Perfect for topping off a package, storefront decorations, or just brightening up your displays – learning to make tissue flowers is easier than you’d think. This complete guide walks you through every fold and fluff, including clear step-by-step instructions and a video tutorial to create tissue paper flowers that turn out picture-perfect!

Steps to Easy Tissue Flowers

In just three simple steps, you’ll learn how to:

1. Stack and fold your tissue paper layers 
2. Trim your petal shape & secure it for easy hanging/mounting 
3. Fluff it into a gorgeous bloom (that looks surprisingly realistic!)

Whether you’re crafting a single statement flower for the top of a package or planning to make dozens for a trade show display, these easy tissue paper flowers are a budget-friendly way to add color and charm to any event!

Materials You’ll Need: 

• Tissue Paper 
• Floral wire, twist ties, string, ribbon, or stapler + staples
• Scissors
• Ruler or measuring tape

Step 1: Stack & Fold Your Sheets

Image Description: Your stacked and folded tissue sheets should form a rectangle accordion. 

First, decide how large you want your tissue paper flower to be. This will determine how many sheets you need to layer together! The larger the flower, the more layers you will need to make the end product look fluffy and full.

Crafter’s Note: 
*sheet size = number of layers = flower size*
18 x 16in. Sheets  = 10+ Layers  = ~16in. Flower
15 x 13in. Sheets  =  8+ Layers  = ~15in. Flower
12 x 10in. Sheets  =  6+ Layers  = ~10in. Flower
10 x 8 in. Sheets  =  5+ Layers  = ~8 in. Flower

Then, stack your layers neatly in front of you. (If using larger sheets folded to a certain side, make sure all your folds are stacked along one edge.) 

Crafter’s Note: Try stacking multiple colors of tissue for an ombre look, patterned tissue for more variety, or a combination of the two!

Now accordion-fold back and forth in 1 to 2 inch increments, until you’ve folded the entire length of tissue paper. Larger tissue paper flowers will need a 2-inch width fold, while smaller tissue paper flowers can be folded into 1-inch increments. 

Step 2: Notch, Trim, & Tie

Image Description: Notch both sides of the center.

Now that your sheets are folded into an accordion, trim a notch on either side in the center of your bundle. 

This notch will be where we secure the middle of the flower to hold it all together. Notching makes our flower less bulky in the center, so it will appear more fluffy once it’s finished. 

Then, trim the ends of your accordion to create the petals of your flower. 

We have demonstrated three different edge variations, and how they’ll look once you fluff your flower. Feel free to leave your edge straight, or come up with your own style! 

Image Description: Select your petal shape, then trim both ends into the desired petal shape.

Crafter’s Note: Cut rounded ends to create a carnation or peony, or try pointed ends for a mix between a dahlia and a chrysanthemum! 

It’s time to secure it all together! Tie a floral wire, raffia, ribbon, or clear fishing line tightly in a knot in the center where we just cut the notches. 

Make sure this knot is secure – it will be hard to access it once we fluff out the flower petals. Also, be careful not to tie it too tight, or it may rip through the tissue!

Crafter’s Note: If you’re transporting these from home or to an event, keep them flat and fluff on-site! This will keep your tissue paper flowers fluffy and beautiful, and avoid getting crushed in transit.

Step 3: Fluff & Style

Image Description: Pull up one layer of tissue at a time. Slowly and carefully pull all remaining layers of tissue away from the accordion to create tissue flower petals.

Your tissue paper flower is almost complete! Now we get to fluff up our petals and watch our gorgeous bloom come to life. 

One sheet at a time, pull the petal layers away from the center at a 90-degree angle, forming your flower’s petals. Alternate sides until all the layers have been pulled out of the accordion, so you’re left with a fluffy tissue paper flower. 

Continue to fluff the tissue paper as needed to fill out the center and hide your knot inside. 

And that’s it – enjoy your new tissue paper flower!

Print options we offer:

We have a variety of print options including Hot Stamp, Ink, Digital, and Screen Print. Our print options will vary with each product. Can’t decide which is the best option for you, or have questions? Call our custom print specialists to get quotes and more guidance.

• Hot Stamp – uses a heated foil process where the imprint of the artwork is the foil color. Imprint colors for hot stamp include metallic, matte, gloss, satin, iridescent, and rainbow foils. This imprint option is great for gloss and matte gift bags, plastic bags, poly mailers, velour jewelry bags, gift & apparel boxes, gourmet boxes, jewelry boxes, ribbon, labels, and our popular kraft shopping bags. Requires vector artwork.
• Ink – PMS color matching is available for this imprint option. Up to 2 colors on some products and is great for paper products such as kraft shopping bags, gift & mailing boxes, packing tape, and labels. Requires vector artwork.
• Digital – Offers full-color imprint. The translucent nature of the ink combined with the color of the product may influence saturation, vibrancy, and overall outcome of the artwork. Digital printing is best on white products, but we can print a darker effect on brown kraft bags. This imprint option is for white or brown kraft shopping bags, but is also available for brown kraft pinstripe boxes. Requires vector artwork or high resolution 300dpi image.
• Screen Print – Is fabric friendly and is perfect for reusable bags made of canvas or burlap, and cloth jewelry bags. Comes in a variety of solid, metallic, and neon colors. Requires vector artwork.

