type='html'>&lt;p&gt;The Serious Fraud Office (SFO) has launched a criminal investigation into allegations of price rigging in the £3tn-a-day foreign exchange market. The probe will look into allegations of &quot;fraudulent conduct&quot;, the director of the SFO said in a statement. Around 15 authorities internationally are investigating allegations of collusion and price manipulation. It is alleged that traders used online chatrooms to plan the fixing of benchmark prices. Two of Europe&#39;s largest airlines, Lufthansa and British Airways, have both told Business Insider that they have ordered their planes away from the disputed region. legal high known as &quot;mexxy&quot; is to be outlawed, the Government has announced.  It follows concerns that two people whose bodies were found in Leicestershire in February may have taken some form of the drug after buying it over the internet. Methoxetamine, or mexxy, will initially be made illegal for 12 months while Government advisers decide whether to ban it completely. Crime Prevention Minister Lord Henley said: &quot;Making this drug illegal sends a clear message to users and those making and supplying it that we are stepping up our fight against substances which are dangerous and ruin the lives of victims and their families. &quot;But making drugs illegal is only part of the solution. &quot;It is important for users of these harmful substances to understand that just because they are described as legal highs, it does not mean they are safe or should be seen as a &#39;safer&#39; alternative to illegal substances.&quot; Anyone caught making, supplying or importing the drug faces up to 14 years in prison and an unlimited fine. Under the change in law, police and border officials will also have new powers to search or detain anyone they suspect of having the drug and seize, keep or dispose of a substance they suspect is methoxetamine. After its growing use as a party drug, the Home Office referred mexxy to the Advisory Council on the Misuse of Drugs (ACMD) for its views on controlling it earlier this month. The drug, used as an alternative to ketamine, is widely available on the internet. Its effects include a faster heart rate, hallucinations, hypertension, loss of balance, higher blood pressure, agitation and cardiovascular conditions. Tests by the ACMD also found evidence that use of methoxetamine can lead to &quot;significant additional toxicity&quot;. Professor Les Iversen, chairman of the ACMD, said: &quot;The evidence shows that the use of methoxetamine can cause harm to users.&quot;&lt;br /&gt;

The issues were centred around clients in the Middle East and eastern Europe, although were not limited to a specific country. The FSA is looking at possible breaches at four other banks as part of an investigation that has taken on new relevance in the light of the Arab uprisings across the Middle East and north Africa. Coutts&amp;rsquo; fine related to a three-year period from the end of 2007, a time when it was expanding fast and paying bonuses to staff that reflected the number of new customers they signed up. Gorbuntsov&#39;s lawyer, Vadim Vedenin, said the 45-year-old remained in a medically induced coma to give him a chance to recover, and that doctors were hoping to revive him in about three days.  Vedenin said his client had been due to give evidence before the end of the month to an investigation by Russian prosecutors into the attempted murder of another Russian banker and former business associate of Gorbuntsov&#39;s, Alexander Antonov, in 2009.  &quot;He was preparing to give evidence on certain people. The airline, which has been the focus of protests, twelve so far, from SEPLA pilots in the main airline, will start with four routes from Madrid &amp;ndash; to Palma de Mallorca, Alicante, M&amp;aacute;laga and Sevilla. The inaugural flight will be between Madrid and Alicante.  There will also be 45 &amp;euro; flights to the Canary Islands which start in June and 59 &amp;euro; flights to European destinations which will start between June and September. The there will be 17 routes.  Iberia Express will operate four Airbus A320, a number which will progressively increase to reach 13 craft by the end of the year. The CEO, Luis Gallego, has promised the same quality of service as Iberia. Trains &amp;ndash; Cercanias &amp;ndash; Local lines 25% off peak, and 30% in peak times between 6and 9am  Long Distance train services over 500 kms &amp;ndash; 20% of normal levels.  AVE and long distance trains will see 20% service.   Airports &amp;ndash; 1,240 flights would take place on a normal day, but the 29th will see 10% of national flights, 50% of flights to the Canaries and Baleares from the mainland, and 20% of flights with destinations in the E.U. International flights outside Europe will see 40% services. It is hoped that more detailed will be available for each airline and flight shortly.   Coach &amp;ndash; Services will be 25%.   Ferries &amp;ndash; between 50% and 100% for routes between the Baleares and the mainland, and 100% between the mainland, Melilla, Canaries and Ceuta.  Coastguard services will not be affected.   