International Postgraduate Research Scholarships (IPRS)

International Postgraduate Research Scholarships (IPRS) The objectives of the IPRS scheme are to: attract top quality international postgraduate students to areas of research strength in Australian higher education providers (HEP) ; and support Australia's research effort. IPRS enables international students to undertake a postgraduate research qualification in Australia and gain experience with leading Australian researchers. Scholarships are open to international students of all countries (except New Zealand) and are available for a period of two years for a research masters degree or three years for a research doctorate degree. The scholarship covers tuition fees and health cover costs for scholarship holders, and health cover costs for their dependants. From 2011, commencing IPRS recipients will be able to apply for an Australian Postgraduate Award. A total of 330 IPRS places are awarded to HEPs each year at a cost of around $20m per annum. Section 46 of the Higher Education Support Act 2003 and the Commonwealth Scholarships Guidelines (Research) 2010 provide the legislative basis for the provision of funding to this scheme. The allocation of IPRS funding to participating universities is based on a formula that is reflective of their overall research performance. Important note: applications for an IPRS need to be made directly to participating universities. Universities are responsible for the management of IPRS applications, the selection process and offers. International students and researchers need to approach their chosen university for direction about how to apply for an IPRS. As part of their commitment to international development cooperation, governments of developed countries such as USA, UK, Australia, Japan, and Europe offer government scholarships to international students from

Government scholarships are usually implemented as part of bilateral agreements between developed nations and developing countries. The most popular and the largest of such scholarships are being offered by the United States, UK and the British Commonwealth, The Netherlands, Belgium, Sweden, Switzerland, Norway, Australia, New Zealand, and Japan Government. Most government scholarships are development scholarships wherein students are expected to return back and serve their home country after completing the scholarship.

United States Government Scholarships

The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to “increase mutual understanding between the people of the United States and the people of other countries.” Two grants under this program are specially targeted to developing country students:

Fulbright Foreign Student Program

The Foreign Student Program brings citizens of other countries to the United States for Master’s degree or Ph.D. study at U.S. universities or other appropriate institutions. The program brings more than 1,800 foreign students from 144 countries to U.S. universities each year.

International Fulbright Science and Technology Awards

The International Fulbright Science and Technology (S&T) Award for outstanding foreign students is designed to be among the most prestigious international scholarships in science and technology.

Hubert H. Humphrey Fellowship Program

The Hubert H. Humphrey Fellowship Program brings outstanding mid-career professionals from developing and emerging countries to the United States for a year of professional development and non-degree academic work at the graduate level. Grants are awarded in various social and public policy fields. Nearly 4,150 fellows from approximately 156 countries have participated in the program since its inception in 1978.

UK & British Commonwealth Government Scholarships

British Chevening Scholarships

The flagship scholarship scheme of the British Government, the Chevening Scholarships are one of the world’s top scholarship schemes and provide scholarships to around 1000 leaders from over 130 countries to study in the UK every year.

Commonwealth Scholarship Program in UK

Commonwealth Scholarships in the UK are administered by the Commonwealth Scholarship Commission, a non-Departmental Public Body established by Parliament as part of UK’s contribution to the international Commonwealth Scholarship and Fellowship Plan. The program offers scholarships for undergraduate study, postgraduate study, distance learning, academic fellowships, and professional fellowships.

Commonwealth Shared Scholarship Scheme

The Shared Scholarship Scheme is a joint initiative between the UK Department for International Development (DFID) and UK universities, to support scholarships for students from developing Commonwealth countries who would not otherwise be able to study in the United Kingdom. Awards are for taught postgraduate courses only.

European Government Scholarships

The Netherlands

Netherlands Fellowship Programme

The Netherlands Fellowship Programmes (NFP) are demand-driven fellowship programmes designed to promote capacity building within organizations in 57 developing countries by providing training and education to their mid-career staff members. The NFP is funded by the Netherlands Ministry of Foreign Affairs from the budget for development cooperation. The fellowships are offered for short courses, Masters and PhD programs.

