The instructions, issued by Haryana Chief Secretary Sh. Anurag Rastogi, provide a standardised framework for obtaining Vigilance Clearance/No Objection Certificate (NOC) in specified service matters. The revised guidelines have been introduced following a comprehensive review to ensure greater procedural consistency, transparency and timely decision-making across government departments, boards, corporations and other authorities. Under the new instructions, vigilance clearance will be mandatory in cases relating to pension and superannuation, promotions, issuance of passports to government employees, deputation, and any other service matter where such clearance is prescribed by the State Government. To ensure timely processing, all departments have been directed to submit proposals in the prescribed proforma, complete in all respects. In superannuation cases, proposals must be submitted at least one year before the date of retirement to avoid delays in processing pensionary benefits. No. IPRDH/2026 Haryana Plans 423 MLD STP Treatment Capacity Under Mega Yamuna Rejuvenation Drive; Chief Secretary Reviews Progress Chief Secretary Directs Fast-Track Execution of Pollution-Control Projects for Yamuna Chandigarh, July 9: Haryana has drawn up an extensive pollution-control roadmap for the rejuvenation of the Yamuna by planning 580 million litres per day (MLD) of additional sewage and industrial effluent treatment capacity, besides developing nine biogas plants capable of processing 1,455 tonnes of organic waste per day, as part of an integrated strategy to improve water quality and reduce pollution entering the river. The proposed infrastructure includes 10 Sewage Treatment Plants (STPs) with a combined treatment capacity of 423.5 MLD, involving an investment of ₹828.88 crore, along with 9 Common Effluent Treatment Plants (CETPs) with a total capacity of 156.5 MLD for treating industrial wastewater before its discharge into the Yamuna and connected drains. 2 CETPs of 30 MLD are also under construction. The progress of these projects was reviewed today by Haryana Chief Secretary Sh. Anurag Rastogi, who chaired a meeting on pollution control measures for the Yamuna and directed all implementing agencies to expedite ongoing works, resolve bottlenecks and ensure adherence to prescribed timelines. In a series of high-priority directions issued to Administrative Secretaries, Heads of Departments, Boards and Corporations, the National Informatics Centre (NIC), and the Health and Medical Education Departments, the Chief Secretary has ordered time-bound completion of all preparatory activities, including updation of Human Resource Management System (HRMS) records, deployment of online software modules, appointment of nodal officers, expeditious issuance of medical and disability certificates, discontinuation of transfer drives under the repealed 2025 policy and adoption of the new transfer framework by Boards and Corporations. The directions follow the notification of the Model Online Transfer Policy, 2026, which has replaced the Model Online Transfer Policy, 2025, with immediate effect. The government has made it clear that all future transfer exercises will be conducted strictly under the provisions of the new policy, which seeks to establish a transparent, objective, technology-driven and merit-based transfer system across government departments. The Chief Secretary has directed every Administrative Secretary and Head of Department to personally supervise the implementation process and ensure that all preparatory work is completed within the prescribed timelines. Departments have been instructed to appoint or continue designated Nodal Officers and immediately undertake the verification and updating of employee records in the Human Resource Management System (HRMS), including cadre details, dates of joining, tenure, service particulars, and all supporting documents required to determine merit points and eligibility during transfers. The instructions emphasise that only the information available in HRMS on the qualifying date will be considered for the transfer process, and any omission, incorrect information or failure to update records within the prescribed timeline may adversely affect an employee's eligibility or merit points. Recognising that the success of the new transfer mechanism depends upon robust digital infrastructure, the Chief Secretary has directed the National Informatics Centre (NIC) to complete software development, customisation, testing, validation and deployment of all online transfer modules on priority. The government has set a 10-day timeline for the commencement of the first online transfer drive, making it imperative that all software-related activities be completed without delay. NIC has been asked to designate a senior technical officer, not below the rank of Senior Scientist, as the exclusive project Nodal Officer for six months to oversee software implementation, resolve technical issues and coordinate with the Human Resources Department. A dedicated HRMS login has also been proposed to enable centralised monitoring of online transfer drives across departments. The Chief Secretary has also clarified that all transfer drives initiated under the repealed Model Online Transfer Policy, 2025 stand discontinued. Government Medical Institutions, AIIMS, PGIMER Chandigarh, PGIMS Rohtak and other authorised medical boards have been requested to examine applications on priority and issue certificates, wherever admissible, preferably within three days of receipt of applications, at employees can participate in the online transfer drives without hardship. The Human Resources Department has also issued detailed guidelines regarding the &quot;Notional Category&quot; for the first online transfer drive under the new policy. Employees appointed initially, promoted, reinstated after suspension, repatriated from deputation, returning from study leave or specifically covered under the prescribed conditions during the notified period will be considered under the Notional Category for the first cadre-wise transfer exercise. The objective is to establish a uniform transfer mechanism based on transparency, objectivity and merit while reducing arbitrariness and avoidable litigation. Organisations have been advised to place the matter before their competent authorities for approval at the earliest and inform the Human Resources Department of the action taken. The Chief Secretary has further reiterated that the entire transfer process shall be conducted exclusively through the HRMS-integrated online transfer module. No regular transfers or postings of employees belonging to a cadre will be permitted during the online transfer drive. <p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Haryana Plans 423 MLD STP Treatment Capacity Under Mega Yamuna Rejuvenation Drive; Chief Secretary Reviews Progress</strong></p>
<p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Chief Secretary Directs Fast-Track Execution of Pollution-Control Projects for Yamuna</strong></p>
<p style="font-weight: 400; text-align: justify;"><a href="https://www.chandigarhcitynews.com/haryana-cm-makes-two-key-announcements-at-haryana-super-100-felicitation-prog/"><strong> </strong>Haryana</a> has drawn up an extensive pollution-control roadmap for the rejuvenation of the Yamuna by planning 580 million litres per day (MLD) of additional sewage and industrial effluent treatment capacity, besides developing nine biogas plants capable of processing 1,455 tonnes of organic waste per day, as part of an integrated strategy to improve water quality and reduce pollution entering the river.</p>
<p style="font-weight: 400; text-align: justify;">The proposed infrastructure includes 10 Sewage Treatment Plants (STPs) with a combined treatment capacity of 423.5 MLD, involving an investment of ₹828.88 crore, along with 9 Common Effluent Treatment Plants (CETPs) with a total capacity of 156.5 MLD for treating industrial wastewater before its discharge into the Yamuna and connected drains. 2 CETPs of 30 MLD are also under construction.</p>
<p style="font-weight: 400; text-align: justify;">The progress of these projects was reviewed today by Haryana Chief Secretary Anurag Rastogi, who chaired a meeting on pollution control measures for the Yamuna and directed all implementing agencies to expedite ongoing works, resolve bottlenecks and ensure adherence to prescribed timelines.</p>