After the meeting the Secretary of State for Transport, Infrastructure and Housing, Rafael Catal&amp;aacute;, said he was satisfied with the agreement. He said a balance between the right to strike and the services for the citizens was guaranteed. The country&#39;s Cabinet agreed to put forward legislation that will allow Spaniards to find out more about how their money is spent by government. Spain, which is struggling to get its public finances under control, is one of Europe&#39;s few countries without wide-ranging freedom of information legislation. &quot;It is a law whose main goal is improve the credibility of and trust in our institutions, especially government ones,&quot; Deputy Prime Minister Soraya Saenz de Santamaria said. The legislation will take months to come into effect, after an unprecedented 15-day period in which the general public can make suggestions on what should be accessible to them and how the law should work. After that, the bill has to be go through normal Parliamentary procedures. Though the salaries of the prime minister and government ministers are already public information, as are the national budget and much other money-related data, not all of it is easy to access. But under the new bill, information on subjects including senior public servants&#39; salaries and detailed data on government contracts and subsidies will be published online. Spaniards will also be able to file requests for other kinds of information providing it does not breach national security or personal privacy. The goal of the new law is to make public officials at all levels much more accountable for how they spend taxpayer money. People will be able to get information just by the click of a mouse. &quot;It is a law that tries to give rigor to compliance with budget and financial obligations that were unknown until now, but will serve to restore credibility to all levels of government,&quot; Saenz de Santa Maria said. News of the Cabinet&#39;s support for a package that should make for more open government comes as the country struggles to avoid the same fate as other indebted European countries. The new airline is part of a plan by parent company International Consolidated Airlines Group to increase profitability after the merger of its component parts, British Airways and Iberia.  Iberia Express will initially cover Vigo, Santiago and Granada on Spain&#39;s mainland and its island destinations of Minorca, Ibiza, Fuerteventura, Lanzarote and La Palma. It will expand internationally to Ireland, Italy, Greece, Latvia and Netherlands, chief executive Luis Gallego said at a news conference.  &quot;The containment of costs will allow Iberia Express to grow and compete with the low-cost operators,&quot; said Gallego, adding that although the new airline will be managed independently, it will employ Iberia&#39;s maintenance and other services.  Inaugural flights will take off Sunday, although the company&#39;s website was not up and running Friday afternoon. Prices begin at (euro) 25 ($33) one-way with a surcharge for checking in luggage and booking seats in advance.  The new company employs 500 staff and has a fleet of four Airbus 320 planes, although there are plans to increase this to 14 aircraft by the end of the year and up 40 by 2015.  The airline is the subject of a protracted labor dispute between Iberia Lineas Aereas de Espana SA and Spain&#39;s main pilots&#39; union, Sepla &amp;mdash; which held 12 days of work stoppages in December and January to protest the low-cost airline.  Sepla pilots argue Iberia Express would mean job losses among the 1,600 pilots who work for the main airline &amp;mdash; a claim disputed by Iberia. The figure suggests the Metropolitan Police had considered ordering its officers to open fire during public disorder incidents far more frequently than previously thought. The Yard yesterday refused to say on what dates and during which situations it ordered some of the nearly 3,000 baton rounds it possesses to be distributed to firearms teams. It said the release of such information could endanger future policing operations.  The revelation that the Met authorised the distribution of the non-lethal rounds on average almost once a month in 2010 and 2011 follows the disclosure earlier this week that senior officers wanted to fire rubber bullets at rioters in south London last summer &amp;ndash; but firearms specialists could not reach the trouble spots in time. The Met has now promised to make &quot;more agile use&quot; of the weapons.  Although they have been used in Northern Ireland for many years, baton rounds have never been fired on the British mainland. Even in the extreme circumstances of last August&#39;s riots their use would have been seen as a significant escalation in police tactics and a move away from Britain&#39;s consensual policing model.  The figures, obtained by the Liberal Democrat peer Dee Doocey, are an indication of an increasingly muscular response to what police believe is the increased threat to officers and the public from gangs or individuals bent on violent disorder. But campaigners argue that the use of non-lethal firearms in crowd control has no place in policing on the British mainland.  The Yard was criticised last year when it released a statement saying that baton rounds &amp;ndash; referred to by police as attenuating energy projectiles (AEPs) &amp;ndash; might be deployed if extreme disorder occurred during a protest in London against tuition fees.  