NEW YORK (Reuters) – Turkish President Tayyip Erdogan said on Thursday Turkey will deploy troops in Syria’s northern Idlib region as part of a so-called de-escalation agreement brokered by Russia last month.

The “de-escalation” zones, agreed by Turkey, Russia and Iran, would be further discussed in talks with Russian President Vladimir Putin during his trip to Ankara next week, Erdogan said in an interview with Reuters while he was in New York for the annual United Nations General Assembly.

“Under the agreement, Russians are maintaining security outside Idlib and Turkey will maintain the security inside Idlib region,” Erdogan said.

“The task is not easy … With Putin we will discuss additional steps needed to be taken in order to eradicate terrorists once and for all to restore peace.”

Erdogan also said Turkey was considering counter-measures, including imposing sanctions, against Kurdish northern Iraq over a planned referendum.

Iraqi Kurdish authorities have defied growing international pressure to call off the referendum on independence. Iraq’s neighbors fear it will fuel unrest among their own Kurdish populations and Western allies said it could detract from the fight against Islamic State.

Turkey has brought forward a cabinet meeting and national security council session to Friday over the referendum, Erdogan said. He said that parliament would also convene for an extraordinary meeting on Saturday.

“Without any further delay we are going to discuss what kind of sanctions should be imposed and when the sanctions will be imposed,” he said without elaborating on what they might be.

Turkish troops are also carrying out military exercises near the border and Erdogan said on Saturday the resolution on troop deployment abroad will be submitted to parliament for a vote.

Erdogan called on the United States to extradite U.S.-based cleric Fethullah Gulen, whom Erdogan accuses of orchestrating a failed coup attempt in Turkey, in which rogue soldiers commandeered tanks and fighter jets, bombing parliament and trying to abduct or kill Erdogan.

Gulen denies any involvement in the July 2016 coup attempt, during which more than 240 people were killed.

“Gulen’s entire network is being run from the United States. Terrorists should not be harbored here. We need U.S. assistance on this matter,” Erdogan said.

Since the failed coup, Turkish authorities have shut more than 130 media outlets and a press union says more than 150 journalists have been jailed, raising concerns about media freedom in Turkey.

Turkey has also suspended or dismissed more than 150,000 judges, teachers, police and civil servants and has arrested nearly 50,000 others suspected of links to the Gulen movement.

Breaking: ISIS agrees to surrender all its territory in rural Hama to the Syrian Army

DAMASCUS, SYRIA (9:10 P.M.) – Moments ago, Islamic State commanders reached an agreement with the Syrian Arab Army (SAA) to evacuate all their fighters from the last stretch of ISIS-held territory in Hama province.

According to Al-Masdar News correspondent Ibrahim Joudeh, jihadist militants have already begun to leave the villages and towns of Soha, Abu Hubailat, Akash, Al-Barghouthyah and Umm Mil, all located along the M-45 highway in the southeastern countryside of Hama.

The military source added that around 1,000 ISIS militants and family members were to be transferred from Hama to Deir Ezzor in a deal signed by the SAA on Thursday evening.

The evacuation is expected to reach a conclusion before the end of the week, Ibrahim Joudeh added. The ISIS-held villages in central Homs are also expected to be handed over shortly.

Short of Deir-ez-Zor.

In Syria, a Russian T-90 was given a Syrian crew during the battle of mallah farms in the summer of 2016, when the army was fighting in the encirclement of Aleppo, and was lost.
The tank was then seized by militants of the “Nour al-Din al-Zenki”. In damaged condition it was sold to “Al-Nusra” for $ 300,000 and was actively used in the propaganda of the militants.

In the fighting under the banner of “Al-Nusra”, the Tank took part in the March-April 2017, when the armored group of fighters (1 tank, 3 infantry fighting vehicles), and the captured T-90 took part in heavy fighting near Taybat al-Imam, from which the militants have released a relevant promotional videos.