HSP Huygens Programme

The prestigious HSP Huygens Programme is open to excellent students from all countries of the world. It is aimed at talented students who want to come to the Netherlands in the final phase of their bachelor’s studies or during their master’s studies.

MENA Scholarship Programme

The MENA Scholarship Programme is initiated and fully funded by the Netherlands Ministry of Foreign Affairs. The MENA Scholarship Programme aims to contribute to capacity building within organizations and institutions in the six selected countries: Algeria, Iraq, Lebanon, Morocco, Oman and Syria. Moreover, a network of over 100 alumni positively contributes to the relations between the Netherlands and their respective countries.

Belgium

VLIR-UOS Scholarship Program

Every year, with the support of the Belgian Directorate-General for Development Cooperation (DGDC), VLIR-UOS awards scholarships to students from developing countries to study one of the 15 International Course Programmes (ICPs) or one of the 6 International Training Programmes (ITPs). The ICPs and ITPs target people from the South with a responsible position in civil society (at a university, school, NGO, ministry, etc). Each year there are a maximum of 180 scholarships available for first-year ICP students and a maximum of 70 scholarships for ITP participants.

Under the ICP Ph.D. programme, a maximum of ten Ph.D. scholarships can be granted every academic year to excellent ICP graduates from a developing country.

Norway

Quota Norway Scholarships

The Norwegian government provides scholarships for students from developing countries in the South and countries of Central- and East-Europe and Central-Asia under the Quota Scheme. The overall objective of the Quota Scheme is to promote the internationalization of higher education. Today, the scheme provides funding for a total of 1100 students, 800 of them from developing countries in the South and 300 from Central- and East-Europe and Central-Asia.

Germany

DAAD Scholarships for Postgraduate Courses with Special Relevance to Developing Countries

The German Academic Exchange Service (DAAD) supports a range of postgraduate courses at German Universities which aim at providing academically educated young professionals from Developing Countries with further specialized studies.

DAAD Research Grants for Doctoral Candidates and Young Academics and Scientists

DAAD research grants provide young foreign academics and scientists with an opportunity to carry out a research project or a course of continuing education and training at a German state (public) or state-recognized higher education institution or non-university research institute.

Switzerland

Swiss Government Scholarships

The Swiss government awards a range of scholarships to foreign students through the Federal Commission for Scholarships for Foreign Students (FCS): university scholarships (Swiss universities and Federal Institutes of Technology), arts scholarships (schools of music and fine arts) and scholarships for universities of applied sciences. These scholarships provide graduates from all disciplines with the opportunity to pursue postgraduate studies or research in Switzerland at a public funded university or recognised institution.

Sweden

Swedish Scholarships for International Students

The Swedish Institute provides about 600 scholarships to highly-qualified international students from developing countries who wants to study at Sweden Universities.

Denmark

Danish Scholarships for International Students

The Denmark Government welcomes highly qualified and motivated international students from all over the world to study in Denmark. A number of scholarships are therefore offered each year by the Danish Ministry of Education to fund students from countries outside the European Union/ European Economic Area. The scholarships can be awarded for a full degree programme or for part of a degree programme at undergraduate level.

Italy

Italian Government Scholarships

Scholarships/study grants are awarded by the Italian Government to foreigners as a contribution toward their studies and research in Italy, aiming at spreading the Italian language, culture and sciences abroad and at promoting cultural, economic and technological cooperation worldwide.

France

Eiffel Scholarships

The French Ministry of Foreign and European Affairs launched the Eiffel Excellence Scholarship Programme in January 1999 to support French centres of higher education in their international outreach initiatives, in a context of mounting competition among developed countries, to attract elite overseas students on master’s, engineering and PhD courses.

Slovakia

Slovak Government Scholarships

MAEC-AECI Spain Scholarships

Greece

Hellenic Government Scholarships

Endeavour Awards

The Endeavour Awards is the Australian Government’s internationally competitive, merit-based scholarship program providing opportunities for citizens of the Asia-Pacific, Middle East, Europe and the Americas to undertake study, research and professional development in Australia.