<p style="font-weight: 400; text-align: justify;">Chairman, Haryana State Pollution Control Board, Vinay Pratap Singh informed that two sewage treatment plants are nearing completion. The 3 MLD STP at Matlauda in Panipat has achieved 95 per cent physical progress and is scheduled for completion by July 31, 2026, while the 2 MLD STP at Bajghera in Gurugram has reached 85 per cent completion and is expected to be commissioned by August 31, 2026.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary reviewed the status of the proposed 423.5 MLD STP programme, which includes major projects at Dhanwapur, Behrampur, Naurangpur and Sector-107 in Gurugram; Mirzapur and Surajkund in Faridabad; Sonipat; Kundli; and Samalkha in Panipat. Departments informed the meeting that tenders have been invited, negotiations have been completed, and timelines have been fixed for various projects, while work on the remaining schemes is progressing through different stages of approval.</p>
<p style="font-weight: 400; text-align: justify;">The meeting also reviewed the proposed network of nine CETPs at <span aria-invalid="spelling">Partapgarh</span> and Mirzapur in Faridabad; Badshahpur and Sectors 18, 34, and 37 in Gurugram; Kundli in Sonipat; Sector-29 in Panipat; and the Industrial Estate, Kundli. Officials apprised the Chief Secretary of the progress on land acquisition, DPR preparation, tendering, and statutory approvals required for the execution of these industrial pollution-control projects.</p>
<p style="font-weight: 400; text-align: justify;">The meeting also reviewed nine proposed <span aria-invalid="spelling">bio-gas</span> plants with a combined processing capacity of 1,455 TPD across Sonipat, Faridabad, Gurugram, Karnal, Rohtak and Yamunanagar. The projects are being implemented by the Panchayati Raj Department, HAREDA, GAIL, and BPCL and aim to ensure the scientific disposal of organic waste while generating clean energy.</p>
<p style="font-weight: 400; text-align: justify;">Emphasising that the rejuvenation of the Yamuna remains a priority for the state, the Chief Secretary called for close inter-departmental coordination, continuous monitoring and timely execution of all ongoing and proposed projects to strengthen Haryana&#8217;s pollution-control infrastructure and improve the river&#8217;s ecological health.</p>
<p style="font-weight: 400; text-align: justify;">Additional Chief Secretary, Irrigation &amp; Water Resources, Sh. Anurag Agarwal, Commissioner and Secretary, Urban Local Bodies, Sh. <p style="font-weight: 400; text-align: justify;">Haryana Social Justice and Empowerment Minister, Krishan Kumar Bedi said that on July 17, 2026, Prime Minister, Narendra Modi will flag off the country&#8217;s first hydrogen-powered train from Jind. The Prime Minister will also inaugurate and lay the foundation stones for several other development projects worth crores of rupees. Bedi said the Prime Minister&#8217;s visit to Jind would become a milestone in Haryana&#8217;s development journey and usher in a new phase of progress.</p>
<p style="font-weight: 400; text-align: justify;">Krishan Kumar Bedi said this while addressing a press conference in Jind on Thursday. He said on July 17, Prime Minister, Sh. Narendra Modi will address a massive public gathering at the ground opposite Eklavya Stadium. In virtual mode, he will also inaugurate and launch several development projects across different parts of the state.</p>
<p style="font-weight: 400; text-align: justify;">The Minister said the Prime Minister will inaugurate two newly built Shri Ram Medical Colleges in Bhiwani and Narnaul, as well as the 10-kilometre-long Kurukshetra Elevated Railway Track. The track is expected to ease traffic congestion by eliminating long waits at nearly six railway crossings in the area.</p>
<p style="font-weight: 400; text-align: justify;">Bedi further said that the Prime Minister will inaugurate the Ambala–Kala Amb Greenfield Four-Lane Corridor, the Haryana section of the Delhi–Katra Expressway, and the Jind–Gohana NH-352A project. He will also launch the expansion of the Hisar–Barwala Four-Lane Road and the Bikaner–Siwani–Sonipat Road Project, besides laying the foundation stone for a state-of-the-art Sikh Museum in Kurukshetra. All these projects will be inaugurated or launched virtually during the public meeting in Jind.</p>
<p style="font-weight: 400; text-align: justify;">The minister said that, with the inauguration and foundation-laying of these projects, Jind will emerge as the confluence of confidence, development, and the future for Haryana on July 17. <p style="font-weight: 400; text-align: justify;"><strong>Haryana Sets 10-Day Deadline for Rollout of Online Transfer Policy; Chief Secretary Anurag Rastogi Issues Comprehensive Directions</strong></p>
<p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Departments directed to complete HRMS update, software deployment, certificate issuance and policy adoption before first online transfer drive</strong></p>
<p style="font-weight: 400; text-align: justify;">With the first online transfer drive under the Model Online Transfer Policy, 2026 scheduled to commence within the next 10 days, Haryana Chief Secretary Sh. Anurag Rastogi has launched a comprehensive administrative exercise to ensure its smooth implementation. In a series of high-priority directions issued to Administrative Secretaries, Heads of Departments, Boards and Corporations, the National Informatics Centre (NIC), and the Health and Medical Education Departments, the Chief Secretary has ordered time-bound completion of all preparatory activities, including updation of Human Resource Management System (HRMS) records, deployment of online software modules, appointment of nodal officers, expeditious issuance of medical and disability certificates, discontinuation of transfer drives under the repealed 2025 policy and adoption of the new transfer framework by Boards and Corporations.</p>
<p style="font-weight: 400; text-align: justify;">The directions follow the notification of the Model Online Transfer Policy, 2026, which has replaced the Model Online Transfer Policy, 2025, with immediate effect. The government has made it clear that all future transfer exercises will be conducted strictly under the provisions of the new policy, which seeks to establish a transparent, objective, technology-driven and merit-based transfer system across government departments.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary has directed every Administrative Secretary and Head of Department to personally supervise the implementation process and ensure that all preparatory work is completed within the prescribed timelines. Departments have been instructed to appoint or continue designated Nodal Officers and immediately undertake the verification and updating of employee records in the Human Resource Management System (HRMS), including cadre details, dates of joining, tenure, service particulars, and all supporting documents required to determine merit points and eligibility during transfers. The instructions emphasise that only the information available in HRMS on the qualifying date will be considered for the transfer process, and any omission, incorrect information or failure to update records within the prescribed timeline may adversely affect an employee&#8217;s eligibility or merit points.</p>
<p style="font-weight: 400; text-align: justify;">Recognising that the success of the new transfer mechanism depends upon robust digital infrastructure, the Chief Secretary has directed the National Informatics Centre (NIC) to complete software development, customisation, testing, validation and deployment of all online transfer modules on priority. The government has set a 10-day timeline for the commencement of the first online transfer drive, making it imperative that all software-related activities be completed without delay. NIC has been asked to designate a senior technical officer, not below the rank of Senior Scientist, as the exclusive project Nodal Officer for six months to oversee software implementation, resolve technical issues and coordinate with the Human Resources Department. A dedicated HRMS login has also been proposed to enable centralised monitoring of online transfer drives across departments.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary has also clarified that all transfer drives initiated under the repealed Model Online Transfer Policy, 2025 stand discontinued. Any transfer orders not yet issued under the previous policy will not be generated, and all future transfer drives across the notified cadres will be conducted only under the provisions of the Model Online Transfer Policy, 2026.</p>
