The United States and Nigeria said their forces killed Abu-Bilal Al Minuki on May 16, 2026, during a joint military operation.

The senior Islamic State (IS) leader described by U.S. President Donald Trump as the “second in command of ISIS globally” and “the most active terrorist in the world.”

According to Nigerian authorities, Al Minuki was killed alongside several of his lieutenants during a strike on a fortified compound in Metele, Borno State.

The operation was carried out in northeastern Nigeria near the Lake Chad Basin, a region that has long served as a stronghold for jihadist groups, including Boko Haram and the Islamic State West Africa Province (ISWAP).

Nigerian President Bola Ahmed Tinubu confirmed the strike, calling it “a significant example of effective collaboration in the fight against terrorism.”

According to Nigerian authorities, Al Minuki was killed alongside several of his lieutenants during a strike on a fortified compound in Metele, Borno State.

“Tonight, at my direction, brave American forces and the Armed Forces of Nigeria flawlessly executed a meticulously planned and very complex mission to eliminate the most active terrorist in the world from the battlefield. Abu-Bilal al-Minuki, second in command of ISIS…” -… pic.twitter.com/KF8MYet9CB
— The White House (@WhiteHouse) May 16, 2026

Months of Intelligence Gathering

The Nigerian military said the operation began shortly after midnight on Saturday, following months of surveillance, reconnaissance, and intelligence gathering conducted in coordination with U.S. forces.

Troops reportedly carried out a precision air-and-ground operation with support from U.S. Africa Command. Nigerian officials said no casualties or equipment losses were recorded during the mission.

Trump announced the operation late on May 15, saying American and Nigerian forces had executed a “meticulously planned and very complex mission.”

“Abu-Bilal Al Minuki thought he could hide in Africa, but little did he know we had sources who kept us informed on what he was doing,” Trump wrote on social media.

The U.S. president thanked the Nigerian government for its partnership, adding that the militant leader “will no longer terrorize the people of Africa or help plan operations to target Americans.”

U.S. Defense Secretary Pete Hegseth also confirmed the strike, saying the operation significantly weakened ISIS’s operational capabilities in Africa.

According to Hegseth, Al Minuki oversaw attack planning, hostage-taking operations, and financial networks for ISIS-linked groups across multiple regions.

Last night's operation targeted a significant presence of ISIS fighters in Northeastern Nigeria eliminating multiple high value individuals including Abu-Bilal al-Minuki. pic.twitter.com/lNj4AMSITH
— U.S. Africa Command (AFRICOM) (@USAfricaCommand) May 16, 2026

ISIS’s Most Senior Figures

Nigerian military officials said Al Minuki had recently been promoted to head the Islamic State’s “General Directorate of States,” placing him among the highest-ranking figures in the global organization.

Washington designated him a Specially Designated Global Terrorist in 2023. Before joining ISIS, Al Minuki was reportedly a senior commander within Boko Haram, the extremist group that launched an insurgency in northern Nigeria in 2009.

Boko Haram later pledged allegiance to ISIS in 2015 under former leader Abubakar Shekau, leading to the creation of the Islamic State West Africa Province.

The militant group has since become one of the deadliest ISIS branches worldwide. Security analysts say around 90 percent of ISIS attacks now occur in sub-Saharan Africa, with Nigeria-based militants playing a major role in the organization’s activities.

Al-Minuki was also linked to several major attacks and kidnappings across West Africa, including the 2018 Dapchi schoolgirls kidnapping in which more than 100 girls were abducted from a boarding school in northeastern Nigeria.

Officials said he previously directed ISIS-linked operations across the Sahel region and coordinated attacks targeting civilians and minority communities.

The Lake Chad Basin, shared by Nigeria, Chad, Niger, and Cameroon, has long been difficult for security forces to control due to its swamps, waterways, and remote terrain.

Both Boko Haram and ISWAP have used the area as a base for launching attacks, kidnappings, and cross-border operations.

Nigerian authorities said Al Minuki had established a heavily fortified camp in the region before the strike. His nickname, Abu Mainok, is believed to come from Mainok, a town in Borno State. Analysts say such naming traditions are common in the region, where militants are often identified by their hometowns or family origins.

The Nigerian military previously claimed it had killed Al Minuki in 2024, but later acknowledged that the individual killed at the time was another fighter using the same alias.

The military has faced similar situations in the past, including multiple premature announcements regarding the death of Boko Haram leader Shekau before his death was officially confirmed in 2021.

Growing US-Nigeria Security Cooperation

The operation highlights growing military cooperation between Nigeria and the United States as both countries increase efforts against extremist groups in West Africa.

In recent years, Washington has expanded intelligence sharing, surveillance support, and counterterrorism cooperation with Nigerian forces. Last Christmas, U.S. and Nigerian forces carried out a joint airstrike in Sokoto State targeting ISIS-linked militants.

The cooperation comes as violence continues across parts of Nigeria, where jihadist groups, armed gangs, and separatist movements have carried out attacks for more than a decade.

In April, ISIS claimed responsibility for an attack in Adamawa State that killed at least 29 people at a football field in northeastern Nigeria.

Trump has previously criticized Nigeria over security issues and accused the government of failing to adequately protect Christian communities from militant violence. Nigerian officials have repeatedly rejected those claims, saying extremist violence affects Nigerians of all religious backgrounds.

Speaking recently at the Africa CEO Forum in Kigali, Rwanda, Tinubu defended Nigeria’s growing cooperation with international partners.

“Security challenges will always be there, those are things you cannot do alone,” Tinubu said, adding that “I must pursue pragmatic cooperation and partnerships, which is necessary to enhance the security of lives and property of our people.”

The killing of Al Minuki is expected to be viewed as one of the most significant counterterrorism operations carried out in West Africa in recent years. Officials in both Washington and Abuja said the strike disrupted ISIS command structures, operational planning, and financial networks across the region.

The United States has renewed diplomatic engagement with Cuba after CIA Director John Ratcliffe traveled to Havana for high-level talks with senior Cuban officials, including the grandson of former Cuban leader Raul Castro.

The rare visit marks one of the highest-level contacts between Washington and Havana in years and comes as Cuba faces worsening economic and energy problems amid growing pressure from the Trump administration.

According to U.S. and Cuban officials, Ratcliffe met with Raul Guillermo Rodriguez Castro, Cuban Interior Minister Lazaro Alvarez Casas, and senior intelligence officials during meetings held in Havana last week.

A CIA official said the discussions focused on intelligence cooperation, economic stability, and regional security issues. “Director Ratcliffe and Cuban officials discussed intelligence cooperation, economic stability, and security issues, all against the backdrop that Cuba can no longer be a haven for adversaries in the Western Hemisphere,” the official stated.