Endeavour Postgraduate Research Scholarships

The IPRS program enables international students to undertake a postgraduate research qualification in Australia and gain experience with leading Australian researchers. The scholarships are available for a period of two years for a Masters by research degree or three years for a Doctorate by research degree.

Endeavour Postgraduate Awards

The Endeavour Postgraduate Awards provide financial support for international students for up to 3 years to undertake a postgraduate qualification at a Masters or PhD level either by coursework or research in any field of study in Australia.

Endeavour Executive Awards

The Endeavour Executive Awards provide professional development opportunities for high achievers in business, industry, education or government from participating countries. The Endeavour Vocational Education & Training (VET) Awards provide financial support for up to 2.5 years for international students from participating countries to undertake vocational education at a Diploma, Advanced Diploma or Associate Degree in any field of study in Australia.

Australia Leaderships Awards

ALA Scholarships

ALA Scholarships are offered to high achievers from the Asia-Pacific region to undertake postgraduate study (Masters or Doctorate) at an Australian university. Study programs must relate to AusAID’s priority areas of disability, economic growth, education, environment, food security, gender, governance, health, human rights, infrastructure, regional stability, rural development and water & sanitation.

ALA Fellowships

ALA Fellowships are for short term study, research and professional attachment programs in Australia delivered by Australian organisations. ALA Fellowships are available across a broad range of fields relevant to Australia’s foreign policy agenda or development outcomes.

Regional Development Scholarships

Australian Regional Development Scholarships provide opportunities to people from some developing countries in the Pacific to study at selected education institutions outside Australia.

New Zealand

New Zealand Development Scholarships

The New Zealand Development Scholarships (NZDS) scheme offers the opportunity to people from selected developing countries to undertake development-related studies in New Zealand. Asian Government Scholarships

Japan

Japanese Government Scholarships

To date, some 65,000 students from approximately 160 countries and regions around the world have studied in Japan under the Japanese Government (Monbukagakusho) Scholarship program established in 1954. As of May 1, 2005, there were 9,891 foreign students studying in Japan as Japanese government scholarship students.

Japan Development Scholarships for Developing Countries in Asia

Chinese Government Scholarship scheme is established by the Ministry of Education of P.R. The program aims to encourage outstanding international students (excluding students from Mainland China, Hong Kong and Macau) to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan and promote communication, understanding and friendship between Taiwan and countries around the world.

The scholarships cover a wide range of disciplines offered by Taiwan Universities and Colleges.

Target Group:

The scholarships are targeted to international students from Africa, Asia, South America, Europe, USA and the rest of the world.

Scholarship value/inclusions:

(i) Tuition and payment of academic fees, including credit fee.

Upon validation of tuition and above fees, the MOE awards each recipient per semester up to NTD40,000. If the total amount of these fees should exceed NTD40,000, the remainder of all costs shall be covered by either the recipient, or the recipient’s college, whereas over NTD40,000 are the sole responsibility of the recipient. Tuition and academic fees do not include any of the following: administration fees, thesis advising fees, insurance premiums, accommodation, Internet access, all of which are payable by the recipients.

(ii) Subsistence allowance

The MOE offers each recipient undertaking undergraduate studies a monthly stipend of NTD15,000; it offers each recipient undertaking postgraduate studies a monthly stipend of NTD20,000.

The maximum period of each scholarship is four years for undergraduate programs, two years for master programs, and four years for doctorate programs. The maximum length of the total awards for each recipient undertaking a combination of studies is five years.

Eligibility:

(i) Applicants must be a foreign national with a high-school diploma or post-secondary degree(s), with an excellent academic record, and be of good moral character.

(ii) Applicants are ineligible if they meet the following criteria:

1. Are R.O.C. nationals or overseas Chinese students

2. Are already registered or have obtained student status at any university/college in Taiwan. Graduating students pursuing further studies are exempt from this rule.

3. Have already studied in Taiwan for the same level of degree as the one in which they currently intend to enroll.

4. Are exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and international universities/colleges.

5. Have been a recipient of the Taiwan Scholarship for over a total of five years.

6. Have had, in the past, their Taiwan Scholarship or Huayu Enrichment Scholarship from the MOE revoked.

7. Are recipients of any other scholarship or subsidy offered by the Taiwan government or education institutions in Taiwan. This excludes subsidies offered by universities/colleges to cover tuition and other fees exceeding the scholarship limit.