<p style="font-weight: 400; text-align: justify;">To ensure that eligible employees are not deprived of benefits under the policy, the Chief Secretary has separately directed the Health Department and the Medical Education and Research Department to facilitate time-bound issuance of Disability Certificates, Unique Disability ID (UDID) Cards and Medical Certificates required for claiming merit under various categories of the transfer policy. Government Medical Institutions, AIIMS, PGIMER Chandigarh, PGIMS Rohtak and other authorised medical boards have been requested to examine applications on priority and issue certificates, wherever admissible, preferably within three days of receipt of applications, at employees can participate in the online transfer drives without hardship.</p>
<p style="font-weight: 400; text-align: justify;">The Human Resources Department has also issued detailed guidelines regarding the &#8220;Notional Category&#8221; for the first online transfer drive under the new policy. Employees appointed initially, promoted, reinstated after suspension, repatriated from deputation, returning from study leave or specifically covered under the prescribed conditions during the notified period will be considered under the Notional Category for the first cadre-wise transfer exercise.</p>
<p style="font-weight: 400; text-align: justify;">In another significant directive, all Boards, Corporations and other Government organisations have been asked to adopt the Model Online Transfer Policy, 2026, or suitably revise their existing transfer policies on similar lines wherever statutory provisions require a separate framework. The objective is to establish a uniform transfer mechanism based on transparency, objectivity and merit while reducing arbitrariness and avoidable litigation. Organisations have been advised to place the matter before their competent authorities for approval at the earliest and inform the Human Resources Department of the action taken.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary has further reiterated that the entire transfer process shall be conducted exclusively through the HRMS-integrated online transfer module. No regular transfers or postings of employees belonging to a cadre will be permitted during the online transfer drive. Departments have also been directed not to issue any instructions that are inconsistent with the provisions of the policy, while employees have been cautioned that furnishing false or misleading information or attempting to influence the transfer process by extraneous means will invite disciplinary action.</p>

<p style="font-weight: 400; text-align: justify;">Haryana Chief Minister,  Nayab Singh Saini, made a major announcement to promote natural farming in the state, saying that &#8216;Prakriti Shri Anna Prerak Kisan Committees&#8217; will be constituted in every district of Haryana. The primary responsibility of these committees will be to reach out to farmers, visit their farms and coordinate with the government to connect them with natural farming. They will, in effect, serve as ambassadors of natural farming.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister was addressing the ‘Prakritik kheti Samvad’, organised by the Haryana Agriculture and Farmers&#8217; Welfare Department in Panchkula. During the programme, he also  personally interacted with farmers and assured them that the suggestions received from them would be implemented at the earliest. He also directed officers of the Agriculture Department to release the subsidy to farmers practising natural farming who have applied for assistance to purchase cows.</p>
<p style="font-weight: 400; text-align: justify;">Addressing the gathering, Sh. Nayab Singh Saini said that natural farming is not merely a method of cultivation but a campaign to restore the bond between farmers, nature and society that has weakened over time. It is a means of serving Mother Earth, reducing the cost of cultivation, conserving water and soil, and securing a safe future for coming generations.</p>
<p style="font-weight: 400; text-align: justify;">Calling upon farmers to become ambassadors of natural farming, he said the time had come not merely to deliberate but to act and inspire others to adopt natural farming.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said the state government would interact directly with farmers from time to time and continue making sustained efforts to take the campaign for natural farming to every section of society. He directed officers to organise similar natural farming dialogue programmes every month. He further said that Governor of Gujarat Acharya Devvrat would also be invited to major seminars so that farmers could benefit from his rich experience.</p>
<p style="font-weight: 400; text-align: justify;">He said the ‘Samvad’ was not merely an opportunity to learn the techniques of natural farming but also a campaign to revive the centuries-old, inseparable relationship between farmers and nature. Earlier, farming was closely associated with Mother Earth and indigenous cattle, and this bond brought prosperity and well-being to the lives of farmers. However, over time this relationship weakened, and today natural disasters and environmental challenges have emerged as major concerns.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said humanity had undoubtedly made significant progress, but in the process had also exploited the earth excessively. Today, the real question is not whether fertilisers and pesticides are available, but what kind of earth and environment we will leave behind for future generations.</p>
<p style="font-weight: 400; text-align: justify;">He said that our ancestors left us abundant groundwater and fertile soil. Today, however, groundwater levels in several areas are declining by 20 to 25 feet every season. This calls for serious reflection.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that in earlier times, labourers in grain markets could easily lift heavy sacks of produce, but today changing lifestyles, chemical farming and natural imbalance have adversely affected people&#8217;s health. Therefore, changing the direction of agriculture has become the need of the hour.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said Prime Minister Narendra Modi has a clear vision that natural farming is the need of the 21st century. It is not merely a new system of farming but a campaign to save the earth. It is a means of reducing farmers&#8217; cultivation costs, protecting the environment and building a prosperous Viksit Bharat for future generations. In Indian culture, the earth is revered as Mother, and serving her is the responsibility of every citizen, he said.</p>
<p style="font-weight: 400; text-align: justify;">He urged farmers to become ambassadors of natural farming and spread awareness about its benefits in every village. He said merely discussing the issue would not be enough and  farmers must themselves adopt natural farming and motivate others to follow suit.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said the Haryana Government had enacted a stringent law in the State Assembly to ensure that farmers are not sold counterfeit seeds and pesticides. Under the new law, anyone found selling fake seeds to farmers can face imprisonment of up to five years.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said Prime Minister, Narendra Modi had launched a nationwide campaign to promote natural farming and that the Haryana Government had also made special provisions in the State Budget, prepared after taking suggestions from farmers, to encourage natural farming across the state.</p>
<p style="font-weight: 400; text-align: justify;">Nayab Singh Saini assured farmers that they would not face any difficulty in marketing produce grown through natural farming. The government has already announced that separate space will be provided in agricultural mandis for naturally grown produce and that HAFED will procure it. Necessary arrangements are being made for the purpose, he said.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said region-specific horticulture was also being promoted across the state. A separate shed has been constructed at the Ganaur Mandi for farmers practising natural farming, while four Centres of Excellence have been established in the state to promote modern horticulture and natural farming.</p>
