of potential targets that included the Statue of Liberty, Times Square, the subway system and the animal disease center on Plum Island, detailed chemical, biological and radiological weapon information that has been seen only in a handful of terrorist cases, as well as a thumb drive packed with emails, ABC News has learned.

US authorities are analyzing Siddique's saliva, hair, and fingernail scrapings to determine, if possible, what evidence they can find of any exposure to chemical, biological or radiological materials with potential use in weapons of mass destruction, sources said.

ABC News is reporting:

Government officials have been quietly stepping up counterterror efforts out of a growing concern that al Qaeda or similar organizations might try to capitalize on the spate of extremely high-profile events in the coming months, sources tell ABC News ... This is what the Department of Homeland Security is quietly declaring a Period of Heightened Alert, or POHA, a time frame when terrorists may have more incentive to attack.

According to drafts of government memos described to ABC News, the period would run roughly from this August through July 2009.

The Period of Heightened Alert appears to correspond with STARstream Research raising the STAR threat level to SEVERE: There is a strong potential for realization of damaging events.

The STAR threat level is based, in part, on input from AMP-sources.

AMP refers to Anomalous Mental Phenomena, a term formerly used by the U.S. government to refer to mental impressions of an unknown nature. The additional input of AMP-sources allows the STAR threat level to anticipate the heightened potential for damaging events.

A similar situation last summer resulted in the STAR threat level being raised to anticipate the terrorist attacks in London and Glasgow.

Warning Notice: Military Action Looms Over Iran?

ABC News is reporting:

Senior Pentagon officials are concerned that Israel could carry out an attack on Iran's nuclear facilities before the end of the year, an action that would have enormous security and economic repercussions for the United States and the rest of the world.

Seymour Hersh, the well-known investigative journalist, claims his sources have told him of a secret U.S. government effort against Iran.

The story by Hersh, "Preparing the Battlefield," was published in The New Yorker.

Hersh later revealed additional information in an interview with National Public Radio (NPR) which can be listened to on-line:

"Investigative journalist Seymour Hersh believes that the United States may be closer to armed conflict with Iran than previously imagined."

According to ABC News, "Pentagon officials believe the massive Israeli air force exercise in early June, first reported by the New York Times, was done to prepare for a possible attack. A senior official called it 'not a rehearsal, but basic, fundamental training' required to launch an operation against Iran."

AFP reports that "The White House declined to comment Monday on a news report that US lawmakers last year approved 400 million dollars to ramp up covert operations in Iran to undermine Tehran's leadership."

"I couldn't comment either way," spokeswoman Dana Perino said after The New Yorker magazine reported that the US Congress passed US President George W. Bush's funding request for a dramatic increase in such secret operations.

Washington Post: Smugglers Stole Advanced Nuke Plans

A breaking story in the Washington Post is reporting that:

An international smuggling ring that sold bomb-related parts to Libya, Iran and North Korea also managed to acquire blueprints for an advanced nuclear weapon, according to a draft report by a former top U.N. arms inspector that suggests the plans could have been shared secretly with any number of countries or rogue groups.

Additional information is provided in this New York Times article:

Working in secret for two years, investigators have tracked the digitized blueprints to Khan computers in Switzerland, Dubai, Malaysia and Thailand. The blueprints are electronic and rapidly reproducible for creating a weapon that is relatively small and easy to hide, making it potentially attractive to terrorists.

The revelation this weekend that the Khan operation even had such a bomb blueprint underscores the questions that remain about what Dr. Khan, a Pakistani metallurgist and father of Pakistan’s nuclear weapons program, was selling and to whom. It also raises the possibility that he may still have sensitive material in his possession.

Anomalous Mental Phenomena

Our official position regarding AMP -- anomalous mental phenomena -- (the buzz words used by the Defense Intelligence Agency for so-called psychic phenomena used to collect intelligence) -- is different than the position previously held by elements of the United States Government.

We consider AMP useful for threat assessments as a "creative input to the threat analysis process."

Precedent for "imaginative input" into the threat assessment process is not entirely unknown. Government agencies often consult with creative minds (sometimes from the entertainment industry) when developing threat scenarios that might be missed using only conventional intelligence.