(iii) Applicants should apply directly for admission within the deadlines specified by each university/college listed in the “Association of Taiwan Scholarship Program Schools” (see Appendix 1). Applications for admission outside of the universities/colleges participating in the Taiwan Scholarship Program are automatically disqualified and will not be returned.

- Have been admitted to one of the above mentioned graduate programmes at University of Twente before December 15 for round 1 or March 15 for round 2

- Have graduated with excellent results in their (under-)graduate programme, where excellency is based on overall CGPA

- Comply with the overall English language test norm Academic IELTS 6.5 (or TOEFL iBT of 90) and an additional 6.0 (TOEFL iBT 20) on the subscore of speaking skills

- Have finished a possible pre-master at the University of Twente

- Students who are not directly admitted to a master, but will start a ‘pre-master’ programme can already apply for a UTS. If they do not finish the pre-master with a CGPA of 7,5 out of 10, they cannot be granted UTS. They must also comply with above mentioned requirements for UTS, including English language test scores.

You cannot apply for the UT Scholarship yourself. You can only be nominated by the faculty of the university for a UT Scholarship between October 2010 and May 2011. After being admitted to the University, the faculty may decide to nominate you for the scholarship. In that case, the faculty will contact you to confirm your interest in the scholarship. Eligibility:

• be nominated by his or her employer, who pledges to continue paying the candidate’s salary and guarantees the candidate will be able to return to the same or an equivalent position at the end of the fellowship period;
• have been unconditionally admitted by a Dutch institution to one of the master’s degree programmes on the course list 2012-2013. This means that the candidate must have met all the requirements set by the Dutch institution (see 2.2);
• not already have received an NFP master’s degree fellowship;
• not be employed by:
• a multinational corporation (for instance Shell, Unilever etc.) or
• a large national and/-or commercial organisation or
• a bilateral donor organisation (for instance USAID, DFID, Danida, Sida, FinAid, AusAid, ADC, SwissAid etc.) or

• be available for the entire period of the programme and be physically and mentally able to take part in the entire programme;
• endorse the objective and the aim of the NFP. The aim of the NFP cannot be reached if the fellowship holder does not return to his or her own country. Nuffic would like to urge fellowship holders to return to their home country upon finishing the course or programme to meet the NFP aim in the most effective way.
Application instructions:
As stated above, to be eligible for an NFP fellowship, candidates need to be admitted to the master’s degree programme for which they would like an NFP fellowship. Thus, candidates must first apply for admission directly to the Dutch institution that offers the master’s degree programme of their choice.
For 2012-2013, the deadline for fellowship applications is 7 Februrary or 1 May 2012 depending on the course (see the NFP course list for 2012-2013 to know the specific deadline for your chosen course). The deadline for academic applications is earlier, about 1-2 months earlier than the fellowship applications deadline. Therefore, candidates are strongly advised to start the application procedure for admission as early as possible.
Applications have to be submitted through Scholarships Online (SOL). Through SOL candidates can apply for fellowships online

