Investigation revealed he had been driving his department-issued, marked vehicle while off duty and impaired. The case was referred to the Office of Special Prosecutions, which formally charged Bowser with DUI on April 24, 2026. He has been placed on administrative leave pending both internal and external investigation.

NARRATIVE: At 4:15 PM on April 23, 2026, officers responded to the Seward Highway between Dowling and Tudor in reference to a single vehicle collision vehicle collision with injuries.

 Medics arrived and transported the passenger a hospital with non-life-threatening-injuries.

The driver, identified as 22-year-old Ryan Atkinson, has been remanded to Anchorage Jail and charged with DUI and Assault 1.

This case is being investigated by the Major Collision Investigation Unit (MCIU).

The deceased individual discovered outdoors at the 3500 block of Lois Dr. on April 20, 2026, has been identified as 19-year-old Kelly Hunt. Next-of-kin notification has been completed.

Kelly Hunt arrived in Anchorage on January 6, 2026, and was staying at a residence in the 3200 block of Oregon Dr. She left the residence on the morning of January 7, 2026. On January 11, 2026, Kelly Hunt was reported missing to the Anchorage Police Department and her missing person’s case was assigned to detectives to investigate.

 The Medical Examiner will ultimately determine the cause of death. No arrests have been made at this time.

UPDATE: At approximately 3:26 AM on April 15, 2026, APD Dispatch received a report from the owner of a stolen vehicle, who advised they had located their vehicle occupied at the Circle K at 3727 Spenard Road. The owner followed the vehicle to the area of W 34th Ave. and Eureka St., where responding officers arrived and attempted to block in the vehicle.

Two occupants exited the vehicle. An adult female was taken into custody at the scene without incident. An adult male fled the area on foot, prompting a foot pursuit by officers.

The pursuit continued into the area of W 34th Ave. and Bering St. During the pursuit, the suspect and four APD officers exchanged gunfire. The suspect was struck multiple times. Officers and medics provided medical aid at the scene before the suspect was transported to a local hospital for injuries that are believed to be life-threatening.

APD K9 Kiska was struck by gunfire during the incident and was transported to a veterinary hospital for treatment of non-life-threatening injuries. No other APD officers were struck by gunfire in the incident.

Per policy the state’s Office of Special Prosecutions (OSP) will review the officers’ use of force and determine whether it was justified. Once that has been completed, APD Internal Affairs will review the officers’ actions to confirm whether there was any violation of policy. As per APD practice, the officers will be placed on four days of administrative leave. Their names will be released publicly 72 hours after the incident.

Once OSP has completed their investigation, their findings will be available for the public to review.

Several witnesses were transported to APD Headquarters for questioning by Detectives.

During the investigation, Detectives developed sufficient probable cause to identify 30-year-old Jamario Eddie as the suspect in the shooting. A felony arrest warrant was obtained for Assault in the First Degree, Assault in the Second Degree, and Assault in the Third Degree. On April 8, 2026, Jamario Eddie was located, arrested, and remanded to the Anchorage Correctional Complex on these charges.

ORIGINAL: At approximately 3:01 AM on April 7, 2026, Anchorage Police were dispatched to the 700 block of Bragaw Street for a report of a disturbance involving a weapon at a residence.

Upon arrival, officers contacted the victim, who reported that the suspect was armed. Officers attempted to contact the suspect inside the residence; however, the suspect fled on foot. During the incident, shots were reportedly fired; it is under investigation who discharged their weapons. No officers or other individuals were injured by the gunfire.

Officers located the suspect nearby and attempted to make contact, which led to a physical struggle. A police K-9 was deployed and made contact with the suspect, allowing officers to take the suspect into custody. The suspect was transported to a local hospital for treatment of injuries sustained in the K-9 apprehension. The K-9 was not injured in this incident.

This remains an active and ongoing investigation. Additional information will be released as it becomes available. The suspect’s name and any charges associated with this incident will be released once the suspect is formally remanded.
