I was really intrigued with the thought of Chicago flooding, as for war-torn... it's Chicago... come on.

Anyone seen Kisangani Diary? This was a documentary about the recent war in the Congo (1998-2003ish). Flooding is a dance party compared than what happened in that movie. Basically tens of thousands of people wandering around in the jungle -- with no home to go back to -- starving to death -- getting picked off by automatic weapons being fired indiscriminately at them from the forest.
