										<content:encoded><![CDATA[<p>(LANKAPUVATH | COLOMBO) –  Sri Lanka has become a signatory to the agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ) at the United Nations headquarters in New York.<span id="more-44036"></span></p>
<p>This agreement that was negotiated by the Intergovernmental Conference on Marine Biodiversity in Areas Beyond National Jurisdiction was adopted on 19 June 2023 and it is implemented under the United Nations Convention on the Law of the Sea (UNCLOS).</p>
<p>Sri Lanka is the 109th signatory to the Agreement, which has been ratified by 17 countries, the Ministry of Foreign Affairs, Foreign Employment and Tourism said in a statement.</p>
<p>Following the signing of the agreement, the Government of Sri Lanka will establish an Inter-Ministerial Committee to oversee the ratification of the agreement and implementation of the Agreement’s provisions.</p>
<p>The Committee is expected to commence and coordinate the drafting of legislation with international assistance to develop the necessary domestic legal framework aimed at early ratification, it added.</p>
<p>Joining the BBNJ Agreement will enhance Sri Lanka’s potential to receive assistance for capacity-building projects, transfer of technology, and knowledge sharing in the country’s efforts in marine conservation. Signing this Agreement demonstrates Sri Lanka’s continued commitment to the United Nations Convention on the Law of the Sea (UNCLOS) and ensuring ocean governance through multilateral collaboration.</p>

<p>The President highlighted the necessity of implementing significant transformations within the innovation sector to meet these goals.</p>
<p>These remarks were made by President Dissanayake at the Innovation Island Summit &#8211; 2025, held yesterday (20) at the ITC Ratnadipa Hotel in Colombo, according to the President’s Media Division (PMD).</p>
<p>The President stated that hosting the Innovation Island Summit &#8211; 2025 in Sri Lanka signifies the growing interest and aspirations of new entrepreneurship in the country regarding innovation.</p>
<p>He further said that that various stages of human civilization have been identified, with each new chapter being shaped by innovation.</p>
<p>He underscored the importance of innovation in advancing human civilization to new stages, stating that while people’s needs remain constant and the means of fulfilling those needs have changed, the PMD stated.</p>
<p>The President explained that innovation drives the creation of new markets by addressing emerging needs, and that new markets emerge only when the method of fulfilling needs changes.</p>
<p>He also noted that countries that have achieved success globally have done so by recognizing and capitalizing on these changes, with neighboring India serving as a prime example.</p>
<p>The President expressed confidence in the substantial opportunities for innovation in our country, stating that Sri Lanka aims to pave a new path in digitalization by the year 2030.</p>
<p>President Dissanayake also mentioned that the current budget prioritizes innovation and emphasized the importance of utilizing new discoveries for commercialization.</p>
<p>The President projected export revenue of USD 19 billion for this year, emphasizing the need for a significant transformation in the innovation sector to realize this revenue target, the statement added.</p>
<p>He stated that creating an environment for the benefits of innovation to reach the entire population is a government responsibility, reiterating that the government’s numerous goals are intertwined with innovation.</p>
<p>The President also highlighted the challenges Sri Lanka faces in the global economic competition, along with the necessity for digitalization and innovation. He invited international partners and investors to come to Sri Lanka and requested that new investments be directed towards the country.</p>
<p>He further mentioned that a positive environment for innovation and business has already been established in the country and that we possess a skilled workforce to support this initiative.</p>