A recent example of "creative input" comes from former military intelligence "psychic spy" Ed Dames' MATRIX Intelligence Agency, as recently promoted on Coast to Coast AM.

In an interview with occasional host Art Bell:

Dames provided details about another major terror attack on the United States (see a New Terrorist Target? below), as well as spoke about World War III, which he said started about five years ago ... Remote viewing expert Major Ed Dames believes the Citigroup Center in New York City (pictured) has been targeted by a terrorist group. According to Dames, they are planning to employ a novel explosive technique to take down the building; its collapse could possibly destroy or damage nearby structures as well. Dames' Matrix Intelligence Agency will be working with the FBI in an attempt to interdict the planned attack.

Keeping in mind that counterintelligence is often associated with this kind of public announcement, it is of interest that another, independent source, one that had previously warned of an air attack against the World Trade Center prior to September 11th, 2001, has also considered a "fuel air explosive" attack as follow-up to the 9/11 events.

Last year a similar situation resulted in data suggesting that the Department of Homeland Security (DHS) was looking at a nuclear attack scenarios against the port of Long Beach / Los Angeles. Our AMP sources indicated this would involve a fire station at the port.

Weeks later DHS head Chertoff made an appearance at a fire station located at the port of Los Angeles, to discuss the nuclear threat:

Earlier today, I spoke at the Port of Los Angeles, which is the busiest port in our country. 44% of all U.S. imports enter through the Ports of Los Angeles and Long Beach. So how much money are we talking about? Simply put, $295 billion. That number should tell us just how critical our ports remain to our economy. Clearly, if terrorists want to devastate our economy, then from a cost/benefit perspective, one way of doing that is to launch devastating attacks on these essential vehicles for commerce and trade.

Chertoff appeared at a fire station near the port of Los Angeles, which is adjacent to the port of Long Beach, the subject of a RAND study on the use of a nuclear weapon of mass destruction. Just weeks before the Chertoff visit, a privately-sourced psychic warning had identified the port of Long Beach as a possible target of a 'loose nuke' but the 'remote-viewed' data suggested that it was the RAND report that had been picked up and not a real threat. The remote viewed information identified an 'executive' and a fire station near the port of Long Beach (Chertoff appeared at a fire station in the nearby port of Los Angeles) and the yield and effects of the possible attack closely matched the RAND study.

At this point I should add that AMP doesn't require 'magick'; it may originate from subtle psychological cues propagated over mass media, which then trigger synchronous events.

Nevertheless, last year STARstream Research did raise an alert based in part on AMP -sourced information from December 2006, which anticipated the revelation by FBI of the JFK Airport plot, and the later attack against Glasgow Airport, nearly six months in advance.

NPR.org, June 2, 2007 · Federal officials say that a terrorist plot centering on New York's John F. Kennedy International Airport has been foiled. At least three people — including one airport employee — have been arrested in connection to the plot; a fourth person is being sought.

Investigators believe the suspects were going to use explosives to target a fuel line to the airport in New York's Queens borough. The plot did not involve airplanes or passenger terminals, but instead centered on critical infrastructure around the international airport.

STARstream Research raised the STAR Threat Level just weeks prior to the British, in anticipation of the events.

An email message sent on Monday, May 21, 2007 7:10 AM: "FYI -- I am going to raise the threat alert level at SSR, but would like to get you input ASAP."

The working assumption behind the use of AMP to predict future events involves subtle transfer of "out of context" information over conventional channels of communication which can be reconstructed into bits of meaningful information when paired to the correct context.

It is then a matter of intelligence fusion to combine open source as contextual background for the less conventional bits to create an intelligence report.

DHS had been focused on the threat to our sea ports and specifically the RAND Study on a nuclear attack against Long Beach. A tasking to locate a specific threat was null but indicated that the focus for DHS would be the twin pots of Los Angeles and Long Beach, where an executive would be associated with a fire station. This was produced using data fusion from multiple sources, and accurately predicted DHS chief Chertoff's appearance.

The unconscious selection of specific words and phrases subliminally transfers out-of-context information.

The FBI was aware of the JFK plot prior to SSR, but we were made aware of the focus of near-future plots against airport facilities from AMP reports prior to the public revelation by FBI, which combined with open-source news sources determined the need to raise the SSR threat level.