How to Place an Order:

You can order by emailing us, or by calling our custom print specialists at 1-800-547-9727, ext. 4.

If you have a specific deadline, or have concerns about turnaround times, please discuss it with us right away. We are willing to work with you to provide a reasonable lead time. Your next step will be to provide the correct file type for artwork.

Artwork:

We do the proofing for you! Please submit your artwork to our custom print email, preferably in vector format in either .eps, .svg, or .ai. If you don’t have vector artwork, we do accept images such as .jpeg and .png with at least 300dpi, but will need to be rebuilt in order to vectorize. This will increase proof turnaround times.

If you request any special placement of the artwork on the product, please let us know in the email when you send us your artwork or discuss it with your custom print specialist. Don’t have a vector file or artwork to send? We can create your artwork, but an art fee may apply.

• If artwork is provided as vector – it will provide the fastest proof turnaround time, some artwork may need to be modified to meet print requirements depending on the complexity of the artwork, type of product, and type of imprint.
• If artwork is provided as an image – if printing other than digital, we will have to rebuild the artwork and match fonts as closely as possible. Some artwork may need to be modified to meet print requirements depending on the complexity of the artwork, type of product, and type of imprint. It will delay the processing of the proof turnaround time.
• If you don’t have artwork – Let us know your preferred fonts, or what you have in mind. We can help build your artwork. An art fee may apply. This will delay the processing of the proof turnaround time.

Proof Turnaround Time:

Once we receive your artwork, our proofing process takes up to 24-48 hours depending on the time of the year, the type of printing and whether your artwork needs to be modified or rebuilt. Upon receiving a copy of your proof via email, please review and inspect each page of the proof for accuracy in spelling, punctuation, art size and placement, imprint type and imprint color(s), and correct product type including color and dimensions. If changes are needed, please notify us prior to your approval.

If all is correct, please reply to the email with all proof pages signed. Once we receive proof approval, it finalizes the process, and we’ll schedule your order with production.

Before we print:

It’s important for you to sign the proof pages and email them back to us, this lets us know everything is approved so we can put your project on the print production schedule.

The lead time quoted by your custom print specialist will start AFTER we receive proof approval. Make sure you check your email and spam for a PDF of your proof. Look over and sign each page to make sure everything is correct. If there are changes, please notify us by calling or emailing us prior to signing. We will make the changes, then email you a revised proof. Your quoted lead time begins after we receive your final proof approval.

MATERIALS:

2 coordinated cookies (thank you Nicholson’s Nibbles!)
2 Heat Sealable Cello Bag. We used the CC2B @ 10¢
1 White Clear Lid Box. We used 14TN It’s perfect for 2 cookies. @ 54¢
A sprinkling of Fuchsia Crinkle Cut Shred @ 5¢. I’m totally guessing here, 10 lbs is a lot of shred!
1 Black Satin Stretch Loop @ 37¢
1 Butterfly Leopard Gift Tag @ 7¢

MATERIALS:

1 Beautiful Cookie (ours were created by Nicholson’s Nibbles)
1 Heat Sealable Cello Bag. We used the CC2B @ 10¢
1 Lipstick Leopard Jewelry Box
1 Pink Satin Stretch Loop

It takes way longer to explain this idea than to do it! This party favor takes less than one minute to create, adds 46¢ to your cost, but easily adds at least $1.50 to the sale!

MATERIALS:

1 Beautiful Cookie (ours were created by Nicholson’s Nibbles)
1 Heat Sealable Cello Bag. We used the CC2B @ 5¢
1 Lipstick Leopard Merchandise Bag @ 9¢
1 Black Satin Pre-Tied Bow @ 25¢
1 Lipstick Leopard Gift Tag @ 7¢

Equipment:
Small Hole Punch
Heat Sealer

1. Heat seal your beautiful cookie into the cello bag, these bags retain your cookie’s freshness.
2. Fold the lip of the merchandise bag forward, then gently fold in half lengthwise. Don’t crease the fold, just pinch the top middle together and punch a hole with the hole puncher. One punch is a uniform way to make the 2 holes needed that go through all layers. The white push pin marks the spot to punch!
3. Place cookie into the sack. Re-fold lip.
4. Now lace the gift tag on one prong of the bow’s twist tie, lace the bow prongs through the holes you punched, and twist in back.

TA-DA!