The CIA director also reportedly delivered a message from President Donald Trump that the United States is prepared to seriously engage with Cuba on economic and security matters, but only if Havana makes what Washington described as “fundamental changes.”

The meetings took place as relations between the two countries remain tense over sanctions, energy restrictions, and security concerns.

Humanitarian Aid Offer

Alongside the diplomatic outreach, the U.S. State Department reiterated its offer of $100 million in humanitarian assistance for Cuba.

According to U.S. officials, the aid would be distributed through the Catholic Church and independent humanitarian organizations if approved by the Cuban government.

“The decision rests with the Cuban regime to accept our offer of assistance or deny critical life-saving aid and ultimately be accountable to the Cuban people for standing in the way of critical assistance,” a State Department spokesperson said.

President Trump also commented on Cuba’s worsening economic situation while returning to the United States from China. “They need help,” Trump said. “You talk about a declining country; they are really a nation or a country in decline. So we’re going to see.”

The humanitarian proposal reportedly includes support for satellite internet access and emergency assistance as Cuba continues to struggle with fuel shortages and widespread electricity blackouts.

Cuba’s Growing Energy Crisis

Cuba has experienced severe economic and infrastructure difficulties in recent months following disruptions to oil imports and tighter U.S. pressure on countries supplying fuel to the island.

Earlier this year, the Trump administration threatened tariffs on nations exporting oil to Cuba, increasing pressure on Havana as the country’s energy system deteriorated.

CIA Director John Ratcliffe visits Havana, Cuba, in this image released on May 14, 2026.

The Cuban government says the restrictions have contributed to major blackouts, reduced work hours, and food spoilage as power outages continue across parts of the country. Eastern provinces in particular have faced repeated electricity cuts after sections of the national power grid collapsed.

Cuban officials argue that U.S. sanctions and fuel restrictions are worsening humanitarian conditions on the island and have rejected attempts to tie aid to political reforms.

Havana has repeatedly insisted that Cuba does not pose a threat to U.S. national security and has criticized its continued inclusion on Washington’s state sponsors of terrorism list.

During the meetings, Cuban officials reportedly emphasized that the island should not be viewed as a security threat and called for improved bilateral relations despite ongoing disagreements.

Rare High-Level Contact

Ratcliffe’s visit is considered highly unusual and is believed to be only the second publicly known visit by a CIA director to Cuba since the 1959 Cuban Revolution.

The meetings also follow several rounds of quiet diplomatic engagement earlier this year between U.S. and Cuban officials. In February, Raúl Castro’s grandson reportedly met U.S. Secretary of State Marco Rubio during a regional summit in the Caribbean.

Although Rodríguez Castro does not officially hold a government post, he has long been viewed as an influential figure within Cuba’s security establishment. He previously served as Raúl Castro’s bodyguard and later led a security organization comparable to the U.S. Secret Service.

The recent contacts also mark the first U.S. government flights into Cuba outside of the U.S. Naval Base at Guantanamo Bay since 2016.

The Cuban government described Thursday’s discussions as taking place “against a backdrop of complex bilateral relations.”

Despite tensions, both sides acknowledged interest in limited cooperation on law enforcement and regional security matters.

According to Cuban officials, the meetings included discussions about possible cooperation between security agencies “in the interest of the security of both countries, as well as regional and international security.”

Regional Concerns and Military Monitoring

The diplomatic activity comes amid increased U.S. intelligence monitoring around Cuba. Reports indicate that the U.S. military has conducted numerous intelligence-gathering flights near major Cuban cities since February as Washington closely watches developments on the island.

The Trump administration has recently described Cuba as “an unusual and extraordinary threat” while increasing pressure on Havana and its regional allies.

At the same time, U.S. officials have signaled that military action against Cuba is not currently imminent despite increasingly aggressive rhetoric from both sides.

Cuban President Miguel Diaz-Canel recently stated that Cuba is prepared to defend itself if necessary, while U.S. officials continue to push for political and economic reforms.

The renewed engagement between Washington and Havana highlights a complicated relationship shaped by decades of sanctions, mistrust, and geopolitical rivalry.

While both governments appear willing to maintain dialogue on security and humanitarian issues, major differences remain over sanctions, political reforms, and Cuba’s regional alliances.

For now, the future of U.S.-Cuba relations may depend on whether the two sides can balance limited cooperation with longstanding political tensions that continue to define one of the Western Hemisphere’s most difficult diplomatic relationships.

6 minute read

India and the United Arab Emirates signed a series of major agreements on defense, energy, shipping, and investment during Indian Prime Minister Narendra Modi’s visit to the UAE on May 15, 2026, as both countries moved to strengthen ties amid ongoing tensions linked to the Iran war.

Modi met UAE President Mohamed bin Zayed Al Nahyan in Abu Dhabi, where the two leaders discussed regional security, energy cooperation, trade, and new investment opportunities.

The visit comes at a sensitive moment for the Gulf region following months of conflict involving Iran, the U.S., and Israel, which has disrupted energy markets and raised concerns about maritime security and oil supplies.

One of the biggest outcomes of the visit was the signing of a framework for a strategic defense partnership between India and the UAE.

According to official statements, the agreement will increase cooperation in areas including maritime security, cyber defense, military training, joint exercises, secure communications, defense technology, and information sharing.

The deal also focuses on defense industrial collaboration and advanced technologies, showing that both countries are looking beyond traditional trade ties and moving toward deeper strategic cooperation.

My brother, His Highness Sheikh Mohamed bin Zayed Al Nahyan and I discussed ways to deepen the India-UAE Comprehensive Strategic Partnership and deepen ties in sectors like trade, energy and more. pic.twitter.com/vuKvJuKorl
— Narendra Modi (@narendramodi) May 15, 2026

The growing partnership reflects wider geopolitical changes in the region, where Gulf countries are increasingly expanding their security relationships with Asian powers such as India.

During the meeting, Modi strongly condemned recent attacks targeting the UAE, including missile and drone strikes linked to the ongoing conflict with Iran.

The UAE recently accused Iran of launching attacks on Fujairah, an important emirate on the country’s eastern coast. The strikes reportedly caused damage to an oil refinery and injured three Indian workers.

In a statement after the talks, Modi said India condemned attacks targeting civilians, infrastructure, and facilities in the UAE “in the strongest terms.”

Around 4.3 million Indians live and work in the UAE, making the Indian community one of the largest expatriate populations not only in the UAE but also in the whole Gulf region.

Energy Security Agreements

Energy cooperation was another major focus of the visit. India and the UAE signed agreements related to strategic petroleum reserves and liquefied natural gas supplies as New Delhi looks to protect itself from rising energy prices and supply disruptions caused by instability in the Gulf.

