Iowa Law Review is now accepting proposals for the Fall 2024 Symposium.

Proposal Requirements:
Proposals should be submitted via email to ilr@uiowa.edu. Proposals must include (1) a topic, including a description of the likely appeal to the Iowa Law Review’s reading constituencies and an analysis of the relationship between the symposium and what scholarship has already been published by law reviews on the same and similar topics; (2) the nature of the articles to be published—e.g., essays or articles; (3) likely authors; (4) timing of the symposium—e.g., the fall semester of 2024; and (5) likely sources of funding. Additional relevant information may be included. Once the submission period is closed, the Iowa Law Review will select its 2024 Symposium within a week. A notification will then be sent to all who submitted a proposal.

More Information:

The Iowa Law Review’s Symposium is a biennial forum for legal scholarship—bringing together
the foremost experts on a common topic of current and future importance in the law. While legal
symposia are now ubiquitous, it was at the Iowa Law Review where they began. Since its first
Symposium on administrative law in 1933—including contributions from legal giants such as
Felix Frankfurter and John Wigmore—the Iowa Law Review’s Symposium has and continues to
host symposia on topics as varied as the law itself. The Iowa Law Review is proud of its
Symposium’s ninety-year record of facilitating excellent legal scholarship and is excited to
continue this tradition of excellence with its 2024 Symposium.

Please reach out to Layne Tieszen, Volume 109’s Symposium Articles Editor, with any questions.
He can be reached via email at layne-tieszen@uiowa.edu. The Iowa Law Review looks forward to
your submission and to continuing its tradition of excellence with its 2024 Symposium.

(500-word abstract) are provided below.

Proposals for the main program (500 words) and presentation summaries for the
pedagogy program (300 words) are due June 30, 2023. Abstracts for the new voices
works-in-progress program (500 words) are due September 1, 2023. All submissions

Title: Structural Barriers and Systemic Interventions for Economic and Social Mobility
Co-sponsored by: Property Law Section; Clinical Legal Education Section; Section on
Critical Theories; Pro Bono & Access to Justice Section; Women in Legal Education
Section

I. MAIN PROGRAM

Co-moderators: Verónica C. Gonzales-Zamora & Tomar Pierson-Brown
The American Dream is not a dream. With the crises in national and global economies
over the last two decades, social and economic mobility has become stagnant. The cost
of housing and higher education in the U.S. has made the traditional routes to economic
stability and social mobility unfeasible for many. Student debt and predatory lending
continue to stifle the economic prosperity and transfers of wealth for people of color.
Systemic factors contributing to inter-generational poverty are largely ignored by
policymakers.

The American mythology of a meritocracy has perpetuated a narrative that people in
lower socio-economic classes are less deserving of government support. Law and
policy play a role in perpetuating the myth of “pulling oneself up by their bootstraps.”
Biases, attitudes, and prejudices are embedded in policies that promote narratives of
self-sufficiency and equal opportunity. Although the pandemic prompted some
innovative programs that supported people across classes, for decades there has been
little attention paid to creating more sustainable robust social safety nets.

Meritocratic assumptions, that people should only have the things they earn, continue to
find their way into law and policy around the globe. This program is designed to solicit
presenters who can share insights into how law has been both a contributing factor to
cyclical poverty and a tool for mitigating economic and social inequality. We are looking
for both critical theorists and subject matter experts to lead interactive presentations on
why these narratives and the structural barriers they reinforce are so persistent, as well
as strategies for sustainable, structural change. Areas of expertise on this theme may
include, but are not limited to the following disciplines:

● Sociology, social work (e.g., vulnerability theory)
● Education
● Healthcare, health law, health justice
● Housing
● Economics
● Elder law
● Public benefits law
● Family law/foster care
● Critical legal theory
● Intersectionality

We invite proposals of 500 words or less from individuals or panels of up to 3. The
proposal should describe the content, desired format of the presentation, and include
the name(s) and contact information of the presenters. Preference will be given to
proposals that include at least one person from a non-profit or community space (not
just lawyers/law professors) and/or interdisciplinary groups of speakers. We welcome
proposals from faculty with diverse experiences and backgrounds.

Please submit proposals by July 15, 2023, here:
https://forms.gle/872PR6XmCJsThtRp7. Any questions about the main program can be
directed to Verónica C. Gonzales (vgonzal2@unm.edu) and Tomar Pierson-Brown
(tnb25@pitt.edu).