										<content:encoded><![CDATA[<p>(LANKAPUVATH | COLOMBO) –  India and Sri Lanka on Saturday held a meeting to strengthen ties between both the countries in the areas of critical minerals, exploration, and mining.<span id="more-44031"></span></p>
<p>The discussions focused on fostering bilateral cooperation in mineral exploration and mining, particularly in securing critical minerals essential for both nations’ economic and industrial growth, the Ministry of Mines said.</p>
<p>Union Minister of State for Coal and Mines Satish Chandra Dubey held a productive meeting today with Sunil Handunnetti, Minister of Industry and Entrepreneurship Development, Government of Sri Lanka, at Shastri Bhawan, New Delhi the ministry said in a statement.</p>
<p>A key focus was placed on Sri Lanka’s vast graphite and beach sand mineral resources, which hold immense potential in supporting the global shift towards clean energy, advanced battery technologies, and high-tech industries.</p>
<p>During the meeting, both leaders acknowledged the importance of strengthening collaboration in mineral exploration and mining opportunities for Indian companies in Sri Lanka.</p>
<p>Dubey emphasised that India’s National Critical Mineral Mission is aimed at securing a steady supply of essential raw materials like lithium, graphite, nickel, cobalt, and copper to meet the country’s ambitious renewable energy target.</p>
<p>He stated that India is actively working towards granting mining rights for critical minerals, forging international partnerships, and encouraging Indian companies to acquire mineral assets globally.</p>
<p>Both sides engaged in in-depth discussions on exploration opportunities, technological collaboration, and investment prospects in these sectors.</p>
<p>The possibility of mineral exploration on a Government-to-Government (G2G) basis was also discussed, with the Geological Survey of India (GSI) expressing its interest in conducting mineral assessments in Sri Lanka.</p>
<p>Additionally, Sri Lanka requested India to encourage Indian companies to participate in the exploration and development of its beach sand and graphite resources.</p>
<p>The finalization of the Memorandum of Understanding (MoU) on “Cooperation in the Field of Geology and Mineral Resources” between India’s Ministry of Mines and Sri Lanka’s Geological Survey &amp; Mines Bureau was also discussed.</p>
<p>Dubey expressed confidence that this MoU, once concluded, will provide a strong framework for deepening collaboration in capacity building, mining exploration, and advanced mineral processing.</p>
<p>He reiterated India’s commitment to supporting Sri Lanka in skill development, knowledge exchange, and modernising its mining industry through technological and financial assistance.</p>
<p>Speaking on the occasion, Shri Dubey stated, “India and Sri Lanka share a long-standing partnership, and our cooperation in the mining sector will further strengthen our economic ties. By working together, we can harness the full potential of our mineral resources, ensuring mutual growth and sustainability.”</p>
<p>The ministry said that the meeting concluded on a positive note, with both leaders agreeing to accelerate efforts toward formalising agreements and exploring new avenues for cooperation in the mineral sector.</p>

<p>He also extended an official invitation to President Dissanayake to visit the Maldives on an official state visit, the PMD mentioned.</p>
<p>President Dissanayake, in response, expressed his appreciation for the Maldives’ commitment to strengthening bilateral relations and reaffirmed Sri Lanka’s dedication to further enhancing cooperation between the two nations.</p>

This day is recognized as a significant milestone in the history of a noble state that upholds justice and mercy, guided by the principles of the Holy Quran and Sunnah. It is a day of great pride, symbolizing the happiness, dignity, and honor bestowed upon the people.</p>
<p>Imam Muhammad bin Saud (RA) began the establishment of Saudi Arabia in Wadi Hanifa, located in Diriyah. From there, he worked to stabilize the country&#8217;s economy and security. He successfully unified the various regions of the Najd province under one rule, fostering peace and cohesion. Additionally, he transformed Diriyah into a secure trading hub, enabling merchants from outside the region to conduct business without fear and ensuring a safe passage for pilgrims traveling for Hajj and Umrah.</p>

<p>Throughout his leadership, Imam Muhammad bin Saud (RA) accomplished numerous significant milestones in the founding of Saudi Arabia. He brought Diriyah under his authority and established peace and security in the region. His efforts extended beyond local stability, as he also strengthened the security of foreign territories. Through these achievements, he laid the foundation for a distinct political system, free from external influence. Furthermore, he initiated spiritual reforms that contributed to the nation’s moral and social development.</p>
<p>He also extended invitations to neighboring regions to join Saudi Arabia, striving to unify and strengthen the nation. Overcoming numerous challenges, he successfully stabilized the country&#8217;s economy and consolidated the provinces of Najd under a single administration. To protect Diriyah from external threats, he constructed a defensive wall around the region and established At-Tarafiyyah as his administrative headquarters. Through these efforts, Saudi Arabia emerged as a distinguished and unified kingdom.</p>
<p>While all Saudi rulers have been widely respected and admired for their leadership, Imam Muhammad bin Saud and King Abdul Aziz (RA) stand out for their pivotal roles in founding and shaping the great Islamic nation of Saudi Arabia.</p>
<p>This remarkable nation was built on a foundation of dedication and sacrifice. However, the transformation of Saudi Arabia into a global role model—leading the Muslim world, excelling in humanitarian efforts, spearheading Middle Eastern leadership, and competing with world powers in economic growth, defense advancements, innovation, and modern technology—can be attributed to the visionary leadership of King Salman bin Abdul Aziz Al Saud and Prime Minister and Crown Prince Mohammed bin Salman bin Abdul Aziz Al Saud.</p>