One agreement involves possible crude oil storage in Fujairah as part of India’s strategic petroleum reserve program. Another deal could expand cooperation between Abu Dhabi National Oil Company and Indian energy firms on oil and gas supplies.

Indian Prime Minister Narendra Modi reviews the troops with the UAE President Sheikh Mohamed bin Zayed Al Nahyan, in Abu Dhabi, United Arab Emirates, on May 15, 2026.

Officials said the two sides will also explore opportunities for increased liquefied petroleum gas trade. The agreements come as India faces growing pressure from higher fuel prices caused by disruptions in the Strait of Hormuz, one of the world’s most important energy shipping routes.

India imports around 90 percent of its oil, and roughly half of those imports pass through the Strait of Hormuz. The conflict involving Iran has therefore had a major impact on India’s economy and energy security.

Fuel prices in India recently increased by around 3 percent as global markets reacted to instability in the region. The UAE’s recent decision to leave OPEC is also expected to increase its oil production capacity, potentially helping major importers such as India secure more stable energy supplies in the future.

Speaking after the meeting, UAE officials said cooperation in energy remains one of the most important pillars of the bilateral relationship.

ADNOC CEO Sultan Ahmed Al Jaber said India’s rapid economic growth and rising energy demand make the partnership increasingly important for both countries.

This UAE visit also saw the conclusion of key agreements across vital areas such as energy, defence, infrastructure, shipping and advanced technology, giving fresh impetus to the India-UAE Comprehensive Strategic Partnership. In another important development, UAE announced… pic.twitter.com/SMdxpsM0ka
— Narendra Modi (@narendramodi) May 15, 2026

$5 Billion Investment

Alongside the defense and energy agreements, the UAE also announced plans to invest up to $5 billion in India. The investments are expected to focus on sectors including infrastructure, finance, energy, technology, logistics, and artificial intelligence.

The two countries already share strong economic relations. The UAE is one of India’s biggest trading partners, and bilateral trade has grown rapidly in recent years under the Comprehensive Economic Partnership Agreement signed by both countries.

Officials from both sides said the latest agreements are expected to further strengthen economic cooperation and open new opportunities for investment.

Sheikh Mohamed bin Zayed said discussions with Modi focused on giving “new momentum” to cooperation in technology, energy, and other strategic sectors. The leaders also discussed food security, space cooperation, and emerging technologies during the talks.

Regional Competition and Strategic Calculations

The strengthening relationship between India and the UAE also comes amid broader regional realignments. Analysts have increasingly pointed to closer Saudi-Pakistani defense cooperation in recent years, especially after Pakistan signed a mutual defense accord with Saudi Arabia last year.

Pakistan has also played an active diplomatic role during the Iran conflict, serving as a mediator between Tehran and Washington while helping strengthen Gulf security coordination. Against that backdrop, India appears to be deepening its own strategic relationships in the Gulf, especially with the UAE.

For New Delhi, stronger ties with Abu Dhabi help secure energy supplies, protect Indian citizens working in the region, and expand India’s influence in Middle Eastern affairs.

For the UAE, closer cooperation with India offers access to one of the world’s fastest-growing economies while also helping diversify strategic partnerships beyond traditional Western allies.

Both countries also share concerns about maritime security and the protection of shipping routes in the Gulf and the Arabian Sea.

Modi Continues Multi-Nation Tour

After concluding his visit to the UAE, Modi continued his multi-nation tour with stops in the Netherlands, Sweden, Norway, and Italy.

India’s Foreign Ministry said Modi will participate in the India-Nordic summit in Oslo before holding talks with Italian Prime Minister Giorgia Meloni later this month.

The UAE visit, however, is likely to remain one of the most significant parts of the trip due to the major defense and energy agreements signed during a period of heightened regional uncertainty.

As instability continues to affect the Gulf, both India and the UAE appear determined to strengthen strategic cooperation to protect economic interests, energy security, and regional stability.

I welcomed Prime Minister @narendramodi to Abu Dhabi for talks aimed at further strengthening the deeply rooted ties between our nations and peoples.
Norway has canceled export licenses tied to a Naval Strike Missile (NSM) deal with Malaysia, blocking delivery of key naval weapons and triggering strong objections from Kuala Lumpur. Malaysia has called the move a breach of contract and trust in defense partnerships.

The decision affects a long-standing agreement between Malaysia and Norway’s Kongsberg Defense & Aerospace for NSM anti-ship missiles and launch systems intended to arm Malaysia’s Littoral Combat Ship (LCS) program.

Malaysia had already paid more than 95% of the original 2018 contract value, which was about $145 million, along with an additional $11.19 million under an agreement signed in 2025 for launcher systems.

Norwegian authorities reportedly informed Malaysian defense officials during a meeting at the Defense Services Asia exhibition that export restrictions had been tightened, limiting sensitive defense exports to NATO members and close partners. Since Malaysia is not a NATO member, Osla has decided to cancel the deal to prioritize its allies.

Officials from Malaysia’s Ministry of Defense said the cancellation was communicated by invoking “force majeure,” effectively terminating the contract and freeing the supplier from obligations due to extraordinary regulatory changes.

Malaysia has strongly rejected the decision and is now considering legal and financial recovery measures for the payments already made.

Malaysia Seeks Compensation

Malaysian Prime Minister Anwar Ibrahim publicly criticized Norway’s move, calling it a violation of contractual trust and warning that it could damage confidence in European defense suppliers.

“Signed contracts are solemn instruments. They are not confetti to be scattered in so capricious a manner,” Anwar said in a statement shared on social media. He also raised concerns that unilateral cancellations could undermine long-term defense partnerships and operational readiness.

Malaysia’s Prime Minister Anwar Ibrahim holds a press conference in Berlin, Germany, March 11, 2024.

“If European defense suppliers reserve the right to renege with impunity, their value as strategic partners flies out the window,” he added.

Anwar confirmed that he raised Malaysia’s “vehement objection” directly in a phone call with Norwegian Prime Minister Jonas Gahr Store. Malaysia’s defense ministry said it will pursue diplomatic channels to seek clarification and compensation.

Defense officials in Kuala Lumpur have indicated that the country may now explore alternative missile systems, including the French-made Exocet, to equip its naval fleet. Norway cites tightened export controls and security concerns

Norway’s foreign ministry defended the decision, saying export rules for sensitive defense technology had been strengthened in response to global security shifts.

It said future exports of advanced Norwegian-developed systems would be restricted to “allies and closest partners,” adding that it was “regrettable” that Malaysia was affected.

The missile system manufacturer, Kongsberg Defense & Aerospace, said export licensing decisions are fully controlled by Norwegian authorities and not the company itself.