II. PEDAGOGY PROGRAM

Co-moderators: Lauren Katz Smith & Jenna Prochaska
As successful constitutional litigation feels further out of reach, national government
funding for legal services decreases, and legislative protections for the poor are limited,
law students must be trained and supported in ways that are reflective of the current
conditions of poverty law practice. Many who practice and teach in this space,
recognize that meaningful legal strategy must be collaborative in nature and approach
and designed as partnerships with community organizations and movements. This
session will showcase the creative ways that law faculty are responding to the
opportunity to innovate and inspire the next generation of collaborative social justice
advocates.

We seek proposals discussing systemic advocacy, intersectional poverty law, and
supporting sustainable movements. Submissions should be brief presentation
summaries (no more than 300 words) of a technique, assignment, or project that you
use to teach collaboration and/or innovation in Poverty Law. Show us the ways that you
are innovating in and/or beyond your classroom walls. Each potential speaker may
submit only one presentation summary for consideration.

Please submit proposals by July 15, 2023, here:
https://forms.gle/872PR6XmCJsThtRp7. Any questions about the pedagogy program
can be directed to Lauren Katz Smith (lauren.h.katz@drexel.edu) and Jenna Prochaska
(jprochaska@luc.edu).

III. NEW VOICES PROGRAM

Co-moderators: Emily Suski, Mira Edmonds, & Jason Parkin
This works-in-progress program will give junior scholars writing in the area of poverty
law, broadly defined, an opportunity to showcase their work and receive feedback from
the community. Scholars at AALS member law schools who have been writing in the
field of poverty law for 8 years or less are eligible; clinical and research faculty alike are
encouraged to apply.

The format of the session will include brief (7-10 minute) presentations of papers,
followed by Q&A with the audience. Priority will be given to papers that have not yet
been accepted for publication. More details will be provided to selected presenters.
Please submit a 500-word abstract for your work-in-progress by September 1, 2023,
here: https://forms.gle/872PR6XmCJsThtRp7. Any questions about the new voices
program can be directed to Emily Suski (esuski@law.sc.edu), Mira Edmonds
(edmondm@umich.edu), and Jason Parkin (jason.parkin@law.cuny.edu).

The Minerva Center for the Rule of Law under Extreme Conditions (RLEC) at the University of Haifa, Faculty of Law and the Geography and Environmental Studies Department, invite submissions for participation in the fourth young researchers workshop on “Terrorism and Belligerency”. The workshop will be held at the Minerva Center, University of Haifa.

Subject-Matter of Workshop

Armed conflicts have always had a significant effect on persons, whether as active participants, providers of relief and military support, or of course as victims. Other stakeholders, such as decision-makers (e.g., political leaders), and post-conflict investigators and judges, may raise different perspectives and questions, such as of accountability or the legal moral consequences of actions taken during armed conflicts.

While some aspects of the human dimension, such as protection of civilians during armed conflicts, have been the subject of significant research, there are many aspects of that human dimension that have not been sufficiently addressed. Some of these aspects are long standing ones, such as questions about the right to life of combatants, and the impact of just war theory on the justification of the combatants from the unjust side to the conflict to bear arms. Other aspects include the effects of new technology and even AI on persons on the battlefield – both combatants (own combatants and adversary combatants) and civilians.

The workshop will focus on “Human Dimension in Warfare” from legal, moral, technological, comparative, and doctrinal perspectives.

A non-exhaustive list of possible subjects includes:

International law aspects of the human dimension in warfare – current aspects and upcoming/potential developments.

The interplay between international humanitarian law and international human rights law.

Ethical considerations related to human dimension of warfare

Technological developments that could affect the human dimension of warfare.

Protection of civilians in conflict related environment.

Direct and indirect implications of armed conflict and terrorism over the human dimension.

Purpose of Workshop

The purpose of this workshop is to convene a group of scholars for a high-level discussion on enduring and emerging questions on law and policy related to the human dimension in terrorism / belligerency. This workshop will offer participants a balanced combination of rigorous scholarly discussion and more relaxed social interaction.

Structure of Workshop

This workshop will feature up to twelve papers selected through this call. The expected formation will include researchers both from Israel and abroad. The workshop will be held over a 12 day period; participants from abroad will be offered residency in the university dormitories.