In a written answer to a question last month from Baroness Doocey, the London Mayor, Boris Johnson, confirmed on behalf of the Met Commissioner, Bernard Hogan-Howe, that the force had &quot;authorised the movement&quot; of rubber bullets 22 times in 2010 and 2011. But he said details of the incidents would only be given under conditions of secrecy because, if made public, they could compromise future operations.  Lady Doocey, a member of the Greater London Authority and the Metropolitan Police Authority until it was replaced with a new body in January, said the disclosure of the precise dates was in the public interest.  She told The Independent: &quot;I have long believed rubber bullets have no role in policing demonstrations in London. This secrecy over their potential use merely confirms that view. It is simply wrong for the Met to be silent when on so many occasions the use of rubber bullets was being considered.&quot;  Rubber bullets are designed to offer a non-lethal alternative to conventional firearms and police argue modern AEPs pose less threat of serious injury.  Between 2006 and October 2011, the Met Police bought 2,700 AEP rounds. It said it could not produce figures for baton round deployments in previous years, adding that it followed strict guidelines designed to protect life and prevent serious injury.  Opinion about rubber bullets remains divided within police ranks. A Met Police review of last summer&#39;s riots revealed officers dealing with violence in Enfield and Brixton decided against deploying the weapons because they believed it would escalate the confrontation. Public debt amounted to 734.96 billion euros ($960 billion), equal to 68.5 percent of annual economic output at the end of 2011 -- up from 66 percent three months earlier and 61.2 percent at the end of 2010. The accumulated debts breached the European-Union agreed limit of 60 percent of gross domestic product (GDP) but was still below the eurozone average, which approached 90 percent in the third quarter last year. It was the highest public debt ratio recorded in Spain since statistics in the current format were first published in 1995. Spain&#39;s public debt is rising fast because of runaway annual public deficits that have shot past EU-agreed targets, in part owing to high spending by regional governments. The previous Socialist government, ousted by the conservative Popular Party in November elections, had forecast a debt of 67.2 of GDP for the end of 2011, aiming to curb it to less than 70 percent in 2014. But the European statistics unit Eurostat was not so optimistic. It forecast a public debt of 69.6 percent in 2011, 73.8 percent in 2012 and 78 percent in 2013. Spain&#39;s conservative government, which took power in December, has yet to announce a new public debt target. The public debt ratio has grown without interruption since the first quarter of 2008 when, after nearly a decade of fast growth and budget surpluses, which trimmed the debt, it amounted to 35.8 percent of GDP. The situation in the 17 regions is particularly worrying: at the end of 2011 their accumulated debt rose to 140.1 billion euros, or a record 13.1 percent of national GDP, from 11.4 percent a year earlier. Municipal debts, however, eased over the year to 35.4 billion euros or 3.3 percent of GDP. Regional governments enjoy a high level of autonomy, prompting concerns in financial markets that their spending could compromise the central government&#39;s deficit-cutting goals. Spain had agreed to cut its annual public deficit to 6.0 percent of GDP in 2011 but it overran that target by a wide margin and ended up reporting a deficit of 8.51 percent of GDP. After winning a slight relaxation from Brussels in its goals for this year, Spain is now aiming for an annual deficit of 5.3 percent in 2012 and 3.0 percent in 2013. But the regions are not entirely to blame. Minister, Ana Pastor, said that not with all the money in the world could a 2012 opening be achieved. 2012 was the target date so that it coincided with the bicentenary of the 1812 Spanish Constitution which was signed in the city on March 19 1812. The General Courts of Spain were transferred there while in refuge from the Peninsular War.  The Minister added, &amp;lsquo;It will take at least another 15 months, and that only if there is no wind&amp;rsquo;. The Ministry of Development says the suspension bridge is now 75% complete, but a fundamental part of the project, linking to the 13 pivot bases which are already showing in the middle of the C&amp;aacute;diz Bay is still to be done.  The bridge is the largest road infrastructure project in Spain and has a cost of about 300 million &amp;euro; and will link C&amp;aacute;diz with Puerto Real. Sheldon Adelson, a casino tycoon, is expected soon to choose between Madrid and Barcelona for a &amp;euro;16 billion ($21 billion) gambling resort. The euro-zone turmoil does not faze him: &amp;ldquo;It will take us four to five years,&amp;rdquo; he told Forbes magazine. &amp;ldquo;By then everything will be solved.&amp;rdquo; Mr Adelson&amp;rsquo;s Las Vegas Sands (LVS) hopes to create a &amp;ldquo;Euro Vegas&amp;rdquo;, capable of attracting the 1 billion people who live in the 50 countries within a five-hour flight from Spain. He chose the country because of the weather and because its unemployment rate, now at 23%, &amp;ldquo;assures us the support of the government&amp;rdquo;.  