In discussing President Trump, there is always the soft prejudice of low expectations – people praise him for reading from a Teleprompter even if his words make little sense – but there is no getting around the reality that his maiden address to the United Nations General Assembly must rank as  one of the most embarrassing moments in America’s relations with the global community.

Trump offered a crude patchwork of propaganda and bluster, partly delivered as a campaign speech praising his own leadership – boasting about the relatively strong U.S. economy that he mostly inherited from President Obama – and partly reflecting his continued subservience to Israeli Prime Minister Benjamin Netanyahu.

However, perhaps most importantly, Trump’s speech may have extinguished any flickering hope that his presidency might achieve some valuable course corrections in how the United States deals with the world, i.e., shifting away from the disastrous war/interventionist policies of his two predecessors.

Before the speech, there was at least some thinking that his visceral disdain for the neoconservatives, who mostly opposed his nomination and election, might lead him to a realization that their policies toward Iran, Iraq, Syria and elsewhere were at the core of America’s repeated and costly failures in recent decades.

Instead, apparently after a bracing lecture from Netanyahu on Monday, Trump bared himself in a kind of neocon Full Monte:

–He repeated the Israeli/neocon tripe about Iran destabilizing the Middle East when Shiite-ruled Iran actually has helped stabilize Iraq and Syria against Sunni terrorist groups and other militants supported by Saudi Arabia and – to a degree – Israel;

–He again denounced the Iranian nuclear agreement whose main flaw in the eyes of the Israelis and the neocons is that it disrupted their plans to bomb-bomb-bomb Iran, and he called for “regime change” in Iran, a long beloved dream of the Israelis and the neocons;

–He repeated the Israeli/neocon propaganda about Hezbollah as a terrorist organization when Hezbollah’s real crime was driving the Israeli military out of southern Lebanon in 2000, ending an Israeli occupation that began with Israel’s 1982 invasion;

–He praised his rush-to-judgment decision to bomb Syria last April, in line with Israeli/neocon propaganda against President Bashar al-Assad and partly out of a desire to please the same Washington establishment that is still scheming how to impeach him;

–He spoke with the crass hypocrisy that the neocons and many Israeli leaders have perfected, particularly his demand that “all nations … respect … the rights of every other sovereign nation” — when he made clear that he, like his White House predecessors, is ready to violate the sovereignty of other nations that get in Official Washington’s way.

A Litany of Wars

Just this century, the United States has invaded multiple nations without U.N. authorization, based on various “coalitions of the willing” and other subterfuges for wars of aggression, which the Nuremberg Tribunals deemed the “supreme international crime” and which the U.N. was specifically created to prevent.

Not only did President George W. Bush invade both Afghanistan and Iraq – while also sponsoring “anti-terror” operations in many other countries – but President Barack Obama acknowledged ordering military attacks in seven countries, including against the will of sovereign states, such as Libya and Syria. Obama also supported a violent coup against the elected government of Ukraine.

For his part, Trump already has shown disdain for international law by authorizing military strikes inside Yemen and Syria. In other words, if not for the fear of provoking American anger, many of the world’s diplomats might have responded with a barrage of catcalls toward Trump for his blatant hypocrisy. Without doubt, the United States is the preeminent violator of sovereignty and international law in the world today, yet Trump wagged his finger at others, including Russia (over Ukraine) and China (over the South China Sea).

He declared: “We must reject threats to sovereignty, from the Ukraine to the South China Sea. We must uphold respect for law, respect for borders, and respect for culture, and the peaceful engagement these allow.”

Then, with a seeming blindness to how much of the world sees the United States as a law onto itself, Trump added: “The scourge of our planet today is a small group of rogue regimes that violate every principle on which the United Nations is based.”

Of course, in the U.S. mainstream media’s commentary that followed, Trump’s hypocrisy went undetected. That’s because across the American political/media establishment, the U.S. right to act violently around the world is simply accepted as the way things are supposed to be. International law is for the other guy; not for the “indispensible nation,” not for the “sole remaining superpower.”