An additional factor reportedly under review is the NSM’s integration of U.S.-origin components, including a gyroscope system, which may now face stricter export restrictions under updated U.S. controls. These components are critical for missile navigation and guidance systems.

Impact on Malaysia’s Naval Modernization Program

The canceled missiles were intended for Malaysia’s Maharaja Lela-class Littoral Combat Ships, a program that has faced repeated delays for more than a decade.

The LCS project was first launched in 2014, but has been disrupted by procurement disputes, political changes, corruption investigations, and financial restructuring.

Although Malaysia restarted the program in 2023 under state control, delivery timelines remain extended, with the lead ship now expected in December 2026.

The NSM system was also planned for installation on Malaysia’s Lekiu-class frigates, meaning the cancellation affects both new and existing naval platforms.

Defense analysts say the disruption could force Malaysia to reassess its weapons integration strategy, potentially shifting toward alternative missile systems and suppliers, which may further delay fleet readiness.

Broader Strategic Implications

The decision has sparked wider debate about the reliability of long-term defense procurement agreements, especially when export controls can change after contracts are signed.

Malaysia has emphasized that it fulfilled nearly all payment obligations and entered the agreement in good faith, making the abrupt cancellation particularly sensitive for its defense planning.

Norway, meanwhile, has maintained that its export policy changes reflect a broader effort to align defense technology sales with strategic alliances and security priorities.

Despite the dispute, both sides have indicated a willingness to maintain broader diplomatic relations, though Malaysia has made clear it expects compensation and formal clarification on the cancellation.

The outcome of the dispute is likely to set a precedent for how mid-contract defense export restrictions are handled between suppliers and non-aligned partner countries in an increasingly fragmented global defense market.

7 minute read

U.S. President Donald Trump and Chinese President Xi Jinping held extensive high-level talks in Beijing on May 14, 2026, during Trump’s state visit to China, as both countries sought to stabilize relations while addressing major global and regional issues, including trade, Taiwan, Iran, and technology cooperation.

The visit, taking place from May 13 to May 15, marks the first trip by a sitting U.S. president to China in nearly a decade and comes at a time of continued competition and tension between the world’s two largest economies.

The meetings on May 14 included a formal welcome ceremony at the Great Hall of the People, bilateral talks between the two leaders and their senior delegations, discussions involving U.S. Secretary of State Marco Rubio, and a large state banquet hosted by Xi in the evening.

Both sides publicly emphasized cooperation and stability throughout the day, although major differences remained, especially over Taiwan.

Welcome Ceremony in Beijing

Trump arrived at the Great Hall of the People in Beijing in the morning and was welcomed by Xi with a full state ceremony that included national anthems, a military honor guard, a 21-gun salute, and children waving Chinese and U.S. flags.

The U.S. delegation included Rubio, Defense Secretary Pete Hegseth, Treasury Secretary Scott Bessent, and U.S. Trade Representative Jamieson Greer.

Several major American business leaders also attended parts of the visit, including Elon Musk of Tesla, Tim Cook of Apple, and Jensen Huang of Nvidia. China’s delegation included Foreign Minister Wang Yi, Premier Li Qiang, Vice Premier He Lifeng, and senior Communist Party official Cai Qi.

The talks between Trump and Xi lasted around two hours, longer than originally planned, reflecting the broad agenda and importance of the discussions.

In his opening remarks, Xi said the meeting was taking place during a period of major global change and uncertainty. He stressed the need for China and the U.S. to avoid confrontation and build a more stable relationship.

Xi said China and the U.S. should “be partners not rivals” and called for a “constructive China-U.S. relationship of strategic stability.” He also delivered a strong warning on Taiwan, describing it as the most important issue in bilateral relations.

“The Taiwan question is the most important issue in China-U.S. relations,” Xi said. “If it is handled properly, the bilateral relationship will enjoy overall stability. Otherwise, the two countries will have clashes and even conflicts.”

He added that “Taiwan independence” and peace in the Taiwan Strait were “as irreconcilable as fire and water.” Trump struck a much warmer and more personal tone during the public portion of the talks, repeatedly praising Xi and describing him as a “great leader.”

“Sometimes people don’t like me saying it, but I say it anyway,” Trump said. The U.S. president also described the summit as potentially “the biggest summit ever” and said relations between the two countries could become “better than ever before.”

Trade, Iran, and Technology

According to official statements and media reports, discussions covered a wide range of issues, including trade, artificial intelligence, energy cooperation, fentanyl trafficking, rare earth supplies, and global security concerns.

Economic issues were a major focus of the talks, with both sides discussing market access, tariffs, and increased Chinese purchases of U.S. goods, including agricultural products, oil, liquefied natural gas, and Boeing aircraft.

The leaders also discussed the ongoing conflict involving Iran and the security of the Strait of Hormuz, a critical shipping route for global energy supplies. Both sides reportedly agreed that the Strait of Hormuz should remain open and free from militarization or restrictions on international shipping.

The U.S. and China also agreed that Iran should not obtain a nuclear weapon, according to meeting readouts.

Technology and artificial intelligence were also part of the discussions amid growing competition between Washington and Beijing in advanced industries and semiconductor development.

Despite the broad agenda, no major new agreements were announced on the first day of the summit. Instead, officials from both countries presented the talks as part of a broader effort to manage tensions and maintain communication between the two powers.

Rubio Participates in Summit Events

U.S. Secretary of State Marco Rubio participated in the larger delegation meetings and attended the state banquet alongside other senior U.S. officials.

While separate detailed talks between Marco Rubio and Wang Yi were not publicly disclosed on Thursday, both men were seen interacting during the summit events.

Chinese officials had earlier acknowledged Rubio’s participation despite past tensions and sanctions issues between Beijing and the American diplomat. Rubio later stated that U.S. policy toward Taiwan remained “unchanged.”

Alongside the formal political meetings, the summit also included business and cultural events aimed at improving broader ties between the two countries.

Chinese President Xi also met with American business executives and told them that China’s economy would continue opening to foreign companies.

“China’s door will only open wider,” Xi said during the meeting. Trump and Xi also visited Beijing’s historic Temple of Heaven together later in the day.

Trump praised the site and described it as “a great place” while complimenting China’s history and culture.

The visit echoed previous efforts by both governments to use cultural diplomacy alongside formal negotiations during major state visits.

During his toast, Xi described China-U.S. ties as “the most important bilateral relationship in the world.” He also linked both countries’ national goals together, saying that “the great rejuvenation of the Chinese nation and making America great again can go hand in hand.”

Trump thanked Xi for what he called a “magnificent welcome like none other” and formally invited Xi and Chinese First Lady Peng Liyuan to visit the White House later this year.

