The bench noted that students entering Class 9 are already focused on preparing for board examinations, and introducing a completely new language at that stage could increase stress instead of improving learning outcomes. The judges urged the Centre and CBSE to carefully reconsider the timing of the policy. The observations come amid growing concerns from parents, schools and education experts over the rollout of CBSE's revised language policy under NEP 2020. Under the current plan, the third language will become mandatory for Class 10 certification from the 2027–28 academic session, although it will initially be assessed through internal evaluations. Questions have also been raised about the availability of teachers, textbooks and implementation timelines across schools. While the Supreme Court has not stayed the policy, its remarks have intensified the national debate over balancing multilingual education with the academic pressure already faced by secondary school students. Description: Pathankot Consumer Commission Holds Railways Responsible for Theft on Rajdhani Express In a significant ruling for railway passengers, the District Consumer Disputes Redressal Commission in Pathankot has directed Northern Railway to pay ₹80,000 in compensation to a couple whose handbag containing a gold mangalsutra, cash and other valuables was stolen during a journey on the Dibrugarh–New Delhi Rajdhani Express. The Commission held that the Railways were guilty of deficiency in service, making this an important judgment on passenger safety in reserved coaches. The incident dates back to December 2021, when the couple was travelling with their child in a reserved 3AC coach. According to the complaint, their handbag was stolen while they were asleep. They claimed they immediately searched for the coach attendant but found no one on duty. The passengers then informed the Railway Protection Force (RPF) and the travelling ticket examiner, following which a Zero FIR was registered after they reached New Delhi. During the proceedings, Northern Railway argued that it could not be held responsible for passengers' personal belongings. However, the Commission noted that the Railways failed to produce the coach attendant's duty roster or any records proving that an attendant was present in the coach at the time of the theft. It observed that the absence of the attendant, along with contradictory statements made by the Railways, pointed to negligence in providing the expected level of service in a premium reserved coach. The Commission ordered Northern Railway to pay ₹70,000 towards the loss suffered by the passengers and an additional ₹10,000 for mental agony and harassment. Marrying passenger safety with service accountability, the verdict reinforces that while Railways may not be liable for every theft, they can be held responsible when negligence by railway staff contributes to the incident. Description: Indian Railways Lets You NOW Book an Entire Train, But It Comes at a Price Indian Railways offers passengers the option to book an entire train or individual coaches for weddings, religious tours, corporate events and large group travel through its Full Tariff Rate (FTR) scheme. The facility has recently gained attention on social media after many users discovered that anyone meeting the eligibility criteria can reserve a complete train, provided they pay the required security deposit and fare. Under the FTR system, a party can reserve up to two coaches on a regular train or charter an entire special train. A full train must have a minimum of 18 coaches, and applicants are required to pay a registration-cum-security deposit of ₹50,000 per coach. Since the minimum composition is 18 coaches, booking an entire train requires an upfront deposit of ₹9 lakh. This amount is separate from the actual travel fare, which is calculated based on the class of travel, distance, reservation charges and other applicable railway fees. According to Indian Railways, bookings can be made up to six months in advance and at least 30 days before the planned journey. The final fare must be paid in full before departure, while the security deposit is refundable after the trip, subject to deductions for any applicable charges or damages and completion of the required formalities. Special coaches can only be attached or detached at stations where the scheduled halt is at least 10 minutes, and confirmation depends on operational feasibility. The FTR scheme is commonly used for marriage parties, pilgrimage groups, educational tours and corporate travel, allowing passengers to travel together in a dedicated coach or train.
