But apparently some of them in Portsmouth have chosen to spend whatever money they do have on heroin-fueled death-fests at a motel, instead of say something mundane like an apartment. I work with these people on a daily basis.. there may be one or two who are trying, but the majority are just bums,and having a home and a 'normal' life is something they dont want. Those with mental health issues, if they cant care for themselves, then they become custody of the state. There is NO reason for someone to be out there unless they want to be...