Focused on Stability

While the meetings produced no major agreements, analysts said the overall tone remained noticeably positive compared to previous periods of heightened tension between Washington and Beijing.

Both governments appeared focused on avoiding further deterioration in relations while maintaining dialogue on sensitive issues.

However, major disagreements remain unresolved, particularly regarding Taiwan, trade restrictions, and strategic competition in technology and security. The summit is expected to continue on May 15 with additional meetings and discussions between officials from both countries.

Foreign ministers from the expanded BRICS bloc gathered in New Delhi on May 14-15, 2026, for high-level talks overshadowed by the ongoing conflict involving Iran, rising tensions in West Asia, and growing concerns over global economic stability.

The two-day meeting of BRICS foreign ministers concluded without a joint statement due to “differing views among some members” on the situation in the Middle East.

The meeting, held at Bharat Mandapam under India’s 2026 BRICS chairmanship, served as a major preparatory event ahead of the full BRICS leaders’ summit later this year.

The discussions focused on regional security, economic cooperation, energy prices, food and fertilizer costs, trade disruptions, and the future role of BRICS in an increasingly multipolar world.

The gathering came at a time of heightened instability in the Gulf region following continued military tensions involving the United States, Israel, and Iran.

The conflict has raised fears over disruptions to global oil supplies and shipping routes, especially through the Strait of Hormuz, one of the world’s most critical energy corridors.

India hosted representatives from Brazil, Russia, China, South Africa, Iran, the UAE, Egypt, Ethiopia, Indonesia, and several outreach partners, including Thailand, Malaysia, and Vietnam.

A family photo of the participating ministers was taken during the summit proceedings, symbolizing the bloc’s efforts to project unity despite growing internal differences.

— SansadTV (@sansad_tv) May 14, 2026

Iran Pushes for Stronger BRICS Position

Much of the attention during the meeting centered on Iranian Foreign Minister Seyed Abbas Araghchi, whose participation marked one of Tehran’s highest-profile diplomatic engagements since the escalation of the conflict involving Iran and U.S.-Israeli forces.

Araghchi arrived in India amid intense international scrutiny and used the platform to call on BRICS countries to take a firmer stance against what he described as “unlawful aggression” against Iran.

In his remarks, the Iranian foreign minister urged BRICS members to clearly condemn military actions against Iran and defend international law and the principles of the United Nations Charter. He also called for practical collective measures to prevent further escalation and oppose unilateral actions in global affairs.

Araghchi said Iran would continue to defend itself while remaining committed to diplomacy. He stressed that the Iranian people “never bow to pressure or threat” and said external pressure had only strengthened national unity inside the country.

Iran also reportedly pushed India, as BRICS chair, to help build consensus around a stronger collective position on the conflict. However, divisions among member states complicated efforts to produce a unified language.

Diplomatic tensions reportedly emerged behind closed doors over wording related to the conflict, particularly involving Gulf states such as the UAE, which maintains ties with both Western countries and Israel while also participating in BRICS. Reports suggested disagreements over the tone of any final declaration limited consensus during the talks.

The Iranian delegation’s arrival also drew attention after reports emerged that Araghchi’s aircraft carried the marking “#Minab168,” referencing alleged civilian casualties linked to recent strikes.

India Calls for Stability

Indian External Affairs Minister S. Jaishankar chaired the meeting and emphasized dialogue, diplomacy, and stability throughout the discussions.

Jaishankar said BRICS had an important role to play in supporting developing nations during a period of major uncertainty in international relations.

The Indian foreign minister highlighted issues including supply chain resilience, inflationary pressure, food and fertilizer costs, healthcare cooperation, and energy security.

India also stressed the importance of maintaining safe maritime navigation through the Strait of Hormuz, given its importance to global trade and oil shipments.

Without directly taking sides in the conflict, India positioned itself as a balancing force focused on practical cooperation and de-escalation. New Delhi has maintained relations with both Iran and Western partners while seeking to protect its economic and energy interests.

Indian officials noted that more than 80 BRICS-related meetings had been organized under India’s current chairmanship, reflecting efforts to expand engagement with Global South partners and strengthen the bloc’s international influence.

Bilateral Meetings Held on Sidelines

Several important bilateral meetings took place on the sidelines of the summit. Jaishankar held talks with Araghchi focused on bilateral ties, regional tensions, maritime security, energy cooperation, and the broader West Asia crisis.

The meeting included a warm public greeting and handshake as India officially welcomed the Iranian delegation.

Jaishankar also met Russian Foreign Minister Sergey Lavrov for discussions on the India-Russia “Special and Privileged Strategic Partnership.” The talks reportedly covered trade, investment, connectivity projects, energy cooperation, science and technology, and mobility initiatives.

China was represented by Ambassador Xu Feihong, as Chinese Foreign Minister Wang Yi did not attend due to scheduling issues connected to diplomatic developments happening in Beijing.

Representatives from the UAE, Egypt, Ethiopia, South Africa, Brazil, and Indonesia also held separate consultations during the gathering.

Some visiting ministers were also expected to meet Indian Prime Minister Narendra Modi during their stay in New Delhi.

Pleased to receive Russia’s Foreign Minister Sergei Lavrov. Thanked him for an update on the progress on various facets of our Special & Privileged Strategic Partnership.

We also exchanged views on various regional and global issues, including situation in Ukraine and West… pic.twitter.com/fg9YL1b0Se
— Narendra Modi (@narendramodi) May 14, 2026

Maritime Security and Economic Risks

The meeting took place against growing concerns over maritime security in Gulf waters. Reports that an Indian cargo vessel had been hit and sunk in the region around the same time added urgency to discussions surrounding shipping safety and regional stability.

All crew members were reportedly rescued, but the incident reinforced fears that continued conflict could threaten major international trade routes.

The Strait of Hormuz remains especially important for Asian economies heavily dependent on Gulf energy exports, including India and China.

Rising oil prices and fears of broader supply disruptions have already added pressure to global markets. BRICS members also discussed concerns surrounding inflation, fertilizer shortages, food security, and economic uncertainty linked to ongoing geopolitical tensions.

BRICS Unity Tested by Expanding Membership

The New Delhi meeting highlighted both the growing ambitions and internal complexities of the expanded BRICS grouping.

Originally composed of Brazil, Russia, India, China, and South Africa, the bloc has expanded to include countries such as Iran, the UAE, Egypt, Ethiopia, and Indonesia as part of efforts to increase the influence of developing nations in global affairs.

Many members support a more multipolar international system and greater independence from Western-led institutions. However, the Iran conflict exposed differences inside the bloc over foreign policy priorities and strategic alignments.