"In the immediate or near term, the focus is on conventional weapons, which can still be quite damaging. Something on the scale of 9/11 or the attacks on your transportation system. We have to look at the whole spectrum," he [Chertoff] said.

LONDON (AP) — Homeland Security Secretary Michael Chertoff is downplaying the idea of a nuclear attack by terrorists after recent postings on al-Qaida-affiliated Web sites exhorted militants to pursue weapons of mass destruction for use against the U.S.

Chertoff, speaking at Oxford Union on Friday, said that while officials acknowledge al-Qaida's interest in developing such capability, the U.S. was more concerned about terrorists' use of conventional arms.

Chertoff's remarks followed a series of anonymous postings on al-Qaida-affliated Web sites, including a 39-minute video, calling on militants to acquire weapons of mass destruction.

On February 28, our Las Vegas Division was notified by local police that an individual had been exposed to Ricin. This individual is currently hospitalized.

The Las Vegas Metropolitan Police Department is the lead agency in the Las Vegas aspects of the investigation; the FBI in Salt Lake City is leading that aspect of the investigation. Numerous other law enforcement and public safety agencies have responded in concert with the FBI.

Transportation Security Laboratory Director Susan Hallowell would like to see the day when airline passengers no longer have to take their shoes off after standing in a long line at airport security checkpoints.

To that end, she would like to combine the line and an array of sensors into what she calls a “tunnel of truth.”

Among the new technologies that could be placed in the tunnels are backscatter X-ray machines, which peer underneath clothes, and passive and active millimeter wave sensors that can see the outlines of concealed metal objects. These technologies are already being used in pilot programs.

Another related project not mentioned in the article is the use of functional Magentic Resonance Imaging devices to scan the brain and detect lies and confabulation (to fill in gaps in one's memory with fabrications that one believes to be facts) -- perhaps in response to a carefully designed psychological examination intended to out persons with nefarious intentions.

The Senate yesterday approved a sweeping measure that would expand the government's clandestine surveillance powers, delivering a key victory to the White House by approving immunity from lawsuits for telecommunications companies that cooperated with intelligence agencies in domestic spying after the Sept. 11, 2001, attacks.

The most important change approved by the Senate yesterday would make permanent a law approved last August that expanded the government's authority to intercept -- without a court order -- the phone calls and e-mails of people in the United States communicating with others overseas. U.S. intelligence agencies previously had broad leeway to monitor the communications of foreign terrorism suspects but needed warrants to monitor calls intercepted in the United States, regardless of where they originated.

Radical elements are now a threat to the survival of Pakistan, prompting Pakistani military leaders to recognize that more aggressive efforts are needed to get the elements under control, Director of National Intelligence Mike McConnell said yesterday in testimony before the Senate Select Committee on Intelligence.

"What's happened is Pakistan has now recognized that this is an existential threat to their very survival."

The Daily Times of Pakistan reports:

Pakistan nuclear weapons vulnerable, says US: Political turmoil in Pakistan has not seriously threatened the military’s control of its nuclear weapons “but vulnerabilities exist,” United States intelligence said in a report on Tuesday.

“We judge [that] the ongoing political uncertainty in Pakistan has not seriously threatened the military’s control of the nuclear arsenal, but vulnerabilities exist,” said the annual threat assessment, which was delivered to Congress by US intelligence chief Mike McConnell, reported AFP.

The report said, “We judge that the [Pakistan] army’s management of nuclear policy issues — to include physical security — has not been degraded by Pakistan’s political crisis.”

Reuters is now reporting that "Iran on Monday confirmed there was an "incident" between Iranian and U.S. ships but gave no details, an Iranian news agency reported, after Washington said Iranian vessels threatened their ships in the Strait of Hormuz."

Pentagon spokesman Bryan Whitman confirmed the weekend incident during a briefing on Monday, saying Iranian actions were "careless, reckless and potentially hostile."

It is unknown whether or not increased tensions with Iran are related to AMP-sourced concerns for cities on the east and west coast of the United States.

WASHINGTON - In what is being called a serious provocation, Iranian Revolutionary Guard boats harassed and provoked three U.S. Navy ships in the strategic Strait of Hormuz, officials said Monday.

