Launch of the Gender Snapshot Report 2026. According to a new UN report, one in three institutions built to advance gender equality have been stripped of power in just two years. The UN warns that a deliberate political retreat from gender equality is reversing decades of progress and calls for equal power for women everywhere. The Gender Snapshot 2026 report, released by UN Women and the United Nations Department of Economic and Social Affairs (UN DESA), shows that where women hold real power, outcomes improve across every dimension of the 2030 Agenda for Sustainable Development - from peace to education, and from poverty to climate action. Yet the very institutions built over decades to advance gender equality are being systematically weakened, stalling or reversing progress at precisely the moment when the world cannot afford to go backwards. The findings of the Gender Snapshot 2026 report reveal a political retreat from gender equality that is crosscutting, measurable, and compounding. One in three institutional mechanisms for gender equality has had its institutional power eroded over the past two years. Around one in four have seen their operating budgets cut over the same period, and nearly one in ten have lost control of their budget altogether. Funding for gender equality has fallen to its lowest level since 2021, with funding for women’s rights organizations most impacted. Meanwhile, amid funding cuts, 42 percent of UN entities report a weakening of their gender equality efforts. The concentration of political power remains stark: six in seven countries are led by men. Women continue to face systemic barriers at every stage. The cost of running for office can exceed 100 times a country’s average per-capita income, excluding many women before the race even begins. In some countries, as many as eight in 10 women running for office face violence in public life. And when women do reach cabinet, they are still disproportionately steered away from the portfolios that command the highest security and economic power. Close to nine in 10 defense ministers and more than eight in 10 finance ministers are men. As women continue to face barriers to equal participation and influence, decades of political and legal gains on gender equality are increasingly being contested and, in some cases, dismantled. Not one single indicator on the Sustainable Development Goal for gender equality (SDG5) is on track to be met by 2030. The pattern extends beyond government. Women hold only 6 percent of corporate Chief Executive Officer positions globally and lead fewer than 20 percent of the highest courts, leaving the decisions shaping business, law, employment, and the global economy overwhelmingly in the hands of men. The findings of the report come at a consequential moment for the multilateral system. World leaders are gathering for the 81st Session of the UN General Assembly (UNGA81) as the United Nations moves towards selecting its tenth Secretary-General – a position that no woman has held in the UN’s 80-year history. As governments debate the future of multilateralism, the report argues that no vision for the future of the world is credible without women and girls having an equal share of power in shaping it. UN Women and UN DESA are calling for a reversal of the political retreat on gender equality - and for power to be shared more equally. That means ensuring women have an equal voice in political and economic decisions, properly funding gender equality institutions, protecting women’s rights organizations and civic space, and ensuring women have equal power to shape the decisions that affect economies, peace and security, technology and public life.

Secretary-General Antonio Guterres reiterated, “we must raise our collective voice and reject hatred. And we must redouble our efforts to tackle hate speech, online and offline.” Guterres spoke at the Global Conference on Promoting Interreligious and Intercultural Dialogue and Tolerance in Countering Hate Speech. The Conference was jointly organized by the Kingdom of Morocco, the United Nations Office on Genocide Prevention and the Responsibility to Protect, and the United Nations Alliance of Civilizations (UNAOC). The Secretary-General highlighted that the effort to counter hate speech must be truly inclusive, grounded in respect and equity; shaped by women, men, and youth; and welcoming of religious, traditional, and community leaders, Indigenous Peoples, and minority groups. He also emphasized, “reining in hate speech does not mean extinguishing freedom of expression. But freedom of expression must never be an excuse for causing or compounding harm.” Guterres underscored, “we cannot conquer hate speech on our own. Governments, regional and multilateral organizations, the private sector, and civil society — including faith communities, academia, and the media — have a shared responsibility to help build peaceful, just, and inclusive societies.” “We all have a role to play,” the UN chief said, “no bystanders.” Guterres continued, “that is why I come to you today with an urgent message: We must work together to foster mutual understanding. To end the tragic cycles of fear, hatred, and violence. And to build the cohesive and stable societies envisioned in our Charter.” The Secretary-General conclude, “let us rise to this challenge. In his address to the Council, humanitarian Chief Tom Fletcher said, “since December 2024, more than 2 million internally displaced Syrians, 1.8 million refugees have gone home voluntarily. This is a historic wave of return – the highest in Syria in two decades – is a profound sign of hope.” Fletcher said, “through 300 partners, we’ve reached over 2.5 million people monthly this year with humanitarian support, reopening key routes into Al-Hassakeh and flights to Deir ez Zour in August. However, four major obstacles threaten this progress: continued displacement, localized insecurity, regional escalation, and landmines.” He said, “as winter approaches and the regional situation remains unstable, funding will be vital as a bulwark against losing those advances Syria has fought so hard to achieve. If we fail to invest today, the costs will be higher tomorrow – in renewed displacement, deteriorating services and lost opportunities to consolidate stability and transition towards reconstruction and development in Syria.”

UN Deputy Special Representative for Afghanistan Georgette Gagnon said that key risks to the country’s stability are accumulating and mainly stem from the de facto authorities’ own policies. The Security Council held an open briefing on the work of the 1737 Sanctions Committee concerning Iran. Addressing the Council today (16 Sep) Gagnon said, “Last month, the de facto authorities marked the fifth year of their return to power. They projected confidence, highlighting nationwide control, improved security, infrastructure development, and economic stabilization efforts as evidence of their success. They also launched an initiative to improve institutional openness and accountability.” She highlighted, “These developments are encouraging. They are occurring, however, in a context of no progress on issues that are of profound concern to the Afghan people and the international community: the severe restrictions on women and girls, exclusionary governance, a human rights crisis, and the continued presence of terrorist groups that threaten Afghanistan, the region, and international peace and security.” She said, “Food insecurity and malnutrition present a serious concern. UNICEF reports that some 3.7 million children are suffering from deficient malnutrition, including around one million children experiencing severe acute malnutrition.” She also said, “Afghanistan continues to experience an extreme demographic and socioeconomic shock. This year alone, nearly 1.2 million Afghans have returned from Pakistan and Iran, with total returns reaching reached 6.5 million since 2023.Without sustained support for returnees and host communities, competition over scarce resources risks fueling grievances, increasing displacement, and promoting instability.” She continued, “By denying women access to education, professions, and public life, the de facto authorities are not safeguarding Afghanistan’s future.” She added, “Relations between Afghanistan and Pakistan remain another matter of serious concern. The effects of sporadic hostilities and the almost year-long border closure are taking an increasing toll on civilians, communities and businesses. UNAMA continues to encourage de-escalation and dialogue to resolve differences, including on the presence of terrorist groups in Afghanistan.”