While some countries favored stronger language against the U.S. and Israel, others appeared more cautious due to diplomatic and economic ties with Washington and Gulf partners.

The discussions in New Delhi demonstrated BRICS’ growing global relevance but also showed the challenges the bloc faces in building consensus on major international crises.

As the meeting concluded, attention shifted toward whether BRICS leaders will be able to present a more unified position at the full summit later in 2026.

6 minute read

Iran’s Islamic Revolutionary Guard Corps (IRGC) conducted extensive military exercises in and around Tehran, focusing on anti-helicopter warfare, urban combat readiness, and rapid-response capabilities, according to Iranian state media reports.

The drills, conducted over several days, were led by the IRGC’s Mohammad Rasulullah Corps, which is responsible for security operations in Tehran Province and plays a central role in maintaining internal stability in the capital.

The exercise also involved units of the Basij paramilitary force, which operates under the IRGC and is regularly mobilized for internal security and emergency response missions.

Officials said the exercises were designed to test and improve the ability of Iranian forces to respond to aerial infiltration, particularly scenarios involving enemy helicopters and low-altitude air operations.

The focus on anti-helicopter tactics reflects Iran’s growing emphasis on countering rapid insertion or special forces-style operations that could target strategic infrastructure or urban centers.

Brigadier General Hassan Hassanzadeh, commander of the Tehran Revolutionary Guards, said the drills included a wide range of pre-planned scenarios aimed at strengthening coordination between different branches of the IRGC and the Basij.

He stated that the exercise was completed and that participating units demonstrated improved readiness and operational discipline.

JUST IN

The IRGC says it has conducted anti-helicopter drills

FPV drones have been seen being used against mock-ups of US Special Forces Black Hawk helicopters pic.twitter.com/Weyshim2Ow
— Iran Observer (@IranObserver0) May 12, 2026

According to Iranian state television, Hassanzadeh said the main objective was to ensure forces could respond quickly and effectively to any hostile movement, particularly those involving airborne threats. He added that the IRGC remains prepared to act “at any time and in any location” if required.

The exercises were officially named after Iran’s late Supreme Leader, Ayatollah Ali Khamenei, and were codenamed “Martyred Leader Imam Khamenei”.

The exercises were presented by Iranian media as part of ongoing efforts to enhance combat readiness under conditions of heightened regional tension.

Urban and Anti-Air Warfare Training

The drills included a combination of anti-helicopter defense training, urban warfare simulations, and coordinated movement exercises across both urban districts and the surrounding areas of Tehran Province.

Military footage released by Iranian media showed IRGC and Basij personnel engaging in live-fire exercises, including the use of machine guns, small arms, and mobile-mounted units positioned on trucks.

Troops were also seen practicing rapid deployment tactics, simulating responses to airborne landings and coordinated attacks. The exercises reportedly emphasized decentralized command structures, allowing smaller units to respond independently in fast-moving scenarios.

Military analysts note that anti-helicopter drills typically focus on detecting, tracking, and engaging low-flying aircraft using small arms fire, machine guns, and short-range air defense systems.

While Iran has more advanced air defense capabilities, exercises of this type are often used to train ground forces for last-resort defensive situations in urban or semi-urban environments.

The inclusion of Basij forces highlights the internal security dimension of the exercise. The Basij, a volunteer-based paramilitary organization, is frequently used in crowd control, civil defense, and reinforcement roles alongside the IRGC during crises or large-scale operations.

Focus on Internal Security

Iranian officials have framed the drills as part of a broader effort to maintain readiness against both external and internal threats. The IRGC has increasingly emphasized the need to prepare for what it describes as “hybrid warfare,” combining conventional military threats with sabotage, infiltration, and internal destabilization efforts.

State media reports said one of the main objectives of the exercise was to strengthen preparedness against potential threats attributed to the United States and Israel. Iranian authorities frequently refer to these countries in the context of military planning and defense exercises, particularly in relation to aerial operations and special forces capabilities.

Brigadier General Hassanzadeh said the participating units demonstrated strong coordination between ground forces and internal security units. He added that the exercise included “all operational scenarios and combat techniques” necessary for modern asymmetric warfare environments.

Iranian media also emphasized that the drills tested command-and-control systems, communication networks, and rapid mobilization procedures, all of which are considered essential for maintaining stability in a densely populated urban environment like Tehran.

Iran’s IRGC Commander of the division and head of the exercise, Brigadier General Hassan Hassanzadeh. (Image Credit: Tasnim News Agency)

Symbolism and Timing of Exercises

The timing of the drills comes amid continued regional tensions and a fragile ceasefire environment following months of conflict involving Iran, the United States, and Israel.

While Iranian officials have not explicitly linked the exercise to any specific external development, the scale and location of the drills highlight the importance Tehran places on capital security.

Tehran Province is considered the political and administrative heart of Iran, and any perceived vulnerability in the capital is treated as a high-priority national security concern.

Conducting large-scale exercises in this area is also intended to demonstrate deterrence and signal readiness to both domestic and international audiences.

Footage from the drills circulated widely on Iranian state media and social platforms, showing armed personnel moving through streets, open terrain, and designated training zones.

The visibility of the exercise reflects a broader pattern in which Iran regularly publicizes military readiness activities as part of its strategic communication approach.

The IRGC has conducted similar exercises in the past, often focusing on air defense, missile readiness, and urban warfare scenarios. However, the emphasis on anti-helicopter operations in the latest drills reflects ongoing concerns about rapid aerial strike capabilities and special operations threats.

Broader Military Context

Iran has maintained an active military training schedule in recent months, including naval exercises in the Persian Gulf and joint drills with regional and global partners. The country has also repeatedly highlighted its missile capabilities and air defense systems as central elements of its deterrence strategy.

The Strait of Hormuz, a critical global shipping route, remains a key strategic focus for Iranian military planning. Iranian forces have conducted multiple exercises in and around the region, underscoring its importance for energy exports and global trade flows.

At the same time, Iranian officials continue to stress internal security preparedness, particularly in major cities. The IRGC’s dual role, facing both external military threats and internal stability challenges, has shaped the structure and content of its training programs.

Ongoing Regional Tensions

The drills come at a time when tensions between Iran and the United States remain elevated, with both sides continuing to exchange warnings while diplomatic efforts remain stalled. Iranian officials have repeatedly stated that their armed forces will remain on high alert in response to what they describe as ongoing threats from adversaries.

While no direct confrontation has taken place during the exercises, the broader security environment remains uncertain, with regional actors closely monitoring developments.

Iranian defense officials have said the country will continue to conduct regular military exercises to ensure readiness under all conditions. These drills, they argue, are necessary to maintain deterrence and operational capability in a volatile regional security landscape.