On Bibi’s Leash

Despite some of his “America First” rhetoric – tossed in as red meat to his “base” – Trump revealed a global outlook that differed from the Bush-Obama neoconservative/liberal-interventionist approach in words only. In substance, Trump appears to be just the latest American poodle on Bibi Netanyahu’s leash.

For instance, Trump bragged about attacking Syria over a dubious chemical-weapons claim while ignoring the role of the Saudi/Israeli tandem in assisting Al Qaeda and its Syrian affiliate; Trump threatened the international nuclear agreement with Iran while calling for regime change in Tehran, two of Netanyahu’s top priorities; and Trump warned that he would “totally destroy North Korea” over its nuclear and missile programs while making no mention of Israel’s rogue nuclear arsenal and sophisticated delivery capabilities.

Ignoring Saudi Arabia’s ties to terrorism, Trump touted his ludicrous summit in Riyadh in which he danced with swords and let King Salman and other corrupt Persian Gulf monarchs, who have long winked and nodded at ideological and logistical support going to Al Qaeda and other Islamic terror groups, pretend their governments were joining an anti-terror coalition.

Exploding the myth that he is at least a street-smart operator who can’t be easily conned, Trump added, “In Saudi Arabia early last year, I was greatly honored to address the leaders of more than 50 Arab and Muslim nations. We agreed that all responsible nations must work together to confront terrorists and the Islamist extremism that inspires them.”

No wonder Netanyahu seemed so pleased with Trump’s speech. The Israeli prime minister could have written it himself while allowing Trump to add a few crude flourishes, like calling North Korean leader Kim Jong Un “Rocket Man … on a suicide mission”; referring to “the loser terrorists”; and declaring that many parts of the world are “going to hell.”

Trump also tossed in a plug for his “new strategy for victory” in Afghanistan and threw in some interventionist talk regarding the Western Hemisphere with more threats to Cuba and Venezuela about escalating sanctions and other activities to achieve more “regime change” solutions.

So, what Trump made clear in his U.N. address is that his “America First” and “pro-sovereignty” rhetoric is simply cover for a set of policies that are indistinguishable from those pushed by the neocons of the Bush administration or the liberal interventionists of the Obama administration. The rationalizations may change but the endless wars and “regime change” machinations continue.

In my opinion, there are several stages in this process, the first stage is the discussion by the Presidents of Azerbaijan, Armenia and Russia of the Nagorno-Karabakh conflict. Leaders to one degree or another reached a consensus on the transfer of five regions to Azerbaijan, captured by Armenians. When they ask me, what about the other two districts, and what about Nagorno-Karabakh? I believe that the best is the enemy of the good. If all the presidents agree at this stage on five districts, then why not.

I believe that all of us – Russia, Azerbaijan and Armenia should delicately remove these obstacles step by step. There is a lot to do, if not all depends on how we submit the transfer of these five districts. The fact is that as soon as we, all three sides, start or gloat, or say that these are not all our problems – the Karabakh issue, then the very fact of the transfer of these five regions, it becomes distorted in the consciousness of the societies of Russia, Azerbaijan and Armenia. Societies are simply locked in their submission.

It is obvious that today someone wants to sabotage the solution to the Nagorno-Karabakh conflict. I believe that this is a globalist elite. The fact is that the strengthening of the stability and security of the Eurasian continent does not belong to the interests of the globalist elite. The strengthening of the US, its conservative government, is also not in the interests of this globalistic structure, a sect that creates color revolutions in the US itself, which we see now. These are people who live in chaos, divide and rule by the principle, they live by creating a problem.

In my opinion, the decision on the five regions gives us a partial solution to the Nagorno-Karabakh conflict. And the resolution of the Karabakh problem strengthens the positions of states, and not only Azerbaijan, Armenia and Russia, but also Turkey, creates a system for a balanced and balanced model of geopolitical stability and security in the South Caucasus, and accordingly, freedom of action for “chaos sellers” is reduced. That is, in fact, the model of geopolitical coexistence between Russia, Azerbaijan, Turkey, Armenia and Iran is disadvantageous only to those who are not on this list. Al-Qaeda is creating its most powerful stronghold ever in north-west Syria at a time when world attention is almost entirely focused on the impending defeat of Isis in the east of the country. It has established full control of Idlib province and of a vital Syrian-Turkish border crossing since July. “Idlib Province is the largest al-Qaeda safe haven since 9/11,” says Brett McGurk, the senior US envoy to the international coalition fighting Isis.