Under a Decision of the Ministry of Education, Youth and Sports, a Czech government scholarship is granted for one- to three-year follow-up Master study programmes or three- to four-year Doctoral study programmes, where grantees participate in a specific study programme – taught in English – at a public university (or faculty thereof) as full-time students for a period equal to the standard period of study.
A scholarship covers the strictly necessary costs of living and studying in the Czech Republic. The amount of a scholarship is adjusted regularly; it currently stands at CZK 9,000 per month for Bachelor, Master and follow-up Master students and CZK 9,500 per month for Doctoral students. The scholarship includes an amount intended to cover the cost of accommodation.
Students also receive free tutoring and free essential health care in case of illness or accident under the same conditions as Czech citizens. Scholarships are not transferable to other persons or to different academic years. As soon as a scholarship is awarded, it is not possible to change the selected public university, study programme, or field of study.
Eligibility/Admission Requirements:
A condition of admission to a Bachelor or Master study programme is completion of full secondary education or full secondary vocational training; a condition of admission to a follow-up Master’s degree course is the completion of a Bachelor study programme; a condition of admission to a Doctoral study programme is the completion of a Master study programme.
A university or faculty may set further conditions of admission. The fulfilment of the set conditions is generally verified by means of an entrance examination. Basic information on the admission procedure, such as the deadline for applications, the procedure for the submission of applications in written or electronic form, the conditions of admission, the deadline and method for verification of the fulfilment of those conditions, the form of entrance examinations and outline of their content, the criteria for the grading of examinations, and the maximum number of students admitted to a given study programme are published well in advance by the faculty or university.
Application instructions:
Scholarship applications together with the required attachments are to be submitted to the appropriate Czech Embassy in the applicant’s country before the deadline set by the Embassy so that the applicants’ dossiers reach the respective Czech authorities (Ministry of Foreign Affairs and the Ministry of Education, Youth and Sport) by 15 January each year.
Students who, at the time of application, stay in the Czech Republic may submit the respective documents to the Ministry of Foreign Affairs, Department for Development Co-operation, by 31 December of the preceding year at the latest.
A limited number of scholarships is offered to students from developing countries who file their applications with the respective National UNESCO Commissions. The French Ministry of Foreign and European Affairs launched the Eiffel Excellence Scholarship Programme in January 1999 to support French centres of higher education in their international outreach initiatives, in a context of mounting competition among developed countries, to attract elite overseas students on master’s, engineering and PhD courses.
The EIFFEL Excellence Scholarship Programme is funded by the French Ministry of Foreign Affairs. It aims at attracting outstanding International students identified by French institutions of higher education.

The Eiffel programme does not cover tuition fees, though the higher education centres concerned are invited to apply the best possible financial conditions to Eiffel scholarship-holders. Enrolment fees at state-run higher education centres are waived for students on French government scholarship programmes such as this.
Eiffel scholarship-holders on Master’s courses receive an allowance of €1,181. In addition, the programme meets various expenses including return trip, health insurance and cultural activities. Scholarship-holders might also be eligible for additional accommodation allowance.
Eiffel scholarship-holders on PhD courses receive an allowance of €1,400. In addition, the programme meets various expenses including return travel (single return trip for law and political science students on multiple stays), health insurance and cultural activities. The award of a Gates Cambridge Scholarship provides excellent opportunities for personal intellectual development, living and working alongside other similarly outstanding students from the UK and from many other countries.
Gates Cambridge Scholarships are full-cost awards for graduate study and research in any subject available at the University of Cambridge. A small number are also available for study towards a second undergraduate degree.

For universities which work according to the North American pattern, candidates will be expected to have excellent transcripts with high GPA scores showing evidence of sustained achievement in study, together with the type of academic references which speak of the candidate’s leadership potential, social commitment, intellectual ability and why further study at Cambridge is particularly appropriate. The Gates Cambridge Trust does not require candidates to take a GRE test, although some Departments in Cambridge may do so; candidates should check the relevant section of the Graduate Studies Prospectus.
• must be well prepared for the Cambridge course for which they are applying and must meet the academic criteria for admission specified by the University. Some courses may have particular requirements for admission, and details of these can be found in the relevant sections of the Graduate Studies Prospectus for graduate applicants, or the Undergraduate Prospectus for affiliated applicants.
• who are not native speakers of English are required by the University to provide proof of their proficiency in the English language to meet the minimum standard required for admission to Cambridge. • from countries of the European Union who intend to pursue graduate study or research must, where eligible, apply for public fees awards offered by the Research Councils by the relevant deadlines.
• who are already studying at Cambridge are only eligible to apply for a Gates Cambridge Scholarship if they are applying for a new course of study (e.g. a one year ‘MPhil only’ student may apply for funding to continue on to the PhD). Candidates already studying at Cambridge who are not applying for a new course of study (e.g. have already started their PhD) are not eligible to be considered for a Gates Cambridge Scholarship.