4 minute read

Turkiye has lifted restrictions on direct trade with Armenia in what officials described as another step toward improving relations between the two neighboring countries after decades of tensions and closed borders.

Under the new arrangement announced on May 13, 2026, goods shipped between Turkiye and Armenia through a third country can now officially list Turkiye or Armenia as the final destination or point of origin. The move removes a previous restriction that prevented such direct designation in trade documentation.

The decision was announced by Turkish Foreign Ministry spokesperson Oncu Keceli, who said the measure reflects ongoing efforts to support regional stability and economic cooperation in the South Caucasus.

“In the light of the historic opportunity seized to strengthen lasting peace and prosperity in the South Caucasus, Turkiye will continue to contribute to the development of economic relations in the region and to further advancing cooperation for the benefit of all countries and peoples of the region,” Keceli said in a statement posted on X.

Armenia welcomed the development, describing it as a meaningful move toward broader normalization between the two countries.

We welcome Türkiye's decision to lift the bans on bilateral trade with Armenia, which is another outcome of the normalization process of relations between #Armenia & #Türkiye.

This decision is significant from the perspective of expanding trade & ties between the business…
— Ani Badalyan, MFA Spokesperson (@ArmSpoxMFA) May 13, 2026

Armenian Foreign Ministry spokesperson Ani Badalyan said the decision could help pave the way for more substantial diplomatic progress.

“We would like to emphasize that this is an important step toward the establishment of full and normalized relations between the two countries, which could logically continue through the opening of the Armenia-Turkiye border and the establishment of diplomatic relations,” Badalyan wrote on X.

Border Closed Since 1993

Turkiye and Armenia do not currently have formal diplomatic relations, and their shared border has remained closed since 1993. Ankara closed the border in solidarity with Azerbaijan during the conflict between Armenia and Azerbaijan over the Karabakh region, internationally known as Nagorno-Karabakh.

Turkiye has remained one of Azerbaijan’s closest allies politically and militarily, and relations between Ankara and Yerevan have long been shaped by regional disputes and broader historical disagreements.

Despite this, both sides agreed in late 2021 to begin a normalization process and appointed special envoys to explore ways to improve relations and potentially reopen the border.

The talks have already produced several limited but symbolic outcomes, including the resumption of direct commercial flights between the two countries and the easing of certain visa restrictions. Keceli also confirmed that technical and bureaucratic work related to reopening the border remains ongoing.

Regional Dynamics to Shape Relations

The normalization effort comes amid broader geopolitical shifts in the South Caucasus following the 2020 conflict between Armenia and Azerbaijan.

During the six-week war, Turkiye openly backed Azerbaijan, providing strong political support and military cooperation. Azerbaijan regained control over significant territories in and around Karabakh during the conflict.

Azerbaijan also used Turkish-made military equipment, including combat drones, which played a major role during the fighting. The conflict significantly altered the regional balance and created new discussions about transport links, economic integration, and diplomatic normalization across the South Caucasus.

Analysts have increasingly viewed improved Turkey-Armenia ties as part of a wider regional effort to reduce tensions and expand trade connectivity between neighboring states.

While major political differences remain, recent steps by both governments suggest a gradual willingness to maintain dialogue and expand practical cooperation in areas such as transportation, trade, and border procedures.

Although the latest trade measure may appear technical, officials on both sides presented it as a symbolic sign of growing communication between Ankara and Yerevan.

Turkish President Recep Tayyip Erdogan with Armenian Prime Minister Nikol Pashinyan, who is in Türkiye for a working visit, at the Dolmabahçe Presidential Office in Istanbul, on June 20, 2025.

The ability to directly identify Turkiye or Armenia in shipping documents simplifies certain trade procedures and signals a small but noticeable easing of restrictions that have existed for decades. The broader significance lies less in the trade volume itself and more in what the move represents politically.

The reopening of borders and establishment of formal diplomatic relations remain among the biggest unresolved issues between the two countries. However, the continuation of talks, combined with incremental agreements such as direct flights and trade facilitation measures, indicates that both sides are still pursuing a cautious normalization process.

The South Caucasus remains a strategically sensitive region shaped by competing regional interests, historical disputes, and security concerns. Still, Wednesday’s announcement was widely seen as another indication that Turkiye and Armenia are continuing efforts to slowly rebuild communication after years of frozen relations.

The Pentagon said May 12, 2026, that the United States has spent an estimated $29 billion on the ongoing war against Iran, as senior defense officials appeared before Congress to defend the administration’s military spending plans and broader strategy in the Middle East.

The updated figure marks a sharp increase from the $25 billion estimate given just two weeks ago. Pentagon acting comptroller Jules Hurst III said the higher cost reflects updated calculations tied to equipment repair and replacement, as well as the growing operational expenses of maintaining US forces across the region.

Hurst noted that the estimate still does not include the cost of repairing damaged American military installations in the Middle East.

“We have a lot of unknowns there,” Hurst told lawmakers. “We don’t know what our future posture is going to be. We don’t know how we construct those bases, and we don’t know what part our allies or partners could pay into our MILCON costs.”

The hearings came as tensions between Washington and Tehran remain high despite a fragile ceasefire that has largely held for the past month.

On Monday, U.S. President Donald Trump dismissed Iran’s latest peace proposal as “garbage,” raising fears that fighting could resume.

Shortly afterward, the speaker of Iran’s parliament warned that Tehran was prepared to deliver a “lesson-teaching response” to any future attacks.

US-Iran Ceasefire Under Pressure

Although both sides officially agreed to halt large-scale military operations in April, limited clashes have continued around the Strait of Hormuz, one of the world’s most important shipping routes.

Iran has reportedly launched missiles, drones, and small boats toward U.S. naval vessels operating in the area. In response, American forces carried out strikes on Iranian military targets.

Secretary of War Pete Hegseth acknowledged that the situation remains unstable and said the Pentagon is preparing for multiple scenarios. “As you know, for the most part, a ceasefire means fire is ceasing,” Hegseth said during testimony before Congress. “We have a plan to escalate, if necessary. We have a plan to retrograde, if necessary.”

Hegseth also confirmed that Project Freedom, a temporary U.S. naval operation designed to escort commercial vessels through the Strait of Hormuz, has been paused for now. “It’s an option we could always recommence, should the commander in chief want the U.S. to,” he said.

The conflict has significantly increased concerns about global energy security and shipping stability, especially after disruptions in the Strait of Hormuz pushed fuel prices higher in international markets.

Questions Over the Real Cost of War

Several analysts and lawmakers have questioned whether the Pentagon’s official estimate fully reflects the war’s broader economic impact.