The numbers are certainly eye-popping. LVS would invest &amp;euro;6 billion in a first phase to build four hotel strips&amp;mdash;eventually reaching 12&amp;mdash;as well as casinos, shops, restaurants, golf courses and convention centres. LVS says the project could create 260,000 indirect and direct jobs, enough for nearly half the unemployed in Madrid. Spain is already the fourth-largest holiday destination in the world, but LVS reckons Euro Vegas would attract 11m new tourists on top of the 57m a year Spain already gets, increasing tourism spending by &amp;euro;15.5 billion over the next ten to 15 years. Barcelona admits that Madrid has the edge so far, since it has been talking to Mr Adelson on and off since 2007. But Barcelona has not given up. Mr Adelson recently visited a beach-front site near the city&amp;rsquo;s El Prat airport, which like Madrid&amp;rsquo;s Barajas has plenty of spare capacity.  National and local leaders are keen on the project but opponents are sceptical of LVS&amp;rsquo;s claims about job creation, and worry that the casino will become a &amp;ldquo;fiscal and legal paradise&amp;rdquo; of tax breaks and exemptions from labour laws&amp;mdash;a charge which regional officials deny. However, LVS is thought to be seeking a relaxation of Spain&amp;rsquo;s ban on smoking in public places, and lower gambling levies. Whichever city won would also have to bear the cost of such things as transport links to the resort.  Given Spain&amp;rsquo;s precarious public finances, and considering that, as Mr Adelson puts it, there are &amp;ldquo;tens of billions to be made&amp;rdquo; from the resort, the authorities ought to resist any temptation to splash out taxpayers&amp;rsquo; money to win the deal. They will have to assuage public fears of encouraging gambling addiction, infiltration by organised crime and the environmental impact of such a giant construction project. As in Singapore, where LVS recently opened a big casino resort, Spanish officials play down gambling as a small part of the overall package.  Another worry is that the project will not happen at all. Spain has had its share of unrealised property developments. A &amp;euro;17 billion casino complex in the desert of Aragon, proposed in 2007, remains unbuilt. But LVS has withstood the global downturn pretty well, and the success of its Macao and Singapore operations gives it plenty of financial firepower. LVS boasts that its Marina Bay Sands development has &amp;ldquo;moved the needle&amp;rdquo; in Singapore, with record tourism figures one year after its opening. Euro Vegas would be much larger. Greg Smith, who has left his post as executive director of the firm&#39;s equity derivatives business in Europe, claimed that chief executive Lloyd Blankfein and president Gary Cohn have &quot;lost hold of the firm&#39;s culture on their watch&quot;. He added that &quot;this decline in the firm&#39;s moral fibre represents the single most serious threat to its long-run survival&quot;..  Smith&#39;s charges, which were swiftly denied by the bank, were published in Wednesday&#39;s New York Times and raised questions about the firm&#39;s relationship with existing clients, whom Smith claimed were referred to as &quot;muppets&quot;. The Department for Work and Pensions (DWP) said it had been made aware of an allegation of attempted fraud in relation to a mandatory work activity contract with the firm, which is already facing a police investigation in relation to previous allegations.  A statement said: &quot;As a result of this new allegation, DWP has immediately commenced its own independent audit of all our commercial relationships with A4e.  &quot;We have required A4e to make available all documentation which our auditors may require and provide full access to interview any A4e employees. This is separate from the independent review of internal controls which A4e has previously announced.  &quot;The chief executive of A4e was informed of this at a meeting with a senior DWP official earlier today.  &quot;We have made it absolutely clear to A4e that we take this matter very seriously, and that if, at any point during the audit or thereafter, we find evidence of systemic fraud in DWP&#39;s contracts with A4e, we will not hesitate to immediately terminate our commercial relationship.&quot;  A4e said: &quot;The board has made consistently clear in all previous statements that we take any allegations of fraudulent or otherwise illegal activity extremely seriously. There is absolutely no place for this type of misconduct at A4e.  &quot;We obviously acknowledge the concerns raised by DWP, and we welcome and will co-operate fully with their planned investigations.  &quot;A4e has more than 3,500 staff and operates out of 200 offices in the UK. Clare dated 30-year-old Slovakian Michael Pech, a former security guard at the department store, for just three weeks.  But after they broke up Pech started following her, pestering her with phone calls, standing outside her house and bombarding her with text messages.  Her mother Tricia Bernal has told how Clare felt she had no where to turn, couldn&#39;t sleep at night and became physical exhausted from the constant harassment.&amp;nbsp; &amp;nbsp;  He was arrested for breaking a restraining order and found guilty of harassment but while awaiting sentence he went to Slovakia and bought a gun.  On September 13, 2005, just as Harvey Nichols was due to close, he walked up behind Clare and shot her four times in the head before turning the gun on himself.