The al-Qaeda-linked movement, Hayat Tahrir al-Sham (HTS), which used to be called Jabhat al-Nusra, has long been the most powerful rebel group in western Syria. After the capture of east Aleppo by the Syrian army last December, it moved to eliminate its rivals in Idlib, including its powerful former Turkish-backed ally Ahrar al-Sham. HTS is estimated to have 30,000 experienced fighters whose numbers will grow as it integrates brigades from other defeated rebel groups and recruits young men from the camps for Internally Displaced Persons (IDPs) who have sought refuge in Idlib from President Bashar al-Assad’s forces.

Al-Qaeda is growing in strength in and around Idlib province just as Isis is suffering defeat after defeat in eastern Syria and Iraq. Its latest setback was its failure on Tuesday to stop the Syrian army linking up with its enclave at Deir Ezzor, where Isis has been besieging the government held part of the city for three years. Divided by the Euphrates, the city is the largest in eastern Syria and its complete recapture opens the way to the al-Omar oilfields that once provided half of Syria’s crude production.

The end of the siege, supposing encircling Isis forces are permanently driven back, frees up a Syrian army garrison of 5,000 to 10,000 soldiers as well as the 93,000 civilians trapped in the government-held zone who had been supplied with food by airdrops. Deir Ezzor is only the latest Isis urban centre to be lost on the Syrian portion of the Euphrates valley which was the heartland of its territories in Syria. Isis is everywhere on the retreat. Upriver from Deir Ezzor at Raqqa, the American-backed and Kurdish-run Syrian Democratic Forces are fighting their way into the city and has captured its old city quarter in the last few days.

Despite its proven fighting prowess, Isis is collapsing under the impact of ground attacks launched by different parties on multiple fronts in Iraq and Syria. What tips the balance against it in all cases is the massive firepower of the Russian and US air forces in support of ground assaults. Isis’s defeat in eastern Syria will accelerate as local tribes, previously won over or intimidated by Isis, join the winning side. The US and the Syrian Kurds may not like the return of Syrian government authority in eastern Syria, south of Raqqa, but they do not look as if they are prepared to fight hard to stop it. President Trump’s priority is to eradicate Isis and al-Qaeda, regardless of who rules Syria in future.

Bad news for Isis is good news for HTS and al-Qaeda. Its defeat preoccupies its myriad enemies and largely monopolises their military efforts. Short of combat troops, the Syrian army is only really capable of making a maximum effort on one front at a time. The Syrian Kurds have an interest in fighting Isis but not necessarily defeating it so decisively that the US would no longer need a Kurdish alliance and could return to the embrace of its old Nato ally Turkey.

HTS stands to benefit politically and militarily from the decline of Isis, the original creator and mentor of Jabhat al-Nusra, as the earliest of al-Qaeda’s incarnations in Syria was known. Under the name of al-Nusra, the Syrian branch of the movement split off in 2013 and the two sides fought a bloody inter-jihadi civil war. If Isis is destroyed or rendered a marginal force, Sunni Arab jihadis refusing to surrender to Mr Assad’s army and intelligence service will have no alternative but to join HTS. Moreover, Sunni Arabs in eastern Syria may soon be looking for any effective vehicle for resistance, if Syrian government armed forces behave with their traditional mix of brutality and corruption.

HTS will expect the many states now attacking Isis, and battering to pieces its three-year-old caliphate, to turn on them next. But they will hope to delay the confrontation for as long as possible while they strengthen their movement. Ideologically similar but politically more astute than Isis, they will seek to avoid provoking a final territorial battle which they are bound to lose.