<p style="font-weight: 400; text-align: justify;">He said the entire world is today confronting the challenge of climate change. Soil fertility is steadily declining and the cost of cultivation is increasing. Therefore, agricultural scientists have been directed to develop high-quality indigenous seed varieties, said Sh. Nayab Singh Saini.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said many developed countries are now making efforts to move away from chemical farming, whereas India already possesses the rich knowledge of natural farming inherited from its sages and strengthened by the experience of its farmers.</p>
<p style="font-weight: 400; text-align: justify;">He said natural farming would emerge as the strongest pillar in realising Prime Minister, Narendra Modi&#8217;s vision of Viksit Bharat. For this, both the government and farmers must work together to transform natural farming into a people&#8217;s movement.</p>
<p style="font-weight: 400; text-align: justify;"><strong>Natural Farming Will Make Farmers Self-Reliant and Debt-Free: Agriculture Minister Shyam Singh Rana</strong></p>
<p style="font-weight: 400; text-align: justify;">Haryana Agriculture and Farmers&#8217; Welfare Minister,  Shyam Singh Rana said natural farming is an effective means of making farmers debt-free, self-reliant and prosperous, whereas chemical farming increases cultivation costs and pushes farmers towards debt. He said the State Government is promoting natural farming on a large scale, giving the highest priority to the welfare of farmers.</p>
<p style="font-weight: 400; text-align: justify;">He said every scheme and policy implemented by the government is framed with public welfare at its core.  He said that farmers should understand that the objective of promoting natural farming is to increase their income, reduce the cost of cultivation and make agriculture sustainable in the long run.</p>
<p style="font-weight: 400; text-align: justify;"> The Cabinet Minister said that under chemical farming, a substantial portion of farmers&#8217; earnings goes to companies manufacturing fertilisers, pesticides and other agricultural chemicals. In contrast, natural farming reduces dependence on external inputs, lowers cultivation costs and makes farmers economically stronger, he said.</p>
<p style="font-weight: 400; text-align: justify;">The Minister said three major farming systems are currently in practice i.e chemical farming, organic farming and natural farming. Organic farming requires large quantities of cow dung and other resources, whereas natural farming is a low-cost, self-reliant and environment-friendly system of cultivation. This is why the State Government is making continuous efforts to expand natural farming, he said.</p>
<p style="font-weight: 400; text-align: justify;">The Agriculture Minister said Prime Minister, Narendra Modi and Chief Minister, Nayab Singh Saini is making sustained efforts to transform natural farming into a people&#8217;s movement. He said natural farming is the need of the hour to protect the environment, preserve soil fertility and provide pure and nutritious food to future generations. In line with the vision of Viksit Bharat, a target has been set to bring 20 <span aria-invalid="grammar">per cent</span> of the country&#8217;s cultivated area under natural farming by 2047, said the Minister.</p>
<p style="font-weight: 400; text-align: justify;">He appealed to farmers to begin the transition to natural farming with fodder cultivation for their livestock and avoid the use of pesticides even in fodder crops. He said that he himself is a farmer and fully understands the challenges and requirements of farming.</p>

<p style="font-weight: 400; text-align: justify;">Speaking on the occasion, progressive farmer Dharampal Yadav from Uttar Pradesh said practising agriculture and understanding agriculture are two different things.  He said that real agricultural wisdom lies in understanding the course of nature and working in harmony with it or guiding it in a positive direction. If farming is viewed only from an economic perspective, its environmental and social consequences are ignored, said Sh. Dharampal Yadav.</p>
<p style="font-weight: 400; text-align: justify;">He said groundwater levels had remained stable until 1907, but with the increasing use of chemical farming, groundwater has now fallen several feet. At the same time, the environment has also been seriously affected, while rising pollution has become a major concern, said Dharampal Yadav.</p>
<p style="font-weight: 400; text-align: justify;">He said the harmful effects of chemical farming have led to an increase in hospitals as well as serious diseases. The world is now recognising the need to return to natural farming, and people are migrating from large cities towards villages, said Sh. Dharampal Yadav.</p>
<p style="font-weight: 400; text-align: justify;">He said natural farming has its own scientific system, which every farmer must understand. He added that he never uses pesticides or any other chemical inputs on his farm and believes natural methods are sufficient for pest management, reducing dependence on chemical pesticides. He also shared with the farmers his marketing model for natural produce and his experience of earning better returns through natural farming.</p>

<p style="font-weight: 400; text-align: justify;">According to an order issued by the Chief Secretary Office, the online portal for submitting the one-time option will now remain open from July 13 to July 27, 2026, instead of the earlier schedule of July 6, 2026, to July 20, 2026.</p>

<p style="font-weight: 400; text-align: justify;"><strong>Haryana Chief Secretary Directs Government Employees in Chandigarh Houses to Submit Rooftop Solar Option Forms by July 10</strong></p>
<p style="font-weight: 400; text-align: justify;">Haryana Chief Secretary Anurag Rastogi has directed all Administrative Secretaries, Heads of Departments and Chief Administrators to ensure that Haryana government employees residing in Chandigarh Administration-allotted government accommodation submit their option/undertaking forms regarding the use of rooftop solar power systems by July 10, 2026.</p>
<p style="font-weight: 400; text-align: justify;">The directions have been issued following a communication received from the House Allotment Committee, Chandigarh Administration, which is implementing the Union Government&#8217;s initiative to achieve saturation of rooftop solar installations in government residential buildings.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary has asked all departments to ensure that eligible employees submit the prescribed undertaking through their respective Heads of Departments within the stipulated deadline so that the forms can be forwarded to the Office of the House Allotment Committee, Sector-18, Chandigarh, for further action.</p>
<p style="font-weight: 400; text-align: justify;">According to the Chandigarh Administration, the exercise was initiated after receiving representations from several government employees regarding solar user charges. Accordingly, employees have been asked to indicate their choice by opting for one of the prescribed options in the undertaking form—consenting to use the electricity generated by the rooftop solar plant and paying applicable user charges, declining to use the solar power facility, or indicating that the option is not applicable to them.</p>
<p style="font-weight: 400; text-align: justify;">The undertaking also specifies that employees who opt to use solar power agree to pay the applicable solar user charges and permit authorised personnel to access the premises for maintenance of the solar power plant. Those declining consent acknowledge that the electricity generated will be transferred to the distribution licensee through the gross metering mechanism in accordance with applicable rules.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Secretary has directed all departments to ensure strict compliance with the instructions and timely submission of the forms.</p>