Some economists argue that rising fuel prices, supply chain disruptions, and inflation linked to instability in the Gulf could ultimately push the total economic burden far beyond the Pentagon’s direct military spending figures.

<img data-recalc-dims="1" loading="lazy" decoding="async" width="1016" height="644" src="https://i0.wp.com/www.ir-ia.com/news/wp-content/uploads/2026/03/US-Hegseth-Gen-Caine.jpg?resize=1016%2C644&ssl=1" alt="U.S. Secretary Pete Hegseth and Chairman of the Joint Chiefs of Staff Air Force Gen. Dan Caine participate in a press briefing at the Pentagon on June 22, 2025. (Image Credit: U.S. Air Force)

U.S. Representative Ro Khanna previously estimated that the conflict could cost the American economy roughly $631 billion when indirect effects are included. Harvard economist Linda Bilmes warned that the overall long-term cost could eventually approach $1 trillion.

Economic pressure is becoming an increasingly sensitive political issue in the United States ahead of the midterm elections later this year.

On Tuesday, the U.S. Labor Department reported that consumer prices rose 3.8 percent compared to April 2025, marking the highest annual inflation increase since 2023. Gasoline prices alone rose 5.4 percent in April. The growing economic pressure has fueled criticism from both political parties over the financial sustainability of the conflict.

Pentagon Rejects Munitions Shortage Claims

During the hearings, Hegseth and Chairman of the Joint Chiefs of Staff Gen. Dan Caine pushed back against claims that the war has seriously weakened America’s weapons stockpiles.

“I take issue with the characterization that munitions are depleted in a public forum; that’s not true,” Hegseth said. “Ultimately, we have all the munitions needed to execute what we need to execute.”

Caine echoed the same position, saying the U.S. military currently has enough weapons to meet operational requirements. “We have sufficient munitions for what we’re tasked to do right now,” he said. “We’re always going to want more munitions.”

U.S. Army Terminal High Altitude Area Defense (THAAD) launching station preparing to load onto a 4th Airlift Squadron C-17 Globemaster III at Fort Bliss, Texas, on Feb. 23, 2019.

However, outside assessments have raised concerns about long-term readiness. A recent study by the Center for Strategic and International Studies said the conflict had consumed large portions of several key U.S. missile stockpiles, including Patriot interceptors, THAAD systems, and Precision Strike Missiles.

The report warned that while the U.S. can sustain current operations, future conflicts could place significant strain on military inventories.

China as Top Priority

Despite the ongoing conflict with Iran, Pentagon officials stressed that countering China remains America’s main strategic focus.

Speaking during discussions surrounding the Pentagon’s proposed $1.5 trillion budget request, Gen. Caine said the United States continues to prioritize deterrence in the Indo-Pacific region.

He said the Pentagon aims to maintain “a range and mix of capabilities” that create “outsized dilemmas” for Chinese President Xi Jinping and help preserve long-term deterrence.

The issue is expected to remain central during President Trump’s visit to China this week, even as Washington continues to manage tensions in the Middle East.

For now, the future of the ceasefire with Iran remains uncertain. While both Washington and Tehran continue to avoid full-scale escalation, officials on both sides are openly preparing for the possibility that the fighting could resume at any moment.

4 minute read

The United States Army awarded a $2.7 billion contract to Leidos Holdings to move key American hypersonic weapons programs from prototype development to full production.

The agreement combines Leidos’ Thermal Protection Shield program with its Common Hypersonic Glide Body (CHGB) program to streamline manufacturing, reduce production timelines, and accelerate deployment of next-generation hypersonic weapons systems.

The contract marks a significant step in the United States’ growing push to strengthen its hypersonic capabilities amid increasing strategic competition with China.

Hypersonic weapons are considered one of the most important emerging military technologies in modern warfare. These systems can travel at speeds greater than five times the speed of sound while maneuvering during flight, making them difficult for traditional missile defense systems to detect and intercept.

The United States, China, and Russia have all invested heavily in hypersonic weapons development in recent years, fueling a growing global arms race centered on advanced strike capabilities.

Under the new contract, Leidos will continue work on the Common Hypersonic Glide Body program, which forms the core structure of the long-range hypersonic missile system known as Dark Eagle.

The missile system was successfully tested by the U.S. Army and United States Navy earlier this year, representing an important milestone for the Pentagon’s hypersonic weapons program.

The U.S. Army’s Rapid Capabilities and Critical Technologies Office, in collaboration with the U.S. Navy Strategic Systems Programs, completed a conventional hypersonic missile test from Cape Canaveral Space Force Station, Florida, on December 12, 2024.

Integrated Production Effort

According to Leidos, the combined program is intended to improve efficiency by bringing multiple hypersonic development efforts under a single production structure.

The Thermal Protection Shield program focuses on protecting hypersonic weapons from the extreme heat and pressure generated during high-speed flight. Managing thermal stress is considered one of the biggest technological challenges in hypersonic weapons development.

By integrating the Thermal Protection Shield and CHGB programs, the company said it aims to reduce manufacturing delays and ensure a more reliable supply of critical components needed for operational deployment.

Leidos added that the unified approach supports broader U.S. military acquisition reform initiatives designed to speed up weapons development and production timelines.

The company has served as the prime contractor for the Thermal Protection Shield program since 2021 and for the Common Hypersonic Glide Body program since 2019.

Military Modernization

Leidos said the contract will also allow the company to apply its experience in guidance systems, sensor technologies, and precision munitions integration to help strengthen U.S. hypersonic capabilities.

Cindy Gruensfelder, president of Leidos Defense, described the agreement as a major milestone for the company and the U.S. military.

“This contract is a major step forward in delivering hypersonic capabilities to the warfighter at speed,” Gruensfelder said. “Our team is committed to supporting the Army and Navy in producing this critical operational capability,” she added.

Artist Rendering of Hypersonic weapon systems.

The company stated that accelerating production will help meet both current and future operational requirements for the Army and Navy as the Pentagon increases its focus on advanced precision-strike systems.

Broader Strategic Competition

The contract comes as hypersonic weapons remain a major priority for the United States amid rising geopolitical competition with China and Russia.

Military planners view hypersonic missiles as strategically important because of their ability to rapidly strike high-value targets while potentially bypassing conventional missile defense networks.

Washington has accelerated investment in hypersonic technologies over the past several years after concerns that China and Russia had advanced more quickly in the field.

The new production-focused contract suggests the U.S. military is now moving beyond testing and development toward operational deployment of hypersonic systems.

Leidos said the program also aligns with its broader “NorthStar 2030” corporate strategy, which focuses on advanced defense technologies, innovation, and future military capabilities.

The company added that the effort is part of a broader push to strengthen U.S. national security by developing advanced weapons systems and integrated defense technologies.
