The 25035AMLBAML Drakes Creek AML Reclamation Project is in Hopkins County, Kentucky, at 3714’6.37″N”, 8725’31.90″W and will reclaim approximately 74 acres adversely affected by previous coal mining operations. The total project viewshed shown on the plans is 400 acres. Only 74 acres are proposed for construction, and it will be within those 400 acres. The entire 400 acres has been disturbed by previous pre-law surface mining and/or deep mining activities. There are multiple access points from public roads for the project. The project consists of backfilling approximately 2000 linear feet of mining highwall and eliminating approximately 14 acres of mine pits. Some pits will be backfilled with adjacent onsite mine spoil material as part of eliminating the mining highwall. The designated highwall areas will be backfilled at slopes no steeper than 3h:1v using adjacent mine spoil. The pits will be capped with the best material available on site. Some pits will be used in the construction of long-term water treatment cells to reduce acid mine drainage. The water in all pits will be treated and raised to a pH of 6 or greater prior to release in accordance with KYDAML Technical Specifications. Acidic spoils adjacent to the pit shall be used first in backfilling the pit to eliminate the acid forming potential of these materials. This effort will require additional effort and may require double handling of some soils. The final grade of spoil ridges will be no steeper than a 3:1 slope, and the highwall backfill will be no steeper than a 3:1 slope.
Acid mine drainage treatment cells will be constructed in the northern number nine coal seam mine bench utilizing the existing mine pits. The treatment cells will be built according to AML technical specifications and will include limestone sand, straw/hay, compost/manure and hardwood bark mulch or equivalents. Barren coal refuse, unvegetated fireclay and/or coal slurry pits are included in this project and will be reclaimed. Adjacent spoil piles will be graded, and spoil material will be pushed over the refuse/slurry/fireclay areas. Limestone Sand and/or Agricultural Lime will be applied to some areas prior to covering with spoil. A borrow pit is shown on the plans for borrow material and this material will be
transported by truck to the #11 mine bench and used as final cover material. These borrow areas will be developed as shown unless exploration pits determine the borrow unsuitable. In which case, the borrow areas will shift slightly but still will lie within the 400-acre project footprint. The total acreage of disturbance will not increase, only change location slightly to make use of better borrow material. AML representatives will make the final determination
whether the borrow material is suitable. Borrow Material will be paid for as shown on the bid schedule for Earthwork Borrow Material on a cubic yard basis for material hauled in a truck from the designated borrow area to the final placement area. This yardage is not included in EARTHWORK – MINE SPOIL, REFUSE. The volume will be estimated by truck count then measured by a before and after survey. This material will be used as a final cover
material in areas where spoil material is not conducive to supporting vegetative growth. Blasting will not be permitted in any work areas. Work for this project will involve the removal of trees measuring over 3-5 inches in diameter at breast height (DBH) at the project location. This cutting shall occur from November 15th March 31st, when the imperiled forest-dwelling bats are either within or in the immediate vicinity of their winter hibernacula. The contractor can burn cleared trees, or in some cases may windrow them. The landowners have been given the opportunity to harvest timber prior to the project, and timber remaining within the 74-acre project limits can be removed from the site by the contractor under this contract.

To reach the site, From intersection of US-119 and KY 15 at Whitesburg travel east approximately 5.192 miles. Make a right turn onto an unmarked gravel road and follow the road to the house site. An off-site PRIOIR DISTURBED waste area included to received excess material. It is a previously disturbed site and was designated as a waste area for a previous AML project, Wendell Fields Phase II which has received ATP. Waste Area Coordinates: 37.134072° -82.767047°
Project limits include 5.2 acres, with an expected disturbance of 1.00 acres within project boundaries; tree disturbance of 0.5 Acres in a stable area. Project limits for the offsite waste area(s) include 2.7 acres, with an expected disturbance of 0.5 acres. No tree disturbance is anticipated at the Waste Area.
The Newman project will be reclaiming Mine Portals on the property. These portals have cause drainage issues along with the washing out of the driveway that connects the residence with the main road below. The property has 4 mine portals behind the bench where the home is located that are affecting the homeowner. Four standard Closures will be installed on the existing mine portals at the appropriate locations. 3 portals will be closed with AML standard wildlife closure.
Landscape Allowance is included to address “in kind”, any shrubbery that is disturbed due to
normal reclamation activities. Structure Removal/Replacement is included to relocate/replace features “in kind” to facilitate normal reclamation activities. Site prep is included as needed to clear existing vegetation. Silt Control is included as an erosion control measure. Earthwork is
included for excavation and transportation to the waste area. This also include all final grade at the site and waste area.
The solution presented for the Newman project includes installing 3 Standard Wildlife Closures to the open mine portals (with 40 linear feet of subdrain beneath the closures) and to open the collapsed mine portal and install 8” HDPE for Drainage. To prevent future drainage problems, the plans are to install 20 linear feet of 18” HDPE with a concrete headwall under the driveway where the mine portal is producing water. Also subdrain behind the Newman residence to ensure drainage moving away from the home. At the outlet of all HDPE pipes, class III backfill will be placed to help with erosion control and washout.
