His identity has not been released.

He is the second cop, attached to the Constabulary’s Special Operations Branch, to have died in the shooting incident.

The lawmen were executing an operation in the Five Miles area.

A 10-year-old girl also sustained gunshot wounds and is receiving treatment in hospital.

The Inter-Secondary Schools Sports Association (ISSA) must reform its disciplinary mechanisms to eliminate the growing perception that it operates as a kangaroo court where fairness is discarded and outcomes are predetermined.

The recent controversy involving Jamaica College (JC) and national youth footballer Jamone Lyle has exposed critical institutional flaws regarding natural justice, transparency, and accountability within the governing body of Jamaican school sports.

THE CONTROVERSY AND SANCTIONS

The dispute erupted when ISSA determined that Jamone Lyle, an active member of JC’s schoolboy football programme, was ineligible because he was registered under a professional contract with Waterhouse Football Club. This arrangement breached ISSA’s longstanding amateurism regulations.

As a result, ISSA issued severe penalties:

• Disqualification of Jamaica College from the Walker Cup.
• A ban from participating in the 2027 Walker Cup competition.
• Forfeiture of JC’s Manning Cup victory against St. Catherine High, turning a 3-2 win into a 3-0 loss.
• Replacement of JC in the Walker Cup final by Mona High, the team JC had previously defeated on penalties.

While ISSA holds a legitimate responsibility to enforce rules to maintain a level playing field, the severe nature of these penalties has sparked intense public debate.

JC’s Board of Management Chairman, Lance Hylton, publicly condemned the sanctions as “unsupportable, extreme and excessive,” bringing ISSA’s internal procedures under heavy scrutiny.

THE PROBLEM OF CONCENTRATED POWER

A major issue highlighted by this case is the structure of ISSA’s disciplinary and appeals framework. When Jamaica College filed an appeal against the initial ruling, the ISSA Executive Committee reviewed and subsequently upheld the sanctions issued by its own disciplinary arm.

This setup creates an inherent conflict of interest. True natural justice requires an independent, impartial third party to review disputes. When the same organization acts as investigator, prosecutor, judge, and appeals court, public confidence in a fair outcome is severely undermined. The process leaves the accused school with no neutral avenue for recourse inside the school sports framework.

Outdated Frameworks vs. Modern Realities

Legal and sports experts have pointed out that ISSA’s strict amateurism rules fail to align with modern international football standards. Dr. Emir Crowne, a prominent sports law expert in an interview with the Jamaica Gleaner published October 17, 2026,  noted that FIFA’s regulatory framework explicitly recognizes and protects minors who transition into professional environments.

By treating a young athlete’s career progression as an automatic disqualification from school sports, ISSA penalizes the student-athlete. Critics argue that any governing framework involving minors must prioritize the child’s development, welfare, and voice. Currently, ISSA’s rules appear to prioritize punitive measures over the educational and athletic growth of the students it is meant to serve.

MOVING FORWARD: THE NEED FOR REFORM

To protect its reputation and restore faith in its administration, ISSA must transition toward a modern, transparent, and fair disciplinary model. Key institutional reforms should include:

1. A legitimate Independent Appeals Board: Establishing a completely autonomous arbitration body separate from the ISSA Executive Committee to hear appeals neutrally.
2. Proportional Sanctions: Ensuring that penalties fit the nature of the infraction without excessively harming an entire school community or a minor’s future.
3. Collaborative Governance:

Working closely with the Jamaica Football Federation (JFF) and local clubs to build clear guardrails, preventing communication gaps regarding professional contracts.

Enforcing regulations is essential for competitive integrity, but the methods utilized must be irreproachable.

ISSA must dismantle its insular disciplinary loop to prove that its system operates on clear principles of justice rather than administrative overreach.

Opportunity for ISSA

The real opportunity here is for ISSA to transform a damaging controversy into meaningful institutional reform.

It should also reconsider any membership provision that purports to prevent legitimate judicial scrutiny.

Jamaica’s school sports system is far too important to be governed under a cloud of suspicion.

Its purpose extends beyond winning trophies. It is supposed to cultivate discipline, character, accountability, educational development and respect for justice.

The ultimate test of ISSA’s leadership is not whether it can punish Jamaica College.

It is whether it can demonstrate that its own exercise of power is fair, accountable and worthy of public trust.

ISSA must therefore move beyond defending its authority and begin demonstrating its commitment to justice.

Because in sport, as in society, justice must not only be done. It must also be seen to be done.

This is in the wake of yesterday’s incident in which a 10-year-old girl was wounded in Sligoville, St. Catherine.

It has been reported that the girl was shot while being used as a shield by armed men who were in a gun battle with the security forces.

The child remains hospitalised in critical condition.

HTCC Board member Nigel Cooper said there needs to be a nationwide response to situations that leave innocent children vulnerable to untenable levels of violence.