U.S. forces were on the verge of firing on the Iranian boats in the early Sunday incident, when the boats ended the incident and turned and moved away, said a Pentagon official.

"It is the most serious provocation of this sort that we've seen yet," said the official, who spoke on condition of anonymity because he was not authorized to speak on the record.

The United States and Japan are expressing regret that North Korea is breaking a key promise aimed at ending its nuclear weapons programs. 2007 is coming to an end with no declaration from North Korea listing its nuclear activities. VOA's Kurt Achin reports from Seoul.

The primary concern involves HEU -- Highly Enriched Uranium -- a necessary ingredient for the construction of a crude gun-type nuclear bomb design, similar to the bomb dropped on Hiroshima, Japan, by the United States at the end of World War II:

"Experts say the delaying is linked to North Korea's uranium enrichment activities. Senior U.S. officials say there is considerable evidence, including a private admission by Pyongyang, that North Korea broke previous commitments by secretly enriching uranium. North Korea has never publicly admitted doing so."

Nuclear analysts have reported that the HEU bomb design is within the capabilities of a well-organized and funded terrorist organization. Preventing the proliferation of the bomb making material is a top priority for the American Intelligence Community.

Loose Nuke Update: Black Market Uranium

CNN is now reporting that the material recovered by authorities was "Uranium suitable for use in a dirty nuke." According to the CNN report:

Police in Slovakia and Hungary arrest three men for trying to sell radioactive material
Police seized 2.2 pounds of an unspecified but "dangerous" radioactive material
Material is believed to have originated from the former Soviet Union
Police: "It was possible to use it in various ways for terrorist attacks"

It is thought that the material was sourced from the FSU -- the Former Soviet Union.

AMP reports -- anomalous mental perceptions -- had previously suggested a network of smuggling operations might exist in the general region involved in the latest case, possibly sourced from FSU components dismantled in Ukraine. No substantiating information ever confirmed that possible scenario.

New details are emerging.

According to TIMES On-line (UK):

Michal Kopcik, vice president of the Slovak police, said that the three suspects were found in possession of just under half a kilo of uranium in powder form. Investigators believe it came from somewhere in the former Soviet Union.

“According to preliminary information, the material could have been used to make a so-called dirty bomb,” Mr Kopcik told a news conference.

He confirmed the material was enriched uranium.

Bust Yields Radioactive Material

BRATISLAVA, Slovakia (AP) — Police in Slovakia and Hungary arrested three people and seized 2.2 pounds of an unspecified but "dangerous" radioactive material the suspects were trying to sell for $1 million, Slovak authorities said Wednesday.

The Czech news agency CTK, citing unconfirmed reports, said the material seized by authorities was enriched uranium.

News Reports: Israel Concerned for Safety of Nuclear Reactor Facility

The defensive missile shield around Israel’s Dimona nuclear reactor was placed on red alert 30 times last week amid fears of an airstrike by Syria.

Tension is mounting in Israel. “Every civilian aircraft en route from Cairo to Amman, or from Jeddah to Cairo and vice versa, which deviates even slightly from its route, sets off an alarm and risks a missile being fired,” said the female commander of the Patriot battery.

FBI Comment: This information was obtained through a lengthy chain of acquisition, and was provided to the source by a sub-source who spoke in confidence. The veracity of the information is uncertain but the threat is being reported due to the nature of the information.

Crisis in Pakistan: What About the Nukes?

In a special Internet announcement in Arabic, picked up [by] DEBKAfile’s counter-terror sources, Osama bin Laden’s followers announced Monday, Oct. 29, the launching of Electronic Jihad. On Sunday, Nov. 11, al Qaeda’s electronic experts will start attacking Western, Jewish, Israeli, Muslim apostate and Shiite Web sites. On Day One, they will test their skills against 15 targeted sites expand the operation from day to day thereafter until hundreds of thousands of Islamist hackers are in action against untold numbers of anti-Muslim sites.

DEBKAfile’s counter-terror sources report that, shortly after the first announcement, some of al Qaeda’s own Web sites went blank, apparently crashed by the American intelligence computer experts tracking them.