Regardless of rank or status, including members of the royal family, anyone found guilty of corruption is held accountable and brought to justice. The country has consistently confiscated illicitly acquired wealth, amounting to millions of riyals, and redirected it to state resources, reinforcing transparency and economic stability.</p>
<p>As a result, Saudi Arabia has achieved significant economic success. Corruption often leads nations into severe financial crises and even economic bankruptcy. However, Saudi Arabia&#8217;s strict anti-corruption measures have played a crucial role in ensuring economic stability and continuous growth.</p>
<p>As a dominant political force in the Middle East, Saudi Arabia also plays a key role in global affairs. The country has made remarkable advancements across various fields, including technology and innovation, earning worldwide recognition. Despite facing numerous challenges, Saudi Arabia has consistently overcome obstacles and continues to progress on multiple fronts.</p>
<p>A major driving force behind this transformation is Crown Prince Mohammed bin Salman&#8217;s Vision 2030. Groundbreaking projects such as Neom, The Line, Modern Diriyah, Qiddiya, Muqab, AlUla, King Salman Park, Mohammed bin Salman Stadium, Riyadh Airport, and advancements in state-of-the-art weapons manufacturing have propelled Saudi Arabia to new heights. These initiatives have not only reshaped the nation but have also captivated global attention with their ambition and scale.</p>
<p>King Salman once stated, “My primary goal is for our country to be a successful and pioneering nation in all aspects. <p>Through the grace of Allah, the unwavering dedication of King Salman bin Abdul Aziz and Crown Prince Mohammed bin Salman, and the resilience of the Saudi people, the nation continues to achieve outstanding success and development, drawing global recognition.</p>
<p>Crown Prince Mohammed bin Salman remains a key figure in both national and international affairs. Widely regarded as a visionary leader, he is celebrated as a champion of the Arab Islamic world and one of the most respected leaders on the global stage.</p>
<p>Saudi Arabia, a nation that has made remarkable progress in all fields, is also one of Sri Lanka&#8217;s closest allies. This year marks the 50th anniversary of diplomatic relations between the two countries.</p>
<p>Since the establishment of these ties, Saudi Arabia has consistently supported Sri Lanka through major infrastructure, social, and economic development projects. <p>Accordingly, the Minister of Public Administration, Provincial Councils and Local Government has issued the Gazette in terms of the powers vested in him by Paragraph (b) of Sub-Section (1) and Section 10 of the Municipal Councils Ordinance, Chapter 252.</p>
<p>The 337 Local Government Authorities includes 27 Municipal Councils, 36 Urban Councils and 274 Pradeshiya Sabhas.</p>

										<content:encoded><![CDATA[<p>(LANKAPUVATH | COLOMBO) –  Pope Francis has the onset of double pneumonia, the Vatican said on Tuesday, complicating treatment for the 88-year pontiff and indicating a further deterioration in his fragile health.<span id="more-44020"></span></p>
<p>Francis has been suffering from a respiratory infection for more than a week and was admitted to Rome’s Gemelli Hospital on February 14.</p>
<p>The Vatican said in a statement that the pope had undergone a chest CAT scan on Tuesday afternoon which had revealed “the onset of bilateral pneumonia that requires further pharmacological therapy”.</p>
<p>Bilateral pneumonia is a serious infection that can inflame and scar both lungs, and makes breathing more difficult.</p>
<p>“Laboratory tests, chest X-ray, and the clinical condition of the Holy Father continue to present a complex picture,” the Vatican said.</p>
<p>It reiterated that the pope was suffering from a “polymicrobial infection”, saying this required corticosteroid and antibiotic therapy, which was “making treatment more challenging”.</p>
<p>“Nevertheless, Pope Francis remains in good spirits,” the Vatican statement added.</p>
<p>The pope is especially prone to lung infections because as a young adult he developed pleurisy and had part of one lung removed.</p>
<p>A Vatican official, who declined to be named because of the sensitivity of the issue, said earlier in the day that the pontiff had not been put on a ventilator and was breathing on his own.</p>
<p>Ahead of the latest statement, the Vatican announced that all public engagements on the pope’s calendar had been cancelled through Sunday.</p>
<p>The pope had been due to lead several events over the weekend for the 2025 Catholic Holy Year, which runs through to next January.</p>
<p>The Vatican said on Monday that doctors had changed the pope’s drug therapy for the second time during his hospital stay to tackle a “complex clinical situation”.</p>
<p>Doctors say a polymicrobial infection occurs when two or more micro-organisms are involved, and can be caused by bacteria, viruses, or fungi.</p>
<p>The Vatican has said Francis will stay in hospital for as long as necessary.</p>
<p>The pope has been plagued by ill health in recent years, including regular bouts of flu, sciatica nerve pain and an abdominal hernia that required surgery in 2023.</p>
<p>The Vatican statement on Tuesday said he was grateful for all the support he has received in recent days. “With a thankful heart, (he) asks for continued prayers on his behalf,” it added.</p>

<p>The minister also announced that, starting today (February 19), a night bus service operated by the Sri Lanka Transport Board (SLTB) will run from Colombo Fort to Battaramulla.</p>