<p style="font-weight: 400; text-align: justify;">The House Allotment Committee has clarified that if no undertaking is received by July 10, 2026, it will be presumed that the concerned employee has not consented to the use of the rooftop solar power facility.</p>
<p style="font-weight: 400; text-align: justify;"><strong>Haryana Ensures Public Infrastructure is Accessible to Persons with Disabilities, Elderly and All Citizens</strong></p>

<p style="font-weight: 400; text-align: justify;">In a landmark policy decision aimed at making public infrastructure inclusive and barrier-free, the Haryana Government has decided to make compliance with universal accessibility standards mandatory in infrastructure projects funded under the Special Assistance to States for Capital Investment (SASCI) scheme.</p>
<p style="font-weight: 400; text-align: justify;">Finance Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra shared this information here today. She said that all eligible projects under the Centre-sponsored scheme would be required to comply with the Rights of Persons with Disabilities (RPwD) Act, 2016, and the Harmonised Guidelines and Standards for Universal Accessibility in India, 2021. The move marks a significant shift from retrofitting existing buildings to incorporating accessibility features at the planning and design stage itself.</p>
<p style="font-weight: 400; text-align: justify;">Under this, the Public Works Department (PWD) and the Department of Architecture will ensure that accessibility standards are incorporated into the design and execution of all eligible projects, including new government buildings as well as renovation and repair works.</p>
<p style="font-weight: 400; text-align: justify;">Dr. Misra said the Revenue and Disaster Management Department, being responsible for a large network of public infrastructure including Mini Secretariat Buildings, Tehsil and Sub-Tehsil Office Complexes, Government Residential Quarters and Transit Flats, will ensure that accessibility norms are incorporated in all projects under its administrative control.</p>
<p style="font-weight: 400; text-align: justify;">Dr. Sumita Misra said that integrating accessibility measures at the planning and design stage would ensure compliance with the statutory provisions of the RPwD Act, 2016, while eliminating the need for costly retrofitting after construction. She said adopting universal design principles from the outset would help create infrastructure that is inclusive, sustainable and accessible for every citizen.</p>
<p style="font-weight: 400; text-align: justify;">Dr Misra further said that universal accessibility is not confined to persons with disabilities alone. Infrastructure designed on universal accessibility principles also benefits senior citizens, pregnant women, children and people with temporary mobility limitations. Features such as ramps, accessible entrances, lifts, tactile pathways, handrails, accessible toilets and proper signage make public buildings safer, more convenient and easier to use for all sections of society.</p>
<p style="font-weight: 400; text-align: justify;">She said mainstreaming accessibility in public infrastructure would not only fulfil the statutory requirements of the RPwD Act but also strengthen Haryana&#8217;s commitment to inclusive and equitable development.</p>
<p style="font-weight: 400; text-align: justify;">With this decision, Haryana has aligned its infrastructure planning with the national vision of Accessible India (Sugamya Bharat Abhiyan). The move is expected to set a benchmark for future public infrastructure projects by making universal accessibility a core design requirement rather than an afterthought.</p>

It was a journey that demanded consistency as much as capability, with every kilometre serving as a demonstration of the Kylaq&#8217;s engineering, durability and everyday dependability under vastly different driving conditions.</span></p>

Powered by a 1.0-litre TSI engine producing 85 kW (114 PS) and 178 Nm of torque, it is available with either a six-speed manual transmission or a six-speed automatic torque converter. <p style="text-align: justify;">In a major boost to India&#8217;s healthcare landscape, <a href="https://www.chandigarhcitynews.com/25-years-of-care-a-greener-future-ahead-fortis-mohali-marks-world-environment-day-with-plantation-drive/">Fortis</a> Hospital Mohali has partnered with Intuitive, a global leader in robotic-assisted surgery, to establish the country&#8217;s first Total Program Observation (TPO) site in a non-metropolitan city. The initiative marks a significant milestone in expanding advanced surgical care and professional training beyond India&#8217;s metropolitan centres.</p>
<p style="text-align: justify;">The collaboration has been launched to strengthen robotic-assisted surgery programmes by providing hospitals and healthcare professionals with an opportunity to observe and learn from an established centre of excellence. The Total Program Observation model enables visiting surgeons, clinical teams, hospital administrators, and healthcare leaders to gain practical insights into programme development, clinical workflows, patient safety, multidisciplinary coordination, governance, surgeon training, leadership, and long-term operational planning.</p>
<p style="text-align: justify;">Unlike traditional training programmes that focus solely on technology, the TPO initiative offers a comprehensive understanding of how successful robotic surgery programmes are built, managed, and sustained. The objective is to help healthcare institutions across the country establish high-quality, sustainable robotic surgery services while maintaining the highest standards of patient care.</p>
<p style="text-align: justify;">Fortis Hospital Mohali has emerged as one of North India&#8217;s leading robotic surgery centres, having successfully performed more than 3,600 robotic-assisted surgeries across specialties including gynaecology, gastrointestinal oncology, urology, and head and neck surgery. The programme is supported by 18 robotic surgeons and two da Vinci Surgical Systems, serving patients from Punjab, Haryana, Himachal Pradesh, Chandigarh, and neighbouring regions.</p>

<p style="font-weight: 400; text-align: justify;">Haryana Chief Minister Nayab Singh Saini said that Prime Minister Narendra Modi&#8217;s visit to Jind on July 17 will mark the beginning of a new chapter of development in the state. On this occasion, the Prime Minister will flag off the country&#8217;s first hydrogen-powered train, which will run between Jind and Sonipat.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister made these remarks while addressing a press conference at the PWD Rest House in Jind on Wednesday.</p>
<p style="font-weight: 400; text-align: justify;">Addressing the media, Nayab Singh Saini said that July 17 will be a historic and proud day for Haryana. Prime Minister Narendra Modi will flag off the hydrogen-powered train connecting Jind and Sonipat. He further said that, in addition, the Prime Minister will dedicate several other development projects worth hundreds of crores of rupees to Haryana, which will greatly benefit the people of the state.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that, in line with the Prime Minister&#8217;s message of reducing dependence on petrol and diesel, the Jind rally will be completely eco-friendly. Most people attending the rally will use electric vehicles, while CNG-powered vehicles, including e-rickshaws, will also be used for transportation to the venue.</p>
<p style="font-weight: 400; text-align: justify;">He further informed that the Prime Minister&#8217;s address during the eco-friendly rally will also be broadcast live through LED screens at designated locations across Haryana, enabling lakhs of people to watch and listen to the programme.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that under the leadership of Prime Minister Narendra Modi, India has earned a new identity on the global stage over the past 12 years. Haryana has also scripted a new chapter of development during this period, and today every district of the state is connected through the national highway network.</p>
<p style="font-weight: 400; text-align: justify;">Earlier, Nayab Singh Saini visited the railway station and the rally venue. At the PWD Rest House, he reviewed the preparations with members of the Cabinet, MLAs, other public representatives and senior state government officials. He sought feedback regarding the arrangements and issued necessary directions to ensure the successful organisation of the programme.</p>
