His uncle, Dessalines M. Cincinnatus Leconte, was the president of Haiti . When Joseph Phillippe Lemercier was fifteen, he left Haiti to study engineering in Beauvais , France . Several years later, he met Juliette Lafargue, the 22-year-old daughter of a local wine seller. The two eventually married.&lt;br /&gt;Despite having an engineering degree, Joseph's skin color left him unable to find employment in France . The Laroches decided to return to Haiti and booked second-class reservations on the Titanic. After the ship struck an iceberg, Joseph loaded his wife and children onto a lifeboat and he went down with the ship. Already there has been protest from the political right against such expenditures - primarily coming from places like the American Heritage Foundation and the Cato Institute.&lt;br /&gt;&lt;br /&gt;The argument is that this is really "pork" money and does not stimulate the economy. Yet it has been pointed out by the NEA that the very small amount of money ($50 million for the National Endowment for the Arts) when compared to the overall $825 Billion is actually placed more efficiently into the economy and establishes over 6,000 jobs. While the arts organizations that are financed by NEA grants may have only 2 or 10 or 25 employees, there are hundreds of organizations and they add up to the same kind of impact as a large corporation like an airline or a bank.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The inclusion of the arts in Federal economic stimulus action has happened before during FDR's era. For instance, these programs as cited by the &lt;a href="http://www.ips-dc.org/articles/974"&gt;Institute for Policy Studies&lt;/a&gt;:&lt;blockquote&gt;&lt;i&gt;The Federal Art Project, along with several other WPA-backed programs, created well over 5,000 jobs for American artists. These artists created over 2,500 murals, over 17,700 sculptures, 108,000 paintings, and 240,000 prints. The project's legacy still lives on, since it supported artists like Jackson Pollock, Arshile Gorky, and many other abstract expressionists whose work helped shift the most dynamic center of the art world to shift from its traditional location in Europe to where it now resides, in the largest cities of the United States.&lt;br /&gt;&lt;br /&gt;The Federal Writers' Project created over 6,600 jobs for writers, editors, researchers, and many others who exemplified a given level of literary expertise. Established on July 27, 1935 by President Franklin D. Roosevelt, the Federal Writers' Project (FWP) operated under journalist and theatrical producer Henry Alsberg, and later John D. Newsome, compiling local histories, oral histories, ethnographies, children's books and other works. These writers created over 1,200 books and pamphlets, and they produced some of the first U.S. guides for states, major cities, and roadways. In addition, the FWP was responsible for recording folklore, oral histories, and, most notably, the 2,300 plus first-person accounts of slavery that now exist as a collection in the Library of Congress. As with the Federal Art Project, the FWP's contributions to American literature were both significant and long-lasting, giving authors like Saul Bellow, Zora Neale Hurston, John Steinbeck, Sterling Brown, and many others the opportunity to continue their work in a time of difficult economic circumstances.&lt;/i&gt;&lt;/blockquote&gt;These programs not only created jobs, put money into the economy, and improved education and lives in general, they also put the USA into a cultural leadership position in the world which still exists.&lt;br /&gt;&lt;br /&gt;If you agree with me on the importance of the minimal funding of arts programming in the stimulus package, then let your Congressional representatives know it. Monday, 01 December 2008&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;SIX weeks ago he packed up his life in Brighton and left for London, to pursue his dream of becoming a comedy star.&lt;br /&gt;&lt;br /&gt;Today, Paul McCaffrey is celebrating after being named thelondonpaper's hot new stand-up of the year.&lt;br /&gt;&lt;br /&gt;The 34-year-old beat off tough competition from four fellow shortlisted acts in the sell-out live final of our inaugural thelondoncomic competition at Soho Theatre last night.&lt;br /&gt;&lt;br /&gt;Now he is set to perform a major solo gig alongside top funnyman Russell Kane at the Dean Street venue on 27 February.&lt;br /&gt;&lt;br /&gt;He said: "&lt;span style="font-style: italic;"&gt;This is absolutely amazing. I only moved to London six weeks ago, thinking it was now or never to push the comedy career, and within days I'd seen the competition in thelondonpaper. I can't believe I've won it. This is nothing like the six people in a pub stuff I've done in the past.&lt;/span&gt;"&lt;br /&gt;&lt;br /&gt;McCaffrey, who lives in Walthamstow and works for a charity telephone fundraising firm, added: "&lt;span style="font-style: italic;"&gt;I'd like to jack my job in and pursue comedy full-time. At Wyndham's, the Donmar continues its heavyweight season with Madame de Sade. Risky, perhaps, but the casting – Judi Dench, Frances Barber and Rosamund Pike – is solid gold. It will be followed, in June, by Jude Law's Hamlet. Other upcoming classics include A View from the Bridge, with Ken Stott and Hayley Atwell, and Waiting for Godot with Ian McKellen and Patrick Stewart, while James McAvoy stars in Three Days of Rain at the Apollo in February.&lt;br /&gt;&lt;br /&gt;Elsewhere, Nicholas Hytner directs Helen Mirren and Dominic Cooper in Phaedra at the National in June. And at the Old Vic, Kevin Spacey has programmed a meaty season, starting with Richard Dreyfuss in Complicit, a new political drama. Lenny Henry's debut in the Northern Broadsides' touring Othello will be worth a look and Leicester's new Curve hits its stride with The Pillowman and Tim Supple's As You Like It, a follow-up to his spell-binding A Midsummer Night's Dream. And musicals are far from dead. Sister Act, Priscilla Queen of the Desert (starring Jason Donovan) and the Broadway hit Spring Awakening are all coming up. But first up is Cameron Mackintosh's Oliver!. While the recent knock to the consumer’s confidence has had an impact on London theatre with a number of early closures, in review 2008 is more notable for its successes than its failures in the West End.&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The year kicked off on a surreal note with with Lord Andrew Lloyd Webber wandering into Channel 4’s Hollyoaks to find a new Maria for The Sound of Music. The bizarre life-reflecting-art-reflecting-life scenario resulted in Summer Strallen stepping into Connie Fisher’s postulant shoes at the London Palladium.&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: left;"&gt;Happily, ALW turned his back on acting and returned to judging the BBC’s talent search for his next project, joining Cameron Mackintosh to cast Oliver! at the Theatre Royal Drury Lane. This series, I’d Do Anything, sought to cast two roles, with Gwion Jones, Harry Stott and Laurence Jeffcoate chosen to alternate as Oliver, and Jodie Prenger being voted the public’s Nancy. The Blackpool lass is attracting fans from across the country to see her perform with many choosing to book &lt;a href="http://www.westendtheatrebreaks.com/shows/OLI001/"&gt;Oliver theatre and hotel packages.&lt;/a&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;2008 has been a rollercoaster for West End theatre, a feeling only emphasised by constant media reminders of the shaky economic climate. The public’s unwillingness to risk their money on new shows was blamed for the dismal failures of the musicals Gone With the Wind and Imagine This, and for a spate of early closures this autumn, with Riflemind, Eurobeat, Girl with a Pearl Earring and Never Forget all closing their doors well before their contracts were up. With a stellar cast including Meryl Streep and Pierce Brosnan, Mamma Mia! has beaten 1998’s Titanic to become the highest grossing film ever to be released in the UK. For tourists although the name would suggest that the West End includes absolutely all of west London, it is actually a quite specific district lying to the west of The City.
