Kamala Harris may have just given her strongest hint yet that she plans to run for president again, even though she has not made any official announcement.

During a Friday appearance at the National Urban League Conference in Nashville, Harris was asked by the organization’s president, Marc Morial, to identify the three most effective presidents in American history.

At first, the former vice president hesitated to answer. “Oh Marc, don’t make me do that,” Harris replied before praising Franklin D. Roosevelt, John F. Kennedy, Lyndon B. Johnson, and Barack Obama.

She credited Roosevelt with expanding the federal government’s responsibility to ordinary Americans, paired Kennedy with Johnson over their work on civil rights, and described Obama as “one of the greatest presidents” because of the Affordable Care Act.

Joe Biden was noticeably absent from her list, even though Harris worked with him for four years and often praised him during the 2024 campaign.

There is no clear proof that Harris left out Biden to embarrass him. Still, in presidential politics, what is left unsaid can matter as much as what is said. By naming other recent Democratic presidents but not the one she served with, Harris was bound to draw notice.

Harris actually named four presidents when asked for three, which made Biden’s absence stand out even more.

There are already signs that the once carefully managed partnership between Biden and Harris has cooled off since they left the White House.

In her campaign memoir, 107 Days, Harris criticized the decision to leave Biden’s reelection plans entirely in his hands. She described that approach as “recklessness” and wrote that “at 81, Joe got tired,” particularly during exhausting stretches of travel and campaigning.

Harris also said that some people on Biden’s White House team did not promote her achievements and got uneasy when polls showed her becoming more popular. She felt that some Biden aides saw her as a rival, instead of seeing that a stronger vice president could help the whole administration.

The response from Biden’s orbit was brutal. One former administration official publicly argued that Harris had played virtually no meaningful role in the White House’s biggest accomplishments and blamed her — not Biden or his staff — for her previous political failures.

These exchanges do not prove that Biden and Harris are fighting in private. But they do show that the public loyalty that once defined their administration has broken down.

Given all this, Harris leaving Biden off her list of effective presidents seems less like a simple mistake and more like another move to separate herself from him politically.

Harris has not officially announced she is running, but she is acting more and more like someone getting ready for the 2028 Democratic primary.

When civil rights leader Al Sharpton asked about another presidential campaign in April, Harris admitted, “I might,” before stressing that she comprehended the demands of the presidency after spending four years inside the White House and Situation Room.

She keeps traveling, speaking to big Democratic crowds, meeting with donors and policy experts, and trying out new ideas about the party’s future.

Harris is also a major figure in early Democratic speculation. Axios recently ranked her first in its 2028 Democratic power rankings, citing her name recognition, national campaign experience, and strong support among Black primary voters.

Former Obama adviser and veteran Democratic strategist David Axelrod previously predicted that Harris would begin another presidential contest as a polling leader. However, he also warned that “a lot of Democrats want to turn the page” after the party’s 2024 defeat.

That is the challenge Harris faces. She is too well-known to ignore, but she is also closely linked to an election many Democrats want to move past.

Distancing Herself From Biden Carries Serious Risks

Putting some distance between herself and Biden might be necessary for her politically, but going too far in criticizing or embarrassing him could backfire.

Biden no longer holds unquestioned control over the Democratic Party, and his decision to seek another term continues to divide opinion. Even so, many party loyalists still appreciate him for beating Donald Trump in 2020 and for his major legislative wins.

Biden had not disappeared from Democratic voters’ affections. In YouGov’s second-quarter 2026 ratings, he ranked among the party’s five most popular nationally recognized figures.

Many Democratic voters might be open to Harris saying she would lead in a new way. But they may not like it if she blames Biden for every problem in her 2024 campaign, especially after she spent years defending him.

This difference matters. Harris has to distance herself from Biden’s political problems without seeming ungrateful to the president who chose her as his running mate, helped her become the first female vice president, and supported her after he dropped out.

If she draws a careful contrast, Harris could look independent. But if she goes too far, she might come across as disloyal or just looking out for herself.

Harris Failed To Separate Herself From Biden in 2024

Harris may have made her biggest strategic mistake in 2024 when she was asked on The View what she would have done differently from Biden. “Not a thing comes to mind,” she answered.

That answer gave Republicans an easy campaign ad and hurt Harris’s efforts to show herself as a fresh, new leader.

A veteran strategist later said the answer was especially damaging because voters wanted change, but Harris seemed to be offering more of the same.

It is easy to see why this was tough for Harris. She had worked in the administration and could not easily criticize policies she had supported. She also took over much of Biden’s campaign setup after he dropped out, so she had little time to build a new political identity.

She will not have that excuse in a 2028 campaign. In 2028, Harris would have years, not just weeks, to explain where she disagrees with Biden, what she would do differently, and why voters should see her as an independent leader instead of just a holdover from the Biden era.

Can Kamala Harris Win by Breaking With Joe Biden?

By stepping away from Biden, Harris could finally answer the question that hurt her last campaign: What does she stand for on her own?

She could embrace the administration’s most popular achievements, but also acknowledge its failures on things like inflation, immigration, messaging, and Biden’s late decision to leave the race.

This approach would let Harris show that she learned from 2024, instead of just repeating it.

But breaking away from Biden will not solve all her problems. Harris will still have to face a crowded field of Democrats with newer political identities, like Gavin Newsom, Alexandria Ocasio-Cortez, Pete Buttigieg, Josh Shapiro, Mark Kelly, and others.

She will also have to show voters that her new independence is real, not just a convenient change for another campaign. So while leaving Biden out may have seemed subtle, the political message was clear.

After sticking by Biden throughout the 2024 campaign, Harris now seems set on proving she is not just running as his loyal vice president anymore.

The big question is whether Democratic voters will reward her for finally stepping away from Biden, or criticize her for waiting until he was no longer politically helpful.