<p style="font-weight: 400; text-align: justify;">The <a href="https://www.chandigarhcitynews.com/chief-minister-addresses-indo-japan-conclave-in-new-delhi/">Chief Minister</a> directed officials to complete all preparations for the Prime Minister&#8217;s visit within the stipulated timeline. He said there should be no shortcomings in route planning, security arrangements, electricity supply, traffic management, drinking water, sanitation, parking, barricading, medical facilities or any other essential arrangements. He instructed all concerned departments to work in close coordination, conduct advance inspections of every arrangement and ensure their timely completion. He also asked all departments to discharge their responsibilities diligently to ensure the smooth and successful conduct of the programme.</p>

<p style="font-weight: 400; text-align: justify;">Haryana Chief Minister Nayab Singh Saini said that the government&#8217;s vision extends beyond winning medals to creating a strong sporting culture where talent gets opportunities, hard work receives due recognition, and every young person is empowered to pursue their dreams with confidence. He said the government is not merely distributing cash awards but laying a strong foundation for sporting excellence to contribute to the vision of a &#8216;Viksit Bharat&#8217; (Developed India).</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister was addressing a gathering as the chief guest at a cash award distribution ceremony held at the PWD Rest House Auditorium, Sector-1, to felicitate the state&#8217;s outstanding Sportspersons. Minister of State for Sports Sh. Gaurav Gautam was also present on the occasion.</p>
<p style="font-weight: 400; text-align: justify;">During the ceremony, the Chief Minister presented cash awards totaling Rs 20.59 crore to 198 sportspersons who had won medals or represented the country in major international and national sporting events. The awards included Rs 13.75 crore for 117 sportspersons who excelled in international-level competitions, Rs 2.32 crore for three sportspersons of 2022 Para Asian Games, and Rs 4.52 crore for 78 national-level sportspersons.</p>
<p style="font-weight: 400; text-align: justify;"> Highlighting the state&#8217;s commitment to promoting sports, the Chief Minister said that over the past 12 years, the Haryana Government has disbursed Rs 709 crore in cash rewards to 16,984 sportspersons. With today’s distribution, the total cash incentive provided to athletes has reached approximately Rs 730 crore.</p>
<p style="font-weight: 400; text-align: justify;">Congratulating the awardees, Nayab Singh Saini said that while the glory of winning a medal may last only a few moments, the journey to achieve it is marked by years of relentless dedication, discipline, and perseverance. He expressed confidence that the honored athletes would continue to bring laurels to Haryana and the nation through their outstanding performances.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that the soil of India has produced athletes who have demonstrated to the world that no matter how challenging the circumstances, history can be rewritten through determination and unwavering resolve. Citing the examples of Milkha Singh, popularly known as the &#8216;Flying Sikh&#8217;, Murlikant Petkar, and Mary Kom, he said their life journeys offer an enduring lesson that challenges are a part of everyone&#8217;s life, but true champions are those who confront them with courage rather than surrender to them. Instead of allowing adversity to define their destiny, they turned every obstacle into a source of strength, inspiration, and ultimately, their greatest triumphs.</p>
<p style="font-weight: 400; text-align: justify;">Nayab Singh Saini said it is a matter of immense pride that Haryana has consistently produced athletes who have brought laurels to India on the global stage. Despite accounting for only about two percent of the country&#8217;s population, Haryana contributes more than one-third of India&#8217;s medals in major international sporting events. He said that athletes from the state have made the nation proud through their outstanding performances at the Paris Olympics, Paralympic Games, Asian Games, and Commonwealth Games.</p>
<p style="font-weight: 400; text-align: justify;">Interacting with the athletes present at the ceremony, the Chief Minister expressed confidence that, in line with the vision of Prime Minister Sh Narendra Modi, they would continue to script new success stories by winning medals for the country at the 2028, 2032, and 2036 Olympic Games.</p>
<p style="font-weight: 400; text-align: justify;"> The Chief Minister said that the world is entering the era of Artificial Intelligence (AI), and the field of sports is no exception. Today, AI is helping analyse athletes&#8217; fitness, predict injury risks, assess opponents&#8217; strategies, and make training more scientific and data-driven. It can measure speed, monitor heart rate, and evaluate technique with remarkable precision.</p>
<p style="font-weight: 400; text-align: justify;">However, he emphasized that AI can never measure an athlete&#8217;s passion, understand the spirit of patriotism, or replicate the emotions reflected in the eyes of a <span aria-invalid="grammar">sportsperson</span> standing on the victory podium with the Tricolour draped over their shoulders.</p>
<p style="font-weight: 400; text-align: justify;">Addressing the athletes, Nayab Singh Saini urged them to embrace technology while preserving the human spirit that drives excellence. He said the future belongs to those who combine technological advancement with determination, discipline, and human values.</p>
<p style="font-weight: 400; text-align: justify;">Highlighting the Haryana Government&#8217;s initiatives to promote sports and support athletes, the Chief Minister said that 260 sportspersons have been provided government jobs under the Outstanding <span aria-invalid="grammar">Sportspersons</span> Recruitment Rules. He also informed that the state&#8217;s sports gradation policy has recently been amended to extend its benefits to athletes participating in the Haryana State Games.</p>
<p style="font-weight: 400; text-align: justify;">He further said that the monthly honorarium for award-winning athletes has been enhanced. Under the revised provisions, recipients of the Khel Ratna, Dronacharya, Arjuna, Dhyan Chand, and Tenzing Norgay awards receive a monthly honorarium of Rs 20,000, while Bhim Award winners are entitled to Rs 5,000 per month.</p>
<p style="font-weight: 400; text-align: justify;">          The Chief Minister said that every champion&#8217;s journey begins on village playgrounds and in school sports fields. With this vision, the Haryana Government has established 2,000 sports nurseries, is providing monthly scholarships ranging from Rs 1,500 to Rs 2,000 to athletes in the 8–19 years age group, and has introduced a daily diet allowance of Rs 500 for trainees at 25 residential sports academies.</p>
<p style="font-weight: 400; text-align: justify;">He further stated that the state government has invested Rs 1,100 crore in developing sports infrastructure over the past 12 years. During the same period, the Sports Department&#8217;s budget has increased from Rs 163 crore in 2013–14 to Rs 668.42 crore. He also highlighted that North India&#8217;s first &#8216;A-Star&#8217; Scientific Training and Rehabilitation Centre has been established at the Tau Devi Lal Sports Complex, Panchkula, at a cost of Rs 10 crore.</p>
<p style="font-weight: 400; text-align: justify;">Speaking on the occasion, Minister of State for Sports Gaurav Gautam said that under the leadership of Chief Minister Nayab Singh Saini, Haryana has emerged as a Sports Hub. He said the government is strengthening sports infrastructure and providing world-class facilities to enable sportspersons to train effectively, excel in national and international competitions, and continue bringing laurels to the state and the nation.</p>
<p style="font-weight: 400; text-align: justify;">He said that under the guidance of the Chief Minister, &#8216;Mission-2036&#8217; has been launched with the ambitious target of securing 36 Olympic medals. To achieve this goal, the state government is providing sportspersons with modern sports facilities and strengthening sports infrastructure in Stadiums across the State at a cost of approximately Rs 300 crore.</p>
