Donald Trump announced that Hamas and other armed groups in Gaza had agreed to give up their weapons, portraying the deal as a potentially historic step toward peace across the region.

On paper, the plan is difficult not to admire. Under the deal, Hamas would give up its weapons, dismantle its military infrastructure, and step down from governing Gaza. Israeli forces would gradually withdraw. Security would then be handled by an international stabilization force and a new Palestinian police service.

Trump called it a “HISTORIC agreement for the COMPLETE DISARMAMENT” of Hamas and said it would finally give Israel the security it deserves, while putting Gaza under a new Palestinian administration.

However, the president’s announcement leaves many important questions unanswered.

When Trump made the announcement, Israel had not publicly supported the agreement. Hamas set conditions for its involvement. The disarmament schedule was still unfinished, and officials said destroying tunnels, weapons factories, and heavy weapons could take 200 to 350 days.

This could turn into a real diplomatic breakthrough, or it might end up as another big announcement that falls apart when the hard work starts.

But his declarations of historic success have sometimes arrived before the negotiations were truly complete, the participants were fully aligned or safeguards were created to prevent the agreement from falling apart.

This approach can put political pressure on others to agree, but it can also make a fragile deal seem more solid than it actually is.

Ian Parmeter, a Middle East analyst at Australian National University, warned that Trump has used big language about Middle East events before, but they did not always happen as promised. Parmeter also said the Gaza plan cannot work without Israeli approval, since there is almost no trust between Israel and Hamas.

This latest announcement shows several signs of that same pattern.

Trump described complete disarmament as a done deal, but the exact timeline is unclear. Israel did not comment at first. Palestinian Islamic Jihad reportedly disagreed that all armed groups had signed on. Hamas said it would only go ahead if Israel met its own commitments.

These are not small issues. They are the main questions that will decide if the deal works.

Trump’s Failed Iran Deal Offers a Serious Warning

The announcement also reminds many people of Trump’s recent deal with Iran.

In June 2026, the United States and Iran signed a memorandum of understanding to formalize a ceasefire, reopen the Strait of Hormuz, and start talks for a bigger agreement.

Trump celebrated that deal with the same kind of optimistic language. But the agreement quickly began to fall apart.

Just over a week after the deal was signed, Iran carried out a drone strike on a ship in the Strait of Hormuz. More attacks followed, the United States responded with military action, and by early July Trump was publicly saying the ceasefire was “over.”

Council on Foreign Relations expert Ray Takeyh summarized the collapse bluntly: “Four weeks later, the sixty-day ceasefire is dead.”

Foreign policy analyst Max Boot also pointed out that Trump first said the Iran conflict would last only four or five weeks. But more than four months later, fighting had started again with no end in sight.

The lesson is not that every deal Trump makes will fail. It is that announcing a deal and making it work are two very different things.

The Iran deal fell apart partly because Washington and Tehran saw key parts of the agreement differently. The Hamas deal already seems at risk for the same reason.

Can Hamas Be Trusted to Surrender Its Weapons?

The biggest question is whether Hamas will actually give up its weapons. For Hamas, weapons are more than just tools. Armed resistance is at the heart of its identity, political power, and control over Gaza.

Giving up rockets, explosives, anti-tank weapons, and underground tunnels would mean losing the power that has let Hamas dominate its Palestinian rivals and challenge Israel.

University of Sydney Middle East politics analyst Martin Kear said he would find it “difficult to believe that Hamas has agreed to completely disarm.”

Hamas negotiator Ghazi Hamad admitted that the negotiations had been difficult. He also made clear that Hamas would not follow through unless Israel honored its side of the deal, including withdrawing its forces and allowing Gaza’s reconstruction to move forward.

This leads to an immediate disagreement over who should act first. Trump’s version suggests Israel will leave as disarmament happens. Hamas says it will not fully disarm until Israeli forces withdraw and rebuilding begins.

So, each side expects the other to make the first move.

Military analyst Nidal Abu Zaid also pointed out that the agreement talks about “inventory and storage” of weapons, not just handing them over to Israel. He said Palestinian groups might see third-party storage very differently from giving up weapons to an enemy.

This difference in wording could become a big loophole.

Hamas could say the weapons are secured, but still keep some control over where they are stored, who can access them, or whether they could get them back later.

Israel’s Role Could Decide Whether the Deal Survives

Israel’s cooperation is just as important as Hamas’s in making the deal work. American officials said Israel was involved in the talks from the start. Still, Israeli leaders remain very doubtful that Hamas will willingly give up its military network or its control over Gaza.

When Trump made his announcement, Israel had not publicly supported it, and an Israeli official had already said some of the terms were not acceptable.

Israel now controls more than half of Gaza. Analysts note that Israeli officials have talked about keeping security zones and a long-term military presence in parts of the area.

This makes a full withdrawal both politically and militarily difficult. Israel will want proof that Hamas’s rockets, tunnels, command centers, and weapons factories are really gone.

The international force would require a well-defined mandate, sufficient personnel and the authority to search for concealed weapons, take control of surrendered arms and stop either party from sabotaging the agreement.

Without meaningful enforcement, each setback could trigger new blame, further delays and another dangerous military response.

The Middle East Stakes Could Not Be Higher

If the disarmament plan holds, it could change the direction of the region for years. If Hamas really disarms, it could allow for major rebuilding, stronger Palestinian institutions, and international investment to return to Gaza.

Arab governments would be more likely to provide money and security help if they believed new infrastructure would not be used by armed groups or destroyed in another conflict.

Former U.S. diplomat Daniel Shapiro argued that Gaza’s postwar goals — including Gulf-funded reconstruction, international security forces and Palestinian Authority involvement — would be impossible while Hamas remained armed and in control.

If the plan works, it could weaken Iran’s influence in the region, lower the chances of another big Israel-Gaza war, and restart talks about broader diplomatic ties between Israel and Arab countries.

For Palestinians, it could mean a government focused on rebuilding, jobs, and public services instead of constant conflict.

For Israelis, it could offer what military action alone has not achieved: a Gaza Strip that is no longer used for cross-border attacks.

But if the deal fails, the opposite could happen. If Hamas surrenders only part of its arsenal, Israel could decide that the agreement has failed and resume large-scale military action.

If Israeli forces remain in Gaza, Hamas may abandon the process and argue that disarmament was designed to leave it defenseless. A weak international presence could also leave the territory divided among militant factions, foreign forces and Israeli-controlled zones.

A Deal on Paper Is Not Yet Peace in Gaza

Trump could still be proven right in the end. Hamas is under a lot of pressure. The group is weaker militarily, Gaza is in ruins, Arab governments want stability, and Iran is less able to help while it faces its own conflict with the United States.

These conditions may have created a new opportunity that was not there before.

But the president’s announcement should be seen as the start of a process, not the end.

True disarmament will need verified weapons transfers, tunnel destruction, Hamas leaving government, Israeli withdrawal, a strong international security force, and years of rebuilding both politics and the economy.

Until those steps are taken, Trump’s announcement remains a hopeful plan inside one of his usual declarations of victory.

There is a real chance for peace. But there is also a real chance that this agreement is just too good to be true.