Workshop Sessions: The participants will convene 2-3 time a week for full day sessions of presentations and discussions. During each session, selected participants will present their papers to the workshop group (apx. 20-30 minutes). Senior researchers and practitioners will be invited to the sessions to provide feedback, as well as a weekly keynote presentation. Following each presentation there will be an open discussion among the workshop participants.

Field trip: The participants will be invited for field trips which include, inter alia, planned visits to relevant locations and institutions (such as the Israeli Supreme Court, Ministry of Foreign Affairs, Ofer Military Court, the Northern border, and the security wall) where they will meet with experts and practitioners dealing with issues related to terrorism and belligerency.

Respondents and Guest speakers

Each young researcher admitted to the workshop will be paired with a senior respondent. The respondent will provide the young researcher with a thorough and productive feedback following the presentation of the paper. The organizing committee is putting a lot of effort in finding the most suitable respondents to the specific presentations.

Eligibility

Submissions are invited from young researchers, namely PhD candidates, Post-Doctoral fellows, and scholars up to 5 years since the completion of their PhD.

Submission Instructions

Interested scholars should email an abstract of up to 500 words along with current CV by Monday, June 26, 2023 to the following address: minervaextreme@univ.haifa.ac.il. Researchers asking for support for travel expenses (see article 9 for details) should also submit a letter of request. Abstracts should reflect papers that have not been published. Researchers should identify their submission with the following subject line: “Minerva Center— Terrorism and Belligerency Workshop 2023.”

Notification and Participation Requirements

Successful applicants will be selected by a Symposium Organizing Committee and notified no later than Tuesday, August 1, 2023

Conditions

An invitation to participate in this Symposium will be issued to a participant on the following conditions:

(1) The participant agrees to submit an original, unpublished paper between 8,000 words and 12,000 words consistent with submission guidelines issued by the workshop conveners;

(2) The participant agrees to submit a full pre-workshop draft by Monday, October 2, 2023

(3) The participant agrees to submit a full post-symposium final draft by March 5, 2024; and

(4) The participant agrees to acknowledge in future publication of his or her relevant paper, “the Minerva Center for RLEC at the Faculty of Law and the Geography and Environmental Studies Department, the University of Haifa“.

Costs

There is no cost to participate in the Workshop. Successful applicants are responsible for securing their own funding for travel and other incidental expenses, in accordance with the following information:

Travel: In order to enable submissions from young researchers coming from developing countries, distant locations or in unique circumstances, the Minerva Center will provide partial assistance to cover travel expenses. A request letter should be included in the submission.

Accommodation: Researchers from outside of Israel are expected to stay in Haifa during the workshop. The cost of accommodations at the dormitories for this period will be covered by the Minerva Center. Researchers who choose to extend their stay or to arrange for their own accommodations will be required to secure their own funding.

Food: Light refreshments, lunch and dinner will be available at the Minerva Center on the workshop sessions dates.

Streaming

In accordance with the ongoing practice of the Minerva RLEC, all of the young researchers workshop sessions will be live streamed and recorded online. We believe that almost any academic event should be live streamed, recorded, and available to the public. However, this is not a mandatory requirement and every speaker can chose to opt-out from this option for his or her own presentation. For previous recordings please visit the Minerva RLEC YouTube page.

The Minerva Center for the Rule of Law under Extreme Conditions at the University of Haifa Faculty of Law and the Geography and Environmental Studies Department, is an international venue and transnational forum – together with the University of Hamburg, for study, research, training, education and publication. It fosters multifaceted empirical and theoretical research in the study of the rule of law as a social sphere during belligerencies, natural disasters and socio-economic acute crises. Challenges to the rule of law under extreme conditions may vary under different constitutional and political regimes. The Center concentrates on democracies. The analyses examine institutional, cultural, socioeconomic and policy dimensions. Its mission includes encouraging scholars, young scientists, and students to develop data and cultivate an interactive dialogue for research and training around these issues. The Center fosters dialogue with students, scholars, experts, policy and decision makers through symposia, colloquia, seminars, conferences and a series of publications based on its research and findings. Law and Rurality Workshop

The Rural Reconciliation Project at the University of Nebraska College of Law, along with the University of South Dakota Knudson School of Law, will host a workshop this fall for scholars of all levels and
disciplines whose work engages with law and its relation to rural people and places. The workshop will be
held via Zoom on Friday, November 17, 2023, from approximately 9 am until 4 pm CST, with the final
schedule to be determined by participant interest.