<p style="font-weight: 400; text-align: justify;">He further said that Haryana&#8217;s sports policy is being widely appreciated across the country. Owing to this progressive policy, coupled with the dedication and hard work of its athletes, the state continues to produce exceptional performances in national and international competitions, bringing laurels to both Haryana and the nation.</p>

<p style="font-weight: 400; text-align: justify;">Haryana Chief Minister, Nayab Singh Saini said that Baba Makhan Shah Labana and Baba Lakhi Shah Banjara are not merely two names but two immortal chapters in Sikh history and the history of India. Their lives epitomised sacrifice as their creed, service as their way of life and commitment as their defining identity. Paying his respectful tributes to these two great personalities, the Chief Minister said their lives continue to inspire society with the ideals of selfless service, unwavering faith and supreme sacrifice.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister was addressing the State-level Birth Anniversary Celebration of Baba Makhan Shah Labana Ji and Baba Lakhi Shah Banjara Ji organised under the &#8216;Sant-Mahapurush Samman Evam Vichar Prasar Yojana&#8217; at Sant Kabir Kutir on Tuesday. On the occasion, eminent members of the community welcomed the Chief Minister by presenting him with a memento and a Siropa .</p>
<p style="font-weight: 400; text-align: justify;">During the programme, representatives of the Banjara community submitted a memorandum containing six demands. The Chief Minister assured them that all their demands would be fulfilled. He announced that the process relating to the land already allotted for the Makhan Shah Lubana Dharamshala at Pehowa would be completed expeditiously. He also announced a grant of Rs. 31 lakh for construction and other related works of the Dharamshala.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister further announced the construction of a Community Centre in Datauli village and  gave an amount of Rs. 31 lakh for the project. He also stated that an institution would be named after Baba Makhan Shah Labana.</p>
<p style="font-weight: 400; text-align: justify;">Addressing the gathering, Nayab Singh Saini said that great personalities do not belong to any particular caste, sect or community,  rather, they are the shared heritage of the entire nation. Their ideals, values and life history are not merely a legacy of the past but a source of inspiration for building a New India and a progressive society. It is with this objective that the Haryana Government has launched the &#8216;Sant-Mahapurush Samman Evam Vichar Prasar Yojana&#8217; so that their teachings, ideals and message continue to inspire future generations, said Nayab Singh Saini.</p>
<p style="font-weight: 400; text-align: justify;">He said that after a long time, Haryana has a government that has taken concrete steps to honour great personalities so that the younger generation can learn about their lives of sacrifice, penance and unparalleled contribution to society and the nation.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that Baba Makhan Shah Labana Ji was born in 1619 in the family of Bhai Dasa Ji Labana.</p>
<p style="font-weight: 400; text-align: justify;">Recalling one of the most significant chapters in Sikh history, the Chief Minister said that when atrocities under Mughal rule had reached their peak and the Ninth Sikh Guru, Sri Guru Tegh Bahadur Sahib ji, laid down his life at Chandni Chowk for the protection of religion, such was the atmosphere of fear that no one dared even to touch his mortal remains.</p>
<p style="font-weight: 400; text-align: justify;">At that critical moment, Bhai Lakhi Shah Banjara and his son Bhai Nigahiya came forward. They carried the mortal remains of Guru Sahib ji to their residence and, in order to perform his last rites with due honour, set their own house ablaze. The historic Gurdwara Rakab Ganj Sahib in Delhi stands today as a living testimony to their unparalleled sacrifice and devotion.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that the Banjara-Labana community played a vital role in driving the country&#8217;s economy for centuries through trade and transportation.</p>
<p style="font-weight: 400; text-align: justify;">He said that the British enacted the Criminal Tribes Act in 1871, under which the community was declared a hereditary criminal tribe. After Independence, this historical injustice was removed on the recommendation of the Ayyangar Committee, and the community was denotified on August 31, 1952. It is for this reason that August 31 is observed every year as Vimukti Divas.</p>
<p style="font-weight: 400; text-align: justify;"><strong>Government Working on the Principle of Antyodaya- Chief Minister</strong></p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that the lives of Baba Makhan Shah Labana and Baba Lakhi Shah Banjara exemplify the values of service, equality and commitment. Guided by these ideals, the Haryana Government is working on the principle of Antyodaya to ensure that the benefits of development reach the last person in society.</p>
<p style="font-weight: 400; text-align: justify;">He said that every family in the State has been provided a unique identity through the Parivar Pehchan Patra (PPP). Under the Mukhyamantri <span aria-invalid="spelling">Shehri</span> Awas Yojana, houses have been provided to 15,250 families in 14 cities. Under the Mukhyamantri Gramin Awas Yojana, 6,300 families have been allotted 100-square-yard residential plots along with financial assistance of Rs. 1 lakh each for the construction of houses.</p>
<p style="font-weight: 400; text-align: justify;">Under the Pradhan Mantri Awas Yojana, 1.56 lakh poor families have been provided pucca houses. Under the Dr. Bhimrao Ambedkar Awas Navinikaran Yojana, the financial assistance has been enhanced from Rs. 30,000 to Rs. 80,000, and assistance amounting to Rs. 416 crore has so far been provided to 85,815 families.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that under the Mukhyamantri Antyodaya Parivar Utthan Yojana, bank loans have been facilitated for self-employment for more than 55,000 needy beneficiaries. Under the Deendayal Upadhyaya Antyodaya Parivar Suraksha Yojana, financial assistance amounting to Rs. 2,800 crore has been provided to 74,245 families following the death of the family&#8217;s earning member.</p>
<p style="font-weight: 400; text-align: justify;">He further said that 13.43 lakh families are being provided LPG cylinders at Rs. 500 per month. Students are being provided free textbooks, uniforms and stationery up to Class XII. In addition to free coaching for competitive examinations, annual scholarships ranging from Rs. 8,000 to Rs. 12,000 are being provided under the Dr. Ambedkar Medhavi Scholarship Scheme.</p>
<p style="font-weight: 400; text-align: justify;">The <a href="https://www.chandigarhcitynews.com/chief-minister-plants-saplings-at-sant-kabir-kutir/">Chief Minister</a> said that the objective of all these schemes and initiatives is to provide equal opportunities to every citizen. He called upon the people to imbibe in their lives the values of service, integrity, commitment and sacrifice exemplified by Baba Makhan Shah Labana and Baba Lakhi Shah Banjara, and to contribute towards taking Haryana to new heights in line with Prime Minister Shri Narendra Modi&#8217;s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister said that under the leadership of Prime Minister,  Narendra Modi, India&#8217;s stature has risen significantly on the global stage. Today, India&#8217;s name is spoken with respect across the world, and powerful nations such as the United States and Russia also accord the country due respect.</p>
<p style="font-weight: 400; text-align: justify;">He said that the nation is steadily moving towards the goal of a Viksit Bharat, and this has been made possible because of the determination and strong resolve of Prime Minister Shri Narendra Modi. He added that the country is the same and the officers are the same; what has changed is the leadership&#8217;s determination to work, which has ushered in systemic reforms and transformed governance, thereby taking the nation forward.</p>
