The Wendell H. Ford Regional Training Center (WHFRTC) is on reclaimed strip-mine land. Cypress Creek is channelized and flows in a straight pattern through broad floodplains within the WHFRTC, resulting in the loss of diverse aquatic habitat complexes. The project will involve the relocation and restoration of +/- 49,770 linear feet of Cypress Creek and its tributaries using natural channel design principles. The objective of this project is to establish a stable, natural stream pattern and dimension to restore the existing degraded habitat, altered primary physical processes, and destabilized in-stream conditions.

Because of the size and scope of the project, construction will be accomplished in eight (8) phases following a logical sequence of work. This bid package is for Phase 4 of the project involving the restoration of 5,719 linear feet of stream and the treatment of 300 acres of invasive plant species. Work will include, but is not limited to, excavation of proposed channels and floodplains; construction of in-stream structures and bank treatments; reshaping of existing channels; preparation of seedbeds; installation of erosion control blanket and mulch; application of herbicide using an unmanned aerial vehicle; and installation of native seeds and live stakes. Grading and shaping may also occur within the floodplains adjacent to project streams to facilitate the storage and/or transport of floodwaters.

Rock, debris, and coal refuse washed out uphill from a residence, blocking a driveway to one home and filling the yard up to another house with the debris and slide material, causing extensive damage to the property. Drainage from above where an old pond is located washed out during a heavy rain, releasing the material.
A short term cleanup project will take place to restore driveway access for both homes, clean up the slide material in the yard, and install temporary protections in anticipation of a larger project to reclaim the area up the hill. Slide material will be hauled to a previously used AML waste, a site 2.9 miles from the project site on a reclaimed and fully released permit area. The waste material we be buried under topsoil excavated at the waste site to promote proper revegetation. The ditch above the driveway will be cleaned out and re-established with a temporary sump and silt trap as well as a debris barrier to prevent further damage. The follow up project will occur separately and will replace any temporary structures with the intent to permanently reclaim the site. This project is intended only to restore access and remove material from the yard at the bottom.

At the upstream area of the project, two portals producing drainage are compromising stability within a pasture area. These two portals will be opened, drained, closed with non-wildlife accessible closures and capped with excavated material with drainage features installed to conduct mine water to the adjacent natural drain. Excess material will be transported to the onsite waste area. A Class III ditch and culvert will be installed in the natural drain to protect the drainage features and conduct the collected drainage ultimately to the natural stream.
At the middle area, a slide threatening a structure, open and draining portals and a water body impounded above open portals are causing stability and safety concerns. The slide will be addressed by excavating to rock and installing subdrain between the structure and the slide area.
The subdrain will outlet into a concrete block-tied mat ditch along the driveway to the natural stream. The water body impounded over existing portals will be drained, the two portals closed with non-wildlife accessible closures and drainage features installed to conduct future drainage to the natural stream. Waste material generated by this project will be used as a top treatment above the portal closures. Waste placement along with grading will make the area nonimpounding.
An area north of the Williams Fork stream will be grubbed to assess stability. The
portals north of Williams Fork stream will be closed with the wildlife-appropriate portal
closure(s) and adjacent unstable roof areas supported using aggregate.
At the downstream area, two portals producing drainage are compromising stability of the yard area adjacent to a residence. These two portals will be excavated, drained and closed with nonwildlife accessible closures and drainage features installed to conduct the water to the natural stream. Three portals north of the natural stream will be closed with wildlife accessible portal closures and adjacent unstable roof areas supported. The culvert under Williams Branch Road (at end of county maintenance) is structurally compromised and will be replaced with inlet and outlet headwalls installed.