Dead is Trevoy Shaw, who was attached to the Jamaica Constabulary Force’s Special Operations Branch.

The JFJ says it is also deeply concerned about the wounding of another police officer, as well as a 10-year-old girl during the incident.

Executive Director Mickel Jackson expressed her support to the Constabulary during this time.

Jackson wished for the full recovery of the wounded persons.

This, despite what he calls a coordinated smear campaign by the Opposition.

Fitz-Henley made the comments when he spoke to members of the Diaspora in New York in the United States yesterday.

He was attending the American Friends of Jamaica Gala.

The State Minister noted that the Government’s special-purpose vehicle to rebuild sections of the island which were devastated by Hurricane Melissa will succeed.

According to Fitz-Henley, scrutiny of NaRRA is important, and there have been some reasonable questions.

NaRRA is back in the spotlight, following reports that its Chief Executive Officer was receiving a compensation of $40 million per annum, plus a 25 per cent performance gratuity.

There was also a revelation that the Digicel building chosen to serve as the NaRRA headquarters would cost $115 million each year to rent.

The Government is reviewing the lease.

Fitz-Henely said given that the market rate for the salary of some heads of key statutory bodies and rental costs across successive administrations are not widely known, it is understandable that some Jamaicans have genuine concerns about NaRRA.

He noted that some of these concerns, especially from the Opposition, are spurious.

He was reacting to yesterday’s incident in which two police officers were shot, one of them fatally, by armed men.

The gunmen were shot dead, and a young girl was wounded.

Burke said this act of violence has no place in the community.

He urged residents to support law enforcement officers who work tirelessly to uphold peace and safety.

Burke is urging anyone with information related to this incident to come forward and assist the police in their ongoing investigation.

The no-confidence vote was one of five agenda items that were to be dealt with at a Special Council Meeting today.

The court order follows an application brought by Williams and Mundle.

JLP Deputy General Secretary, Dr. Andrew Wheatley, says the party supports the application filed by the Mayor and his Deputy and that the rule of law should be allowed to take its course.

Meanwhile, Michelle Champagnie, one of the attorneys representing the Mayor and Deputy Mayor, confirmed that she appeared in the Supreme Court today regarding the leadership challenge and application for an injunction.

This comes after the Supreme Court granted an injunction to sitting Mayor Joel Williams and Deputy Mayor Clive Mundle, who are members of the Jamaica Labour Party (JLP).

The Court issued the order this morning to temporarily restrain the Corporation from proceeding with specified agenda items at a special meeting that would have paved the way for the Mayor and his Deputy to be replaced.

The injunction, granted by Justice Tracey-Ann Johnson, will remain in force until November 13, unless the court orders otherwise.

With the temporary restrictions in place, this morning’s special meeting was adjourned five minutes after it commenced.

The situation has concerned the PNP, which described the developments as profoundly anti-democratic.

Speaking with IRIE FM News this afternoon, minority leader in the Corporation, Scean Barnswell, said that while PNP Councillors respect the Court’s decision, they remain militant.

Following Thursday’s announcement and subsequent confirmation that a JLP Councillor was switching allegiance to the PNP, the Party maintains that it now commands a 12 -10 majority at the Corporation.

It has also argued that leadership of the Municipal body should reflect that shift in support.

Barnswell also highlighted issues with the injunction order, noting that it was obtained without notice to the PNP Councillors, and without them being represented in court.

He said it is anticipated that when the PNP lawyers bring the matter of the breaches to the Court, the judge will permit them to continue the process of electing a PNP majority-supported mayor and deputy mayor.

The incident, which involved a team from the Special Operations Branch, led to the death of one cop and the wounding of another.

The deceased lawman has been identified as Corporal Trevoy Shaw.

He and his teammates were on an operation in the Five Miles area.

Speaking to members of the Constabulary this afternoon, Dr. Blake revealed that the perpetrators involved were given the opportunity to surrender.

He urged lawmen to remain resolute in their pursuit to keep Jamaica safe.

The female child who sustained wounds remains hospitalised.

The incident also resulted in the deaths of one officer, three gunmen, and the wounding of another cop.

A manhunt has been launched for other perpetrators who fled into nearby bushes.

The Minister visited the community today to support the security forces.

He extended condolences to the relatives and colleagues of the fallen cop, Corporal Trevoy Shaw, who was attached to the Constabulary’s Specialised Operations Branch.

He also expressed concern for a police officer and a 10-year-old child who were wounded during the exchange of gunfire and wished them a full and speedy recovery.

Dr. Chang warned that perpetrators of serious crime will find no safe haven.

Dr. Chang commended the security forces which confronted an extremely dangerous situation and also assured citizens of the force’s ability to pursue and apprehend those responsible.