This workshop will provide a forum for a range of scholars to share and receive feedback on works-in-
progress on any topic that addresses or investigates rurality and the law, including legal issues viewed
through the lens of rurality, rural geographies, or rural-urban difference. We also anticipate at least one
incubator session for scholars to receive feedback on nascent ideas.
Participants will be expected to attend the full day of Zoom sessions and read and comment on other
works.

Submission Process and Related Deadlines

If you are interested in workshopping an idea or an in-progress paper, please submit a title and abstract to
Hannah Haksgaard at hannah.haksgaard@usd.edu no later than Monday, August 21, 2023. Indicate on
your abstract whether you will be workshopping a paper or want to present at an incubator session.
Final drafts will be due October 30 so they may be circulated to other participants. Those presenting at an
incubator session need only submit a final abstract.

We also invite particularly interested scholars to attend even without workshopping a paper or presenting
an idea for future work. If you wish to attend all or part of the conference – either as a general participant or as a commentator – please also e-mail hannah.haksgaard@usd.edu by August 21, 2023, with some background and context about your proposed engagement (i.e., area of expertise, whether you would like to participate as a formal discussant or general workshop member).

UCL Faculty of Laws

Workshop date: 11 & 12 September 2023
Deadline for Submissions: 2 May 2023

Workshop Overview:

Queer theory and private law are seldom in direct dialogue. Queer theory emphasises indeterminacy and social construction. In contrast, Private Law is typically associated with economic rationality and liberal and neo-liberal beliefs to advance individuals’ autonomy and rights, and relies on binary norms and divisions, such as reasonable/unreasonable, wrongful/non-wrongful, misfeasance/malfeasance.

In recent years, scholars have begun to explore queer theory as a tool to critically appraise various legal fields, such as family law and criminal law. Yet, with few exceptions, queer theory has not been applied to critically analyse private law despite queer theory’s valuable explanatory power and tools for critique. This workshop seeks to fill this gap.

We invite scholars focusing on various areas of private law (broadly defined) to submit abstracts of works-in-progress to presentation in one of five panels:

Private Law and the Closet – analysing the ways in which the closet structures queer lives and everyday private law.

Queer Confrontations – discussing how queer defiance and resistance can improve private law and how private law should evaluate and respond to such activity.

Queer Cases Make Bad Private Law – exploring cases and statutes to highlight the question of how queer subjects are imagined by judges and lawmakers in private law.

The Pleasure of Private Law – investigating how private law influences queer bodies and pleasures, and how queer pleasures problematize private law doctrines.

Queering the Private Law Curriculum (roundtable) – exploring private law’s queer turn, and how we can reconnect, reorder, and claim queer sensitivities and methodologies in private law knowledge production and pedagogy.

Abstracts of up to 500 words should be submitted via this form https://forms.office.com/e/G6aE2CAN6J by May 2, 8pm (BST). Applicants will be notified of the result of their submissions by June 1.

The workshop will operate on a pre-read basis and only works-in-progress are eligible. Papers that have been accepted for publication but can still be changed until the date of the workshop are eligible. Presenters will be expected to submit their papers, which should be up to 10,000 words including footnotes, by August 14 for circulation. The Modern Law Review is funding the workshop and has expressed interest in considering papers present in the workshop for publication. Presenters will be expected to attend both days of the workshop.

Keynote speakers:

The Hon. Dr. Victoria McCloud, Master of The Senior Courts, King’s Bench Division.

Prof. Simon Stern, Director, Centre for Innovation Law & Policy; Chair in Innovation Law, University of Toronto.

Funding:

Workshop organizers have some funding to assist with travel and accommodation. To promote diversity and inclusivity, we intend to allocate funds for travel based on need, with preference given to early career scholars, under-represented voices, as well as proportionately to take into account that travel costs for some will be greater than for others. We have a limit budget and ask for those who would seek travel assistance to include in their submission a note with a rough amount of the funding sought.

Workshop’s co-convenors:

Dr Haim Abraham, Lecturer in Law, University College London, Faculty of Laws;
Dr Eden Sarid, Lecturer in Law, Essex Law School.