<p style="font-weight: 400; text-align: justify;">Director General, Information, Public Relations and Languages Department, K. Makrand Pandurang,  State President,  Subedar Major Kishori Lal,  DNT Board Chairman Sardar Jasmer Singh Banjara,  OSDs  to Chief Minister,  Sh. <p style="font-weight: 400; text-align: justify;"><strong>13 Health institutions approved for Mahendragarh District</strong></p>
<p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Government committed to delivering quality healthcare services in rural areas: Arti Singh Rao</strong></p>
<p style="font-weight: 400; text-align: justify;">In a major step towards strengthening healthcare infrastructure in rural areas, the Haryana Government has approved 13 healthcare institutions for the Mahendragarh district. Reiterating the government&#8217;s commitment to providing quality healthcare services in villages, Chief Minister, Nayab Singh Saini has approved the establishment of 12 new Sub-Health Centres and the upgradation of one existing Sub-Health Centre into a Primary Health Centre (PHC).</p>
<p style="font-weight: 400; text-align: justify;">Sharing information in this regard, Haryana Health Minister, Arti Singh Rao said the government is committed to ensuring that every citizen, especially those living in rural areas, has access to quality and modern healthcare services close to their homes.</p>
<p style="font-weight: 400; text-align: justify;"><strong>Rambas Sub-Health Centre to be upgraded</strong></p>
<p style="font-weight: 400; text-align: justify;">The Health Minister said that the Sub-Health Centre at village Rambas will be upgraded into a Primary Health Centre (PHC). The administrative approval for the upgradation has been granted to provide better treatment and outpatient services to the local population. With this, residents will no longer have to travel to bigger towns for treatment of common ailments.</p>
<p style="font-weight: 400; text-align: justify;"><strong>New Sub-Health centres approved in 12 villages</strong></p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister has also approved the establishment of new Sub-Health Centres in the villages of Chhapra Salimpur, Kanina, Chhilro, Mundia Khera, Bhadf, Morund, Nayan, Rai Malikpur, Musnota, Chandpura, Nangal Nunia and Seka in Mahendragarh district.</p>
<p style="font-weight: 400; text-align: justify;">The Health Minister said that the new health centres will ensure that people living in remote villages have easier access to primary healthcare, vaccinations, maternal and child healthcare, and other essential medical services without having to travel long distances.</p>
<p style="font-weight: 400; text-align: justify;">She added that the initiative will strengthen the healthcare infrastructure in Mahendragarh district and improve the quality of rural health services through the deployment of additional healthcare staff. The government remains committed to ensuring that no citizen is deprived of basic healthcare facilities.</p>
<p style="font-weight: 400; text-align: justify;"><strong>CM chairs HPPC and HPWPC meeting, Approves development Projects and Procurement Proposals worth over Rs. 340 crore</strong></p>
<p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Development works related to roads, sewerage and power infrastructure to gain momentum</strong></p>
<p style="font-weight: 400; text-align: justify;"><strong> </strong><strong>Negotiations result in savings of Rs. 15.11 crore</strong></p>
<p style="font-weight: 400; text-align: justify;">Haryana Chief Minister Nayab Singh Saini chaired the High Powered Purchase Committee (HPPC) and the High Powered Works Purchase Committee (HPWPC) meeting on  late Monday evening at Haryana Niwas, Chandigarh. During the meeting, procurement and development proposals worth more than Rs. 340 crore across various departments were approved. Following detailed negotiations with bidders and revision of quoted rates, the government secured savings of approximately Rs. 15.11 crore.</p>
<p style="font-weight: 400; text-align: justify;">Education Minister, Mahipal Dhanda, Revenue and Disaster Management, Minister Vipul Goel, Cooperation Minister,  Dr. Arvind Sharma, and Public Works (Buildings &amp; Roads) Minister,  Ranbir Gangwa also remained present during the meeting.</p>
<p style="font-weight: 400; text-align: justify;">During the HPWPC a total of 10 agenda items with a total estimated value of Rs. 259.20 crore were tabled. After one proposal was deferred, the remaining nine proposals, valued at Rs. 225.76 <span aria-invalid="grammar">crore, were</span> taken up. Successful negotiations with bidders brought down the approved cost to Rs. 217.68 crore, resulting in savings of Rs. 8.08 crore.</p>
<p style="font-weight: 400; text-align: justify;">Similarly, the HPPC five agenda items with a total estimated value of Rs. 158 crore were tabled. Following the withdrawal of one agenda item, the remaining four proposals, valued at Rs. 130.19 crore, were deliberated upon. After negotiations, the revised approved cost stood at Rs. 123.16 crore, leading to savings of Rs. 7.03 crore.</p>
<p style="font-weight: 400; text-align: justify;">Overall, the total value of the proposals considered by the two committees was Rs. 355.95 crore. After negotiations, these were finalised at Rs. 340.84 crore, resulting in total savings of Rs. 15.11 crore.</p>
<p style="font-weight: 400; text-align: justify;"><strong>Development and Procurement Works Approved Across Departments</strong></p>
<p style="font-weight: 400; text-align: justify;">During the meeting approval was granted to  a rate contract for the supply of 11 kV pilfer-resistant metering cubicles for the Dakshin Haryana Bijli Vitran Nigam (DHBVN). A rate contract for the procurement of 11 kV VCB panels, incoming and outgoing panels, capacitor control panels, and <span aria-invalid="spelling">sub-station</span> transformer panels for the Uttar Haryana Bijli Vitran Nigam (UHBVN) was also approved.</p>
<p style="font-weight: 400; text-align: justify;">Approval was also accorded for the procurement of laboratory equipment by the Haryana Dairy Development Cooperative Federation Limited for a laboratory to be operated in Public-Private Partnership (PPP) mode under the Government of India&#8217;s National Programme for Dairy Development (NPDD).</p>
<p style="font-weight: 400; text-align: justify;">In addition, approval was granted for the construction of the master road and service road between Sectors 78 and 80 in Gurugram under the Gurugram Metropolitan Development Authority (GMDA).</p>
<p style="font-weight: 400; text-align: justify;">For the Faridabad Metropolitan Development Authority (FMDA), approval was granted for the installation of six micro sewage treatment plants for green belts and parks in Sectors 9, 10, 14, 15, 15A, 16, 17, 18, 19, 29, 30, 31, 32, 34, 35 and 37, along with the development of associated infrastructure and their operation and maintenance.</p>
<p style="font-weight: 400; text-align: justify;">Under the Sonipat Metropolitan Development Authority (SMDA), approval was accorded for laying sewer lines and constructing manholes in Kundli, developing a stormwater drainage system and drains in Kharkhoda, widening and strengthening the 65-metre-wide road from GT Road to Diwan Farm, and constructing a 7.50 MLD Sewage Treatment Plant along with a Main Pumping Station in Kundli.</p>
<p style="font-weight: 400; text-align: justify;">Similarly, under the Panchkula Metropolitan Development Authority (PMDA), approval was granted for the construction of a 20 MLD Sewage Treatment Plant and a 50 MLD Main Pumping Station for the Panchkula Industrial Area, Phases I and II, strengthening the existing 67.5 MLD Main Pumping Station; expanding the capacity of the existing 15 MLD Sewage Treatment Plant to 30 MLD and constructing a 10 MLD Sewage Treatment Plant and Main Pumping Station in Sector 29 of the Pinjore-Kalka Urban Complex.</p>
<p style="font-weight: 400; text-align: justify;">The Chief Minister directed that the supply of materials be ensured in accordance with the prescribed quality standards and within the stipulated timelines.</p>
<p style="font-weight: 400; text-align: justify;">Principal Secretary to Chief Minister, Arun Kumar Gupta, Principal Advisor, Urban Development, D.S. Dhesi, and senior officers from various departments also attended the meeting.</p>
